Overview This guide assists foreign nationals in any immigration status who may be eligible to renew their tax treaty benefits from the University of Florida for the upcoming calendar year. The treaty process is completed using the online Foreign National Information System (FNIS).

While using FNIS, please carefully review and update your information. If you are unsure what a question means, click on the question mark (?) next to that question to see an more explanation.

Log in to FNIS 1. Click on the “FNIS” hyperlink in the "University of Florida - Tax Treaty Renewal" email that you received.

2. Log in using the FNIS Username and temporary FNIS Password provided in the "University of Florida - Tax Treaty Renewal" email that you received

3. Complete Step 1: Basic Information

a. Full name b. Social Security Number c. Institution-Assigned ID Number (this is your 8-digit UFID number) d. Department at Institution (the name of your hiring department) e. Occupation at Institution (your job title)

4. Complete Step 2: Individual Information a. Date of Birth (DD-Mon-YYYY) b. Marital Status c. Telephone number d. Email Address (@ufl.edu address is preferred, but you may enter any valid email)

IMPORTANT FINAL STEP #1: Remember to click the link on the “Information Received” message (shown above.) Doing so will notify Payroll Services that your form is now ready for review.

IMPORTANT FINAL STEP #2: Please email a copy of the following documents to both [email protected] and [email protected] and include your UFID number:

• Current DS-2019, I-20, or Employment Authorization Card (EAD)

• I-94 and I-94 Travel History

These supporting documents are used by Payroll Services to review the information you entered in FNIS and to run the Treaty Analysis. ______________________________________________________________________________________

What happens next? Once Payroll Services processes your paperwork, you will be asked to log into the FNIS system again to print your 2021 tax treaty form (either a Form 8233 or a Form W-9 with treaty verbiage.) To request the tax treaty benefit, you must sign the tax treaty form and give it to your department HR liaison or return it to Payroll via Dropbox or mail. Do not email this form, since it contains your Social Security Number.

Payroll Services will then finalize the form and submit it to the Internal Revenue Service (IRS) for approval. After year-end, you will be asked to log into the FNIS system to retrieve your Form 1042-S which is used when filing your personal income tax return with the IRS.
