Promoting Norms ofResponsible Behaviour inCyberspaceThe Cyber Security Agency (CSA) ofSingapore, in collaboration withICT4Peace Foundation, held theinaugural ASEAN Cyber Norms Workshopin Singapore from 8 to 9 May 2017 underthe auspices of Singapore’s ASEAN CyberCapacity Programme.

Hattotuwa was invited to be a keyresource person and trainer in a series ofworkshops in the Balkans aroundeffectively countering extremism, hatespeech and intolerance online.

These workshops, organized by CIJA USin cooperation with BIRN and Talks 2.0aims to support community leaders, civilsociety, independent media andtechnologists with online communicationstrategies to effectively respond toonline dangerous content in theircommunities. With direct guidance andfeedback, participants will leave theworkshop with practical ideas about howto carry their project ideas forward.

Field report: Workshopson strategiccommunications & CVEin BalkansAs we posted recently, the ICT4PeaceFoundation, with CIJA US in cooperationwith BIRN and Talks 2.0 is conducting aseries of interactive, hands-onworkshops in the Balkans to supportcommunity leaders, civil society,independent media and technologistswith online communication strategies toeffectively respond to online dangerouscontent in their communities. Withdirect guidance and feedback,participants leave the workshops withpractical ideas about how to carry theirproject ideas forward.

Sanjana Hattotuwa, Special Advisor atthe Foundation, is one of the two leadtrainers for these workshops. To date,they have been held in Macedonia,Kosovo, Albania and Serbia. The lastworkshop will be held in Bosnia andHerzegovina. The Foundation’s focus ison the development of responsive,

1st Asia Dialogue onInformation andCommunicationTechnology (ICTs) andCounter TerrorismICT4Peace’s Adam Hadley and DanielStauffacher were invited to support thefirst Asia Dialogue on Information andCommunication Technology (ICTs) andCounter Terrorism on Jeju Island,Republic of Korea, co-hosted by theMinistry of Foreign Affairs of Korea andthe UN Counterterrorism ExecutiveDirectorate (UN CTED, New York).

The Asia Dialogue consists of threeregional workshops aimed at buildingconfidence among relevant stakeholders,within the framework of internationaland regional cooperation to counterterrorism in respect for human rightsstandards. Next to the Representativesof Asian Governments the followingorganisations, business and civil societyrepresentatives participated: INTERPOL,Facebook, Weibo, Global NetworkInitiative (GNI), Hedayah, Muflehun,

context specific, targeted, issue drivenand citizen centric communicationscampaigns, primarily over social media,around key socio-political, religious andcultural issues – ideas around which aresourced from the participants of theworkshops in each country. Thetemplates for meaningful, measurableand sustainable social mediacommunications strategies, especiallyaround pushback against violentextremism, Islamophobia, hate anddangerous speech comes fromHattotuwa’s experience in Sri Lanka andMyanmar in particular, as well as inother volatile contexts includingAfghanistan.

The ICT4Peace Foundation works to

promote the practical realisation of

Paragraph 36 and looks at the role of

ICT in crisis management, covering

aspects of early warning and conflict

prevention, peace mediation,

peacekeeping, peace-building as well

as natural disaster management and

humanitarian operations.
