FINANCIAL, ADMINISTRATIVE AND OPERATIONAL INFORMATION
The provisions of the financing decision ECHO/WWD/BUD2020/01000 and the General
Conditions of the Agreement with the European Commission shall take precedence over the
provisions in this document.
The activities proposed hereafter are subject to any terms and conditions that may be included
in the related Humanitarian Implementation Plan (HIP).

Indicative Allocation2: EUR 130 025 616 of which an indicative amount of
EUR 7 000 000 for Education in Emergencies.
In line with DG ECHO's commitment to the Grand Bargain, pilot Programmatic
Partnerships are envisaged with a limited number of partners. Part of this HIP may
therefore be awarded to the selected pilot Programmatic Partnership.

3. PROPOSAL ASSESSMENT
Under the EU Financial Regulation, grants must involve co-financing; as a result, the
resources necessary to carry out the action must not be provided entirely by the grant. An
action may only be financed in full by the grant where this is essential for it to be carried
out. In such a case, justification must be provided in the Single Form (section 10.4).
3.1. Administrative info
Allocation round 1: Afghanistan

b) Description of the humanitarian aid interventions relating to this assessment
round: Please refer to section 0 and 3.4 of the HIP and to the specific guidelines
under section 3.2 of this Technical Annex.

b) Description of the humanitarian aid interventions relating to this assessment
round: provision of uncovered basic needs for the most vulnerable Afghan
refugees and host communities (such as health, education, protection); provision
of assistance to IDPs and returnees; response to the consequences of drought for
all most vulnerable populations, through interventions aiming at reducing the high
levels of malnutrition; response to other natural disasters (locusts, severe weather,
etc). Operations should integrate disaster risk reduction elements. Emergency
preparedness to epidemics and prevention, including awareness raising and
relevant WASH activities, capacity building and response in terms of staff,
medical equipment and drugs as well as possible temporary infrastructures may
be considered in the framework of current and new actions. Mid and longer-term

round: provision of uncovered basic needs for the most vulnerable Afghan
refugees and host communities (such as health, education, protection); provision
of basic health care and support to the provision of medicine and medical items
for the most vulnerable; assistance to people affected by recent natural disasters,
in case of documented remaining humanitarian needs. The proposed operations
should integrate disaster risk reduction elements. Emergency preparedness to
epidemics and prevention, including awareness raising and relevant WASH
activities, capacity building and response in terms of staff, medical equipment and
drugs as well as possible temporary infrastructures may be considered in the
framework of current and new actions. Mid and longer-term actions to
support the early identification of people in need and at risk areas as well as
address the consequences of the pandemic on the food security, basic needs and

areas and related medical facilities may be considered in the framework of current
and new actions. Mid and longer-term actions to support the early identification
of people in need and at risk areas as well as address the consequences of the
pandemic on the nutrition, basic needs, education and protection risks of the most
vulnerable affected populations may also be envisaged. Protection issues, gender
& age aspects and disaster-risk reduction should be taken in consideration in the
proposed operations.

i. Description of the humanitarian aid interventions relating to this assessment
round: Emergency preparedness to epidemics and prevention, including
awareness raising and relevant WASH activities, capacity building and response
in terms of staff, medical equipment and drugs as well as possible temporary
infrastructures may be considered in the framework of current actions. All actions
towards the COVID-19 response must consider exacerbated protection risks,
including gender and age related, incorporate protection principles and promote
meaningful access, safety and dignity in the assistance. Disaster-risk reduction
aspects should be taken in consideration in the proposed operations.

impact on the reduction of morbidity and mortality related to COVID-19. These
will have to be submitted as modification requests for the ongoing action with a
time extension of up to 24 months and a total duration of the modified action of
up to 48 months.

3.2. Operational requirements:

− How relevant is the proposed intervention and its compliance with the
objectives of the HIP?
− Has the joint needs assessment been used for the proposed intervention (if
existing)?
− Has the proposed intervention been coordinated with other relevant
humanitarian actors?

3) Methodology and feasibility
− Quality of the proposed response strategy, including intervention logic /
logframe, output & outcome indicators, risks and challenges.
− Feasibility, including security and access constraints.
− Quality of the monitoring arrangements.
4) Coordination and relevant post-intervention elements
− Extent to which the proposed intervention is to be implemented in
coordination with other humanitarian actors and actions (including, where
relevant, the use of single interoperable registries of beneficiaries).
− Extent to which the proposed intervention contribute to resilience and
sustainability.
5) Cost-effectiveness/efficiency/transparency
− Does the proposed intervention display an appropriate relationship between the
resources to employed, the activities to be undertaken and the objectives to be
achieved?
− Is the breakdown of costs sufficiently documented/explained?39
In case of actions ongoing in the field, where DG ECHO is requested to fund the continuation
thereof, a field visit may be conducted by DG ECHO field expert (TA) to determine the
feasibility and quality of the follow-up action proposed.
3.2.2. Specific operational guidelines and operational assessment criteria:
This section outlines the specific operational guidelines that DG ECHO partners need to take
into account in the design of humanitarian operations supported by DG ECHO. It also lists
and explains the assessment criteria – based on those outlined in section 3.2.1 - that DG
ECHO will apply in the specific context of the HIP to which this Technical Annex relates
when assessing proposals submitted in response to the related HIP.
The HIP Policy Annex should be consulted in parallel.
Where assistance is to be delivered in the form of cash transfers, particular attention will be
paid to the principles laid down in DG ECHO's cash guidance note, which will form the basis
for the assessment and selection of partners, in particular in the case of large-scale transfers.
Partners will be expected to demonstrate a satisfactory efficiency ratio and, to the extent
possible and taking into account the operational context, partners will be assessed on their
ability to work based on common targeting criteria, single or interoperable beneficiary
registries, a single payment mechanism, a common feedback mechanism and a common
results framework. In line with the cash guidance note, DG ECHO will expect partners to

strive for segregation of duties and full transparency on the costs of implementation. For the
delivery of smaller-scale cash transfers, DG ECHO will assess proposals paying particular
attention the Guidance note's principles of coordination, harmonisation and multi-partner
approach. A good efficiency ratio will also be expected for small-scale projects.
STRENGTHENING EARLY RESPONSE CAPACITY
(1) Emergency/Rapid Response Mechanisms (ERM/RRM) as standalone actions
Emergency/Rapid Response Mechanisms (ERMs/RRMs) are stand-alone actions pooling
capacities of different partners for improved and more coordinated preparedness and early
response, guided by early warning and contingency plans. ERMs/RRMs are designed to
provide initial lifesaving multipurpose assistance when other response mechanisms are not
yet in place. ERMs/RRMs are mostly used for rapid-onset crisis. For slow-onset, objective
indicators with thresholds for engagement / disengagement should be defined in coordination
with other stakeholders including the State Authorities.
(2) Flexibility embedded into the actions
Whenever relevant, partners should introduce flexibility to mobilize resources from on-going
actions and swiftly respond to any new emerging shocks occurring in the area of their
operations (a crisis within a crisis). Flexibility measures can be triggered to provide initial
lifesaving multipurpose response in the aftermath of a rapid onset crisis; the two main
scenarios are: i) to fill the time gap while waiting for additional resources; ii) to respond to
small scale humanitarian needs which would otherwise remain unattended.
The application of flexibility measures should be based on a multi-risk analysis and the
development of worst and most likely scenarios. Partners should develop a detailed plan
considering prepositioning of stocks, surge staff, triggers and sectors of intervention.
ERM/RRM and flexibility measures are complementary and do not exclude each-other;
flexibility measures enable to bridge the time gap between the shock and the time needed to
mobilize ad-hoc resources through the ERM/RRM or additional funding. Timeliness of
response is a key element for effectiveness of both flexibility measures and ERM/RRM.
Partners should adopt indicators to measure the timeframe required to deliver the first
assistance (e.g. lifesaving response for xxx persons, and/or need assessment within xxx days
from the displacement/disaster/alert/exceeded triggers).
AFGHANISTAN
DG ECHO will continue to focus on most urgent uncovered humanitarian needs. ECHO
partners are expected to further prioritise lifesaving activities, in particular in situations where
populations cannot access traditional means of assistance due to conflict, disaster and/or
forced displacement.
Provision of essential public services through humanitarian interventions is to be coordinated
with mid-/long-term support strategies and governmental systems, in order to support the
timely transition of services to mid-long term assistance.

Balanced humanitarian assistance, protection and advocacy (on IHL, IHRL and humanitarian
principled action) are required –in the best interest of the affected population.
● Access: DG ECHO will insist on a direct management and monitoring approach in
Afghanistan. A detailed explanation of the level and quality of access will be pre-requisite
for proposal selection. All actions are expected to at least maintain, if not support the
expansion of humanitarian access in line with the humanitarian principles and prioritize
areas without recent humanitarian assessment. DG ECHO supports the Humanitarian
Access Working Group as leading advisor in accessing new areas.
● Health: DG ECHO will support health actions related to the provision of life-saving
healthcare to those affected by conflict, disasters and epidemics. The treatment of war-
wounded, including First Aid, stabilization, transportation & referral, trauma-care will be
a primary focus. Emergency psychosocial support and post-trauma rehabilitation,
including physical rehabilitation can also be supported.
All projects shall clearly elaborate on linkages with the national health care systems
(EPHS/BPHS) and clearly present the additional value and activities proposed that cannot
be carried on by EPHS/BPHS services.
DG ECHO may support comprehensive Basic Health Care services (via mobile or static
modalities) that should include communicable diseases as well as mother and child care,
essential nutritional services, sexual and reproductive care, and mental health, plus
support to the referral services that have the greatest impact on reducing mortality.
Support to routine immunization system in under-served and conflict affected locations
will also be considered where necessary. Support to secondary health services and
structures will only be considered against life-saving, clearly identified critical coverage
gaps. Actions will be expected to support existing health information systems,
surveillance and preparedness/response capacity to epidemics. Identification of functional
referrals pathways, for conditions outside the remit of the specific action and planning for
referral follow up (access to secondary services, counter referral, patients’ follow-up) will
have to be part of all proposals.
DG ECHO will support nutrition interventions in areas where the malnutrition levels
exceed emergency thresholds stemming from an unforeseen crisis. DG ECHO will not
support nutrition interventions where other organisations have the capacity to respond,
unless clear justification is provided.
● Multi-sector rapid response: Humanitarian response to those immediately affected by
conflict and natural disasters remains the priority for DG ECHO in Afghanistan.
Emergency response shall cover the relevant activities including: provision of food,
emergency shelter, non-food items, WASH and protection, or appropriate assistance with
the means to access them.
Where local markets are functional (and allow for equal and safe access to them) and
basic commodities’ prices are stable, emergency multi-purpose cash based assistance is to
be privileged. All actions proposed, under the Emergency Response Mechanism (ERM)
or not, must be in line with the tools and guidelines developed by DG ECHO (DG ECHO
Cash & Voucher guidelines and the Common Principles for Multi-Purpose Cash-Based
Assistance to Respond to Humanitarian Needs, ERM Common Rationale). This provides
minimum standards, tools and guidelines for assessment including protection assessments

at the household level, response options, post-distribution monitoring, and reporting, and
cost-efficiency objectives.
If cash interventions are proposed outside of the ERM they must be in line with the DG
ECHO Cash & Voucher guidelines and the Common Principles for Multi-Purpose Cash-
Based Assistance to Respond to Humanitarian Needs.
ECHO would prioritize partner alliances and consortia modalities.
Partners will be expected to demonstrate a satisfactory efficiency ratio and, to the extent
possible taking into account the operational context, partners will be assessed on their
ability to work based on common targeting criteria, single or interoperable beneficiary
registries, a single payment mechanism, a common feedback mechanism and a common
results framework. In line with the cash guidance note, to the extent possible taking into
account the operational context, DG ECHO will expect partners to strive for segregation
of duties and full transparency on the costs of implementation.
● Protection: DG ECHO will consider of particular relevance the application of an
integrated protection programming. Mainstreaming of basic protection principles in all
programmes is of paramount importance to DG ECHO.
DG ECHO will support actions that contribute to prevention of violations and which
improves the response to those affected by violations. Basic responses may include
services to deal with family separation, psychological first aid, identification of people
with specific needs, active referrals and accompaniment. In addition, improved access to
specialized protection services for GBV, child protection and mental health and
psychosocial support (MHPSS) can be considered. Provision of legal information, active
accompaniment and legal assistance to obtain documentation as well as comprehensive
measures to reduce dangerous coping mechanisms could also be supported. Better
monitoring, documenting, analysis and reporting through clear protection information
management that feeds into evidence-based advocacy is a key component of all responses.
An element of advocacy within an intervention may be supported where there is clear
evidence of grave violations of International Humanitarian, Human Rights and Refugee
Law or of the Guiding Principles on Internal Displacement.
● Education in Emergencies: DG ECHO will consider funding assistance in education
focused on displaced children unable to/prevented from returning to areas of origin, or
children living in areas not directly supported by government services or vulnerable
returnees (within Afghanistan or from neighbouring countries). Out-of-school children
and those at risk of education disruption should be targeted. Assistance should be aligned
to Conflict Sensitive Education principles and provide an integrated education and child
protection response. This may include the provision of psychosocial support for students
and teachers, and referral and responses to child protection needs of learners, in line with
ECHO MHPSS guidelines. Actions should include specific gender needs analysis and
responses. Non-formal education for those with gaps in their education, or direct support
to formal education provision will be considered, in line with the Education Cluster
strategy and national education strategies.
● Natural disasters response: DG ECHO will support appropriate and coordinated
assistance for the most vulnerable to overcome the effects of natural disasters. DG ECHO

will support actions covering all the key emergency response activities (such as health and
nutrition, food, WASH, shelter and protection). This may include multi-purpose cash
assistance through the ERM for those that have been forced into displacement, or
emergency measures to mitigate displacement from drought-affected areas. The provision
of agricultural inputs for early recovery and livelihood protection can be included but will
only be considered for funding in the light of the evolving situation and the input of
government and other actors.
● Support Services: Contributions can be provided towards the support to common
services including safety & security advice, humanitarian flight services and data
collection or beneficiaries’ reporting. Such services must operate inclusively and in
respect of humanitarian principles. Proposals must demonstrate effective alignment with
the needs of the humanitarian partners.
● Disaster Preparedness: To be mainstreamed in ECHO interventions where possible.
PAKISTAN
● Memorandum of Understanding (MoU): Potential partners will be expected to have
applied for the relevant MoU with the Government of Pakistan permitting them to operate
in Pakistan. Partners that have been specifically refused the MoU will not be supported.
● Access: DG ECHO will only support actions where the partner is able to obtain adequate
access to assess needs, implement the action in a timely fashion and is able to monitor the
action regularly on field level.
● Population Movements: Programmes, promoting, or facilitating population movements
will only be supported by DG ECHO as far as the 'movement' is voluntary, safe and
sustainable and in compliance with international conventions and standards. Programmes
that will ensure the protection of such populations will be given priority.
● Returnees: In the case of returnees in the tribal (former FATA) areas, partners will be
expected to demonstrate strong targeting based on vulnerabilities. In areas of re-
settlement, programmes must demonstrate that they complement and not replace
development initiatives. Actions should be limited to Health, Nutrition, Education and
WASH sectors only. Only partners with proven experience of working in the tribal areas
will be considered.
● Refugees and other vulnerable Afghans in Pakistan: For the protracted Afghan
caseload, DG ECHO’s emphasis will be put on protection.
● Education in Emergencies: The response should target Afghan refugees in KP or
Balochistan Provinces or returnees in the tribal (former FATA) areas. School
rehabilitation can be considered but must respect internationally recognized standards for
earthquake proofing and must, on completion, obtain documented approval by the

relevant government authorities before they are put to use. ECHO will support actions that
consider the academic and protection needs of children in an integrated manner. Clear
alignment with conflict sensitive education principles is required, with clear reference in
proposals to conflict-related risks to girls and boys and appropriate responses.
● Disaster Preparedness: In the context of chronic crisis and recurrent drought episodes in
the Thar region of Sindh, the focus remains the further development of the CMAM surge
Model (Community Management of Acute Malnutrition/under-nutrition) so as to build the
capacity of the provincial and district systems for preparedness and early action. Projects
have to demonstrate clearly the synergy with EU-funded Development projects in the
Province (Development “Nexus”). Partners will be expected to further explore
opportunities to include contingency and flexibility within the provincial safety nets
programme under development to introduce a shock responsive approach to the existing
social protection schemes.
● Health: DG ECHO aims to no longer provide funding to health facilities in refugee
camps, but rather provide integrated support to the health system that benefit Afghans as
well as Pakistani citizens, unless in very specific, proven cases where the integrated
support is not yet possible.
● Response to natural disasters: multi-sectorial assistance, including nutrition, WASH,
health, cash support, food-security and livelihoods etc. may be provided in response to
natural disasters, both sudden and slow-onset.
IRAN
● Refugees: This HIP will support programmes providing assistance to Afghan refugees
regardless of registration status, with a specific concern for the most vulnerable. It can
cover such activities as: food security; non-food items; health and psycho-social support,
WASH, protection and education.
● Education in Emergencies: DG ECHO will consider all activities that promote access to
safe schooling for Afghan refugee children and that respect DG ECHO's policy
framework for Education in Emergencies. All programmes must be approved by the
Ministry of Education. Proposals must also clearly demonstrate that measures to protect
and safeguard children have been taken into consideration. Any rehabilitation of school
structures may be considered only in those situations in which rehabilitation is considered
a priority, and where no development donor is active. They must respect internationally
recognised standards for earthquake proofing and must obtain, on completion,
documented approval by the relevant government authorities before they are put to use.
● Health: DG ECHO will not provide funding to cover the premiums for registered Afghan
refugees to access the national health insurance scheme. However, it will support
measures to assist vulnerable refugees that are not eligible for the scheme to access to
health care. ECHO will also continue to monitor the situation in country concerning the
impact of sanctions on the health system and might respond to emergency health needs of
most vulnerable populations, if appropriate, well documented and not possible to be
covered otherwise. Any rehabilitation of health structures must respect internationally

recognised standards for earthquake proofing and must on completion obtain documented
approval by the relevant government authorities before they are put to use.
● Response to natural disasters: multi-sectorial assistance, including WASH, health, cash

disasters, both sudden and slow-onset.
● Development 'Nexus': Where programmes are involved with caseloads of increasingly
protracted refugees, DG ECHO will expect partners to envisage and promote longer-term
solutions that not only involve mobilising government responsibility but also
development donors.
