1. The chair called the meeting to order at 8:00 a.m., March 7th.2. Committee members and guests made self-introductions.3. Minutes from the first draft meeting in June 2016 were reviewed and approved.4. NFPA Staff provided an update on the A2018 revision schedule, committee makeup

and the NFPA process.5. The committee reviewed and updated the list of current task groups and members.6. The committee reviewed the work of the Dust Collection task group. This chapter

will be completely revised at the Second Draft. NFPA staff will review the final draftfrom this meeting for Manual of Style, numbering, etc. This file will be distributed tothe committee prior to the June Second Draft meeting for final review.

7. The committee also reviewed the work of the Additive Manufacturing and theReorganization task groups (see below for action items and updates).

8. The Committee is considering adding annex material related to discussion of FMPresentation on inadequacy of current calculations for deflagration venting in NFPA68 for combustible metals depending upon multiple variables.

9. The committee set up a task group to review MEC in dust collection and pneumaticconveying. Questions are: 1) What is appropriate safety factor? 2) Should wereference another source for data? Members are: Sam Rodgers, Jack Osborn, GregCreswell, Greg Super, Brad Burridge, Scott Davis.

10. Reviewed Additive Manufacturing Chapter: Tom Christman to write annex materialprior to second draft meeting concerning bonding/grounding for AM 2.1.2

11. The committee will consider adding a definition for LOC (limiting oxygenconcentration) in Chapter 3.

12. Tom Christman to share generic combustible metals training he has developed withthe Technical Committee.

13. Sam Rogers presented proposed changes to revisit NFPA 68 6.1.2.3*, A.6.1.2.3, andTable A.1.1.3 in the second draft. Mark Drake will contact Laura Moreno, staffliaison for NFPA 68 about the proposed second revisions.

14. Next Steps: Reorganization task group: Kevin Kreitman to verify that all materialshave been moved correctly by May 12. Susan needs a “final” word document withannex material to share with committee 2 weeks prior to June meeting. Mark tosend straw man plus word document to committee.

The correlating committee requests that the 484 technical committee clearly designate which sections of the standard are meant to be retroactive. Each chapter should designate clearly at the beginning which sections are retroactive. It should also be clearly designated in chapter 1 which sections of the standard are retroactive. Note that the correlating committee is making the same request to the 652 technical committee, and will be addressing this issue with the other standards as well. The goal is to consistently identify retroactive provisions in all of the dust standards.

12.2.5* Nanoparticle Production by Thermal Spray Pyrolysis

A documented hazard analysis shall be conducted to determine appropriate effective fireand explosion protection measures for combustible metal nanoparticle thermal spraypyrolysis production processes and equipment including the materials coated by thenanoparticles. These measures shall account for possible pyrophoric reactions of thenanoparticles and coating upon suddenly being introduced to an air atmosphere.

Annex Paragraph A.12.2.5 Metallic nanostructured coatings of various materialsincluding paperboard, aluminum foil, and other metals can now be produced by thermalspray pyrolysis processes. One example of this is described in the paper by Makela etal., Aerosol Science and Technology, v. 45, 2011.

Statement of Problem and Substantiation for Public Comment

Thermal spray nanoparticle coating processes are becoming more common and should be addressed in this section of Chapter 12 along with the other nanoparticle production processes.

Add new Section 11.4.9.4 and associated Annex paragraph.

11.4.9.4* Dust collection systems for hot metallic nanoparticles shall be inerted unlesscombustibility testing of nanoparticle dust samples demonstrate that the particles are notpyrophoric.

A.11.4.9.4 Hot metallic nanoparticles can be present in welding fumes and dusts produced inadditive manufacturing processes. When these processes involve reactive metals, thenanoparticulate dust cn be pyrophoric.

Statement of Problem and Substantiation for Public Comment

The new chapter on nanoparticles only covers powders. Potentially pyrophoric metal nanoparticles can also be present in dust from hot reactive metal operations.

Metal-containing mixtures that also contain combustible nonmetal dusts shall be permitted tobe excluded from this standard and protected according to NFPA 652 and NFPA 654 or otherNFPA industry- or commodity-specific standard, if by testing it is established that the mixturemeets all of the following criteria:

(1) It has been demonstrated that mixture fires can be controlled safely and effectively withClass ABC fire-extinguishing agents.

(2) It has been demonstrated that mixture fires can be controlled safely and effectively withwater.

(3) The material is not a UN Class 4.3 solid as tested using UN Class 4.3 water reactivity testmethods.

(4) It has been demonstrated that the volume resistivity is greater than 1 M ohm-m.

(5) It is not a metal/metal-oxide mixture (e.g., thermite).

Neither definition is consistent with the rules in the English language that have been used for centuries regarding the creation of new words. the fact that predecessors were ignorant of the English language should not justifyperpetuating such ignorance. An explosion is a rupture of an enclosure due to pressure from a deflagration. Therefore, "explosible" means capable of rupturing due to the pressure from a deflagration.

Combustible metal dust picked up by a dry fixed vacuum cleaning system shall be dischargedinto a container or collector located outside the building. Wet collector systems shall be inaccordance with 11.4.12.

Statement of Problem and Substantiation for Public Comment

As written the requirement is somewhat ambiguous regarding wet versus dry collectors. Section 11.4.12 implies that wet collectors are allowed inside the building, as venting is required to terminate outside. 11.4.12.2.2 also requires the ducting to be as short as possible, which implies that the desire is to get the dust into the collector as quickly as possible.
