Adam Thomas, the team leader from Precision Construction was there, shovel in hand. “I’m just happy to be able to get started on this project,” he said, reporting that excavation will begin this Thursday by Z Excavation of Silverton. The entire build process will take roughly 5 ½ to 6 months to finish, weather permitting, ac- cording to the design build team. As the crowd milled around in the frosty mud the word “finally” was echoed re- peatedly. “I’m quite pleased to be finally underway,” said city councilor Ann Hola- day. “It’s exciting for the community. I’m really looking forward to the ribbon cut- ting!” “I’m just glad it’s finally getting started,” said councilor Justin Merrill. “The turn out, at such a short notice, shows the strong support from the commu- nity,” said Mayor Tim Kirsch. “ I too am happy to see it finally get going, and I’m happy we took our time to get it done right.” The short ceremony with photo ops was scheduled just prior to the evening’s city council meeting, where community mem- bers again mentioned concerns about the costs, and the choice of design team. Bill Downer, a former mayor and cur- rent business owner, voiced his opinion to the council. “Almost ½ million dollars and the new one doesn’t look a lot better than the one that burnt down. I’m disap- pointed we didn’t go with a local builder, I know a local framer who wanted the job, but he wasn’t contacted,” Downer said. Mayor Kirsch replied,” The local con- tractors can put in bids. It’s official. After months of planning, re-planning and quite a bit of scrutiny, the security fence is now up, the build team trailer is parked, and the ground officially broken at the site of Mill City’s new City Hall on the corner of 1st and Fairview. Council members, citizens, donors and builders gathered Tuesday afternoon to witness what is no-less than a momentous occasion. Adam Thomas, the team leader from Precision Construction was there, shovel in hand. “I’m just happy to be able to get started on this project,” he said, reporting that excavation will begin this Thursday by Z Excavation of Silverton. USFS: From the Desk of the Ranger Salmon viewing in the Upper North Santiam River just got better! The De-troit Ranger District had a successful season working to improve fish habi-tat above Detroit Dam - in preparation for more fish which will be moved up-stream after the Minto Fish Collection Facility rebuild is completed. For example, specific projects im-proved salmon and steelhead habitat by using contractors based in Oregon, including some from the Santiam Can-yon. Partner funding from the Oregon Watershed Enhancement Board helped increase these accomplishments. Habi-tat improvements benefit all aquatic life and overall watershed health. The Horn Creek Stream Restoration at Marion Forks Fish Hatchery improved a mile of habitat with wood place-ment and added spawning gravel to the stream. It’s an easy place for people to go to see spawning salmon every fall. Additional spawning habitat was impor-tant here because fish were digging up each other’s eggs due to lack of space. What does wood placement do? Trees placed in the stream provide refuge from predators and high flows. They also change flows, causing the creation of pools and spawning gravels and in-crease aquatic biodiversity and density

which provides food for the fish. Tree falling is a good way to easily put wood into creeks and rivers. This technique was used at Cleater Bend Campground into the Breitenbush River, French Creek and the North Santiam River above Marion Forks. Barrier culverts were removed this summer on the North Santiam River where it crosses Road #2266 (Parish Lake Road) and Road #2257 near Big Meadows Horse Camp. Some culverts create barriers that fish can’t get past. Now both crossings are cement bridges which don’t restrict fish passage at all. With the North Santiam Watershed Council working on improving habitat in the lower North Santiam, and great progress being made on the Minto Fish Collection Facility rebuild, I am very excited as I see all of the habitat improvements being completed on the Detroit Ranger District above Detroit Dam. The future for salmon and steel-head in the North Santiam looks very bright. I hope you will take the time to come visit your National Forest to enjoy the fishing and watch salmon spawning in their improved habitat.

The ever popular Santiam Canyon School District Holiday Program proved a community wide people pleas-er, (with a crowd size rivaling that of July 4th) packing the gym at Santiam High School Tuesday night. The Emcee for the evening, Superin-tendent Brad Yates, in a Santa hat and black leather vest, kept the pace rolling as he introduced each class, kindergar-ten through high school. Classic rock guitar riffs and a harmonizing choir, jin-gle bells and red-nosed reindeer, Frosty and Feliz Navidad, and more came pouring from the children of the com-munity all dressed in their holiday best.

Many highlights included the 6th grad-ers signing “Somewhere over the Rain-bow” with glowing gloved hands under black lights, a narrated video produced by the 7th and 8th grade classes named, “What really happened to Grandma” and a show stopping performance of Santa Baby by senior high student Val-ley Hood wth her guitar. After all the singing and signing was done, the crowd was treated to a read-ing of The Night Before Christmas and invited to join in a song, just before Santa and his helper elves came roam-ing through the crowds passing out bags of treats for all.

Fire Safety 101: your holiday tree

Natural Christmas trees, especially those purchased right after Thanks-giving, need special care to keep their freshness and fire resistance. The Mill City Fire Department has some tips: Put the tree in water as soon as pos-sible. If the tree was purchased at a lot, make a fresh cut at least ½ inch up on the end before putting it in your stand. This will improve the tree’s ability to absorb water. Water the tree daily. An average tree may consume between a quart and a gallon of water per day. If the water level gets below the cut of the trunk a seal will form and it will not absorb. Keep the tree away from all sources of heat to preserve its freshness. Min-iature or LED lights will not dry the needles out as fast as the larger bulbs. Make sure to never leave the lights on when you leave the house or when you go to bed at night. A dry tree can burn very quickly. If the needles are start-ing to fall off, get brittle or turn a dull green then it’s time to remove the tree. The project must be a collab-orative effort with other community partners, and must have measurable results. They are able to request up to $18,000 for the 2011-12 fiscal year. This project must meet one of at least three goals. It must: 1) help youth succeed, 2) help build safe, strong families, or 3) advance com-munity literacy. Interested parties are encouraged to join in the discussion of some pro-posed ideas that would meet one of the above goals. We want to hear your ideas on our community strengths, weaknesses, challenges that face children, youth and families, gaps or needs that are still lacking. The deadline for the funding ap-plication is January 6, 2012, so the group will be proceeding quickly. Burn season ends December 15

December 15 is the last day of back-yard burning this year. Please make sure to call the burn information line at 503-769-3400. Burning season will reopen next spring, so cover those piles that did not get burnt and they will be good and dry to burn next spring. Remember NO BURNING AFTER DECEMBER 15!

Our Thankgiving Dinner was a huge success this year. 48 people, 1 turkey, 1 ham, and all the fixings. It was one of our finest Thanksgiving Dinners ever, really. “Snow tires are here! Chains Too!”

Students and family gathered at Mari-Linn School cafeteria December 8 to cel-ebrate the winter season by making gingerbread houses and listening to perfor-mances by the newly formed Hornet Choir and 4th grade violinist Myra Cross. Attendees were given petite gingerbread house forms in the shape of recycled milk cartons - and decorations were donated by each class, like red hots from the 6th grade class and gum drops from the 3rd grade class. Sugar and Spice Bakery of Lyons donated the icing. The free event also served as practice for the Hornet Choir, a 6th grade elec-

tive class lead by music teacher Steve Dalyrmple. It was their first performance for the community, with students singing Winter Fantasy, Thinking of You/I’ll Be Home for Christmas (a montage dedi-cated to our troops away from home), Skateboard-ing Santa and Mary & Joseph.

Many things are excellent when they are cold and clear, including the North Santiam River. Most of the leaves have fallen from the hardwood trees, so we can see more of the river bank and valley as we drift down the river. Steelhead, salmon, and trout are visible through the clear water, and we see lots of them. There are also quite a few ju-venile fish that big birds are feeding on. River volume at Packsaddle last week was around 1,300 cubic feet per second, and Mehama was 1,700 cfs. That is about 3 ½ feet deep on the Mehama gauge. The forecast is for the river to have the same volume for the next week. Unexpected rains would change that. River temperature is cold. Upstream from Detroit Lake, the temperature is around 38F. Below the Lake, it is 44 at Packsaddle and around 38 at Mehama. Note that the river gets colder as it flows over the icy ground as it goes down into the valley. Packsaddle to Fishermen’s Bend or Me-hama is in very good condition for expert boaters. The big waves and tricky white water are manageable this week, and rains will make that run hazardous later in the season. Winter officially starts December 20, which is the shortest day of the year. Fishermen’s Bend to Stayton has dozens of excellent medium difficulty rapids and lots of places for fish, game, and boaters to enjoy. The river is a little colder than Pack-saddle and Minto areas, so some of the fish will be going upstream for better water.
