Sent out to 16 pre-selected vendors
Received 11 intents to bid
9 followed through with written responses

Created a score card to quantify each of the nine companies in an objective manner
o Based strictly on specifications outlined in the RFP
o Completed individually to eliminate all bias
o Scores were compared and top 3 were chosen

Wide variety of suggestions from candidates
Some were unrealistic given current fuel prices
