1. Price bids (Envelope No.2) of bidders who are assessed and declared as substantially technically responsive on evaluation of the technical bid will be opened for further commercial evaluation. Terms & Condition: - The Earnest Money Deposit shall be accepted in form of DD or Bank Guarantee issued by any Bank listed in attached annexure-I, Schedule of Banks for accerting Gaurantees for FY 2 014 – 2015, payable at Dena Bank, Wanakbori T.P.S. drawn in favor of “GUJARAT STATE ELECTRICITY CORPORATION LTD”. Tender fee shall be accepted by Demand Draft on any Nationalized Bank/ICICI/HDFC/AXIS/IDBI BANK drawn in favor of “GUJARAT STATE ELECTRICITY CORPORATION LTD” payable at Dena Bank, Wanakbori T.P.S. Demand Draft for Tender Fee and EMD should be submitted along with Technical bid in Envelope No.1. Tenderer should quote the reference of payment of EMD & Tender Fee i.e. D.D. No. & Date on the cover page of the Technical bid otherwise bid will not be considered for opening. Tender without Tender Fee & EMD shall be rejected. N.B.: (1) Tender will be accepted only by RPAD. Each tender should be posted separately. Tender

received late will not be accepted. Any alterations, modifications to bids received after opening of tender shall not be considered unless called for by the GSECL in negotiations.

(2) Tenderers should quote the reference of payment of EMD i.e. DD. No. & Date or Bank guarantee issued by any Bank listed in attached annexure-I, Schedule of Banks for accerting Gaurantees for FY 2014 – 2015, will only be accepted. The bank guarantee of any other Banks will not be accepted.

(3) Tenderers should submit latest Bank Solvency Certificate for 20% value, of the estimated

cost of any Nationalized Bank. (4) The tender without payment of Tender Fee & EMD will not be opened or considered. (5) Tenderers shall note that they possess separate P.F. Code No. in their name (under

Employee provident fund organization, Regional office, Ahmedabad directive) obtained from the concerned authorities of their respective jurisdictions.

(6) Tenderers shall also certify that quoted tender is ‘UNCONDITIONAL’ on tender covers itself. (7) The tender’s documents are of two bid systems. [A] The technical bid, which is to be submitted in

separate sealed envelope mentioning ‘TECHNICAL BID’ on envelope with details given special note for pre qualification with mentioning of E.M.D. & Tender fee payment. [B] The commercial [price] bid, which is to be submitted with the rest page of tenders including Schedule-B in separate sealed envelope mentioning ‘COMMERCIAL BID’. Both the bids should be submitted in another separate sealed cover on due date of submission with Tender Notice number, Sr. No. & name of work superscripted thereon and with note ‘TENDER- DO NOT OPEN’ written prominently.

BID QUALIFICATION CONDITIONS:

SUB: - Work of Condenser tube cleaning by high pressure water jetting followed by bullet shot method using specially designed phosphor bronze bullet at 210 MW, KWU make Unit No.7 Stage III of Wanakbori TPS during next AOH in 2014.

Prescribed Earnest money deposit will have to be paid by the bidder which will be accepted by crossed demand draft/ BG payable on Dena Bank, Wanakbori TPS in favor of GSECL. Tenders submitted without tender fee & EMD are liable to be rejected.

A) Each tender duly offered in sealed cover and prescribed with tender no. and due date shall be received by RPAD only. The undersigned reserves the right to accept any or all tenders without assigning any reasons thereof. Tenders received late will not be accepted. Any alterations / modifications to the bids received after opening of tender shall not be considered unless called for by the Corporation in negotiations.

B) Bidder should also certify as un-conditional tender on cover itself. C) Bidder should also quote the DD no. on tender cover for payment of EMD & Tender Fee. D) Tender without payment of Tender fee/EMD will not be opened or considered. E) Subletting of tender is not permitted. F) The contractor shall have to produce copies of income tax clearance certificate and

experience certificate for work executed in past. G) Chief Engineer, WTPS reserves right either to accept or reject any or all tenders without

assigning any reasons. H) Contractor should have a valid separate PF A/C and contract labour should be covered under PF A/C. I) Up date workman Group insurance policy covering all the labour who are going to work at

WTPS site is to be submitted along with technical bid. L) Up date valid labour license from the Asstt. Labour Commissioner, Nadiad is to be submitted

along with technical bid. M) For fulfillment of all the Labour laws, liabilities before starting of the contract work, contractor

should give the assurance/indemnify bond on non judicial stamp paper of Rs. 100/- to GSECL, WTPS or as per the tender amount.

N) Contractor shall have to submit the tender in two parts i.e. (I) Technical bid (II) Price bid the date of the price bid opening shall be informed to the technically qualified bidder separately.

O) Only those bidders will be qualified for opening price bid who is having experience of similar work carried out in last 03 years. Bidder is required to submit Copy of past orders executed/completion certificate for similar work either at GEB/GSECL/NTPC or other Electricity Board.

P) Bank solvency certificate of @ 20% estimated value of nationalized bank. Q) List of tools and tackles and technical personnel. R) Party shall have to produce the Service tax registration certificate. S) Tenderers should download the tender documents from the website www.gseb.com ;

www.gsecl.com . Tender documents will not be issued in physical form from this office and submit the same as per instruction therein by RPAD only. Tenders received by Courier Service and Hand Delivery will not be accepted.

CIRCULAR – I The following are the major obligations to be filled by the Contractors as per the Contract Labour (R&A) Act 1970 and rule mentioned there under:

1. License to be obtained before starting the work where number of contract labourers in ten or more.

2. Payment to contract labourers has to be made in presence of IRO/LWO. Wages rates for

contract labourers are applicable as per the terms and a condition of the license Minimum rate of the wages for unskilled labour, semiskilled labour and for skilled labour notified from time to time by the competent authority under the said Act.

3. Contractor shall have to maintain the muster roll and wages register in respect of his contract

labour. 4. Contractor is required to issue employment card, wages slip and attendance card to their

labourers. 5. The Contractor has to maintain the register No.13 containing details of contract labour

employed by him. 6. Earned Leave register/card as per the Factories Act. And Rules. 7. Other registers required under contract labour Rules and the Factories Act and Rules. 8. Contractor shall have to obtain insurance policy in respect of the contract labour engaged by

him to cover them under Workmen’s Compensation Act. 9. To send half-yearly return to licensing officer as per Rule 82 (1) as per scheduled time. 10. Before starting the work as per the contract awarded to him, he should make arrangement to

enter into the agreement in the prescribed format on the stamp paper as applicable before fulfilling the above requirement the contractor is instructed not to start the work. The responsibility will be on his head in case he fails.

The Contractor are informed to adhere to the rules and regulations applicable to them, particularly in respect of the labourers engaged by them, the contractor not fulfilling the obligations will not be allowed or continue with work/not be held qualified to carry out the work at Wanakbori TPS.

GENERAL CONDITION OF CONTRACT SUB: - Work of Condenser tube cleaning by high pressure water jetting followed by bullet shot method using specially designed phosphor bronze bullet at 210 MW, KWU make Unit No.7 Stage III of Wanakbori TPS during next AOH in 2014.

WAGES TO BE PAID & TIME OF PAYMENT ETC. BY THE CONT RACTOR:

(a) The contractors shall pay minimum rates fixed under the minimum wages act. The wages of every contract labour employed by him under this contract shall be paid by him before the expiry of 7th day of the last day of the month in respect of which the wages are payable (i.e. wages of a month have to the paid by him in the first week of the next month). The payment shall be disbursed in the presence of management representative during the working hours in factory premises and the contractor shall get the entries certified in the register of wages by the representatives of the company. Any default will result in cancellation of contract forthwith or also the contract shall be punishable to the extent of Rs. 100/- fine per each day.

(b) The contractor shall be give his telephone number and address to the Board so that in case of labour trouble etc. the contractor can be contacted. The contractor shall arrange to have his office outside the factory premises and the contractor shall keep himself present through out the work hours.

1. LABOURS LAWS: (a) Person below the age of 18 years shall not be employed for the work. (b) No female worker shall be employed in the night shift between 07-00 PM to 06-00 AM. (c) Contractor shall maintain a valid labour license under the contractor labour (Regulation and

Abolition) Act for the employing necessary manpower to be required by him in the absence of such license the contractor shall be liable to terminated without assign any reasons thereof.

(d) The contractor shall at his own expense comply with all labour laws and keep the Board indemnified in respect thereof. Some of the major liabilities under various labour and industrial laws which the contractor shall comply with are as under:

1. Payment of contributing of way of Employer's contribution towards provident fund, family pension scheme, deposit linked insurance scheme, administrative charges etc. at the rates made applicable from time to time by Government of Gujarat/ Government of India or other Statutory Authorities.

2. Payment of deposit in respect of each contract labour at rate of Rs. 30/- with the office of Commissioner of Labour as per contract labour (Regulation and Abolition) Act.

3. License as prescribed under the contract labour (Regulation and Abolition) Act and rules framed there under depending upon the number of workman employed by the contractor License is compulsory it ten or more labours engaged due date.

4. Identity cards as prescribed under the factories act. With photo affixed there to the same for identification.

5. Payment of retrenchment compensation, notice pay and other liabilities as per Industrial Disputes Act. Any payment to the contractor's employees arising out of any claim or disputes under the industrial Disputes Act. 1947 or any other labour laws.

6. Payment of compensation in case of accidental injury. 7. Provision of crèches if female labour employed is more than 30 numbers. 8. Maternity leave as per the provision of the Maternity Benefit Act.

2. PROVIDENT FUND AND FAMILY PENSION SCHEME:

The contractor shall submit along with his bill (month wise) a statement regarding deductions against employees provident fund and family pension scheme in respect of each concerned employees. Provident fund and family pension scheme at the rate of 8.33% (or at the rate made applicable by the Government from time to time) of Wages. The contractor's contribution and his

C- workers contribution towards provident fund and family pension scheme shall be deposited by the contractor with Regional Provident Fund commissioner, Ahmedabad.

3. DEPOSIT LINKED INSURANCE SCHEME: The contractor shall have to deposit % of the wages in respect of employees who is a member of the provident fund as the contribution to the Deposit linked insurance scheme with Regional Provident Fund Commissioner, Ahmedabad.

4. ADMINISTRATIVE CHARGES: Administrative charges for maintaining Provident fund account shall be deposited by the contractor with Regional Provident Fund Commissioner, Ahmedabad at the rates applicable.

5. PAID LEAVE FACILITY: Paid leave facility at the rate of one day for every 29 days worked by the contractor labour shall be provided by the contractor to his workers. He shall maintain leave records/leave cards for individual labourers which shall be duly verified and approved certified by the authorized officer of the Board.

6. WORKMEN'S COMPENSATION FUND AND EMPLOYERS LIABILITY INSURANCE: The contractor shall cover all his employees under workmen's compensation fund and under the liability Insurance.

7. The contractor shall employ adequate number of experienced staff at site for daily supervision and for maintenance of various registers and records required under the law and contract no payment for supervision shall be admissible.

8. CONTRACTOR TO INDEMINITY THE BOARD: The contractor shall indemnity and keep indemnified the Board and every member, officer and employees of the G.S.E.C.L. also Engineer in charge and his staff against action proceeding claims, demands, costs and expenses whatsoever arising, out of or in connection with the maters referred in above clauses and elsewhere and against all actions claims, demands, cost and expenses which may be made against the G.S.E.C.L. by any workmen / employees of the contractor or any sub contractor and/ or contractor from any liability any wise any workman employees of the contractor or sub contractor under any laws rules or regulation having the force of low including but not limited to claims against the owner workmen compensation Act 1923. The employees Provident Fund 1952, and or/ the Contract labour (Abolition and Regulation) Act. 1970 the G.S.E.C.L. shall not be liable for in respect of or in consequence of any accident or injury to workman of other person in the employment of the contractor or his sub contractor and the contractor shall identify workman in the G.S.E.C.L. against all such damage and compensation and against all claims, demands, proceeding costs charge and expenses what so ever in respect thereof or in relation there to.

9. WORKMAN'S COMPENSATION & EMPLOYER'S LIABILITY INSUR ANCE: Insurance shall be affected for all the contractor's employees engaged in the performance of these contractors. If any of the work is subjected, the contractor shall require the sub contractor to provide workman's compensation and Employers Liability Insurance for the letter's employees are covered under this scheme.

10. The Company reserves the right to terminate this rate contract at any time during contract period without giving notice of termination of any reasons thereof.

11. The Company will be entitled to deduct directly from the bills, to be paid to the contractor any sum of sums payable by the contractor and which sum/sums the GSECL is required to pay as a principal employer on account of Contractor default in respect of all liabilities referred to in above clauses.

12. Nothing in the contract document stated shall anywise constitutes any workman/ employees of the contractor or any sub contractor as or to be workman employees of the owner or place obligationary liability in respect of any such workman/ employee upon the GSECL.

13. Office Correspondence will be carried out in English and if at any time to facilitate the contractor, Gujarati Translation may be furnished if deemed fit the English version will be the contract one the same only will held good for legal matter.

14. Contractor will be responsible and liable to pay difference in wages if any and or observe the revised service conditions that may be awarded by the honorable Industrial Tribunal effective from the dated directed in the award.

15. Rate quoted are firm and hence no price escalation or labour escalation will be applicable towards execution of work.

16. In case of delay in execution of work the penalty as Cl. No. 3 of Tender and contract for work will be applicable.

17. Party shall have to provide at their own the required personal protective equipments of standard make (ISI approved) to their staff during work execution and it will be your responsibility to see that the same are by your staff while at work.

18. The contractor shall deposit 15 days salary at the rate of last drawn salary for every completed one year services for each worker for liabilities of gratuity. --------------------------------------------------x---------------------------------------------------------------

GENERAL CONDITIONS OF CONTRACT SUB: - Work of Condenser tube cleaning by high pressure water jetting followed by bullet shot method using specially designed phosphor bronze bullet at 210 MW, KWU make Unit No.7 Stage III of Wanakbori TPS during next AOH in 20124.

SECTION:

1. The contractor shall at their own expense make all necessary provision for housing water supply and sanitary arrangement for their employee as well as for works and shall pay direct to the authorities concerned all rates and taxes.

2. The contractor shall make their own arrangements for the necessary approach road, for transport

of their materials and be responsible for the Compensation on account of damage to crop on Corporation's property.

3. All the royalty charges Octroi other duties will be paid by the contractor and no extra could be claimed on this account.

4. The organization will supply articles at the place and rates mentioned in schedule `A' of Tender

form. In case of the materials issued either through or with the recommendation of this organization it will be absolutely necessary for the contractor to maintain a correct and honest record of the daily consumption of the said materials/with inside particular reference to the work during the day. The Engineer-in-charge of this department or his authorized agent shall have the right to inspect and check the stores containing these materials and the account for these materials shall be presented for inspection whenever asked for by them. Every facility shall be afforded by the contractors for all these inspections Engineer-in-charge will supply the materials in any quantity as deemed fit.

5. Godown of sheds hired or constructed for storage of controlled materials and more/ particularly of cement shall be such as would prevent the materials from getting damages in any way.

6. It will be absolutely incumbent o the contractors to have on the site of work only such of the

materials as have been dully passed by the Engineer-in-charge Materials that have been rejected must on no account be allowed to remain on the side and in spite of written order to do so any such rejected material is on the site beyond a period of 48 hours, notice the Engineer-in-charge shall have the right to remove it at the risk and cost of the contractor and even destroy it.

7. It must be distinctly understood that the conditions of the contract and of claims in respect of

extra work will not be allowed, unless the works to which they relate is clearly without the spirit and meaning of the specifications or unless such work are ordered in writing by the Engineer-in-charge and claimed for in specified manner.

8. On completion of the work, the site shall be cleared by the contractors within the stipulated period, and ground brought to original state and they shall not be entitled for any extra claim on this account.

9. General specification of the latest edition of the P.W.D. Hand Book volume I & II shall also apply.

10. When cement is obtained through or with the recommendation or issued by the Corporation it should be understood that the contractors will have to be very careful regarding the handling of the cement bag so as to preserve their serviceability and quality.

11. DAMAGE CAUSES TO WORKS : The work whether fully constructed or not, and all materials,

machinery plant tools, temporary building and other things connected there shall be at the risk and in the sole charge of the contractor until the works have been delivered, completed to the Engineer- in-charge and certificate from him to that effect obtained until such delivery the contractor shall at their own cost take all the precautions reasonably necessary to keep all the aforesaid works materials machinery, plant, tools, temporary building and other things connected with the work, free from any loss or damage and in the event to the same or any part there of being lost or damage shall from with within possible speed, reinstate and make good such loss or damage at contractor's own cost.

12. Supply of controlled articles will be invariably recommended after the actual requirements have

been carefully scrutinized. In the event of any such materials remaining in surplus in charge of the contract, on account of some modifications either in the design or changes in construction or any other reason will be returned to the department.

13. There will be generally no objection on the component parts of the works being given over to

responsible sub contractors but it must be borne in mind that this department would under no circumstances recognize these sub contractors and responsibility of executing the work in accordance with the condition of the contract will entirely rest on the main contractors. The main contractors will therefore always have the very responsible member preferably a technical hand, present on the works with power to sign all work order issued on the site of work and to take requisite actions in the interest of very efficient execution of works.

14. With a view to ensure rapid progress on the works purchaser may store at work sites certain

quantities of the materials such as cement etc. and it will be incumbent on the tender to purchase these materials, at the rates mentioned in schedule `A' of tender form for supply of necessary articles, all necessary help will be tendered but in must be clearly understood that the purchases does not accepted and responsibility for the delay that may be cause in their supply on account of circumstances beyond the purchaser's control.

15. The Engineer-in-charge will fix the hours of work and no work shall be executed beyond that period during night time or in absence of the Engineer-in-charge or his authorized agent. The box measures shall be filled only in the presence of the Engineer-in-charge or his authorized agent.

16. Contractor will be asked to present the sample of materials and the approved sampled will be preserved at the site of work and no change in the approved sample will be allowed without the written permission of the Engineer-in-charge.

17. If any work is not executed according to the specifications and the directions of the Engineer-in-charge the same will be rejected or reduced rate will be allowed as deemed fit by the Engineer-in-charge.

18. Contract will have to communicate the name of his authorized agent who shall be presentation

the works and shall be authorized to sign the materials requisitions receive instruction given verbally, or on the order book on behalf of the contractor.

19. The materials issued to the contractor as per schedule `A' of the tender shall not be removed

from the work and all surplus material at the end of the works which is considered serviceable shall be returned to the organization even the unserviceable material shall be removed only with the prior permission to the E.E. in writing.

20. The contractor will have to sign the conditions of the contract and execute the agreement, send the list of previous works executed solvency certificates and pay up the security deposits, failing to that the tender will be rejected and earnest money deposit will be forfeited. The value of the stamp paper and stamp duty charges shall be borne by the contactor.

21. The contractor must arrange for all transport of materials weighting of material issued at

department stores and all such cost include in the rates of schedule `B' with the loss or above percentage quoted by the contractor for finished work.

22. The competent authorities can delete to any items in the schedule `B' of the tender order if they

fill that the items is not essential to be executed. 23. A schedule of quantities is included in the tender document it shall definitely understood that the

Corporation does not accept any responsibility for the correctness or complication of this schedules and this schedule is liable to alterations by commissions, deduction or additions at the description of the Chief Engineer of as set forth in conditions of contract specific percentage less or above shall be quoted by the contractor below the total amount of schedule `B'. The tender documents shall be written legibly and free from grouser, over written on conversion of figures correction where unavoidable shall be made by crossing out initialing dating and rewriting both in figures and in words in case of my discrepancy in figures the price quoted in words shall prevail.

24. This notice to tenders shall form a part of the contract.

25. The entire work is to be completed within the stipulated time limit from the date of work order.

The contractor will not be eligible for any extra for the idle period of work or waiting period that may be required to suit other considerations and no claim for compensation on account of such will be considered. However in case or delay due to circumstances beyond the control contractor either in date of commencement or due to waiting during construction extension time may be considered for completion of work.

26. In case contractor is unable to account for full quantity of materials issued to him from the department stores, recovery will be effected from him at cost rates or market rates prevailing at the time of issue whichever is higher, plus 15% to cover Corporation's departmental supervision charges for all material unaccounted for.

27. Scrap from reinforcement (bars below 1.25 M lengths) not be accepted back and the contractor will be authorized to remove it from the site after completion of works and rendering of accounts with written permission of Engineer in charge not below the rank of Executive Engineer. The corporation will not be responsible for any delay in supply of controlled materials such as M.S. Reinforcement Bars cement etc. however it will hand over to see that there in no delay of materials. Due consideration will be given in granting extension of time for completion of the work if found necessary on account of delay supply of materials. No claim for compensation or for damages for extension in time shall be entertained in this account. All materials inquired by the contractor shall be drawn from the stores by requisition given in writing by the contractor at least one week before the requirement of work. The recoveries will be affected in running payment for all material issued up to the date of measurements for the particular bill or the quantities used in the works measured at the description of the Executive Engineer in charge of work.

28. The contractor shall keep one full time qualified Civil engineer at site who shall be fully authorized to receive and comply with such instructions as given by the Executive Engineer. The names of such Engineer with his qualification and experience shall be intimated by the

C- contractor. The E.E. shall have the right to demand the removal of any technical person. Skilled or unskilled work men who in his opinion are considered to cause bad workmanship in the execution of work or to cause indiscipline.

29. Bill shall be submitted by the contractor monthly on or before the date fixed by the E.E. for all

works executed in the previous months. 30. SUPPLY OF WATER AND ELECTRICITY: If possible water for construction purpose only may

be supplied by the Corporation at one point as decided by the Engineer & recovery for water charges shall be effected at two percent of cost of time as executed in which the water supplied by the Corporation is used as certified by the Engineer in charge Electric supply is required the contractor shall be given Free of cost by GSECL.

31. Should this tender be accepted I/We have agreed to abide by and full fill all the terms and

provision of `Tender and Contract of works' as applicable and in default there to forfeit and pay to the Corporation the some of money due.

32. The work will have to be carried out in co ordination with other Agencies on the same site on

account of this in case the contractor has to stop or delay his works for same time he will not claim anything extra only Corporation may consider to give suitable extension in time limit if necessary on such account.

33. Any disputes arising out of the contract if not settled mutually, than the same shall be settle by

C- SCHEDULE-A SCOPE OF WORK: SUBJECT: Condenser tube cleaning by high pressure water jetting followed by bullet shot method using specially designed phosphor bronze bullet at 210 MW, KWU make Unit No.7 Stage III of Wanakbori TPS 1) Contractor has to arrange High pressure Water jetting machine and equipment for Bullet shot cleaning along with accessories & spares required for the work at his own cost. 2) Mobilization of Man & Materials to site & back. 3) Contractor has to carryout operation & maintenance of Machine/ equipments at his own cost and risk. 3) Opening & closing manholes/main door of R.H.S. & L.H.S. CONDENSER. 4) Opening & closing manhole cover of inlet & outlet C.W pipes of L.H. & R.H. side. 5) Cleaning of condenser tubes of both L.H.S. & R.H.S. as per instruction of E.I.C. 6) Contractor has to arrange 2 to 3 nos. of High pressure Water jetting machine having

capacity 10,000 P.S.I. along with fix (rigid) / flexible lances, nozzles and other accessories Required for the work at his own cost.

7) Contractor has to arrange necessary spares for HP water jetting m/cs, all electrical equipments to attend breakdown if any to complete the work in time period and as per unit outage schedule.

8) Contractor has to carry out operation & maintenance of high pressure jetting machines at his Own cost and risk. Main doors of LHS & RHS condenser are to be opened one by one, if tube cleaning work is Required to be done by fix (rigid) lances.

9) Cleaning of debris from condenser water boxes, inlet/outlet pipes. 10) Contract has to clean inside both the condenser water box front / back side using by Restock for removal of rust and apply two coat black burger paint for protection of

wall Corrosion to improve the life of condenser wall. 11) Replacement of gaskets of manholes cover and sealing rubber cord of main doors

as per Instruction of E.I.C. 12) After cleaning of tubes our quality department will check the tubes randomly by

visual Inspection / baroscopic test to as certain the cleanliness of tubes & if scale/debris is found, Party has to carry out re- cleaning of tubes as per the instruction at his own cost and risk. Party has to assist our quality department to carryout the necessary inspection/test for entire job.

13) Contractor has to arrange for 24v. bulbs for lighting arrangement inside the condenser Along with 24v. Transformer holders and cables.

14) Jacking /De-jacking of condenser before work starts. 15) Job is to be carried out round the clock. 16) Required Nos.of Bullets made from Phosphor Bronze (patented / imported and

original) suitable for our condenser tubes. Extreme care to be taken during cleaning work to avoid any puncture / damage to the tubes of condenser due to excessively high pressure / impact. Party has to ensure that no bullet is left inside the tubes.

17) Bullets with the carbon steel blades shall not be allowed to use. Bullets of CONCO (USA), SAS (AUSTRALIA) or PTRAK (Bullet was Used Patrak-22 as per condenser tube ID)make only allowed.

18) Party should submit necessary certificate from patented company for supply of phosphor bronze bullets.

C- 19) Party has to keep sufficient number of bullets for complete job in such a way that the

bullet is not used more than 10 to 12 times. However party shall be responsible to keep desired number of bullet as required to complete the job up to the entire satisfaction of GSECL. Bullet to be used for execution of job shall be inspected by EIC before start of work. Party has to mention the make and type of bullets to be used at the time of submission of offer (Technical Bid).

20) After completion of condenser tube cleaning, condenser leak test & subsequent repair/rectification if any followed by de-jacking of condenser shall be the scope of party without any extra cost to GSECL.

21) After completion of condenser tube cleaning, condenser leak test to be carried-out & if leak, is there , tubes plugging is to be done by contractor, tube plug will be provided by GSECL Free of cost, condenser jacking & de-jacking work will be done by contractor.

22) Condenser Zinc rods removal and refitting after machining in workshop will be in contractor scope, work shop facility will be provided by GSECL free of cost.

23) Condenser water boxes is to be boxed-up on getting clearance from E.I.C. 24) Party shall have to arrange necessary scaffolding material & scaffolding work inside

and outside the condenser required for the work at his own cost. 25) G.S.E.C.L. will provide water / air/ electric power required for the work free of cost. 26) Contractor has to appoint supervisor to supervise the work and to follow the

instruction given By GSECL on round the clock basis. 27) Party having an experience of High pressure jetting followed by bullet shot method

using specially designed phosphor bronze bullet work method During last three years at 210 MW KWU BHEL make or above capacity units of GSECL/NTPC/other SEB will be consider for technical qualify during technical scrutiny of offer /tender for this work. The necessary executed work orders copy is to be submitted along with Technical Bid.

28) Party has to submit proof of ownership of having high pressure water jetting m/c equipment and equipment for Bullet shot cleaning along with Technical Bid

29) DETAILS OF CONDENCER TUBE: Material: CU-NI 90/10 , NO of Tubes = 17350 for unit -7( 27 Nos. tubes were already plugged) Tube size : OD in mm 25.3 to 25.4 , ID in mm 22.8 to 22.9 TH in mm 1.25 mm , Length in meter 10 mtr 30) Welding machine with ELCB& accessories, welding electrodes, welder Gas cutting

set with accessories, O2/ D.A. gas if required for the work arrange by the party on his cost.

31) Painting; Painting of inside water box L.H.S. & R.H.S. is in party’s scope. However, necessary paint & restock will be provided by G.S.E.C.L. free of cost.

TERMS AND CONDITIONS: 1. SCOPE OF WORK: The scope of work shall be as detailed under the heading of SCOPE OF WORK

of the tender specifications. The details of work mentioned therein are only guidelines. The actual work to be done will be specified by the Engineer-in-charge of the work after opening the equipment and shall have to be done to his entire satisfaction. All such jobs, which are connected works, but are not specified in the scope of work, are deemed to be included in the scope of work.

2. SCOPE OF SUPPLY: The details of scope of supply by the GSECL and by the contractor have been given at other place of the tender specification. Anything not mentioned there in shall be treated in the scope of the contractor.

C- 3. SUPPLY ITEMS: The items, which are included in this contract, contractor has to approve the quality

of the same from Engineer-in-charge particularly for welding electrodes. Contractor has to estimate the quantity required and has to get checked the same by GSECL at the time at application

4. QUANTITY OF WORK: The estimated quantity of work given in Schedule ‘B’ is purely based on assumptions. Any of the items may be deleted completely or quantity may vary on either side depending upon the condition of the Turbine and availability of item and spares but in any case on GSECL`s description.

5. SCHEDULE OF RATES: The bidder is required to quote their rates as per the schedule given in Schedule –B of the specifications. Contractor should quote as per unit basis for each activity.

6. DELETION / WITHDRAWAL OF WORK: i) The item, which may be felt necessary to be taken up departmentally, can be deleted from the

scope of agency at any stage during overhaul without any liabilities on GSECL side. ii) If quality progress of works is not found satisfactory and work get delayed for the decommissioning

of condenser due to insufficient performance than GSECL reserves right to withdraw uncompleted items from the contractor’s scope and can award the balance work to some other agency or may take up departmentally at their risk and cost of the contractor. The amount of balance work or the expenditure incurred carrying out of balance work whichever is higher will be recovered from the contractor’s bill as per GSECL rules.

7. VARIATION QUANTITY: The bidder must give Unit rate of each items specified in the schedule, separately. The quantity of work may vary to site requirement. The payment will be made as per actual work only.

8. FACILITY FROM GSECL: a) Following facility will be provided by GSECL free of cost:

i) Workshop facility for machining/modification work only. ii) Air/water & electrical supply at one point out side Turbine iii) Gasket will be provide by GSECL, Free of cost. iv) Tube plug will be provided by GSECL Free of cost,

b) Following facility will be provided by GSECL on chargeable basis. i) Limited unfurnished housing accommodation, if available. ii) Mobile crane & truck if available.

c) Special T&P provided by manufacturer of the plant if available shall be provided free of cost. The contractor shall be responsible for the safe & proper use of the same. Cost of T&P loaned to contractor will be recovered in case of loss/damages to the same. 2 nos. Sky climbers will be provided free of cost. However if this facility is not available or could not be provided by Board, contractor shall not give any excuse for delays/poor workmanship. The contractor solemnly responsible for arranging these resources from his end.

9. TRANSPORT OF MATERIALS: All required material should be collected from the stores / site stores and brought to site in his own transport by the contractor at his cost.

10. CLEANLINESS: The contractor is responsible to keep day to day the work area clean. No separate payment shall be made for keeping the work area clean. However an additional penalty on delay @ 2% of the total value of work executed shall be levied if the contractor fails to keep the work area clean and at least 3 warnings are issued to him by the Engineer-in-charge in this regards.

11. SAFETY APPLIANCES: All necessary safety appliances such as safety shoes, gum boots, helmets, welder’s apron, hand gloves, goggles etc. shall be made available to the staff/worker as and when required by contractor. Contractor and staff shall not be allowed to work on site wearing chapels, loose sandals. All safety measures showed elsewhere in this contract as well as factory rules should have to be observed strictly by contractors. Party shall have to make arrangement to utilize 24V supply for lighting purpose.

12. EARNEST MONEY DEPOSIT: The Bidders are required to submit Earnest money deposit 1% of the estimated value of this tender. Earnest money deposit should be paid either in cash or by DD drawn in favor of GSECL, WTPS payable at Dena Bank, Wanakbori and receipt no. and date of the same must be written on envelope of tender documents. Any cash kept with the tender documents will not be accepted. In case DD is sent along with offer, it should be kept in separate sealed cover indicating DD no. and amount on envelope. Sealed offer should be in separate cover and this cover should be sent under the final envelope indicating no. and DD details.

13. MOBILISATION PERIOD: 03 days time shall be allowed from the date of receipt of telegraphic/fax order/letter for mobilization of contractor man, T&P etc. commencement date for starting the work will be reckoned accordingly or from the date contractor is permitted to start the work.

C- 14. COMPLETION PERIOD: The period for completion of work covered under present work order shall be

15 days in AOH excluding the mobilization period. All the necessary items of schedule `B' as directed by EIC are to be completed within above time limit days during AOH of unit-7.

15. VALIDITY OF THE CONTRACT: The validity of this work contract will be 24 months from date of issue of work order . GSECL can extend contract for further 06 months after expiry of the time limit with the same rate, terms & conditions.

16. WORK COMPLETION: The work will be considered as completed when all the work as per scope of works, terms conditions are completed and the plant/equipment is taken over by GSECL. The work is to be carried out as per material & design of equipment. The workmanship shall satisfy the relevant Indian Standard, the general engineering practice, and job specifications contained here in and in line with special requirement of job irrespective of whether elaborated or not.

17. DAMAGE TO THE OTHER EQUIPMENT: While carrying out the work as per scope of work, T &C etc. if any other equipments, system

plant T&P given by Corporation, insulation etc got damage by contractor or his workman, same is to be repaired by contractor free of cost. If co ntractor fails to do so, same will be got repaired / purchased at the risk and cost of contractor.

17. CREDITING THE MATERIAL: Contractor has to credit all unused balance mater ial to GSECL Main Store/Site Store as per instruction of EIC. Th e scrap generated and collected is to be credited to GSECL Main Store. The debris collected is to be disposed off in dump yard as per instruction of EIC.

18. MATERIAL ACCOUNT: The contractor has to submit material account as per required format in triplicate along with final bill. The bill can not be processed without material account. The delay in processing bill due to this will be on contracto r account only.

19. PENALTY: Any delay that may take place in the subjected work beyond contractual cut off date/ stipulated period in the order shall be subjected to penalty (not liquidated damages) at the rate of ½ % of the contract price / order price per day or part thereof to a maximum of 10% of the total contract value/order value (i.e. End cost including taxes & duties)

20. SECURITY DEPOSIT: The firm shall be required to deposit 5% of the order value, after issue of LOI toward security deposit in cash or by DD in favor of GSECL Dena Bank-WTPS. Cheque will not be accepted.

21. PERFORMANCE GUARANTEE: The firm shall offer a guarantee for a period 03 (Three) months from the date of commissioning of unit towards poor workmanship. The amount of SD deposited by the firm above shall be retained by GSECL till completi on of guarantee period.

22. WORKMANSHIP: During commissioning, all the defects observed shall be attended on top priority without any charges by the contractor. Any major defect attributed for bad workmanship during guarantee period shall be attended by contractor free of all charges to the entire satisfaction of Engineer-in-charge.

The contractor has to depute sufficient nos. of supervisor along with skilled workers till full loading of the unit to attend the defects if any, observed during commissioning/work initial load of the unit.

23. WORK COMPLETION: The work will be considered as completed when all the work as per scope of works, terms conditions are completed and the plant/equipment is taken over by GSECL. The work is to be carried out as per material & design of equipment. The workmanship shall satisfy the relevant Indian Standard, the general engineering practice, and job specifications contained here in and in line with special requirement of job irrespective of whether elaborated or not.

24. STORAGE AND HANDLING OF SPARES: The contractor shall made his own full proof arrangement of storage of spares/consumables, tools tackles etc for O.H work & shall be responsible for safe custody of such items at his s ite store. In case of theft/lost/damage of such items while in possession of contractor or whi le handling by contractor, such material is to be replaced free of cost to Corporation.

25. AUTHORIZATION OF REPRESENTATIVE: The contractor should authorize his qualified representative to GSECL to take over material, work permit from EIC. All the formalities as per Corporation's procedure are to be obeyed by authori zed representative of contractor. He should submit the planning schedule for supply of material and work before commencement of work to EIC.

C- 26. IDLE CHARGES: No payment against idle charges. If any shall be payable under any circumstances

this will be the responsibility of party to coordinate with all the work and any situation which is beyond the control of GSECL. There may be occasions when working needs to be coordinated with the other party allowing some gap in between such period will not be tantamount to any idle charges. No labour will be paid to party in any circumstances.

27. ENGAGEMENT OF SUB-CONTRACTOR: The contractor shall be required to submit to the GSECL complete details of sub-contractors if any engaged by him before starting of sub-contractor’s work accompanied with photo copy of valid labour license, labour insurance certificate and list of workers, Safety appliances etc.

28. WORKFORCE: In order to complete the work in time, it is desired that bidders shall provide adequate unskilled and skilled workers, supervisors and engineers.

29. SUBMISSION OF BOND & AGREEMENT: The contractor shall execute an agreement as well as indemnity bond within 7 days from the date of receipt of order on non judicial stamp paper worth Rs. 100/- and Rs. 100/- respectively. The agreement will have to be executed in prescribed form of GSECL.

30. PAYMENT TERMS: A) Payment against this work shall be released only after completion of work. Progressive payment

will be not be released. B) Payment will be made as per actual work carried out.

D) In the schedule where rates have been asked on lump sump basis, it is assumed that the work shall be done in full 100% of scope of work. If the work actually executed is less than 100% proportionate payment shall be made after joint inspection for the work actually executed. 31. INCOME TAX: Income Tax will be recovered as per govt. rules. 32. The bidder is required to submit detailed PERT CHART for the works covered under this tender

specification. 33. ELECTRICAL INSTALLATION: Successful contractor will be required to produce the supervisor test

certificate for electrical installations, welding machines and other equipments from class ‘A’ electrical contractor before the unit goes to be shutdown. Electrical power will not be provided without above and for all delay the contractor will be responsible.

34. SITE OFFICE/SITE STORES: The GSECL shall make all efforts to provide temporary space for site/office/stores within the power house premises for the contractor, however delay in completion of work on this account cannot be considered for completion of work extension in the time schedule.

35. ENGINEER-IN-CHARGE: b) The Executive Engineer, TMD-III, GSECL, WTPS shall be Engineer-in-charge for the works. c) Defects observed after opening/dismantling the equipment shall be intimated by the contractor in

writing to Engineer-in-charge. d) Spares required by the contractor for carrying out the work shall be requisitioned 4 days in

advance and has to arrange collection of the same from GSECL main store/site stores. 36. DISPUTE: In case of any dispute, the decision of the Chief Engineer (C&O), WTPS will be final and

binding on the contractor.

37. DAMAGE TO THE OTHER EQUIPMENT: While carrying out the work as per scope of work, T &C etc. if any other equipments, system plant T&P give n by Corporation, insulation etc got damage by contractor or his workman, same is to be repaired by contractor free of cost. If contractor fails to do so, same will be got repaire d / purchased at the risk and cost of contractor.

38. COMPLIENCE TO THE RULES: The contractor is required to comply all provisions /requirements of rules and regulations applicable to similar natu re of work and in force any rule/guide line, conditions in force at present and framed by Corpor ation / Govt. from time to time in connection with the contract shall be binding and a cceptable to contractor.

39. JOINT PROTOCOL: The contractor is required to prepare joints protoc ol for each work covered under the specification of this contract to facilit ate billing etc. The contractor is required to submit protocol along with bill. Protocol must contain details like date of starting work, date of hand over the equipment, date of completion of that work, details of work carried out etc.

C- 40. RETURNING OF EQUIPMENT: Any equipment , T&P issued by GSECL, are to be retu rned back

to GSECL in working condition and duly cleaned up to the satisfaction of EIC.

41. EXECUTION OF THE WORK: The exact schedule of over hauling of Unit is not f ixed, but contractor has to execute the order as per availabi lity of shut down within contract validity period from the date of issue of work order.

42. RELATED WORKS: Following related works are to be carried out by contractor without any extra cost to GSECL.

a) Contractor is required to arrange necessary scaf folding approaches for carrying out inspection, measurement, work etc. The material req uired for same is to be arranged by contractor.

b) After work is completed the contractor has to clean the working area with in 02 days of work completion by collecting all debris, scrap, etc and blow off all loose dust by air blowing from equipment where work is executed. The scrap and deb ris generated on account of present work is to be collected and removed from boiler and credited to main store. 43. SCOPE OF SUPPLY BY CONTRACTOR:

The following items will be the responsibility of the contractor and no additional payment over and above the quoted rate will be made to contractor on the account of these items. a) All consumables like, cotton waste, cloth, kerosene, diesel, lapping paste, emery paper,

cutting gases(O2&DA), argon gas, rust removal chemical etc. b) Cutting wheels, grinding wheels etc. c) All material required for erection of scaffolding along with scaffolding material such as

scaffolding pipe, clamp, wooden plank etc. d) All normal T&P like welding sets, cutting set etc motor operated winch, Pull and Lift

machine, Welding machines, electrical operated hand tools like grinding machine, chamfering machine, all kind of spanners etc.

e) General purpose electrode. Confirming to AWS 6018 and as approved by EIC for seal welding and other work.

f) Electrical floods, bulbs, 24V transformers, 24V bulbs, extension chord, switches etc. g) All other items not listed but required to carry out this work. h) Personal protective equipments like helmet, safety belts, goggles etc.

I ) High pressure Water jetting machine and equipment for Bullet shot cleaning along with accessories & spares required for this work at his own cost

j) Party has to arranged Required Nos.of Bullets made from Phosphor Bronze (patented / imported and original) suitable for our condenser tubes without any extra cost. Bullets of CONCO (USA), SAS (AUSTRALIA) or PTRAK (28) make only allowed

44. Scope of supply by CORPORATION : Following items will be supplied by GSECL Free of Cost for this work.

a) Steel material like M.S. Plate, Rolled sections, Flats etc. b) Power for lighting, welding machine, portable electrical tools etc. supply will be

given at one point. c) Air and water supply and consumption at one location. Necessary distribution

extension up to work location is to be arrange by contractor. d) Special welding electrodes viz. Hard facing & S.S. welding e) Spares and consumable spares like joining & packing material, hardware, Special

tool & tackles f) Paint and rust removing chemical & Plug .

45. VISIT TO WORK SITE: The bidders are free to assess the scope of work by actual visit to work site if desired.

“GENERAL SAFETY RULES / NORMS” TO BE OBSERVED BY THE

CONTRACTORS.

All the contractors working at Wanakbori Thermal Power Station shall have to strictly observe the following Safety Rules. Concerned Contractors are responsible for

informing & observance of these rules by their supervisors/employees/labours as well as the supervisors/ employees/ labours of agencies/ sub-Contractors engaged, if any, by them for the work contract awarded to them. Prior to commencement of

the work, Contractor shall have to submit a written assurance on their letterhead to the concerned Sectional Head / Engineer-in-charge that they have thoroughly gone

through these Rules, have educated their employees / employees of their sub contractor and will strictly observe the said Rules while execution of work under work contract awarded to them. They will have to indemnify the Corporation for any

loss or damage / accident / injury to the Corporation’s property / employee or employee of their own in default of non - observing these rules.

01 Persons to be employed for carrying out the work shall possess required qualification, are fully trained and conversant for works to be done. All persons should have gate pass. Register consisting the full details i.e.

address, ph no, nearest relative,.. of all persons to be maintained. During the work execution, one trained & competent supervisor should always

remain present at site.

02 The contractor shall take all the required safety measures prior to commencement of work on dangerous substances, machineries or area at

which cautionary notice is displayed and obtain “Line Clear” or “Work

Permit” through the concerned Department / Section.

03 Prior to carrying out welding, gas cutting, furnace heating or any other hot work job, remove all the inflammable material lying at or

nearby worksite or cover it properly by suitable protective covering. Also, special care shall be taken before carrying out such job & see that all possible contributing factors to set fire shall be removed / vanished prior to commencement of the work. Advance intimation

shall be given to concern section / fire section to commence the work in fire prone areas. They should also keep ready all the First Aid Fire Extinguishers / equipments & fire extinguishing media / material like sand / water buckets or other appropriate equipment at such place.

04 While carrying out work in confined space or inside vessel, obtain necessary “Confined Space / Vessel Entry Permit” from concerned department prior to commencement of the work.

guard) hand lamp shall be used.

For taking care of the persons working inside the confined space / vessel, a supervisor / person capable to keep continuous watch on

person(s) working inside, assist them incase of emergency or arrange to get immediate outside help, shall remain present at entry point.

Use full body safety belt without failed. While working inside sewage, trench or in-depth, a person to warn outsiders / entrants / passers etc shall remain available near entry point or the entry point shall be cordoned by a barricaded tape with a

cautionary notice. After completion of the works, all the lids / covers / grills / grits opened, shall be re-fixed / re-placed in the original position as it were prior to commencement of the work and leave the work place

in safe condition in all respect, so as to prevent accident to fellow workers.

05 Do not work on or block (by stacking material, spare parts, tools-tackles, equipments etc), any passages / walkways / gangways /

aisles / staircases / ladders / lifts or any other approaches / roads leading to plans or its auxiliaries, on which there is traffic movements

or possible traffic movements in case of emergency. Such passages are meant for safe escape in the event of emergency. If it is utmost

necessary to carry out work in such area with blocking of passage, prior permission of Competent Authority or the Engineer-In-Charge

shall be obtained. To demarcate / declare the area as UNSAFE, cordon it using barricading tape & display suitable caution notice or

keep a person to restrict / divert the traffic on this route through other safe passage.

06 Prior to use power / electrically operated hand tools / equipments / machines / gadgets like welding machine, hand grinder, hand drill etc,

ensure for its safe operation & use it only if it is found safe to use. Do not use defective, unsafe or improperly maintained equipments.

The electrical power supply required to run such equipments shall not be taken directly at their own but shall be obtained through concerned

Electrical Maintenance Departments or their authorized persons or under

their observations / guidance only. The Electrical Section shall provide temporary electrical connection up to contractor’s Mains Board on which it

is compulsory to install mains switch, ELCB & fuses of adequate capacity. All such equipments shall invariably be earthed adequately to prevent electrical shock, sparking, short circuit etc. Power cord to be used shall be

of adequate capacity, without any joint & shall consist of earth wire also. Hence, it is necessary to use adequate capacity 3-wire power cord for single

& 5-wire power cord for three phase power connections. The plugs, receptacles, pins, holders etc shall be of adequate capacity & safe to use.

All electrical & mechanical equipments / tools-tackles viz. welding machine, cutting machine, Grinder, Drill, Chain Pulley Blocks, Hook chooks etc

required to be used during work execution shall be of standard make & bear

ISI certification mark on it. The consumables like welding electrodes, grinding wheels / discs etc which has specific prescribed life span shall not

be used in any case if its expiry date is over.

07 It is compulsory to use standard make Personal Protective Equipments

(P.P.Es.) as per the job requirement. Do not work without use of required P.P.Es. Contractor is responsible to provide standard make (ISI approved) Personal Protective Equipments / Safety Gadgets suitable to give sufficient

protection against hazards involved in their work / job to their staff, as per the job requirement and insist / enforce their staff to put on the same while

at works. The ongoing work is liable to be stopped at any time if your staff found

working without P.P.Es. Following is the list of various P.P.Es. to be used for

mobile crane, EOT crane etc) & its attachments (like D-shackles, slings, U-clamps, Eye

bolts or any fixtures), it shall be checked and used only if found safe to use. Also,

ensure that these are tested, examined & certified in form no 9/10 by Competent

Person as per the Factory act-1948 and its validity does not expired. Further, it shall be

fixed properly and firmly prior to lifting the weight.

09 Scaffoldings to be used for working at height shall be of adequate size & capacity.

Obtain the work permit when working at height. While climbing on such scaffolding or

working on any structure at height, use of full body safety belt & Helmet is compulsory.

It is also necessary to fasten

chinstraps of the helmet.

10 Contractor or their employee shall not interfere in day-today routine plant activities /

works except the work assigned to them, shall not loiter in the

areas other than their work jurisdiction, as well as shall not temper / operate / touch

the machineries/equipments/auxiliaries with which they are not concerned. Also, the

contractor shall strictly instruct their staff for not to sit or take rest at/near/below

running plants, auxiliaries, systems or any place which is risky, hazardous & prone to

accident.

11 The cylinders containing poisonous / toxic or inflammable / explosive gas like Oxygen,

Acetylene, LPG, Hydrogen, Ammonia, Chlorine, CO2 etc shall be handled safely taking

due care. To handle / shift such cylinders a special trolley /cage meant for it must be

used but in no case it should be rolled.

12 On completion of the work, cotton waste, spilled oil / grease, pieces of welding rod &

other waste material shall be removed from work site and the area shall be left safe,

neat & clean.

13 In case of any injury / accident while working, it shall immediately be reported to

Safety Department through concerned Sectional Head / Engineer. The prescribed Form

No. 21 may be obtained from concern section or Safety Officer.

For any incident occurred but have no injury to any persons should also informed to

safety officer as Near Miss Incident.

14 In all risky job, before start the work contractor should obtained General Safety Work

Permit through concerned section from safety dept in well advance.

15 For performance evaluation of contractor safety factors of work accident, fire incident &

near miss accident will be consider. Steps can be taken to review the job assignment

up to cancellation for negligence.

16 In case of noticing smoke or fire during their work execution, they shall

make immediate efforts to extinguish / control it and simultaneously inform the Fire

Brigade on phone No. 222 or 666. Shift the casualty to nearby hospital after rendering

first aid in case of accident.

17 Over & above these, contractor shall have to follow all the safety requirements / rules

& regulations / norms and legal provisions laid down in various statutes. Particularly

the provisions of The Factories Act-1948 & The Gujarat State Factories Rules-1963

(Amended up to date) shall be followed strictly. The contractor shall also obey the rules

/ regulations / instructions of the local Competent Authority for safety requirements.

18 The above rules shall be scrupulously followed and where required, they

may contact the Safety Officer in case of any ambiguity or needs further guidance in this regard.
