9. CHAPTER 9 – Bill of Quantities
9.1 General
9.1.1 Guidelines and Instructions for the Bidder
1. The Bidder shall describe the exact content of its proposed A-VDGS system to IAA
in accordance with the following directives and instructions.
2. This Chapter and of the RFP Documents the “Appendix D - Price Proposal Form”
are tightly coupled. The Bidder shall carefully read both documents
instructions, guidelines etc., before starting to fill-in the tables.
3. The Bidder shall also refer to the RFP for further instructions and guidance
regarding the Price Proposal.
4. The Bidder shall state as part of the response to this Chapter 9, without quoting
any price, the BOQ List of the components and all other parameters which have
effect on the Bidder's single solution required for the completion of the project in
accordance with the provisions of the Contract and the Technical Requirements.
5. The Bidder shall refer to any and all components and/or any other items within the
BOQ Lists and fulfill and/or complete and/or provide any and all of the Sections
herein and in compliance with their provisions.
6. The format of the response shall correspond exactly to the structure of the section.
7. Some of the table entries are filled in with item descriptions for illustrative purposes
only; The Bidder shall fill in each entry exactly according to the depicted
instructions.
8. Some items are provided with quantities, particularly the Quantities of End Devices
(DSS, WS, etc.) which are stipulated in the tables for evaluation purposes only.
IAA reserves the right to order any quantities of each proposed devices/items.
9. Special case is the Spare Part table (D.4) which includes minimum quantities set
by IAA. See instructions for this table in Section 9.59.6.
10. The Bidder shall propose a system configuration, according to the proposed
architecture of the A-VDGS System, which shall comply with the required

functionality, performance, and expansion ability of the solution, etc., as appears in
the Chapters 1 to 8 of the Technical Requirements. For this purpose, the Bidder
may add rows to the tables as required according to its proposed solution.
11. The Bidder shall submit a solution based on hardware and software components
and modules complying with the above-mentioned requirements.
12. The Bidder shall refer in its Bid and the Technical Proposal to a single solution for
the completion of the Project / Options in compliance with the Technical
Requirements. In this respect the Bidder's response to this chapter shall include all
component, sub-components, tasks, materials, labor, services etc. in order to
achieve its single solution.
13. IAA has the right to request further clarifications regarding Components / Items:
a) At IAA’s request, the Bidder shall clarify specific issues referring to its
proposal. Such clarifications are intended to remove any potential
misunderstandings and clarify various matters, in order for the proposal to attain
uniform content and a comparable common denominator.
b) At IAA’s request, the Bidder shall submit further breakdown for specified items
in the BOQ tables. This breakdown shall include the division of the original
items to sub-components (or tasks or material or labor). Each item in the
required expansion of detail shall be priced separately (as per the Price Proposal
form’s document).
14. The Bidder shall meticulously complete all the data required in each and every
table in this Chapter.
15. It is the Bidder's responsibility to ensure coherent and integrity of data provided in
this Chapter 9, and Appendix D. Appendix D shall include the prices and shall
be delivered separately according to the instructions of the RFP. No prices
shall be quoted in the tables of this Chapter 9.
16. For each item/component below The Bidder shall include a reference to a detailed
description of its exact and unique configuration as proposed to IAA.
17. For each of the aforementioned components, The Bidder shall provide the
following information: manufacturer, model, detailed specification of the exact

configuration proposed to IAA in the basic offer, launching date of the proposed
version, target date of next version, major new features of the next version, and
additional information as per Bidder's preference.
18. Occasionally, in the following tables, the Bidder is referred to Sections in the
Technical Requirements documents where the Bidder may find information about
the requested component. The references are general by nature, and under no
circumstances should the Bidder interpret these Sections as the full scope of
requirements for the relevant component.
19. If some components require additional breakdown (further than indicated in D.5),
for example, SW packages for the Central System, The Bidder shall add a specific
table with the detailed items and shall refer it to the specific line in D.5. This table
shall also be included in Appendix D - Price tables, with the prices.
20. For avoidance of doubt: No Prices should be included in the Bidder's response
to this Chapter.
9.1.2 Quantities and Expandability – Reminder
1. The A-VDGS System shall be able to expand and support additional End Devices
(DSS, WS) and additional interfaces, items and features as described in Chapter 3
and Chapter 4.
2. IAA reserves the right to order and integrate any quantity of any item at any time
during the contract period and its extensions (system life). Expanding the system
shall NOT require any additional costs on top of the item’s price (up to maximum
system capacity as required in Chapter 4).
3. All items prices include all costs in order to bring this item into a full operational
mode in the A-VDGS system. This includes, inter-alia, the shipment costs,
installation, configuration, integration, testing, etc.
4. Spare parts price includes the shipment cost from the Bidder's facilities.

9.1.3 BOQ Structure
1. The BOQ in this document (without the prices) consists of the following tables
and Options. The D.# indicated the related Spreadsheet in the Appendix D Excel

2. Each and every one of the Components and/or items in tables D.1, D.2a, D.2b, D.4,
D.5, D.6, D.7, and D.8 can be purchased separately as an option during system life.
3. The Bidder shall start filling Table D.5 first. This table depicts systems' main
components breakdown. Then tables D.1, D.2 and other tables should be filled.
Note that in Appendix D workbook some of the fields are locked and are calculated
automatically. Please refer to the instructions in Appendix D.

9.2 D.1 - A-VDGS WP#CS Solution for Central System and Project Services
1. This table consists the items replacing the existing Central System with the new one and
the various activities of A-VDGS Project Services.
2. The Bidder shall present the A-VDGS solution’s components to be deployed in Central
System in Table 9-2 (refers to spreadsheet D.1 in the Price Proposal Workbook), as well
as the Project services, with the guidelines below.
3. The Central System elements shall support WP# BCD and WP# E and up to 100 DSSs.
4. Note that the Central System Price in the Appendix D: Price Proposal Workbook, is a
calculated price from the Breakdown Table D.5. The Bidder must complete D.5 first
and then the calculated prices will be shown in this table (D.1).
5. The Bidder shall include the exact model numbers of all components that are included
in each item. Each shall be described in details in the Technical Proposal in order to
comply with the RFP requirements.
6. The Project Management shall include all project activities as depicted in the Chapter 7-
SOW and the Contract, including Design, Installations, integration etc., It is also

The Bidder may put a Zero value for Documentation and System tests and add them to
the total price of Project Management.
7. The Bidder may split or add project management activities as it sees fit to comply with
the requirements of Chapter 7 - SOW and with the Contract for better understanding the
Scope of Work.
8. The dismounting of the old PDUs shall be part of the installation activities and it is
included in the Project Management price. It shall be design according to the transition
phase implementation from the old system to the new A-VDGS system.
9. The Project services also includes Bidder's experts visits during the Maintenance
Period. IAA may order any amount of days as required. The 50 days is for comparison
purposes only. Please refer to Chapter 8.
10. The Bidder is requested to add additional item's components as needed according to its
proposal.

9.3 D.2a – A-VDGS WP#BCD Solution for Concourses B C D
1. Table 9 3 (refers to Spreadsheet D.2a in the Price Proposal Form Workbook)
with the guidelines below.
2. This table includes the main BOQ for replacing the existing PDU units at
concourses B C D.
3. The Bidder shall present the A-VDGS solution’s components to be deployed in
concourses B, C and D. The components of the nominal DSS unit shall be
described in D.5.
4. The Bidder is requested to add additional item's components as needed
according to its proposal. Any Item that comprises of components/LRUs which
is common to all DSS shall be listed in the Breakdown Table D.5.
5. If some Stands require additional components due to the specific layout of the
apron, then the Bidder shall add this in a separate line for the specific Stand.
Note that if All DSS require this additional item it shall be included in the
Nominal configuration in D.5.
6. Total amount of DSSs (Docking Sub-System) to be installed is 8 DSSs per
concourse.
7. The Price of the DSS in this table shall include all costs (shipment, installation,
integration, calibration, tests etc.).
8. Note that the price for dismounting the old PDU units shall be part of the
installation activities of the Project Management (See D.1).
9. The Bidder shall include the exact model numbers of all components that are
included in each item. Each shall be described in details in the Technical
Proposal in order to comply with the RFP requirements.

9.4 D.2b - A-VDGS WP#E Solution for Concourse E
1. The Bidder shall present the A-VDGS solution for concourse E in the following

following emphasizes:
a. WP# E consists of eight (8) DSS installations.
b. The DSS are with the same configuration as the DSS in BCD
c. The Central system price shall be quoted as 0$ for WP# E since the price is
quoted in WP#CS (D.1). It is mentioned here to emphasize that the Central
System shall support ALL DSS in B,C,D and E.
d. Project management of concourse E also quoted as 0$ since it is included in
WP#CS.
e. Concourse E is a new Concourse. No Old PDUs needed to be dismounted.

9.6 D.4 - Spare Parts
1. The HW list in the following
2. Table 9-6 (D.4) (refers to Spreadsheet D.6 in the Price Proposal Form Workbook)
describes the minimum quantities of the various A-VDGS components and peripherals
required by IAA.
1. The Bidder shall update these quantities only if according to its RAM analysis and SLA
requirements (Chapter 8) should it define a greater quantity. If less quantity is
required (according to the policy for spare parts described in Chapter 8), then no
change in the quantities shall be made to the minimum quantities set in this table.
2. The Bidder shall include its explanation for the required quantities and the updated
detailed list of the LRUs in response to Chapter 8.
3. The Spare part price (which will be stated only in Appendix D – Price Proposal Form
Workbook) only include the HW price and shipment costs from the Bidder's premises,
since it is replacing an existing operating part. The prices of the LRUs in this table are
assumed to be lower than the price in D.5 table since they do not include SW,
integration, installation, and all other extra costs as defined for each item in other tables.
4. Since the Bidder’s solution may consist other LRU items, The Bidder is requested to
add all required replaceable units which are not described in the following table but are
needed for system operation. For example, if the nominal DSS consists of two types of
sensors, then the Bidder must add the second sensor in the list and set the relevant
quantities with the minimum as determine for other sensors. Another example

minimum quantity) and set the price for the other LRU as 0. For example, if the solution

comment that this LRU is combined with the Dock Controller.
6. The Capitalized Spare Part Price over the Contract Period, assuming renewal every two
years, will be evaluated according to Appendix D with the specified Capitalization
Interest in the TEP tab of the EXCEL Workbook.

9.7 D.5 - Detailed Breakdown of A-VDGS System’s Components
1. In this Section the Bidder is required to present in following

component breakdown and LRU's that comprise the Main Central System and Backup
System components, Test system, DSS and other End Devices assemblies of A-VDGS
stated in the tables of WP#CS (D.1), WP# BCD (D.2a) and WP# E (D.2b).
3. IAA shall have the option to purchase each component listed in this table. The price
includes all costs needed (SW, HW, delivery, integration installation etc.) to bring the
item into a fully operational mode.
4. The Bidder is requested to add and describe all necessary items, not mentioned in the
table, to ensure complete system integrity and operation.
5. The Bidder must ensure the total integrity of data provided in this table and the
associated table in Appendix D - Price Proposal Form, except the prices which are
included in Appendix D - Price Proposal Form only.
6. All SW Modules/Applications/Packages Firmware etc. shall be provided with
licensing/certifications/permits etc. for the system life and are included in the
component price.
7. Main System’s HW components shall be duplicated for the backup system, including
SW modules. The Bidder may offer a different SW configuration for the Backup

3. The Price for Concourse A option will not be evaluated as part of the TEP - Total
Evaluated Price. The Bidder may offer a quantity discount percentage for this option.

9.11 Option – Alternative Maintenance Model
See Chapter 8 Section 8.5.6.
9.12 Customer Furnished Equipment (CFE) in TLV AP
9.12.1 General
1. The next Sections describe the available infrastructure at TLV AP, and will be
provided by IAA.
2. The Bidder shall specify what additional infrastructure is required for the proposed
A-VDGS.
3. The Bidder, as sole integrator of the A-VDGS project, is responsible in
accompanying, guiding, controlling and approving the CFE and other supplied by
IAA, such as: Infrastructure, Interfacing Systems, etc., as stipulated in chapter 7.
4. Please refer also to Chapter 1, Chapter 6 and the SOW for more details.
9.12.2 Interfaces
1. IAA will provide the ICD to the AODB (Operational and Test environment). Please
refer to Chapter 5 for more details of the implementation. The demarcation points
shall be fiber optic connector from the FW of the AODB system.
2. IAA will provide the ICD to the DCRS (Data Collect and Report System). Please
refer to Chapter 5 for more details of the implementation. The demarcation points
shall be fiber optic connectors from the FW of the DCRS system.
3. IAA will provide the ICD and the connection to the NTP (Main and Backup.).
Please refer to Chapter 5 for more details of the implementation.
4. IAA will provide the dry contact interface (when applicable) to systems at the Stand
(such as Bridge, UPS, etc.). Please refer to Chapter 5 for more details of the
implementation.
5. Current installed ESTOPS shall be connected to the new A-VDGS system.

9.12.3 Electric Power and Air condition
1. IAA will provide the required electric power and Air-condition to each of the three
Core rooms and near the positions of the various Work Stations.
2. The Bidder shall state the required space, electrical power and Heat dissipation,
needed for installing the Central System racks in each room.
3. The Bidder shall state the required space, electrical power and Heat dissipation,
needed for installing the Workstations.
4. IAA will provide the power board in a cabinet to each stand with circuit breakers
(230V/50HZ/16A) and utility outlets. Some Stands (in concourses E) will be
provided with three separate circuit breakers (230V/50HZ/16A).
5. The Supplier is responsible to connect each unit/device of the Docking Sub System
at each Stand as required with approved cables.
9.12.4 Poles and Space for DSSs
1. IAA will provide poles and/or space on the bridge façades for the DSS.
2. In concourses B C D the Supplier must use the current poles and shall confirm that
they are suitable for the new DSS.
3. IAA will install the same pole types at concourse E.
4. For Optional remote stands, IAA will provide the existing poles (where applicable,
or will install new poles as directed by the Supplier.
5. Please see Annex 3-A and 4-A for detailed description of each pole at each stand.
9.12.5 Separated Core Rooms and Communication
1. IAA will provide the space and passive fiber network for each Core room and the
various sites where the A-VDGS WS will be deployed.
2. IAA shall supply the Fiber Optic infrastructure between the various sites for the A-
VDGS. Please refer to chapter 6 for more details on the fiber optic connections
between the sites.
3. All Active Network devices and extenders shall be supplied by the Bidder.

4. All racks and closets, e.g. for specific equipment, specific networking equipment,
system servers and other equipment shall be supplied by the Bidder and included
in the BOQ and Pricing quotation (This Chapter 9 and Appendix D).
9.12.6 Summarized Table
1. The Bidder shall fill-in each required entry in the Table 9-10 below.
2. The Bidder may add Additional Components, not mentioned in the list, it may find
necessary for implementing the A-VDGS System.
3. During the Bidders conference and the site tour, IAA will present the various
locations in the Airport, the available space in each location, the availability of
power, HVAC and communication.
