    Li gii thiu

    T chc Hng khng dn dng quc t (International Civil Aviation Organization

    ICAO) ban hnh 18 ph c cho cc nc tham gia hip c Hng khng dn dng

    quc t tham kho p dng. Tiu chun ny c chuyn dch t mt phn trong h

    thng tiu chun v khuyn ngh thc hnh ca ICAO, l Aerodromes Annex-14

    to the Convention on International Civil Aviation Volume 1: Aerodrome Design and

    Operations.

    Kt cu v ni dung c bn ca Tiu chun ny c Cc Hng khng Vit nam v

    B Giao thng vn ti chp thun ph hp vi yu cu ca annex - 14, to iu kin

    cho vic cung cp trao i thng tin trong nc v quc t thun li. Do trnh t cc

    iu khon v c bn khng thay i so vi annex-14 phin bn nm 2009.

    Tiu chun ny bao gm cc yu cu v thit k v khai thc i vi sn bay dn dng

    gm ng ct h cnh, ng ln, sn v phn khng gian sn bay nhm m

    bo an ton cho my bay ct, h cnh, ln, v ch phc v k thut. Cc yu cu

    thit k v khai thc gm nhng c trng hnh hc, iu kin t nhin v b mt gii

    hn chng ngi vt (OLS) m sn bay phi p ng, nhng phng tin v dch vk thut thng thng nh h thng trang b ct h cnh, ln cho my bay nh h

    thng n, bin bo sn k tn hiu, h thng khn nguy cu nn, phng v cha chy

    m bo an ton cho hot ng ca my bay ti khu vc sn bay.

    Nhng yu cu k thut t ra cho tng thit b, cng trnh c trnh by trong tiu

    chun ny c lin kt vi nhau bng h thng m hiu sn bay, cn gi l cp sn

    bay. Chng c lin quan n ng ct h cnh (CHC) v trang thit b km theo.

    Tiu chun ny quy nh nhng yu cu k thut ti thiu i vi sn bay dng cho cc

    loi my bay hin ang khai thc hoc cc loi my bay s a vo khai thc c tnh

    nng tng t.

    Tiu chun c mts hnh vn cn ting Anh do c th chuyn ngnh , ti cc sn

    1 Phm vi p dng

    1.1Nhng yu cu k thut i vi ng CHC tip cn chnh xc CAT II v III ch p

    dng vi ng CHC c m s 3 v 4.

    1.2Cc yu cu k thut ca tiu chun ny c p dng cho sn bay dn dng.

    1.3 Trong trng hp c bit, khi iu kin khng cho php thit k sn bay theo

    ng tiu chun ca cp sn bay chn th c th thit k tho mn yu cu ca my

    bay khai thc thc t c cp c thm quyn ph duyt

    1.4Khi thit k v khai thc sn bay dn dng dng chung cho qun s th xem xt p

    dng thm tiu chun sn bay qun s vi nguyn tc p dng Tiu chun cao hn.

    1.5 Sn bay trc thng, sn bay trn mt nc v sn bay cho my bay s dng

    ng CHC ngn (MBCHCN) c tiu chun ring.

    1.6Tiu chun ny khng c yu cu quy hoch v tr sn bay nh khong cch gia

    cc sn bay gn nhau hoc nng lc thng qua ca tng sn bay ring bit hoc

    nhng yu t kinh t v cc yu t phi k thut khc phi xt n trong qu trnh quy

    hoch pht trin sn bay. Tuy nhin, an ton hng khng l mt b phn khng th

    thiu ca cng tc quy hoch v khai thc sn bay nn Tiu chun ny c mt s qui

    nh nhm nng cao an ton ca sn bay.

    1.7 Cc quy nh khc vi Tiu chun ny phi c c quan c thm quyn chp

    thun bng vn bn.

    2 Ti liu vin dn

    Cc ti liu vin dn sau y l cn thit p dng tiu chun ny. i vi cc ti

    liu vindn ghi nm cng b th p dng bn c nu. i vi cc ti liu vin dn

    khng ghi nm cng b th p dng phin bn mi nht, bao gm c cc sa i, b

    sung (nu c).

    3 Thut ng v nh ngha

    Trong tiu chun ny p dng cc thut ng v nh ngha sau:

    3.1 chnh xc(Accuracy):

    S ph hp gia gi tr tnh ton hoc o c so vi gi tr thc.

    3.2 Cng hng khng (airport):

    Khu vc xc nh, bao gm sn bay, nh ga v trang thit b, cng trnh cn thit khc

    c s dng cho my bay bay n, bay i v thc hin vn chuyn hng khng.

    3.3 Sn bay (Aerodrome):

    Mt khu vc xc nh trn mt t hoc mt nc bao gm nh ca, cng trnh v

    trang thit b c dng mt phn hay ton b cho my bay bay n, bay i v di

    chuyn.

    3.4n tn hiu sn bay (Aerodrome beacon):

    n tn hiu giao thng hng khng c dng xc nh v tr sn bay t trn

    khng.

    3.5 Giy chng nhn khai thc sn bay(Aerodrome certificate):

    Giy do c quan c thm quyn theo lut hng khng cp, chng nhn sn bay

    iu kin hot ng theo quy nh i vi loi sn bay .

    CH THCH:Xem Thng t s: 16 /2010/TT-BGTVT Quy nh chi tit v qun l, khai thc cng hng

    khng, sn bay.

    3.6 cao sn bay(Aerodrome elevation):

    cao ca im cao nht trn khu h cnh.

    3.7 Du hiu nhn bitsn bay(Aerodrome identification sign):

    Du hiu trn sn bay c dng nhn bit sn bay t trn khng.

    3.8im quy chiu sn bay(Aerodrome reference point):

    im nh du v tr a l ca sn bay, cn gi l im chun sn bay.

    3.9 Mt giao thng sn bay(Aerodrome traffic density):

    a) Thp: Khi s ln hot ng trung bnh trong gi cao im ca my bay khng vt

    qu 15 ln trn mt ng CHC, hoc tng s ln hot ng trn ton sn bay di 20

    ln trong trng hp c bit ;

    b) Trung bnh: Khi s ln hot ng trung bnh trong gi cao im ca my bay t 16

    n 25 ln trn mt ng CHC, hoc tng s ln hot ng trn ton sn bay nm

    trong khong t 20 n 35 ln trong trng hp c bit ;

    c) Cao: Khi s ln hot ng trung bnh trong gi cao im ca my bay t 26 ln hoc

    ln hn trn mt ng CHC, hoc tng s ln hot ng trn ton sn bay ln hn

    35 ln trong trng hp c bit .

    CH THCH:

    1 S ln hot ng ca my bay trung bnh trong gi cao im l gi tr trung bnh s hc s ln my bay

    hot ng ti gi cao im hng ngy trong mt nm.

    2 Mt ln ct cnh hoc h cnh c coi l mt ln hot ng.

    3.10n tn hiu giao thng hng khng(Aeronautical beacon):

    n tn hiu hng khng trn mt t sng lin tc hoc khng lin tc c nhn thy

    t mi hng dng nh du mt im c th trn mt t.

    3.11n tn hiu giao thng hng khng mt t (Aeronautical ground light):

    n tn hiu chuyn dng cho mc ch ph tr dn ng hng khng m khng phi

    l n gn trn my bay.

    3.12 Chiu di ng ct h cnh tham chiu ca my bay (Aeroplane reference

    field length):

    Chiu di ng CHC ti thiu cn thit cho my bay ct cnh vi ti trng ct cnh

    ti a cao mc nc bin, iu kin kh quyn tiu chun, lng gi v dcng CHC bng khng, nh ghi trong s tay bay ca my bay c c quan c thm

    quyn chng nhn, hoc cc s liu tng t do nh sn xut my bay cung cp.

    Chiu di CHC tham chiu l chiu di CHC cn bng thch h p cho my bay tnh ton

    c chp nhn hoc l c ly ct cnh c thtrong nhng trng hp khc.

    CH THCH: Xem Ph lcH iu H.2 trnh by khi nim chiu di cn bng ca di CHC

    3.13 S phn cp my bay(Aircraft classification number - ACN):

    3.14 V tr my bay(Aircraft stand):

    Khu vc trn sn my bay ginh cho mt my bay .

    3.15 Sn my bay(Apron):

    Khu vc xc nh trn sn bay mt t ginh cho my bay phc v hnh khch ln

    xung, xp d bu kin hay hng ho, np nhin liu, ch thng thng hay

    bo dng my bay.

    3.16 Dch v iu hnh sn my bay(Apron management service):

    Dch v nhm iu hnh my bay v phng tin c gii hot ng, di chuyn trn sn

    my bay.

    Thng tin v giy chng nhnca sn bay cn ccung cp cho cc c s dch v thng bo

    tin tc hng khng lin quan cng b trong tpthng bo tin tchng khng (AIP).

    5.2.1C quan c thm quyntheo lut hng khng quyt nh n vc trch nhim cp

    giy php khai thc cng hng khng, snbay tun theo cc iu khon ca tiu chun

    ny v cc tiu chun lin quan khc;i vi cng hng khng, sn bay quc t th cnphi tun theo cc iu khon lin quan ca ICAO.

    5.4 Thit k cng hng khng, sn bay

    5.4.1. Trong thit k kin trc, xy lp cng trnh mi v thay th cng trnh hin hutrn

    5.5 Phn cp sn bay- M hiu sn bay

    Phn cp sn bay bng cch dng m hiu sn bay.

    CH THCH: Mc ch phn cp sn bay bng m hiu sn bay l cung cp mt phng php n gin lin kt

    nhngquy nh v cc c tnhca sn bay cng nh xy lp cng trnh trong sn bay thch hp vi cc my

    bay d nh khai thc ti sn bay. M hiu sn baykhng c mc ch xc nh chiu di ng CHC hoc cc

    phi xc nh my bay thit k casn bay sau xc nh hai thnh phn ca m hiu sn bay.

    5.5.1M hiu sn bay- gm 2 thnh phn l m ch v m s c chn cho mc ch

    quy hoch sn bay ph hp vi nhng tnh nng ca my bay m sn bay d kin phc

    6 Cc thng s sn bay.

    6.1 Cc d liu hng khng.

    6.1.1Vic xc nh v thng bo cc d liu hng khng lin quan ca sn bay phi png cc yu cu v chnh xc v tnh ton vn ghi trong BngE-1 n BngE-5 ca

    Ph lcE c xt n quy trnh m bo ca h thng cht lng c thit lp. Nhng

    yu cu v chnh xc i vi d liu hng khng da trn c s trn tin cy 95 % v

    v iu ny, 3 loid liu v v tr phi c chng thc l cc im trcc (v d nh

    ngng ng CHC), cc im tnh ton (cc php tnh ton t nhng im trc c ca

    nh cc im ranh gii ca vng thng bo bay).

    6.1.2Nh khai thc cng hng khngphi m bo sao cho chnh xc ca d liu hng

    c) D liu thng thng, mc ton vn 1x10-3: Sai s thng thng ny p dng

    cho loi d liu m khi sai st c rt t xc xut lm cho my bay mt an ton dn

    n tai nn nu tip tc bay v h cnh.

    6.1.3Vic bo v d liu in t hng khng trong khi lu tr hoc truyn i hon ton

    c qun lbi vic kim tra nh k d (CRC). thc hin vic bo v d liu hng

    khng c bn v ti hn nh phn loi trong 6.1.2 trn, phi p dng thut ton kim tra

    nh k d (CRC) 32 hoc 24 bit tng ng.

    6.1.4Trong trng hp c bitc c quan c thm quyn cho php, bo v d liu

    hng khng thng thng nh phn loi trong 6.1.2 trn, c th p dng thut ton kim

    tra nh k d CRC 16 bit.

    6.1.5Cc ta a l ch v tuyn v kinh tuyn c xc nh v thng bo cho c s

    cung cp dch v thng bo tin tc hng khng (AIS) lin quan di dng d liu ta a

    l chun ca H thng trc a ton cu 1984 (WGS 84) xc nhn r cc to a l

    c chuyn thnh to WGS 84 bng tnh ton v c chnh xc o c ti hin

    trng gc khng tho mn cc yu cu BngE-1, Ph lcE.

    6.1.7Ngoi vic cao (so vi mc nc bin trung bnh) ca cc v tr ring bit trn mt

    6.2im quy chiusn bay.

    6.2.1Mi sn bay phi c mt im quy chiu .

    6.2.2im quy chiusn bay t gn tm hnh hc ban u hoc tm hnh hc thit k

    ca sn bay vi nguyn tc khng c thay i v tr ban u chn.

    6.2.3V tr im quy chiusn bay c o v thng bo cho AIS n (0), pht (min) v

    giy (s).

    6.3 Cao sn bay v ng ct h cnh.

    6.3.1 caov a hnh mt Geoid v tr cn xc nh ca sn bay c o chnh xc

    n 0,5 m v c thng bo cho AIS.

    6.3.2i vi sn bay tuyn hng khng dn dng quc t tip cn gin n, cao v a

    hnh mt Geoid ti mi ngng, cao ti cui ng CHC v ca cc im trung gian

    cao v thp c bit c o chnh xc n 0,5 m v c thng bo cho AIS.

    6.3.3i vi ng CHC tip cn chnh xc, cao v a hnh mt Geoid ca ngng,

    cao cui ng CHC v cao ln nht ca khu vc chm bnh c o chnh xc

    n 0,25 m v c thng bo cho AIS.

    CH THCH:a hnh mt Geoid c o phhp vi h ta thch hp.

    6.4 Nhit khng kh tham chiuca sn bay.

    6.4.1Nhit khng kh tham chiuca sn bay cn c gi l nhit chun ca sn

    bay c xc nh theo Celsius ( C).

    6.4.2Nhit khng kh tham chiu casn bay l nhit trung bnh ca thng nng

    nht, c xc nh bng trung bnh cng ca cc nhit cao nht hng ngy ca thng

    nng nht trong nm (thng nng nht l thng c nhit trung bnh thng cao nht).

    Nhit c ly bnh qun cng nhiu nm cng tt, nhng khng di 5 nm.

    6.5 Kch thc sn bay v thng tin lin quan.

    6.5.1Phio hoc m t cc d liu tng cng trnh trn sn bay nh sau:

    a) ng CHC gc phng v thc chnh xc n 1% , hng, chiu di, chiu

    rng, v tr ngng dch chuyn lm trn n mtgn nht, dc, loi b mt, loi

    ng CHC, i vi ng CHC tip cn chnh xc CAT I- hin trng tnh khng;

    b) Di CHC, bo him u ng CHC, di hm phanh u: chiu di, chiu rng

    lm trn n mt gn nht, loi b mt;

    6.5.2To a l ca tng ngng ng CHC cn c o v thng bo cho AIS n

    6.5.3To a l ca cc im thch hp trn tim ng ln c o v cung cp cho

    6.5.4To a l ca tng v tr my bay c o v cung cp cho AIS n , pht,

    6.5.5Ta a l ca CNV trong khu vc 2 (phn trong bin gii sn bay) v khu vc 3

    (trong cc vng tip cn v ct cnh ) c o v cung cp cho AIS n n , pht, giy

    v phn trm ca giy. Cc im CNV nh nh cao,loi, sn tn hiuv n (nu c) ca

    cc CNV cng c thng bo cho AIS.

    CH THCH: Ph lcE cung cp yu cu xc nh d liu v CNV trong cc khu vc 2 v 3

    6.6 Sc chu ti ca mt ngsn bay.

    6.6.1Phi xc nh sc chu ti ca mt ngsn bay.

    6.6.2Sc chu ti mt ng snbay i vi my bay c trng lng ln hn 5700 kg

    d) Cp p sut bnh ln nht cho php hay tr s p sut bnh ln nht cho php;

    e) Phng php nh gi;

    CH THCH: Khi cn thit, tr s ca PCN c th c thng bo vi sai s n mt s thp phn.

    6.6.3PCN c thng bo cho bit rng mt my bay c ACN bng hoc nh hn PCN

    thng bo c th hot ng trn mt ng vi gii hn p sut bnh hoc tng trng

    lng my bay quy nh.

    CH THCH: Nu sc chu ti ca mtng sn baythay i ng k theo ma th c th thng bo nhng

    gi tr PCN khc nhau.

    6.6.4ACN ca my bay c xc nh theo quy trnh chun ph hp vi phng php

    ACN-PCN do nh sn xut cng b hoc quy trnh do c quan c thm quynph chun.

    CH THCH: Cn c quytrnh chun xc nh ACN ca my bay. tin li, vic nh gi mt ng cng v

    mm cho mt s loi my bay ang khai thc da trn s phn loi nn theo 4 cp nh trnh by 6.6.6 b)

    di y.

    6.6.5Vi mc ch xc nh ACN, theo tnh cht lm vic, mt ng sn bayc phn

    thnh kt cu cng hoc mm.

    6.6.6Vic cng b loi mt ng sn bay xc nh ACN-PCN, cp chu lc ca nn,

    6.11 Khn nguyv cu ho.

    6.11.1Sn bay phi c phng n khn nguyv cu ho. Phi thng bo trang thit b sn

    bay c thkhn nguyv cu hoi vi cc loi my bay.

    6.11.2Mc sn sng thng thng ti sn bay c biu th bng cp khn nguyvcu hokm theo chng loi v s lng xe cu hom sn bay phi c.

    6.11.3Khi mc sn sng ti sn bay v cp khn nguy v cu hoc thay i th cn

    6.13 Phi hp gia cc c s cung cp dch v thng bo tin tc hng khng v nh

    khai thc cnghng khng.

    6.13.1 m bo cho cc AIS c thng tin cn thit thng bo trc chuyn bay v

    trong khi bay th phic s phi hp gia cc AIS v Nh khai thc cng hng khng sao

    cho cc dch v ti sn bay thng bo kp thi cho AIS cc thng tin sau:

    a) iu kin sn bay;

    b) trng thi hot ng ca cc cng trnh thit b lin quan, dchv v nhng phng

    tin dn ng trong khu vc chu trch nhim;

    c) bt k thng tin no khc c ngha quan trng i vi hot ng ca my bay.

    6.13.2Trc khi a ra nhng thay i ca h thng dn ng hng khng (ANS), cc

    c s chu trch nhim cung cp dch v tng ng phi xem xt tng thay i theo thi

    gian AIS kp chun b, son tho v ban hnh nhng ti liu cn cng b. m bo

    vic chun b cung cp thng tin cho AIS c kp thi, nhng c s dch v ny phi phi

    hp cht ch vi nhau.

    6.13.3Nhng thay i v thng tin hng khng quan trng nh hng ln n bn hng

    khng v/hoc cc ANS bng my tnh, c tm quan trng c bit m h thng gim st

    7.1 ng ct h cnh.

    CH THCH:

    1 C nhiu yu t nh hng n vic xc nh hng, v tr v s lng ng CHC.

    2 Mt trong nhng yu t quan trng l h s s dng ng CHC, c xc nh theo s phn b gi. Mt

    yu t quan trng khc l vic nh hng ng CHC sao cho d lp cc ng tip cn h cnh ph hp vi

    cc qui nh v b mt tip cn theo iu 8. Nhng ch dn lin quan n cc yu t trn v cc yu t khc

    c nu trong H.1 Ph lc H.

    3 Khi chn v trmi lm ng CHCc thit b cn xem xt cc vng my bay bay qua phi tha mncc

    quy tc tip cn c thit b v tip cn ht, sao cho tt c nhng CNV trong cc vng v cc yu t kh c

    khng hn ch vic khai thc cc loi my bay d kin s dng ng CHC.

    7.1.1Cnchn s lng v hng ng CHC trn sn bay sao cho m boc h s

    s dng sn bay theo yu cu v gi khng nh hn 95% i vi cc loi my bay m sn

    7.1.2Cnchn v tr v hng ng CHC trn sn bay nhm m bo cho tuyn bay n

    Khi p dng 7.1.1, c th gi nh l trong iu kin bnh thng khng cho my bay ct h

    cnh nuthnh phn gi cnh vt qu:

    a) 37 km/h cho my bay c chiu di ngCHC tham chiu l 1500 m hoc ln

    hn; trong trng hp thc tnu hiu qu hm phanh ca ng CHC km do h

    s ma st dc khng , th thnh phn gi cnh khng qu 24 km/h;

    b) 24 km/h cho my bay cn chiu di ngCHC tham chiubng hoc ln hn

    1200 m nhngnh hn 1500 m;

    c) 19 km/h cho my bay cn chiu di ngCHC tham chiunh hn 1200 m.

    CH THCH: Trong H.1 Ph lc H trnh by cc yu t nh hng n h s s dng ng CHC v nhng

    trng hp cho php xt n tc ng ca nhng tnh hung bt thng.

    7.1.4Cc thng s s dng.

    Khi chn cc thng s tnh ton h s s dng ng CHC cn da vo nhng s liu

    7.1.5Ngng ng CHC c b tr cnh cui ng CHC, tr cc trng hp do cc

    7.1.6Trong cc trng hp dch chuyn v tr thng thng ca ngng ng CHC tm

    7.1.7ng CHC chnh.
