Amanda Sullivan enquired if we need to formally record the winding up of the TCSPFF and the commencement of the Parents Council by the noting of the letters to the Archbishop and the verbal advice to the Archbishops agreement.

001.8.2 Present Position of Council

Martin Laverack gave an overview of the present position of Council. A conference/AGM was planned to be held on 12 October 2012, however due to failing to achieve quorum the meeting was cancelled with the approval of the Archbishop. Discussions were then held with the Archbishop and today’s meeting was established. At the same time appoint each Council Member to the Council. His approval was sought to formulate the winding up of the Federation and the transfer of assets and liabilities to the Parents Council. A formal letter has been submitted to the Archbishop seeking approval for this action, of which verbal approval has been given, but need to await formal notification.

This is the first official meeting of the Tasmanian Catholic Schools Parents Council.

Stephen Burke asked why the Archbishop thought that this body would be succeed whilst the previous organisation didn’t.

Martin Laverack responded that the previous organisation was more a volunteer organisation and because it had parents and friends as part of its name, a large number of people thought that it was a fundraising organisation. When it comes to the Parents Council it has more of a leadership role and policy involvement. Which is basically the work that the Federation had been doing for the last 50 years, but the image of the Federation was the wrong image. Regional meetings were held and the State Council meet in Launceston to review the discussions at the regional meetings and to look as possible options for the future and developed a Future Directions document which was presented to the AGM in May 2012 which formally established the Tasmanian Catholic Schools Parents Council and requested that the State Council develop the draft constitution which was included as part of your appointment letter. As part of the discussion was moving the funding from a volunteer funding arrangement to moving it across to the Catholic Education Office to establish a more permanent funding model. So this will allow the Catholic Education Office to collect the monies and forward them onto the Council.

Stephen Burke asked if it was just a rebranding and had its purpose changed.

Michael Hangan stated at this point in time the Councils purpose hasn’t changed but it is open for discussion which this body can be reviewed by the Council in the future. The purpose was not included into the constitution as it had been with the Federation to allow the Councils purpose for be amended to meet the change needs of Catholic Education in Tasmania.

Greg Boon reported that the representation on the Council is different to that of the Federation. Were in the past the local school P&F sent a representative along to regional meetings, who in turn elected 2 delegates to attend State Council meetings. Under the Council structure each School Community has a direct involvement in the Council with a School Community Nominee, nominated by School Boards and School P&F together and appointed by the Archbishop. This structure and process is similar to how other organisation within the Archdiocese of Hobart operates.

Greg Boon suggested that each school should have a school community representative who liaises between all bodies within the school.

Stephen Burke suggested that maybe the School/College Nominee should be called the Catholic School/College Community Nominee/Member/Representative.

Shane Poulson enquired regarding the funding that was to the Federation will that automatically be directed to the Parents Council.

Michael Hangan advised that yes this would continue with either the Federation or Council.

Shane Poulson enquired if all schools/college were financial members.

Michael Hangan reported of the 37 schools/colleges 31 were financial with $39,000 and 6 unfinancial with $12,500.

Greg Boon reported that we now have the Archbishops support and he believes that the Parents Council is very important to Catholic Education and Schools in Tasmanian and if it falls over this is a problem. In addition the Director of Catholic Education is very refreshing in that she believes there is an important role for the Parents Council and can’t afford to have this organisation fall over.

With the Archbishop and Director saying to schools/colleges you must support the Parents Council financially.

The funding model planned is that levies and fees pay for day to day operations whilst any grants or donations pay for special projects.

Shane Poulson asked for an explanation of how the Council is funded.

Michael Hangan reported that under the present arrangement that the Executive Officer bills each school P&F Association or in some cases the School/College $3.50 per full time equivalent student (P-12) with student numbers provided by schools in there March census. Out of the fees paid in 2012 – 11 were paid by the school/college and 20 paid by the P&F. We also receive an Education Grant in aid from the State Government of about $17,000 received in November annually. From 2000 - 2009 the Grant was $15,000 annually, the Federation sought an increase as well as the grant was indexed by CPI annually through the Minister for Education – with the CPI indexing approved. In 2010 we sought to further increase the grant to reflect the increased activity and draw us to closer parity with the State School organisation who receives approx $90K, but this was not approved. The current grant runs through to the end of 2013 when further submission will need to be submitted for consideration by the Minister prior to the State Budget to commence in 2014.

Martin Laverack reported that the Federation developed guidelines for local P&F Associations on how they can operate. This document was redesigned and is now in draft format. To ensure that the document has some authority and backing will need to be submitted to each of the College Governing Council and the Systemic Governing Council for approval. To ensure that this document becomes our promotional document will need to be reviewed and resubmitted to the Governing Councils for approval.

(ACTION: Executive Officer to issue to Council Members in draft format for comments.)

Shane Poulson raised the status of this meeting are we still operating as the Tasmanian Catholic Schools Parents and Friends Federation or the Tasmanian Catholic Schools Parents Council, when does the changeover actually happen.

Michael Hangan advised that the Archbishop has given verbal approval to the winding up of the Federation and the commencement of the Council and with the appointment of everyone a School/College Nominees this is the first meeting of the Parents Council and at this meeting we will need to elect the Executive Committee.

Nora Wood asked as we had reported the arrangements of the Federation what will the financial arrangements for the Council for 2013.

Michael Hangan reported that a recommendation for levies should be presented to an AGM but if not having an AGM the Council will need to set the levies and it is then ratified at the AGM. A number of suggestions regarding the levies of either $1.00 per term per student or $1.25 or $1.50, however no set amount is currently proposed. The $1.00 per term would be more than currently paid of an increase of $0.50 per annum.

The levies to be collected by the Catholic Education Office with a disclosure on the invoice to say the levy is for the Parents Council.

Amanda Sullivan enquired if the levy covered Kinder students with the growing focus across Australia as the commencement of learning and if it should be at a reduced rate or full rate.

Michael Hangan advised that this was up to this body to discuss and formulate, but up until this point Kinder has been excluded from the payment of any levies.

Shane Poulson advised that if you have 3 or more students in Catholic Education at a school you are entitled to a discount except it doesn’t count Kinder students as part of the discount. So whilst this is the process we should not be charging a levy for Kinder students.

Greg Boon stated that as a simple marketing exercise from this body “it is $1.00 per student per term” for the services provided by the Parent Council. We need to develop a brochure that needs to go out to schools outlining what the levy funds.

Motion: Moved Greg Boon Seconded Amanda Sullivan “That the Parents Council charges $1.00 per student per

term levy for the 2013 calendar year to be reviewed at the AGM (with a qualification that the school provides an approved waiver (i.e. family financial hardship or school provided financial assistance) of the levy).” CARRIED

(ACTION: Executive Officer to write to the Director of Catholic Education advising of Parents Council levy for 2013.)

That a brochure or powerpoint should be developed to show the benefits of affiliating with the Parents Council.

National Catholic Education Commission – Parents Committee is a committee of the National Catholic Education Commission (NCEC), of which Carolyn Gutteridge and Michael Hangan are the nominees, however they are appointed as representatives of the Tasmanian Catholic Education Commission not as representatives of the Parents Council. A review of the NCEC has recently been undertaken and recommendations have been presented to the Bishops Commission on Catholic Education with a report going to the Bishops Conference in next week. The outcome at this point in time is unknown, however the current two nominee’s terms conclude on 31st December 2012. I believe that we will not see this committee continue, which is why the National Catholic Parent Voice is trying to be established by the Queensland, New South Wales and Victoria who have submitted a submission to the Bishops conference for its formation. Presently South Australia, Tasmania and Western Australia are not part of the submission as they are members of Australian Parents Council (APC) and believe that APC meets the needs of the Parents voice of Catholic and Independent Students.

001.7 Reports

001.7.1 - Finance (a) – Audited Financial Report for 6 Months ended 30 June 2012

Michael Hangan presented the financial report and reported that the Federation’s year has normally run from 1st January until 31st December and the Parent Council will run from 1st July until 30th June.

To assist in a transition across from differing account periods an audit completed on the Federation’s accounts for the six period 1st January 2012 until the 30th June 2012 and the auditor’s report has been attached to your papers, with the auditor reporting no issues to be addressed, with a bank balance as at the 30th June $3,473. Income for this period of $41,770, with the majority of the income consisting of affiliation fees $24,776, grant from 2011 which was received in January 2012 $16,638, interest $66 and conference fees $290. The expenses for the period $38,819 consisted of the Conferences (APC/Federation and other attended conferences) $2,108, APC Affiliation $9713, Communications (Phone/Postage/Web) $3,477, Executive Officers Salary $15,767, Office Expenses $3,700 and some State Council costs $603, Travel & Accommodation (attendance at meeting i.e. mileage) $2,923 and Other Expenses (Audit fees) $528. This resulted in a profit for the six months of $2,951 together with the balance brought forward resulting in the carryover of $3,473.

(b) Reconciliation as at 31st July 2012 The bank balance as at the 30th June was $3,473. Income

for this period of $7,366.50 with the majority of the income consisting of Affiliation fees $6,621.50, Conference $20 and Miscellaneous (reimbursement of airfares) $725. Expenditure for the period of $3,804.49 with the majority of the expenditure consisting of Salary & Wages $3,308.60, Office Expenses $44.40, Phone $352.49, meeting expenses $5 and Travel and Accommodation $30. This resulted in a profit for the month of $3,562 together with the balance brought forward resulting in the carryover of $7,035

(c) Reconciliation as at 31st August 2012 The bank balance as at the 31st July was $7,035. Income

for this period of $2,887.50 with the income consisting of Affiliation fees $2,887.50. Expenditure for the period of $5,190.13 with the majority of the expenditure consisting of Salary & Wages $3,117.85, Office Expenses $171.20, and Travel and Accommodation $1,901.08. This resulted in a loss for the month of $2,302.63 together with the balance brought forward resulting in the carryover of $4,732

(d) Reconciliation as at 30th September 2012 The bank balance as at the 31st August was $4,732.

Income for this period of $1,130.50 with the income consisting of Affiliation fees $1,130.50. Expenditure for the period of $4,926.40 with the majority of the expenditure consisting of Salary & Wages $3,107, Phone $603.41, Travel and Accommodation $1215.99 and Bank charges of $64. This resulted in a loss for the month of $3,795.90 together with the balance brought forward resulting in the carryover of $936

(e) Reconciliation as at 31st October 2012 The bank balance as at the 30th September was $936.

Income for this period of $4,805.71 with the majority of the income consisting of Affiliation fees $3675 and Miscellaneous (reimbursement of airfares) $1,130.71. Expenditure for the period of $4,677.60 with the majority of the expenditure consisting of Salary & Wages $2,369.25, Office Expenses $74.30, meeting expenses $43.90, and Travel and Accommodation $2,190.11. This resulted in a profit for the month of $128.11 together with the balance brought forward resulting in the carryover of $1,064

However a further $17K (Grant) has been confirmed as to be deposited into our account recently.

001.7.2 Budget

The amounts in this document for income and expenditure from July – October are actual figures and the figures for November – June are estimates our income for the 2012/2013 year is expected to be $93,767.00 consisting of affiliation fees $51,152, State Govt. Grant $17,020. Grant TCEO $20,000, Conference $3,520, Interest $75 and Miscellaneous Income $2,000.

The expenditure is expected to be $79,325 consisting of Conference $6,000, APC Conference $1,058, APC Affiliation/APC Review $8,505, Wages $33,982, Motor Vehicle $2,190, Office Rent/Power $5,400, Communication (Web/Phone/Email/Newsletters) $4,000, Council Meeting Expenses $950, Travel & Accommodation $7,940, Marketing & Promotion $2,000 Bank Charges & Financials $600, Other expenses $100.

This is expected to result in a profit of $14,442 together with the balance brought forward at 1st July 2012 of $3,473 will result in a carry forward at the 30th July 2013 of $17915.

001.7.3 Employment arrangement Executive Officer

Greg Boon raised concerns regarding the current employment arrangements for the Executive Officer as he believes that the Federation/Parents Council is not a legal entity and that the Executive Officer should be employed by the Archdiocese of Hobart.

Michael Hangan advised that rightly or wrongly the Federation is his employing body as per his employment contract.

It was agreed that the employment arrangements of the Executive Officer be reviewed with the view of employing the Executive Officer. Stephen Burke, Greg Boon and Martin Laverack to review the employment document of the Executive Officer.

The Executive Officer will seek advice from the Archdiocese of Hobart regarding employing of the Executive Officer and covering of the Council with Director and Liability Insurances.

001.8 Other Business

001.8.1 Draft Constitution Tasmanian Catholic Schools Parents Council (TCSPC)

Martin Laverack reported that in consultation with the Archbishop that the Parents Council continues to operate on a draft constitution until the Council members have had a chance to review the document.

Martin Laverack requested that the members take their copy of the constitution and review and provide comments to the Executive Officer before the next meeting. The comments will be presented to the next Council meeting. If the Council accepts the draft constitution then it will be presented to the Archbishop and if he is in support then it will be recommended to the AGM in May 2013.

(ACTION: Council Members to review the draft constitution and provide comments to the Executive Officer before the next Council Meeting).

Stephen Burke raised that he thinks that the constitution is missing what the Council does.

Michael Hangan stated that the old constitution did contain the mission and objectives, and it was felt that these should not be in the constitution but be placed into separate strategic document.

001.8.3 Nominations for Positions Council

Martin Laverack reported that under the draft constitution the President is appointed by the Archbishop and that the Archbishop has agreed to him occupying the position as the interim President until the finalisation of nominations. The other positions that need to be filled are Deputy President, Treasurer and 3 nominees of the Council.

Nominations were called for the following positions Deputy President Greg Boon Treasurer Scott Smith Three Council Members Lorraine McNamara, Shane Poulson, Amanda Sullivan The Executive will meet 4 times per year once before the

Conference. Any other member of the Council is entitled to attend the Executive meeting, as well as other people are able to attend Executive or Council meetings but don’t have voting rights.

001.8.5 2013 AGM/Conference

Martin Laverack reported that the 2013 AGM/Conference has been booked for 25/26 May and is in the Archbishop’s and TCEO’s diary, to be held in Launceston as a central point within the state for all school in regional areas to be able to get too easily.

The conference will achieve the bringing of parents from across the state to hear two guest speakers, Robyn Moore (voice of Blinki Bill) on Leadership and parenting (Primary Schools) and Nina Funnell on Bullying/social media/texting (Secondary/Primary schools), with invitations open to all Catholic Schools plus opening up to Independent and Government Schools to attend.

Stephen Burke stated that this is the inaugural conference of the Parents Council and should be a major event to promote the Parents Council and to possibly hold some practical workshops or a panel discussion.

The possible members of the panel could be the Shadow Minister, Minister of Education and Director of Catholic Education, Students, Disability funding, Parents.

Greg Boon suggested that disability funding and bus subsidies for students travelling to schools who bypass the local schools should be topics of discussion at the conference.

001.8.6 Other business

Nora Wood enquired why some of our Catholic Schools don’t continue through to year twelve.

Martin Laverack advised that the cost of employing teachers and the range of subjects across some of the colleges would not be able to be supported as well as the retention rate would be an issue.

Michael Hangan advised that a review of Secondary Education had been conducted and is available to the Catholic Education website at http://www.catholic.tas.edu.au/Resources/documents/Secondary%20Revie

w%20Response%20to%20Level%20One.pdf Presently parts of the review recommendations are being worked on, but there are some recommendations that the Archbishop has stated will not be addressed until his successor is appointed and ready to consider them.

Stephen Burke stated that this body should have a view on the progression through too years 11 and 12.

Amanda Sullivan enquired if there are concerns that students are leaving Catholic Schools at the end of year 10 or other reasons.

It was suggested that the Director of Catholic Education be invited to attend the next meeting of the Parents Council to discuss the analysis of students leaving all Tasmanian Catholic Schools from year 6 to 7 and years 10 to 11/12.

Martin Laverack advised that he would like to seek certificates of appreciations for retiring members of the Federation Mrs Linda Smith, Mrs Anne Morrison, Mr Ian Dalton, Mrs Anthea Griffin and Mr Damian von Samorzewski and that they are always welcomed to attend any Council meeting.

001.9 Next Meeting

Subject to confirmation of the attendance of Dr Trish Hindmarsh the next meeting with be either the 3rd March or 17th March Venue to be advised.

Future meetings will be Conference 25/26 May and then then next meeting will be September and to invite Angela Briant from the Independent Education Union.

(ACTION: The Executive Officer to locate venue in South and North West for the next possible meeting).
