it is my pleasure to welcome you all in Budapest, Hungary, for the 17th FiNa World Championships, to be held from July 14-30, 2017. in the beautiful magyar capital, our best athletes will be gathered in this vibrant metropolis for two weeks of unforgetta-ble moments in a unique environment.

this success could not be reality without the devoted support of our 207 national member federations. their work and dedication to our sport deserves a competition like the one being prepared in Hungary. the elite of swimmers, water polo players, synchronised swimmers, pool and high divers, and long distance swimmers will show to the world that the steps undertaken by our members in the five continents in terms of enhancement of the fina disciplines in each country are a source of progress.

in Budapest, we will also hold our technical Congresses (in all six aquatic disciplines, and masters), aimed at updating the rules in our sport, and our General Congress, where a new Bureau will be elected for the period 2017-2021 and changes in our Constitutional, General and facilities rules will be voted by the participating delegates.

in this occasion, i express my gratitude and appreciation to the organisers of the 17th FiNa World Championships who have made their best to provide an outstanding competition: high quality venues, involvement of the local authorities in the promotion of the event, supporting marketing and sponsoring programmes. my recognition goes as well to the Host Broadcaster of the championships, for the top level tV produc-tion and the spectacular images of our sport viewed world-wide.

i hope this Water polo team leaders’ Guide can help you and your team during the Championships - it has been prepared to give you all the useful information and practical procedures to facilitate your mission.

Water connects

it is an honour for me to greet the readers on the occasion of the 17th FiNa World Championships as the president of the republic of a country renowned worldwide for the outstanding achievements of its athletes and for its hospitality.

We Hungarians are proud that this time Hungary will be host-ing a rendezvous for the best of the world’s aquatics athletes, countless enthusiastic supporters arriving from numerous countries of the world, excellent trainers, dedicated support staff, committed sports diplomats and media professionals.

aquatics fans will now be turning their attention to the events in Budapest, the Queen of the danube and in Balatonfüred, the legendary, picturesque spa resort on the shore of lake Balaton. these fantastic venues offer the hope of uniquely exciting events for everybody who believes in the power of achievement, competitive skills and fair play.

Water reflects on many things that are truly important to us in our lives. the river connecting the largest number of countries in europe and the largest lake of Central europe both lend a symbolic significance to the venues of these World Champion-ships. the enthralling and dignified currents of the danube and the majestic and gentle rolling of the Balaton both convey the same emblematic message nowadays: sport connects us. Hungary is hosting more and moreinternational sports events, proving not only our nation’s love for sport, but also reflecting our endeavours and commitment.i hope to be able to witness many excellent competitions and exciting battles in the duna aréna, Hajós alfréd national sports pool, on the danube bank, in Városliget and also in Balatonfüred. for two weeks Budapest, as well as the whole country, will be completely dedicated to sport and to water. the city will be full of the noise of supporters, celebrations and the national anthems played to honour the champions. i hope you all enjoy the greatest international sporting event organised in Hungary so far, and leave with unforgettable memories of these World Championships.

dr. miklós sesztákdear friends of sports, dear athletes,

“sport is primarily an intellectual concept,” said our nobel prize winning physician, albert szent-Györgyi. this idea isespecially true in regard to the17th FiNa World Championships. the World Championships are not only special sporting events, they also have outstanding intellectual significance. they symbolise the unity of a nation and a trust in common goals and a hope for a common future. it is a symbol of our love for sport, professional expertise and co-operation. We have shown that, to us,nothing is impossible; we can do anything.

Hungary has already broken a record with the 2017 finaWorld Championships and the subsequent masters World Championships. While other host countries have had seven years to prepare, Hungary had only two years to build the central competition venue, the duna arena, to complete the related projects and to prepare Budapest and Balatonfüred for the event.

We intend to make this one of the greatest and most spectacular sports events in the history of World Championships.

thousands of engineers, construction workers, sports andmedia experts have worked and are still working on a spectacular show to amaze everyone.the World Championships will give pleasure to the entire nation and the successes will be shared by all. the people’s love will turn the event into a community experience, whether spectators are cheering on the athletes at the venue or watching the exciting competitions on the giant screens or on tV.

“sport without soul is nothing. and the soul without sport is the same,” wrote miklós mészöly. i hope that our sport-loving nation will be the soul of the 17th fina World Championships.

as the leader of the host city as well as the main sponsor of the event, i welcome you to the 17th fina World Championships.the World Championships is the greatest sporting event that Hungary has ever organised and the number of visitors may also show that it will be the greatest event held in Hungary from every aspect.We have seriously committed ourselves to this great challenge because, in general, organising a global sports event takes four to five years. as Guadalajara in mexico stepped down, we had just two years to prove our capacity and ability to host a sport event of such stature.Budapest intends to outstrip the previous two aquatic World Championships in terms of figures. in Barcelona in 2013 and in Kazan in 2015, almost two and half thousand athletes competed, hundreds of thousands of spectators cheered them at the venues and the tV broadcasts reached almost four billion viewers. now, athletes from nearly 200 countries will arrive in Hungary for the World Championships, approximately 350,000 spectators are expected at the event and our goal is to reach at least five billion people through broadcasting.during the World Championships, Budapest can exhibit its most attractive image. the World Championships represent an invaluable and priceless asset to the image of our country. not only the capital city but also the main competition venue, the duna arena, will gain, not only during the competitions, but also in the subsequent decades, when it becomes a stronghold of leisure sports. the aquatic arena and all the related projects, including the installation of a sewer network on margit island, the most pleasant and most popular recreational park in Budapest, and the construction of a promenade on the danube embank-ment between the competition venue and the city centre, are all parts of a complex urban development programme.i also hope that we shall be able to witness the breaking of records and some Hungarian victories in Budapest, which we hope will become a friendly and hospitable home for supporters.

1.6 FINA (Fédération Internationale de Natation)

fina, the fédération internationale de natation, is the world governing body for the sixaquatic disciplines of swimming, diving, High diving, Water polo, synchronised swimming and open Water swimming.fina has five main objectives:• to promote and encourage the development of aquatics in all possible manifestations

1.12 Logo and Mascots

The logo of the 17th FINA World Championships 2017

the combination of a water drop and that of the most well-known Hungarian folk motive – the so-called ‘matyó’ - served as the main inspiration for the 17th fina World Championships’ logo. this water drop falls into the water, which then creates ripples on the surface.

Mascots

lili and lali, the two friendly water lilies are the mascots of the 17th fina World Championships. specific species of Hungary’s rich natural treasury, the water lilies represent beautiful lives born out of water through energy and harmony.

1.14 Opening and Closing CeremoniesOpening Ceremony: July 14, 2017 – 21:00 CETthe opening Ceremony of the 17th fina World Championships will be a unique, breathtaking journey to the world of water and Hungarian history. Closing Ceremony: July 30, 2017the Closing Ceremony will be staged on July 30, at the papp lászló sports arena. the 17th fina World Championships’ closing ceremony will showcase the legend of the Golden stag. 2.3 Venues and Facilities

2.3.1 Competition Venuethe alfred Hajos Complex was Hungary’s first indoor swimming pool and the premierelocation for domestic water sports. in addition to hosting competitors of all ages in various aquatic sports - swimming, water polo, synchronized swimming, diving, scuba diving, modern pentathlon and triathlon – the facilities are also open for public use. the indoor swimming pool was built in 1930, on the basis of the plans and design of Hungary’s very first olympic champion, alfréd Hajós. the first outdoor pool and the diving facility were completed in 1937 and have been remodelled and extended several times since. the margaret island swimming Complex was last refurbished prior to the 2006 european aquatics Championships, when it was extended with an additional open, olympic-size pool and another diving pool. this extension was named after legendary swimming coach, tamás széchy. Currently, 8 open-air or covered swimming pools, and international standard diving platforms, covering nearly 80,000 m2 are available to professional and recreational athletes and the general public.

For reference:the alfréd Hajós Complex has already served as the main competition venue at numerousmajor championships over recent decades. most fans surely remember the 2001 men’s and Women’s european Water polo Championships, the 2006 and the 2010 european aquatics Championships and the 2014 men’s and Women’s european Water polo Championships; where the home crowds witnessed many memorable Hungarian victories. there were also the modern pentathlon european Championships in 1954 and 1999, Water polo Champions’ league finals and, for many years, the Complex been the location for a number of other prestigious interna-tional summer Water polo tournaments. the Complex is located on margaret island, in a scenic environment, which is accessible to motorized vehicles only with specific authorization.

2.3.3 Athletes Changing Roomseach team will have a dedicated Changing room at the Competition Venue.the responsibility of the changing room (opening, access, locking) is with the teamleader. the players are required to leave in the changing room personal belongingsand anything not needed on the fop, everything with the exception of their swimsuit, Wp cap, robe, flip-flops and the accreditation card.

2.3.4 Athletes and Team Officials Lounge Areaa rest area will be available for athletes and team officials at the competition venueduring competition days.

2.3.5 Athletes and Team Officials Seatingat the competition pool, seating in the stands will be available for athletes andaccredited team officials.

2.3.6 Sport Information Desks (SID)sport information desks will operate at the entrance of each competition venue on competition days, as well as during scheduled training sessions. the sport information desk will provide information on the competitions staged at the venue where it is located and will be in operation from the first day of training. limited information of other disciplines will also be available.the sid will operate similarly to a reception desk and are the primary point of distributing all Championships information including the following:• sport specific information for the competition held at the venue• limited specific information on other disciplines• official communication with teams• distribution of start lists and results• liaison among teams, competition management and the fina technical Committee

2.3.8 Doping Control Tablethe doping Control table is located near the starting point of the fop, with reserved seats for the proper staff.

2.5.1 General Informationdates: from July 16 to July 29.• Women’ s tournament matches in the alternate days in respect to those of the men’ s tour-

nament, with 7 competition days for each tournament and a total programme, between competition days and resting days, of 14 days for each of the 2 tournaments

• on each competition day there are planned 2 sessions: morning and evening• Break between the beginning of respective matches of each turn is planned for 1 hour and

2.6 Pre-Competition Procedures

2.6.1 Team Arrival at the Venueteams will enter the competition venue via their dedicated entrance from the bus drop-off point. athletes and team officials must wear their accreditation card in order to access the competition venue. Without accreditation card, access will not be granted. please ensure that accreditation cards are worn at all times in order to avoid any inconveniences and problems.

2.6.2 Accreditation Cards the accreditation card contains all the information necessary to identify the owner, his/her role at the event and his/her privileges to access the competition venues and the restricted areas as well as his/her right to use the transportation service of the 17th fina World Championships. this Card is personal, nontransferable, must be displayed at all times while in zones requiring accreditation and is valid only in zones specified on this Card.during games, players’ accreditation cards will be placed on the fina doping Control table at the field of play, they shall be collected upon the conclusion of the game by the team manager of the athletes. athletes must exit the fop via the mixed Zone with their accreditation cards.

2.6.3 Field of Play Protocol and Access Control

• the professional presentation of the field of play during the competition is of the utmost importance during the Championships. for this reason, only the staff and officials integral to the operation of the event will be permitted on or around the field of play. similarly, no personal or non-essential equipment will be permitted on the pool deck during the compe-tition.

• all athletes and team officials are asked to respect the need for a clear deck during the competition by ensuring only competing athletes are on the field of play. access to the field of play will be strictly limited to persons with the correct accreditation, athletes and team officials are required to wear their accreditation cards at all times where appropriate.

• further information relating to athlete and team official pathways during competition will be presented at the venue orientation and the technical meeting.

2.7.2 Arrival of the Teams at the Competition Venueall teams are required to arrive at the competition venue 90 minutes before their game begins. they will be accompanied by an assistant volunteer that will follow the team for the whole peri-od of the Championships.

2.7.6 On the Field of Play (FOP)teams enter the field of play immediately after the clearing of the pool deck from the teams of the previous game from the Call room upon the signal of sport presentation.

2.7.8 Sports Presentationthe Budapest 2017 organising Committee has appointed a sport production company to con-duct sports presentation for the 17th fina World Championships. sports presentation involves all in-venue sound and entertainment, including all material displayed on the video board, and aims to provide an atmosphere that builds the excitement for the spectators, as well ascreating an environment that allows athletes to perform at their best.

2.7.9 Bencheseach bench will be equipped with a board with the name of the Country. on the back of the bench, there will be positioned a cart with a hanger for the robes of the players. an assistant will take care of switching the carts at the end of the 2nd period when the teams switch bench.a total of nine (9) persons only will be allowed on the team bench, namely three (3) officials and six (6) substitutes. a medical doctor and physiotherapist will be allowed to be positioned adjacent to or behind the bench - actual positioning will be determined and advised during the technical meeting.all officials must be attired similarly in official team uniform. please note that shorts and/or sport uniforms will not be allowed.

any athlete participating in the 17th fina World Championships undergoes to testing in accordance with the fina dC rules and the Wada international standards.the samples will be analysed in the Wada-accredited laboratory in seibersdorf, austria.

2.8.2 Mixed ZoneCompetitors must exit the field of play via the mixed Zone. the mixed Zone is an area located in the competition venue for accredited media to conduct short interviews and record videos immediately after the athletes have completed their events.

2.8.4 Medals and Victory Ceremoniesthe medals and Victory Ceremony will be held at the competition venue. following the presentation of medals, the national anthem of the gold medallist will be played and the national flags of the medallists will be raised. upon completion of the anthem, athletes will participate in a victory parade around the field of play. all finalists shall wear the fina bib, as provided by fina, on top of their national federation uniform during the Victory Ceremony. athletes will be briefed about ceremony procedures in the assembly area. athletes are remind-ed to attend all victory ceremonies in their official national federation tracksuit with appropri-ate footwear (shoes).

2.8.5 Press Conference • fina protocol requires that medal winners for each event may attend a press conference

immediately following their victory ceremony. medal winners will be advised when to report for press conferences.

4.1 Accommodation

18 hotels of Budapest will accommodate team leaders and athletes, all serviced by official Championships transportation services. Each official hotel will have a dedicated Information Desk to serve National Federations. the desk will be located in the hotel lobby. managers will be working in the accommodation places 24 hours a day in order to provide a better andefficient procedure of the guests’ registration and accommodation, as well as to coordinate their stay and assist in settling the questions that may arise. please note that smoking is only permitted at the designated outdoor smoking areas in each hotel. Hotels have a selection of facilities. please ask the hotel reception desk for more information.

4.2.1 Arrival and Departurethere are 3 official points of arrival in Hungary:• Budapest liszt ferenc international airport (Bud)• Budapest déli/Kelenföldi railway station• Balatonfüred

arrival and departure services will be provided to the participants and guests of the 17th fina World Championships in all points of arrival.Arrivalinformation desks of the organising Committee for rendering necessary assistance for guests of the are placed in arrival points. the organising Committee registers participants at information desks and organises a transfer to the places of accommodation.participants are strongly recommended to provide the organising Committee with the information on arrival and departure by no later than June 7, by filling out an application form in the fina Gms. direct transfer from the official arrival points in Budapest (international airport and railway station) will be provided to Balatonfüred for all open water swimming participants. Departuretransport from Balatonfüred will be organised for all participants to the official points of departure (international airport & railway station). transfer from Balatonfüred to Budapest will be organised for those Championships participants who remain in Hungary after the conclu-sion of the open water swimming competitions.

4.2.2 Transportationthe period of providing the transportation services is July 9 – august 1.the following transportation services will be provided:• transportation upon arrival and departure• transportation to competitions and training sessions (during the official competitions and

training)• late transportation from the venues after doping control, as well as from hospitals• transportation to the opening and Closing Ceremonies

the transportation system, which provides transportation of athletes and members of official delegations, will be marked with the abbreviation ta (transport athletes), specifying thenumber of the route and transport route.transportation of athletes in individual sports to the competition and training venues from their places of accommodation and back will be organised by regular routes by means of the shuttle bus system. the vehicles will be equipped with information boards, specifying the route code and the name of the sports venues. transport personnel will be present at the bus stations to coordinate the placement of the vehicles and to assist passengers during boarding and drop-off.Public transport in Budapest can be used free of charge by the Accreditation card.
