2. TheFiftiethSessionof theESCAP/WMOTyphoonCommittee (TC)washeldat theHaNoiDaewooHotel,HaNoi,VietNam,from28Februaryto03March2018.
The Session was attended by 153 participants from 13 of 14 Members of the TyphoonCommittee, namely: Cambodia; China; Hong Kong, China; Japan; Lao People’s DemocraticRepublic (Lao PDR); Macao, China; Malaysia; Philippines; Republic of Korea; Singapore;Thailand; United States of America (USA); and the Socialist Republic of Viet Nam.RepresentativesofUnitedNationsEconomicandSocialCommissionforAsiaandthePacific(ESCAP),WorldMeteorological Organization (WMO) and Typhoon Committee Secretariat(TCS)alsoattendedtheSession.
TheSessionwasattendedbyobserversfromChangefromIndonesiatoIndonesianAgencyforMeteorologyClimatologyandGeophysics(BMKG)ofIndonesia, JointTyphoonWarningCenter (JTWC), Japan International Cooperation Agency (JICA), Weathernews Inc.,International Centre for Water Hazard and Risk Management (ICHARM), Mekong RiverCommission (MRC), International Telecommunications Union (ITU), IntergovernmentalOceanographicCommission(IOC)/UNESCOandTohokuUniversityofJapan.For celebrating the 50th years of Typhoon Committee, the “Old Friends” listed on theAppendix I were invited to attend the Opening Day of the Session. The list of allparticipantsisgiveninAppendixII.On a side event a Display Area for Members was set-up with exhibits by the Membersshowingtheirhistoricalmaterialandmajorachievementsonthepast50years.

3. TheopeningceremonyoftheSessionbeganat09:05amonWednesday,28February2018.TheLocalOrganizingCommitteeofVietNamconductedtheopeningceremony.

Dr.RomanL.KINTANARAwardfortyphoonrelateddisastermitigationwaspresentedto:(i) The National Centre for Hydro-Meteorological Forecasting of National Hydro-Meteorological Service (NHMS) – Viet Nam, in recognition of their outstandingcontribution towards the typhoon-related risk reduction and damage mitigation andachievements on their professional tasks, scientific research and international/regionalcooperationin2017;and(ii)NationalDisasterManagementResearchInstitute(NDMI)– Republic of Korea, in recognition of their commitment and outstanding contributiontowards typhoon-related disaster mitigation and WGDRR's activities, particularly inresearch on Disaster Management sharing on typhoon-related policies and technologieswithintheTyphoonCommittee’sRegionandinternational/regionalcooperationin2017.

6. Dr.LEIXiaotu,ChairofWGM,Mr.YoshioTOKUNAGA,ChairofWGHandDr.JaehyunSHIM,
Chair of WGDRR, as appointed members of the Credential Committee, reviewed theCredentialLetterssubmittedbyTCMembers.Dr.LEIXiaotu,whowasappointedasChairofthe Credential Committee at the 49th Session, presented the Summary Report of theCredentialCommitteewhichcanbeconsultedatAppendixIV.
III. ELECTIONOFOFFICERS(agendaitem3)
7. Dr.LeCongTHANH,DirectorGeneralofNHMS,waselectedChairpersonandMr.YUYong,Deputy Administrator of China Meteorological Administration (CMA) was elected Vice-ChairpersonoftheCommittee.
8. Mr.TomEVANS,DeputyDirector,PacificRegionofNOAA,NationalWeatherService(NWS),
waselectedChairpersonoftheDraftingCommittee.9. TheappointmentoftheChairoftheCredentialCommitteewillbeonrotationbasiswithin
the 3 Chairs of the WGs. Therefore, the WGH Chair, Mr. Yoshio TOKUNAGA, has beenappointedtoserveasChairoftheCredentialCommitteeforthe51stSession.
IV. HIGHLEVELSESSION(agendaitem4)
10. The High-Level Session was completed by 13 Heads of Delegation speeches andpresentationsrelatedtoMemberAchievementsinthepast50years.AppendixV
11. The Committee notedwith appreciation theOld Friendswhowere invited to share their
history/experienceonthepastkeyeventsanddevelopmentoftheTyphoonCommittee.Inparticular, themany changes in TC down through the years were recognized and it wasimportant that a progressive mindset be maintained by the leadership such as AWG forimprovement and development to continue in the future. ESCAP and WMO SecretariatswerealsoencouragedtohelpraiseTCprofileandlinkupTC’sregionaleffortwithrelevantinternationalinitiatives.

12. TheCommitteeappreciated thededicationandhardworkof thepeople involvedand the
spiritofinternationalcooperationforthe50yearsofachievements.TheCommitteefirmlyreconfirmed that Committee continues to operate consensus based of decision makingprocesswhichisaneffortofMembersseektoreachamutualacceptablesolution.
V. ADOPTIONOFTHEAGENDA(agendaitem5)
13. TheCommitteeadoptedtheagendaasshowninAppendixVI.VI. TECHNICALPRESENTATIONS(agendaitem6)
6.1 Summaryofthe2017typhoonseason14. TheCommitteenotedwithappreciationthereviewofthe2017typhoonseasonprovidedby
theRSMCTokyoasprovidedinAppendixVII,whosesummaryispresentedinparagraph14–23.
15. In thewestern North Pacific and the South China Sea, 27 named tropical cyclones (TCs)
formedin2017,whichwasneartheaveragenumber,and11outofthemreachedtyphoon(TY)intensity.
16. EightnamedTCsformedinJuly,whichequalledthelargestnumberofformationinJulyin
1971 since 1951 when the statistical record on TC in RSMC Tokyo – Typhoon Centerstarted.AmongtheeightnamedTCs,fourformedinSouthChinaSea,twointheeastofthePhilippines and two in the East of Minamitorishima Island. During the month, the seasurfacetemperaturewashighintheseareasandconvectionswereactive,partlybecauseofthe phase of the Madden-Julian Oscillation (MJO), to which the large number of TCformationcouldbeattributed.
17. ThemeangenesispointofnamedTCsformedinsummer(JunetoAugust)was19.7˚Nand
134.5˚E,withalmostnodeviation fromthe30-yearsummeraverage(18.4˚Nand135.9˚E,averagedfor1981–2010period),andthatofnamedTCsformedinautumn(SeptembertoNovember)was14.6˚Nand126.0˚E,showingalargewestwarddeviationfromthe30-yearautumnaverage(15.9˚Nand137.8˚E),whichcontributestothewestwarddeviationoftheannual average. The autumn deviation can be attributed to the higher sea surfacetemperatureintheeastofthePhilippinesthroughouttheautumnseasonbecauseoftheLaNinaeventwhichstartedinthebeginningofautumn,andtheactiveconvectioncausedbythe warm sea. In contrast, convection was not active in themiddle of the Pacific Ocean,whichcontributedtothesmallernumberofTCformationinthisarea.Astheresult,morenumberofTCsformedaroundthePhilippinesandcontributedtothewestwarddeviationofthemeangenesispointofnamedTCsformedin2017.
18. ThemeandurationofTCssustainingTSintensityorhigherwas4.3days,shorterthanthe
30-yearaverage(5.3days).19. TwonamedTCsformedfromApriltoJune.Merbok(1702)formedovertheSouthChinaSea
andhitChina.

20. Eight named TCs formed in July. Nanmadol (1703) formed south of Okinawa Island andcaused severe damagemainly to thewestern Japan. Talas (1704) formed over the SouthChina Sea and caused serious damage to Lao PDR, Thailand and Viet Nam. Noru (1705)formed northeast of Minamitorishima Island and took a slow unique track over the seasoutheasttosouthofJapan.ItsdurationofTSintensityorhigherwas19days,whichisthesecond longest on record. Noru made landfall in the western Japan and damaged thecountryinAugust.Roke(1707)formedaroundtheLuzonStraitandhitChina.Sonca(1708)formed over the South China Sea and damaged Lao PDR, Thailand and Viet Nam. Nesat(1709)formedeastofthePhilippinesandHaitang(1710)formedovertheSouthChinaSea.ThesetwoTCshitChinaoneafteranotherwithin24hoursandcausedseveredamagetothecountry.
21. Six namedTCs formed inAugust.Hato (1713) formed east of the Philippines and caused
severedamagetothesouthernChinaincludingHongKong,ChinaandMacao,China,andLaoPDRandVietNam.Pakhar(1714)alsoformedeastof thePhilippinesanddamagedChinaincluding Hong Kong, China. Sanvu (1715) formed around the NorthernMariana IslandsanddamagedtheOgasawaraIslands,Japan.Mawar(1716)formedovertheSouthChinaSeaandhitChina.
22. ThreenamedTCsformedinSeptember.Talim(1718)formedaroundtheNorthernMariana
Islandsandcausedseveredamage to Japan.Doksuri (1719) formedover theSouthChinaSeaandcausedseveredamagetoLaoPDR,ThailandandVietNam.
23. ThreenamedTCsformedinOctober.Khanun(1720)formednortheastofLuzonIslandand
hit the Philippines and China. Lan (1721) formed around the Yap Islands and damagedJapan.Saola(1722)formedwestoftheMarianaIslandsandalsodamagedJapan.
24. FivenamedTCsformedinNovemberandDecember.Damrey(1723)formedovertheSouth
China Sea and caused severedamage toVietNam.Kai-tak (1726) formedaround the seaeastofthePhilippinesandcausedseveredamagetothePhilippines.Tembin(1727)formedeastofMindanaoIslandandcausedseveredamagetotheisland.
6.2 Verificationoftropicalcycloneoperationalforecastin2017typhoonseason25. TheCommitteetooknotewithappreciationofthereportonVerificationoftropicalcyclone
operational forecast in2017 typhoonseasonprovidedby theShanghaiTyphoon Institute(STI)inAppendixVIIIandpresentedbyDr.LEIXiaotu,ChairpersonofWGM.VietNamhadprovidedcommentsandfurtherinformationtoupdateverification.
6.3 CrosscuttingProjects
6.3.1 SSOP-IIReport26. TheCommittee tooknoteof theprogressmade inSSOP-IIprojectpresented in thereport
(AppendixIX).27. TheCommitteetooknoteoftheplanningforthenextstepfortheSSOP-IIProject,namely
thein-countryworkshopsfortheTCandPTCMembercountries.28. The Committee thanked the WMO Regional Training Centre, Nanjing University of
InformationScienceandTechnology,NanjingChinaforhostingtheTrainingWorkshop.

SSOP-II Projectwhich have strengthen relationships amongmember organizations of theTyphoon Committee and the Panel on TropicalCyclones.The Committee further urgedMemberstotakemeasuresandactionsforcontinuingsupporttheSSOP-IIProject.
31. TheCommitteewasrequestedtopromoteSSOP-IIasTCknowledgeproductandencourage
itsapplicationsinthecountrylevel.
6.3.2 ESCAPMulti-DonorTrustFundforTsunami,DisasterandClimatePreparedness:StrategicNote2017-2020
32. The Committee expressed its appreciation to the ESCAP Multi-Donor Trust Fund for
Tsunami,DisasterandClimatePreparednessforitscontinuedsupport(AppendixX).33. The Committee took note of new strategic note of ESCAP Multi-Donor Trust Fund for
Tsunami,DisasterandClimatePreparednessfortheimplementationoftheSSOP-IIprojectandfutureproposalstobesummited.

8.1 ReviewoftheactivitiesoftheRegionalSpecializedMeteorologicalCenter(RSMC)
Tokyo2017(AppendixXIII)
38. The Committee noted with appreciation the review of RSMC advisories, products andoperational activities and changesmade in2017. Itnoted the forecast verification resultsfor27typhoonsformedin2017:theforecasttrackerrorsfortheyearof82km(79kmin2016),151km(142km),248km(243km),335km(316km)and420km(442km)for24-,48-, 72-, 96- and 120-hour forecasts, respectively, the annual mean RMSEs for centralpressureforecastsof10.6hPa(14.6hPa),14.6hPa(21.5hPa)and16.4hPa(23.4hPa)for24-,48-and72-hourforecasts,respectively,andthoseformaximumwindspeedforecastsfor24-,48-and72-hourforecastsof5.1m/s(6.5m/s),6.7m/s(8.9m/s)and7.7m/s(10.0m/s),respectively.
39. The Committee noted planned changes of RSMC advisories, products and operational
activities,particularlytheadvancenoticeofanupgradetoatropicalstormforTCMembersviaemailandNTPwebsite,intensityforecastfor96and120hoursandtheextendedRSMCGuidanceforForecast.
40. The Committee expressed its appreciation to the operation of RSMC Tokyo’s Numerical
TyphoonPrediction(NTP)websiteandnotedchangesmadein2017.41. TheCommitteeexpresseditsappreciationtothecontinuouscontributionofRSMCTokyoto
the regional Storm Surge Watch Scheme (SSWS), especially the provision of variousproducts including storm surge forecast distributionmaps, time-series charts at selectedstationsandmulti-scenariostormsurgepredictionsaswellasweek-rangewaveforecasts.The Committee notedRSMCTokyo’s efforts to publish verification results of storm surgeproductsinAnnualReportontheActivitiesoftheRSMCTokyoandencouragedMemberstomaketheirtideobservationavailableinUniversityofHawaiiSeaLevelCenter(UHSLC)databasetocontributetotheverificationactivity.
42. TheCommitteewithappreciationnotedthefurtherdevelopmentofRSMCTokyo’sTropical
CycloneActivityPredictionmapsusingensemblesofECMWFandUKMO,whichwouldbeexpandedtothoseofNCEPandJMAandamulti-centergrandensemble(MCGE).
43. The Committee was pleased to note the progress of the regional radar network
developmentproject,whoseexperimentalexchangeofradarcompositedataamongRSMCTokyo, the Thai Meteorological Department (TMD) and the Malaysian MeteorologicalDepartment (MMD) started in 2016. The Committee expressed its appreciation to RSMCTokyoforhavingmadeavailablethethreeMembers’radarcompositeimageryontheNTPwebsitesinceOctober2017.Italsonotedwithappreciationthatatechnicalmeetingforthe

44. The Committee noted with appreciation that RSMC Tokyo published the RSMC Tokyo
Technical Review No.19 and the Annual Report on the Activities of the RSMC TokyoTyphoonCenter2016inMarchandDecember2017respectively.
45. TheCommitteewasinformedthatRSMCTokyostartedtropicalcyclonesatellitere-analysis
in 2012 for the period from 1981 to confirm and improve the quality of the CurrentIntensity(CI)numberinthesatelliteTCanalysis.Re-analysisfortheperiodfrom1987to1995 has been completed. In addition, TC satellite analysis datasets for the period from2004to2013were investigatedandthere-analysiswaspartiallycompleted.RSMCTokyoplanstocompletere-analysis1987to2013bytheendof2018.
46. The Committee noted with appreciation the operation of Himawari-8/9 geostationary
meteorological satellites and furtherwelcomed the intention of RSMC Tokyo to continueproviding technical supports for Members to utilize Himawari products. The CommitteenotedJMA’snewinternationalserviceforTargetAreaobservationrequests.
47. The Committee was pleased to note that RSMC Tokyo conducted the 17th Attachment
Trainingfrom11to21December2017,invitingthreeforecastersfromHongKong,China;Thailand; and Viet Nam. In accordancewith the decision of the third joint session of thePanelonTropicalCyclones(PTC)andtheTyphoonCommittee,RSMCTokyo,ESCAP,WMO,and PTC secretariats invited three forecasters from PTCMembers: Bangladesh, Maldivesand Myanmar. For additional information of Annual Training 2018-2021, see the TRCGReport(AppendixXIX).
48. The Committee noted with appreciation Japan's intention to invite forecasters from PTC
Member countrieswhodidnotparticipate in2017 training, toRSMCTokyo's attachmenttrainingin2018,toenhancecollaborationintrainingactivitiesbetweentheCommitteeandPTC.
49. TheCommitteenotedtheresultsoftheannualobservationexchangemonitoringduringthe
period of two typhoons in 2017:Hato (1713) andDoksuri (1719),which highlighted thespecialobservationconductedbyHongKong,ChinaandthePhilippinesduringtheperiods.ItexpresseditsappreciationtothetwoMembers,whoprovidedspecialobservationdatatothe Committee Members, and further encouraged all the Members to conduct additionalobservation,asrequestedbytheTyphoonCommitteeOperationalManual-MeteorologicalComponents(TOM).
8.2 TropicalCycloneForecastCompetencyintheTyphoonCommitteeRegion
50. TheCommitteewas informed that theTropical Cyclone Forecast CompetencyTaskTeam
met inGuam14 -16March2017, andproduced the finaldraftof the competency,whichincludedrequirementsfordedicatedandspecializedTCforecastersatTCforecastagencies

(Category 1) and those for general forecasters providing forecast services related to TCsbasedoninformationprovidedbytheparentRSMCorotheragencies(Category2).
51. TheCommitteenotedwithappreciationtheworkofthetaskteamforthedevelopmentof
the final draft tropical cyclone forecast competency in the ESCAP/WMO TyphoonCommitteeregionundertheinitiativeofRSMCsTokyoandHonolulu.
52. TheCommitteeapprovedtheTropicalCycloneForecastCompetencyasshowninAppendix
XIV. The Committee encourages the Competency to be used as a guiding document forMember’strainingactivitiesasappropriate.TheapprovedCompetencywillbeincludedintoTOMandmaybeupdatedasneeded.
8.3 TyphoonCommitteeOperationalManual(TOM)
53. The Session noted that the Typhoon Committee Operational Manual (TOM) rapporteur
requests WMO to publish and upload the 2018 edition of TOM on the Tropical CycloneProgramme(TCP)WebsiteassubmittedbytheRapporteur,withtheamendmentsgiveninAppendixXV.

55. Parallel sessions of the Working Groups on Meteorology, Hydrology and Disaster RiskReductionwereconvenedduringthe12thIWStoreviewprogressofworkduringthepastyear,identifyprioritiesforcooperationandmakerecommendationstotheCommittee.
56. The outcomes of the parallel sessions of the threeWorkingGroupswere reported to the
plenarysessionasgiveninthefollowingsections.
9.1. MeteorologicalComponent
57. The Committee took note of the Member’s activities and major progress and issues inMeteorologicalComponentin2017asreportedbyMembersatthe12thIWS.
58. TheCommitteereviewed theactivitiesofMembers in implementing theTCStrategicPlan
and its annual operating plan in relation toMeteorological Component during past year,detailsofwhicharepresentedinAppendixXVI.
59. TheCommitteetooknoteoftheoutcomesoftheWGMParallelSessionatthe12thIWSon30
October-3 November 2017. With the assistances of WMO/TCP and TCS and the strongsupport from all Members, WGM has successfully completed the tasks in 2017 withsignificantoutcomesasfollows:

program on typhoon track and intensity forecast, numerical weatherpredictionandtyphoonre-analysismethodsfrom16to29April2017tofourparticipantsfromPhilippines,ThailandandVietNam.
• TwoforecastersfromThailandandVietNamparticipatedinthefellowshipon“Observational Study on Intensity and Structure of Offshore Typhoon forEXOTICCA”whichwas conducted from1 to 30 September2017 in ShanghaiTyphoonInstitute(STI).
• The fellowship on “Benefit evaluation of Typhoon disaster prevention andpreparedness” was offered to a forecaster from Malaysia (4-17 September2017). The objective of the fellowship is introducing the techniques forevaluatingbenefitsoftropicalcyclonedisasterpreventionandpreparationtotheMembers.
• The fellowship for the Visiting Editor for Tropical Cyclone Research andReview offered by STI was conducted in February 2018. Two experts, Mr.SomkuanTonjanfromTMDandDr.DoanQuangTrifromtheNationalHydro-MeteorologicalServiceofVietNamservedasvisitingeditorsforTCRR.
60. TheCommittee tooknote thatAOP3will be continue in2018according to the requestof
VietNam.61. TheCommitteetooknotethatWGMMeetingwillbeheldinShanghai,ChinainJune2018.
CONCLUSIONSofWGM
62. OnthebasisoftheinformationprovidedbyMembersandtherespectivecoordinatoroftheactions plan and based on the discussion during the 12th IWS, the following conclusionswerereached:

d) KMA continued to provide seasonal outlook information for frequency of typhoongenesisandtrackpatterntoTCMembers.
e) Adynamical-statisticalmodelIIwasbeingdevelopedandprobabilisticinterpretationbecameavailable.
f) The web-based typhoon forum was linked to TC website to provide real-timeinformation,forecastverificationandhistoricalcases.
g) TwoexpertsfromThailandandVietNamservedasvisitingeditorsforTCRRinearly2018.
h) TCRR was included in two databases: China National Knowledge Infrastructure(CNKI) and Emerging Sources Citation Index (ESCI) to increase influence andexposure.
i) KMAcarriedout theTyphoonOperationSystem (TOS) technology transfer toTMDand PAGASA in October 2017. More technology transfer will be carried out uponMember’srequests.
j) STI/CMA continued to evaluate the performance of tropical cyclone forecast inwestern North Pacific in 2017 and provided real-time verification inWMO-TLFDPwebsite.
k) Newtropical cycloneactivitypredictionmaps (JMA,NCEP)weredevelopedby JMAand would be included in the NTP website soon with that of Multi-Center GrandEnsemble(MCGE).
l) JMA established a new early Dvorak Analysis (EDA) scheme and tropical cyclonegenesisguidancewasunderdevelopmentwithcombinationofEDAresultsandglobalensemblepredictions.
m) The TRAMS (Tropical Region Atmospheric Model System) was upgraded in 2017with resolution from 18km to 9km with improvement on model physics anddynamics.
n) Observation Experiment in the South China Sea was performed using data fromMaomingBoheMarineMeteorologicalScienceExperimentBase.
o) Thewebsite(http://www.swfdp-sea.com.vn)continuedtoshareglobalandregionalNWPproductsasakeyfunctionofRFSC-HaNoi.
p) Experimental radar data exchange among JMA, TMD andMMD continued in 2017,andtheradarcompositemapwasavailableattheRSMCTokyoNTPwebsitesince25October2017.
q) A technicalmeeting between JMA, TMD andMMDwas held in JMA from 12 to 15December2017toidentifyissuesandprovidetechnicaladvice.
r) The experience in radar data exchange would be shared with RA II &V WIGOSregionalprojectandaWIGOS/ASEANworkshopwouldbeheldinFebruary2018.
s) Literature review and discussion for TCAR3 continued in 2017 and a survey on“tropicalcycloneimpactsinTyphoonCommitteeregion”wasconducted.
t) The compilation of some chapters in TCAR3 has commenced with satisfactoryprogress.
u) Storm surge time-series charts for Cambodia and Singapore were added in 2017whichmadethetotalnumberofstationsto77in10Members.

v) Verification results of storm surge products were published annually in AnnualReport onActivities of RSMCTokyo andMembers are encouraged to provide tidalobservationsduringstormsurgeeventsforverification.
w) The second Organization Committee (OC) meeting for EXOTICCA was held inShanghai on 8 September 2017, with 18 participants from China, Hong Kong,Thailand,VietNam,MalaysiaandUSA.6papers for thedemonstrationresearch forEXOTICCAwerepublishedsincethelastmeeting.
x) Benefits on joining the EXOTICCA project was explained to TC Members andMemberswereinvitedtojointheprojectbasedontheTermsandConditions.
y) A research fellowship of demonstration research was offered by CMA and twoexpertsfromThailandandVietNamvisitedSTIinSeptember2017.
z) The draft for tropical cyclone forecast competency was completed by JMA andcirculatedtoWGMMembersforcomments.
aa) Newavailabledata,includingradarandAWSreal-timeanalysis,shouldbecombinedwith ideal model and Dvorak analysis when estimating tropical cyclone intensity,especiallyforlandingtropicalcycloneswhensufficientdataarepresent.
bb) TheCollaborativeDiscussionForum(CoDi)wasimplementedinCMANMC’swebsitein 2017 for testing. Users can post on desktop computers, laptops, tablets andsmartphones.
cc) Based on the discussion on the action plans for 2018 during the 12th IWS, it wasconcludedtoadopttheactionplansasfollows:
i. ThePOPitems1,3-5willbecontinuedin2018.ii. ThePOP2willbecontinuedbutcombinedwiththecurrentPP2,and“Web-

RECOMMENDATIONSofWGM
63. TheWGMmadethefollowingrecommendations:
a) To request KMA to continue develop the dynamical-statisticalmodel II and provide
seasonaltyphoonoutlookinformationforTCMembers.b) To request STI/CMA and TCS to call formore contributions from TCMembers and
working groups to the TCRR Journal, including technical summaries and operationinnovation,andresearchresultsassociatedwithstrategicplansandAOPs.
c) To request KMA to upgrade TOS up to TD forecast, provide technical support andpatch fornewversion,andpackagetheanalysis, trainingandstatistics intomodulesandtransferthemodulesstepbystep.
d) To request STI/CMA to continue the evaluation of performance of tropical cycloneforecast in western North Pacific in 2018, provided real-time verification inWMO-TLFDPwebsite,presentthepostseasonalverificationreportinnextTCSession.

66. TheSessionnotedwithpleasurethat,the6thWGHworkingmeetingwassuccessfullyheld
from 25 to 28 September 2017 in Seoul, the Republic of Korea (ROK) with theme of“AdaptiveCapacityBuildingforExtremeFloodPreparedness”.About20participantsfrom8MembersnamelyChina,Japan,Laos,Philippines,theRepublicofKorea,Thailand,USAandVietNam, and thehydrologist ofTCS tookpart in themeeting. The Session expressed itsappreciationtotheMinistryofLand,InfrastructureandTransport(MOLIT)ofROK,throughHan River Flood Control Office (HRFCO) with cooperation of Korea Institute of CivilEngineeringandBuildingTechnology(KICT),forgenerouslyhostingthemeeting.

Working Meeting in September 2018. TheSessionwasinformedthat, theMinistryofLand, InfrastructureandTransport(MLIT)and the International Centre forWaterHazard andRiskManagement (ICHARM) of Japanhas put the project of Flash Flood Risk Information for Local Resilience substantiallyforward in 2017, including analyzing theMembers’ disaster prevention policies by usingquestionnaireandexchanginginformationinWGHmeetings. TheSessionalsonotedwithpleasure that Japan will promote the collaboration between this AOP and the “NationalPlatformonWaterandDisaster”projectof theInternationalFloodInitiatives in2018andbeyond.
70. TheSessionwas informedthat, twoprojects ledbyRepublicofKorea,namelya)Extreme
FloodForecastingSystem(EFFS),andb)GuidelinesforExtremeFloodRiskManagementinTC Region, have been closed successfully in 2017. The technical reports have beenpublished in2017as twopublicationsof theCommittee(TC/TD-No.0015andTC/TD-No.0016) and distributed at 12th IntegratedWorkshop which was held in Jeju, Republic ofKorea from 30 October to 03 November 2017. The operation system for EFFS has beentestedinpilotMembers,namelyLaoPDR,Philippines,ROKandThailand.TheSessionalsonotedwith appreciation that, theHRFCO andKICT committed to continue improving thefunctionsofEFFS,andcontinueprovidingthetechnicalsupporttoMembers.

72. TheSessionnotedthat,theprojectofOSUFFIMwasproposedtobeclosedat50thAnnual
SessionofTC,inordertoextendtheachievementtomoreTCMembers,WGHwillconductphase-IIforOSUFFIMinaperiodof3moreyearsfrom2018to2020withobjectivesofa)updatingOSUFFIM software and application in new selected pilot cities in 2-3 interestedMembers;andb)studyingthetrendofurbanfloodpatterninTCMembersunderachangingclimateandurbanization.TheSessionalsonotedwithappreciationthat,Prof.CHENYangboofSYSUniversity,aschiefscientistofOSUFFIM,iswillingtocontributehisknowledgeandsharehisexpertizeonurbanfloodforecastingandinundationmappingtotheMembers.
73. The Session was informed that, WGHwill officially launch three new initiatives in 2018
basedonthedetaildiscussionandcommunicationat6thWGHworkingmeetingand12thTCIntegratedWorkshop,including:
a) ApplicationofHydrologicalDataQualityControlSysteminTCMembers.Thepurposeof the project is to support and provide the guideline and system to improve thequalitycontrolofhydrologicaldatainTCregions.TheprojectisproposedtobedrivenbyHRFCOofRepublic of theKorea in cooperationwithKICT in a periodof 5 yearsfrom2018to2022,withobjectivesof:(1)enhancementofTCMember’scapacityformanaging & monitoring of hydrological data (Rainfall, Water Level, Discharge); (2)reducing the uncertainty of input data for flood forecasting; (3) suggesting theprocedureofproducinghydrologicaldata;and (4)establishmentof thehydrologicaldataqualitycontrolsystemlinkagetoEFFS.
b) EnhancementofFloodForecastingReliabilitywithRadarRainfallDataandStochasticTechnique. The purpose of the project is to upgrade the developed EFFS, especiallyflood forecasting technology using radar data and probabilistic flood forecastingtechnology.TheprojectisproposedtobedrivenbyHRFCOoftheRepublicofKoreaincooperationwithKICTinaperiodof5yearsfrom2018to2022,withobjectivesof:(1)enhancing TC Member’s capacity for flood forecasting using radar rainfall data &stochastic techniques; (2)upgrading theLEVEL3moduleofEFFS; (3)evaluating theuncertainty of flood forecasting, and suggesting the procedure of stochastic floodforecasting.
c) ImpactAssessmentofClimateChangeonWaterResourceVariabilityinTCMembers.The purpose of this project is to collect, collate, analyst, evaluate and develop thewaterresourcesmodellinginformationforbetterdecisionmanagementsystemsoasto improvethecapacitybuildingamongTCMembersonbetterunderstandingwater

modelling and water resources management. The project is proposed and will bedriven by Hydrological Forecast Center (HFC) of MWR, China in cooperation ofNanjing Hydraulic Research Institute (NHRI) with the objective of extending theapplicationoftheWaterBalanceModel(WBM)developedbytheResearchCenterforClimateChange(RCCC)oftheMinistryofWaterResources(MWR),ChinatoassesstheimpactofclimatechangetowaterresourcevariabilityinTCMemberssoastoprovidethe sustainablewater resources information to theMember Governments onwaterresourcesmanagementandsocial-economicplanninginthecountry.
74. The Session noted that, WGH established the project–bank for coming years under TC
StrategicPlan and the strategic frameworkofESCAPandWMOonwater-relateddisasterreduction,whichmainlyfocusesonenhancingtheknowledgeandcapacitybuildingonthemanagement of water-related disaster risks for a resilient future in Typhoon Committeeregion,including:
― Innovativefloodforecastingforungaugedriverbasin;― Flashflood(landslide,mud-flow)predictionandwarningusingQPE/QPF;― Extensiontheapplicationofurbanfloodforecastingandinundationmapping;― Rainfall-runoffinundationmappingforriverbasins;― Radarandsatellitedatautilizationinfloodforecastingandwarning;― Long-term forecasting for water resource management and drought monitoring
andwarningunderclimatechange;― Data-sharingintransboundaryrivers;― Damoperationforfloodriskmanagementunderclimatechange;
75. TheSessionnotedthat,TCWGHwebpagehasbeenoperatedforsharinginformationamong
WGH members, and has been linked with TC Webpage(http://www.typhooncommittee.org/wgh-web-page/). The webpage will be updated andoperatedbyHRFCOcontinuouslyincooperationwithKICTandTCS.
76. TheSessionwas informed that, following thedecisionofTC49thSession,WGHat its6th
workingmeetingcoordinatedandselectedMr.YoshioTOKUNAGA from ICHARMof Japanand Dr. CHO Hyo Seob from HRFCO of the Republic of Korea continue working asChairperson and vice chairperson of WGH, respectively, to TC 51st Session. Dr. HOUAizhongfromHFCofChinacontinuesservingasVice-chairpersonsofWGHto51stAnnualSession.
77. TheSessionnotedthat,basedondeepdiscussionatTC12thIWS,WGHrequestedAWGto
discussandconsiderthepossibilityofChair/Co-ChairsystemforWGHandtoadviseWGHChairmanship for the final decision. The Session also noted that, AWGhas discussed thismatterandhadaninitialcomprehensiveconsiderationatitsmeetingatTC12thIWSheldinJeju,RepublicofKorea.TheSessionalsonotedwithapleasure thatWGHexpressedtobeobligated to follow the advice from AWG as final solution (refer to item 20 for detailsdiscussedduringTC50Session).
CONCLUSIONSofWGH
78. On the basis of the outcomes 6thWGHworkingmeeting and the discussion of theWGHParallelSessionat12thIWS,thefollowingconclusionswerereached:
a) TheworkingmeetingofWGHisveryimportanttoreviewhydrologicalactivities,deeptechnical discussion and implementation status of WGH AOPs, and also is very

necessary toprepare IWSandannualsession.The fundingsupportandcontributionfrom the Republic of Korea played the vital role in organizing the annual workingmeeting in past years. WGH encourages more and wider resources to support theactivitiestokeepitssustainability.
b) Topromotethecapacityofforecasting,earlywarningandriskmanagementforurbanflood is an urgent need among TCMembers, especially urban flood forecasting andinundationmapping.AssubsequentactivityofTCfirstCross-cuttingprojectofUrbanFloodRiskManagement (UFRM), the on-goingproject ofWGHonDevelopment andApplication of Operational System for Urban Flood Forecasting and InundationMapping (OSUFFIM) is a tangible measure on this aspect and it will play a verymeaningful and important role for TC Members to promote the capacity on thetechniqueofurbanfloodforecastingandwarning.
c) Acquirement of the high quality hydrological data is the most basic work in floodforecasting. However, most of TC Members do not have adequate quality controlsystem of hydrological data. The suggestion of HRFCO for new AOP regarding dataqualitycontrolsystemisverymeaningfulforTCmemberstopromotetheircapacityoffloodforecastingandwarningwithbetterhydrologicaldata.
d) In TC Members, water is considered as the core of sustainable development and acritical element for its socio-economic development.Water is the driver of the keysectors of its economy and will remain as a crucial element to sustain its healthyecosystemwhicheventuallyaffects thewell-beingof itspopulation.Water isa finiteresourceanditisonlyrenewableifwellmanaged.Watercanposeseriouschallengestosustainabledevelopmentbutifmanagedefficientlyandequitably,waterwouldplaya key enabling role in strengthening the resilience of social, economic andenvironmentalsystemsinthelightofrapidandunpredictablechanges.Therefore,oneof the key elements in managing water resources is to provide a comprehensivemanagementinstrumentwhichcouldprovidemultiplefunctionsincludingaccountingfor water resources, providing real time via on-line information and long term(projection) on water availability and variability, an assessment tool to evaluateoperationoptions for efficientwater allocation anda forecasting system to assist inthe decisionmaking process. It is necessary and important forWGH to conduct thecooperationon ImpactAssessmentofClimateChangeonWaterResourceVariabilityamongTCMembersforimplementationofKRA3ofStrategicPlan2017-2021.
e) Enhancement of the close collaboration with the AWG of WMO CHy, WMO RA IIWorking Group on Hydrological Services in several themes of common interestprovidessignificantbenefitstotheCommittee.
RECOMMENDATIONSofWGH
79. Onthebasisoftheoutcomesof6thWGHworkingmeetingandthediscussionattheParallelSession of 12th IWS and subsequent discussion, the WGH made the followingrecommendations:
a) to request AWG to advise on the matter of Chairpersonship for WGH as the finalsolution. Before that, WGH will follow its current TERMS OF REFERENCE in aconsultativeandharmonizedmanner.
b) torequestUS$10,000fromTCTFintotalforsupportingWGHmembersparticipatingTC13thIWS.

WorkingGrouponDisasterRiskReduction(WGDRR)aspresentedinWGDRRreport201781. The Committee reviewed the activities ofWGDRR in implementing the TC Strategic Plan
anditsAnnualOperatingPlans(AOPs)inrelationtoDRRcomponentduringthepastyear.DetailsofwhicharepresentedinAppendixXVIII.

h) AOP8: Supporting SSOP II Project- The SSOP Project Phase II that is aimed atimplementing the Synergized Standard Operating Procedures (SSOP) for CoastalMulti-HazardsEarlyWarningSystem.Theexecutionofthisproject(phraseII)willbemainlyfocusedonthetrainingonhowtoestablishanappropriatestandardoperatingprocedure(SOP)basedonthepublishedSSOPManualandonpromotingtheTCandPTC Members' capacity building on Multi-Hazards Riskearly warning based onexistingtechnicalachievementforNationalMeteorologicalandHydrologicalServices(NMHSs) in the 10 beneficiary countries. WGDRR will fully support this project’simplementation.

e) It was suggested to enhance the cooperation among the Members and anotherregionalbodysuchasPTConDRRactivities.
f) Aside from the AOP items 1-6, the following are the new projects suggested byWGDRR,basedonthediscussionatthe12thIWS:i. WGDRRAnnualMeeting-NDMIwill continueorganize and fund theWGDRR

presentedintheTRCGReport2017andtheprogressandcompletionoftheorganizationofthe Technical Conference (TECO) in conjunction with the 50th Session of the TyphoonCommittee(TC50) in2018(AppendixXIX).TheCommitteeexpressed itsappreciation toNHMSofVietNam forhosting theTECO inHanoiand thecontributionof speakers in theevent.
92. The Committee took note of the planning and recommendations made in the 3rd TRCG
Meetingheldon31Octoberand1November2017,particularlywithrespecttotherevisedpriorityresearchandtrainingareas,theproposedthemesofrovingseminarsin2018-2020and the formulation of a new 4-yearwork plan of TRCG for 2018-2021. The Committeethanked TRCGMembers for their continuing effort and commitment in support of TRCGactivities.
93. The Committee thanked China, Hong Kong, China and Republic of Korea for hosting
researchfellowshipprogramsin2017.94. The Committee took note of the successful completion of the RSMC Tokyo training
