INTRODUCTION

WorldSkills, by a resolution of the Technical Committee and in accordance with the Constitution, theStanding Orders and the Competition Rules, has adopted the following minimum requirements forthis skill for the WorldSkills Competition.

The Technical Description consists of the following:•  Section 1 – Technical/Competition Description (TD)•  Section 2 – Project Design Criteria (PD)•  Section 3 – Skill Management Procedures (SM)

Section 1 - Technical/Competition Description (TD)

1.1 Name and description of skill

1.1.1 The name of the skill is IT PC and Network Support

1.1.2 Note: Here ‘PC’ means ‘Personal Computer’, not only the more common ‘IBMcompatible clone’ meaning.

1.1.3 IT PC and Network Support involves the installation, configuration, maintenance andupgrading of PC hardware, software and networking as well as fault finding, diagnosisand trouble shooting

1.1.4 Every expert and competitor must know this Technical Description.

1.1.5 In the event of any conflict within the Technical Descriptions, the English version willtake precedence.

1.1.6 Words implying male gender shall automatically imply female gender also.

1.2 Scope of work at WorldSkills Competitions

1.2.1 The Test Project consists only of practical work.

1.2.2 Guidelines for suitable levels of skill required are: Microsoft (MCSA), Cisco (CCNA),CompTIA A+ and Network +, Linux Professional Institute Level 1, basic application

skills as applicable to this skill. You do not need to obtain these qualifications, they areused as a guide only.

1.2.3 All Operating Systems used in the competition are to be English language versions.

1.2.4 Only those Operating Systems & hardware supported in every participating country inthe previous competition may be used.

1.2.5 Software to be used in the project must be the latest version available 6 months prior tothe competition.

1.3 Practical work

1.3.1 Assemble a personal computer from its main components.

1.3.2 Install add-on modules and peripherals for a personal computer. These may includegenerally available devices that utilize a range of IO methods.

1.3.3 Perform hardware upgrades to computer equipment.

1.3.4 Identify and rectify hardware problems.

1.3.5 Identify and rectify software problems.

1.3.6 Conduct routine procedures on computer equipment, such as:•  Plan and implement backup procedures.

  Install and configure virus detection and removal.•  Design and carry out appropriate system tests for checking system efficiency,reliability and data integrity.

1.3.7 Install and configure operating systems as required.

1.3.8 Install software packages to run locally on a personal computer.

1.3.9 Install software packages to run remotely on a personal computer.

1.3.10 Install and configure a network, including peer to peer and client/server.•  Install and configure a network interface card.

•  Connect correct cabling for a LAN.

•  Install and configure a network operating system (NOS).•  Install and configure appropriate network protocols and client part of NOS.

•  Install and configure network specific devices and services.

1.3.11 Administer a LAN / WAN (including advanced user / software / security and hardwareconfigurations)

1.3.12 Troubleshoot a network including monitoring network performance.

1.3.13 Create and maintain documentation as required.

1.3.14 Use software diagnostic tools.

1.3.15 Perform network design and implementation.

1.3.16 Perform switch, router, firewall and wireless (IEEE) configuration. Implement networksecurity including accounting and authentication. Integrate server and services into anetwork configuration.

1.3.17 Simulations and scenariosIt is anticipated that competition scenarios may include the assembly of various piecesof hardware to create working pieces of equipment and the installation of software ontothis equipment.

1.4 Theoretical knowledge

1.4.1 The theoretical knowledge is limited to that necessary to carry out the project work.

1.6.1 Refer Section 4 and Section 5.

1.7 Test Project marking

1.7.1 All documentation used must be available in digital form.

1.7.2 There is to be a majority agreement (minimum = 50 % + 1) from experts on the acceptedCompetition marking scale.

1.7.3 Selection of appropriate project/s is based on paragraph 1.7.2. The expert team maymake modifications to the proposed project.

1.7.4 The competitor’s work may not be altered in any way to facilitate marking unlessincluded in the marking scheme.

2. SECTION 2 - PROJECT DESIGN CRITERIA (PD)

2.1 General requirements

2.1.1 Overall, the Test Project must:•  Be modular

•  Be in accordance with the current Technical Description•  Comply with WorldSkills requirements and numbering standard•  Be accompanied by a marking scale that will be finalised at the competition in

accordance with Subsection 1.7.•  Be accompanied by proof of function / construction / completion in the set time as

appropriate to this skill category. – For example, a working PC done according to theTest Project within material, equipment, knowledge and time constraints.

2.2 Design requirements

2.2.1 The competitors will be expected to have the ability to fault find, perform diagnosticsand troubleshooting tasks for both hardware and software.

2.2.2 Competitors will be expected to have the ability to perform software installations,configurations, maintenance and upgrades according to specifications.

2.2.3 Competitors will be expected to have the ability to perform hardware installations,configurations, maintenance and upgrades according to specifications.

2.2.4 Competitors will be expected to have the ability to perform network installations,

configurations, maintenance and upgrades according to specifications.

2.2.5 The competition will be divided into 4 separate days.•  Each competition day will have 5 ½ hours for a total of 22 hours.

•  Competitors can gain maximum of 25 Points per day.

2.2.6 The marking scheme will be totally objective.

2.3 Project development and implementation procedure

2.3.1 Experts, Technical Delegates, Jury Presidents, Shopmasters and other associated orinvited people will use the WorldSkills Discussion Forums to communicate, collaborateand co-ordinate the development of the Test Project and the overall development of thisskill category for the WorldSkills Competition. The address for the forum for this skillcategory is http://www.worldskills.org/members/forums/forum_39/index.php . The ChiefExpert (or an expert nominated by the Chief Expert) will be moderator for this forum.

2.3.2 12 months before the competition, the Chief Expert, Deputy Chief Expert and JuryPresident will begin the process by contacting the available experts from the differentcountries for input into the process. They will in consultation prepare an up to datehardware and software request list for the country hosting the competition. This list willbe forwarded to the host country not less than 6 months before the start of thecompetition.

2.3.3 6 months before the competition, the experts under the guidance of the Chief Expert willbegin design of the competition outlines and collection of activities suitable forinclusion in the competition (this collection of activities / outlines will be available forselection for inclusion in the final project). The Chief Expert will coordinate all expertsso that the production of test projects is evenly distributed between all 4 days. Anysubmitted activities / outlines must be accompanied by a suitable marking scheme. Thecurrent Jury President will have unrestricted access to this process and database ofoutlines and activities.

2.3.4 All experts must send a proposed Test Projects to the Chief Expert 6 weeks before thecompetition. The Chief Expert will publish these Test Project proposals in thediscussion forum. It is the responsibility of all experts to access and download theprojects submitted . 1 month before the Competition the Chief Expert will send all TestProject proposals to the WorldSKills Secretariat for publication on the WS website fordownload by all participating Members..

2.3.5 The experts will finalise the competition in the 4 days preceding the competition. FourProject Groups and 1 Test Group will be created depending on the experience andknowledge of each expert. At least 30% must be added or changed to the selectedproject for each day. The host country must immediately provide 4 complete competitorworkstations to test the selected test projects.

2.3.6 Four Project groups each of at least three (3) experts (if possible) will be created and incharge of the selection of the test project for each day. The amended (30%) test projectswill be passed onto a Test Group who will check each of the selected projects on fourcomplete competitor workstations. The four Project Groups will then produce a markingscheme. The Test Group will then check the marking scheme. All selection, changesand suggestions are in accordance with the current Technical Description. Each personallocated to a team will continue in that development team until a replacement fromtheir home country is found or the task is completed. See Competition PreparationTimetable (Appendix).

2.3.7 Each team will be allocated a team leader. The team leader will work closely with theChief Expert and the Deputy Chief Expert to allow for the completion of the project. The

team leader will be responsible for the completion of each proposal in line with thisdocument and ensure the proposals are true and correct.

2.3.8 Each project section must be:•  Able to be completed within the allocated time•  At a level that a competitor can comfortably complete

•  Be tested for proper functionality•  Designed using a standard cover sheets for each section•  Be self explanatory requiring minimal translation

•  Be accompanied by a marking scheme that will be finalised at the competition inaccordance with the technical description

2.3.9 The Chief Expert and Deputy Chief Expert will ensure that:•  The tasks can be completed within the prescribed 22 hours.

  The hardware / software list is correct and is provided for use.•  Competitor instructions are kept to a minimum of text.

2.3.10 The Chief Expert will ensure that all required communication occurs between all expertsand participating countries.

2.3.11 Any instructions to competitors should be provided in the format as per the Instructionfound in the documents WO03_38FI_test_project_prep_pres_EN[1].pdf andTPXX_38FI_AA_EN[1].doc.

2.3.12 A variety of techniques may be used for the practical tests: Full day projects, roundrobin projects and a variety of methods for collection of evidence utilized: For example:Print outs, screenshot etc….

3. SECTION 3 - SKILL MANAGEMENT PROCEDURES (SM)

3.1 Documents required

3.1.1 The Chief Expert will have a current copy of all documents associated with this skill forthe available Competition.

3.1.2 The documents required are:•  Technical Description – Skill 39 IT PC and Network Support•  (WorldSkills) Competition Rules

•  Health and Safety documents•  QAMS – all documents•  Any other documents referred to in the documents listed above.

3.1.3 While it is understood that the Chief Expert will have a copy of these documents inhis/her own language, there shall also be a complete set in the language identified asthat taking precedence.

3.1.4 The Chief Expert is expected to have a sound knowledge of the requirements andprocedures specified in the documentation.

3.1.5 The Jury President is expected to have a thorough knowledge and understanding of therequirements and procedures specified in the documentation.

3.2 Pre-Competition responsibilities

3.2.1 In the period between one WorldSkills Competition and the next, the elected ChiefExpert is responsible to ensure that the requirements of Section 2 – Project DesignCriteria are complied with.

3.2.2 The Chief Expert/ Jury President must be notified at least 1 month before thecompetition of any special requirements for any competitor (e.g. colour blindness)

3.3 Skill Management procedures for the Chief Experts prior to and during the Competition

3.3.1 The procedures specified below must be adhered to.

3.3.2 On arrival at the Competition site for the first time, the Chief Expert must:

•  Welcome the experts and ensure introductions are made•  Inform them of their duties and responsibilities in terms of the Competition Rules

and Standing Orders

•  Ensure that the project is endorsed by all the experts and that a copy is signed by allthe experts

3.3.3 The Chief Expert will then divide the experts into teams for the following activities:•  Verify that the material on site is appropriate and sufficient•  Verify again that the quantities of material as specified on the material list is accurate

•  Develop a program for the competitors to complete the modules•  Develop timetables for activities

•  Set up equipment•  Confirm that the layout, work areas and equipment are in accordance with the

workshop setup requirements•  Confirm that all machinery/equipment is in a safe working order•  Confirm that all workstations/machinery/equipment are in accordance with the plan,

and that they are numbered

•  Confirm that there is sufficient illumination•  Confirm that there is sufficient space for the competitors to work efficiently•  Confirm that the barriers are far enough removed from the competitors to ensure

that there will be no interference, and if they are not, set up a roster among theexperts to supervise the area during the Competition

•  If necessary, set up duty rosters for activities during the Competition – e.g. keepingwatch during lunch, preventing access of unauthorised persons, etc

3.3.4 The Chief Expert will then divide the experts into teams for the purpose of marking and

setting up marking schedules in accordance with the requirements of Subsection 1.7.Each Project Group will select a project for each day. The selected projects must betested by the Test Group. The Project Group must add or change a minimum of 30% anda marking scheme. The Test Group must check the 30% change and marking schemeand provide further changes back to the Project Group until an agreement is reachedand meets the criteria for the competition Preparation Timetable (Appendix)

3.3.5 Suggestions and comments for the revision and improvement of the TechnicalDescription are to be provided to the Deputy Chief Expert in writing. The Deputy ChiefExpert will reduce the information to a single typed document ready for discussion byall experts. Prior to leaving the Competition site, the Chief Expert, the Deputy ChiefExpert and the Jury President will facilitate the discussion and revision of the TechnicalDescription. Also refer paragraph 3.3.12.

3.3.6 At any time that a unanimous decision is not achieved within a reasonable time, theChief Expert will put the matter under discussion to the vote. A majority will be 50% ofthe experts present plus one. This decision will be final. In the event that an expert isabsent at the time that the vote takes place, he/she has the right to be informed of thedecision but the matter will not be raised again or voted upon again. The exception tothis majority rule will be in the case of approval of the changes to the TechnicalDescription, where the majority of 80% is required.

3.3.7 In the event that an extension of time is requested for the Competition to exceed 22hours, the matter must be discussed with the Jury President. All possible alternativesolutions must be investigated before approval of an extension of time is requested, orwill be approved.

3.3.8 Prior to the end of the Competition, the Jury President will facilitate the selection of theChief Expert and Deputy Chief Expert for the next WorldSkills Competition.

3.3.9 Experts are eligible for selection as a Chief Expert if they:•  Can speak English, French or German

•  Have attended the WorldSkills Competition at least twice before (if less than 4experts have been to the WorldSkills Competition before, this criteria may be relaxedat the discretion of the Jury President)

•  Demonstrate a high degree of expertise in the skill

•  Demonstrate leadership qualities.

•  Are competent using a computer and the Internet – specifically to facilitate theDiscussion Forum for their skill category.

3.3.10 The process by which selection will take place is by secret ballot and is as follows:•  Each expert present will list their choice of three experts in order of preference•  The Jury President will allocate a score of three (3) points to each experts first

preference, two (2) points to the second preference and one (1) point to the thirdpreference

•  The Jury President will then calculate total scores and announce the three highestscoring experts

•  The expert with the highest score will be appointed Chief Expert for the nextWorldSkills Competition

•  If the first choice cannot attend, then the second choice will be Chief Expert•  If the first and second choice cannot attend, then the third choice will attend•  If none of the choices can attend, then the jury president will appoint, or facilitate the

appointment of a Chief Expert•  The names of the selected experts will be entered into the provided documentation

and signed by the Jury President and returned to the WorldSkills Secretariat.

3.3.11 Changes to the method of Competition design or suggestions offered for the nextCompetition design process or tasks must be written down and signed by 80% of theexperts and included in Subsection 2.3.

3.3.12 The Deputy Chief Expert’s primary role is to ensure that the Technical Description isupdated to reflect the technological advances of the skill category and include overallimprovements for the preparation and running of the Competition. He/she will ensurethat all changes to the Technical Description are entered, that all experts sign it, andthat it is delivered to the WorldSkills Secretariat as a hard copy and digitally.

3.3.13 The Deputy Chief Expert also assists in the distribution and collection of the QAMSAudit Questionnaires and assists the Chief Expert where necessary.

3.4 Competition procedures

3.4.1 The project will be worked on over all four days of the Competition (project organisedby tasks, sections or modules).

3.4.2 Each module/task/section will be completed on the assigned day so that progressivemarking can take place.

3.4.3 Prior to the start of the Competition, each competitor will receive a detailed timetablereflecting the timing for completion of the project tasks or modules.

3.4.4 Competitors will have a maximum of 2 hours to become familiar with material,equipment and processes. Where processes are particularly difficult, a subject matterexpert will be available to demonstrate the process and the competitors will be giventhe opportunity to practice.

3.4.5 The competitors will be given Competition documents for each project including anoverview of the marking criteria at the beginning of each day. so that they may studythe project requirements.

3.4.6 At no time during the Competition may the expert from the same country of origin asthe competitor be involved in any discussion without another expert present or withoutpermission from the Chief Expert or Deputy Chief Expert.

3.4.7 Experts and competitors who continually fail to abide by the Technical Description andCompetition Rules may be temporarily or permanently removed from the Competition.

3.5 Competition safety requirements

3.5.1 Policies and procedures specified within the following documentation will be adhered to

or followed at all times.•  Health and Safety Policy – General Requirements

•  Health and Safety Policy – Skill Specific•  Procedure for Safety Training•  Safety Training Development Flowchart

•  Host Country Health and Safety Requirements•  Medical Assistance Request Procedure•  Accident Report Form

3.5.2 After having received training and briefing, the Chief Expert will provide the experts,competitors and personnel for whom he has responsibility with the information andtraining required to ensure a safe Competition in accordance with the requirements ofthe documentation specified in paragraph 3.5.1 above, and taking into account any of

the specified requirements identified in Subsection 3.6 below.

3.5.3 The Chief Expert will ensure that all experts, competitors and personnel for whom hehas responsibility complete and sign the Confirmation of Receipt of Training Form(refer Appendices) on completion of the training session.

3.5.4 The Chief Expert will countersign these forms, and keep them secure until the end ofthe Competition at which time they will be returned to the Quality Auditor for theCompetition.

3.5.5 The Chief Expert will additionally task the experts with the responsibility of ensuringthat all experts, competitors, and other personnel comply with the safety requirementsfor the skill category and Competition site.

3.5.6 The Chief Expert will receive nominations and appoint a safety officer whoseresponsibility will be to carry out the tasks specified in the Safety Checklist (referAppendices).

3.5.7 Work clothes must comply with relevant codes. If the host country has any specificcodes that are to be in place during the Competition, then these must be made known tothe competitors at least 6 months prior.

3.5.8 All machinery and/or equipment must comply with the safety requirements of the hostcountry.

3.5.9 Competitors must keep their work area clear of obstacles and their floor area clean ofany material, equipment or items likely to cause someone to trip, slip or fall.

3.5.10 Failure by the competitor to comply with safety directions or instructions may incurloss of marks for safety. Continuous unsafe practice may result in competitors beingtemporarily or permanently removed from the Competition.

3.6 Skill specific safety requirements

3.6.1 When Competitors working with a dismantled computer, the power cord must bedisconnected from the computer. Competitior must use ESD protection during the workwith a dismantled computer or component.

3.7 Judging procedural requirements

3.7.1 The experts that attend the Competition will be divided into marking groups to deal witheach section of the marking criteria.

3.7.2 Every completed module/task/section will be marked on the same day in which it wascompleted.

3.7.3 Each Competitor is provided with an overview of the marking scheme. A full markingscheme will only be seen by experts. The reason for this is that the full marking schemewill give the answers to every competitor.

3.7.4 The experts agree that a majority vote is needed to:•  Change scoring system (within limits specified in the Technical Description)•  Change Competition sequence or content•  Agree on a solution for disputes concerning points awarded etc.

3.7.5 No testing will take place without the attendance of at least two experts.

3.7.6 The competitor’s work may not be altered in any way to facilitate marking unlessincluded in the marking scheme.

3.8 Honesty and transparency

3.8.1 The competitors that attend the WorldSkills Competition have the right to expect fair

and honest treatment during the Competition in terms of the following:•  Instructions that are clear and unambiguous•  Marking schedules that provide no advantage to an opposing competitor

•  All necessary equipment and material specified within the skill documentation thatare required to complete the Competition

•  The assistance necessary from judges and officials to ensure that he is able tocomplete the project. (The assistance deemed necessary will be provided equallyand at the same time to all competitors present)

•  No undue interference by officials or spectators that may hinder them in thecompletion of their project

3.8.2 Every competitor has the right to expect and demand that no opposing competitors willreceive undue or unfair assistance or intervention that may provide that opposingcompetitor with an unfair advantage.

3.8.3 All officials and judges present on the Competition site are expected to ensure thatparagraphs 3.8.1 and 3.8.2 above are complied with and maintained.

3.8.4 It is the responsibility of the Chief Expert or his Deputy to ensure that all competitors,interpreters, officials and judges comply with and maintain the integrity of theCompetition, and additionally ensure that all necessary steps are taken to ensure that:•  Translations and any interpretation to a particular competitor does not advantage

that competitor•  Outside influences do not unduly improve or decrease competitors’ abilities to

provide a worthy performance.

3.8.5 A briefing will be provided to all experts and competitors on the requirements forintegrity during the Competition.

3.8.6 Additionally, the Chief Expert is expected to identify these and any other factors thatmay exist on the Competition site that may results in the contravention of paragraphs3.8.1 and 3.8.2 above, and reduce them to a checklist for continuous reference.

3.8.7 In the event that any competitor, judge, official, observer or competitor compatriot isfound to be attempting to gain or provide assistance in any form that may result in anunfair advantage, the Chief Expert is to immediately refer the matter to the JuryPresident.

3.8.8 The Chief Expert will receive nominations and appoint a Security Officer whose

responsibility it will be to ensure that these requirements are carried out.

3.8.9 It will be explained to all experts and competitors that nothing is to come in or out of thesite unless specified by the Chief Expert as being allowed after being briefed on thistopic.

3.8.10 Security checks will be carried out each day on experts and competitors (by expertsand competitors) upon entry and exit to the site.

4. SECTION 4 - WORKSHOP SETUP (WS)

4.1 Materials

4.1.1 An up to date infrastructure list (hardware and software) is to be produced 6 monthsbefore the competition. This list must ensure successful completion of the project andenable the competition to utilise the most up to date hardware and software available.

4.1.2 Suggestions for suitable hardware to run the competition could include but not belimited to:•  3 x computers of specification suitable for use as workstations/servers per

competitor. (At least one computer suitable for use as a file server per competitor.)

•  1 x printer per competitor that may be used in a network or local environment.•  1 x backup tape device (SCSI) per competitor.

•  1 x laptop per competitor for use as workstation during the competition (this may besubstituted for one of the three computers listed above).

•  2 x routers per competitor.•  2 x switches per competitor.•  1 x Firewall

•  Network cables (must be cat 5e)•  At least one extra network card per competitor.•  Suitable computer peripherals (such as: scanners, hard disks, modems, CD-ROMs,

CD writers (DVD burner), printers, digital cameras, web cams)•  Wireless equipmentSuitable test equipment / software which may include:•  A cable tester per competitor.•

  Diagnostic software (hardware / software / network)

4.1.3 Suggestions for suitable software to run the competition could include but not belimited to:•  A selection of computer software suitable for the successful completion of the

project. (Specifications will be provided in the IL).•  Suitable anti-virus software.

•  Suitable backup software.•  Appropriate Operating System software.•  Appropriate Network Operating System software.

•  Appropriate application software.•  VMWare or Microsoft Virtual PC•  Disk Image software

4.1.4 Each competitor will be required to have access to:•  Writing paper

•  Pens, pencils, ruler, stapler, eraser and pencil sharpener•  Two personal competition envelopes (These would be used for the collection of

competitors work)

4.2.1 The general layout of the workshop venue will be as in the diagram in Section 4.3, withsufficient space for the competitors working area and with the usual facilities forexperts, material and tool storage.

4.2.2 Head height partitions must be placed between the competitors to restrict observationof other competitors work area.

4.2.3 The working area for each competitor must as a minimum be sufficient for theirworkstation and/or the competitors work area and the equipment specified. It isrecommended that at each desk the lighting requirement be warm white light 500 lux.This will be required for each working area where reading and high concentration willbe required.

4.2.4 The host country will provide the competitor with the necessary tools required tocomplete the project. Where the competitors are not familiar with these tools the host

nation will provide the competitors with a subject matter expert to demonstrate thesetools and the competitors will be given the opportunity to practice.These tools may include:•  Screwdrivers as required to disassemble and assemble the equipment.•  Equipment necessary to make network cables according to the IL.•  Anti-static mats / wrist straps.

4.2.5 The following equipment will be made available to experts:•  A separate enclosed area for confidential marking

•  A minimum of four computers systems as detailed below:•  Pentium IV or equivalent processor

•  512 MB of RAM or equivalent•  Standard computer hard drive (greater than 40GB)

•  Colour monitor capable of 1024 x 768 dpi (minimum size = 17in)•  Removable media for competitor storage (e.g. floppy disk drive or Zip disk)•  Sound card and speakers with headphones•  Laser printer

•  Colour scanner capable of 1200 dpi•  OCR document reader (including text recognition software compatible with

application software provided)•  System compatible mouse and relevant software

•  Network capabilities of 100Mbps•  Internet connection.•  Stationery – pens, pencils, tape, stapler, paper clips, etc.

4.2.6 The following will be required for the competition:•  Shopmaster and Assistant Shopmaster experienced in network design and PC and

software problems solving, ghosting, server management, image building.•  Large lockable cupboard for storage of files, personal computer equipment and

other confidential and sensitive material

•  Lockable cupboards for storage of competitors personal equipment not requiredduring the competition

•  High turnover networked Laser printer (minimum resolution of 600dpi)•  CD-ROM burner (DVD burner) for the creation of a CD of the final competition and

data files
