1.1 Company Profile

BR Solutions Limited is a private owned VAS (Value Added Service) Company introducing new information services in Tanzania and Africa known as Huduma Fasta to the business community and the general public. This service is designed to help more people access business information through their mobile phones. BR solutions Limited was formed to provide demand driven basic information to facilitate for rapid solutions in a cost effective way and in a friendly manner.Founder of BR Solutions Ltd together with their strategic partners have come together to drive towards delivering the best solutions to the general public in Tanzania and beyond by providing basic information through mobile phone technology simply by sending text message to 15450.Company BusinessThe Company is specialized in the provision of various basic Information's for corporate and retail clients and individuals through text message technology which is a simple method that gives an instant reply message. We have a well trained team in Management, Data Collection, Advertising, ICT, Sales and Marketing. More and more companies are coming up with innovative solutions that can be used to remove communication barriers among the people to enable smooth information dissemination.In the private sector, an increasing number of businesses are now opting for business text messaging because it is one of the latest techniques to reach the desired target and hence promote businesses. This is the reason why businesses are now making use of text messaging to advertise and promote their products as well as their businesses.In appreciating the gigantic role it is supposed to play, in view of how it has been difficult to fulfil the task in the past, and the desire to improve service effectiveness and reduce cost of doing business, BR SOLUTION LTD through Huduma Fasta is real a solution of option

1.2 Project Organization Structure

The Managing Director of B R Solutions Ltd will be the principal leader of the project and also will be responsible for all management issues of the project. Underneath the managing Director there will be a Project Leader, who will be in this case Mr Yohana Mayeye, a human Resource management expert with considerable experience in Human Resource planning, monitoring and evaluation issues related to STRATEGIC PLANNING AND EXCECUTION.

3. Proposed Methodology

3.1 The Solicited Expression of Interest

The Government of the United Republic of Tanzania has received a Grant from the Rapid Social Response-Multi Donor Trust Fund (RSR-MDTF) - Grant No. TF010289 which is administered by the World Bank, towards the cost of the Community - Based Conditional Cash Transfer (CB-CCT) Pilot Program under the Tanzania Second Social Action Fund Project (TASAF II) and intends to apply part of the proceeds of this Grant to cover eligible payments towards payment of various consultancy services.

3.2 A Brief About TASAF

Tanzania Social Action Fund is a government of Tanzania funding facility organisation that provides a mechanism that will allow local and village governments to respond to community demands for interventions that will contribute to the attainments of specific

Millennium Development Goals. Towards this endeavor, TASAF contribute to achieving the goals of Tanzania Poverty.

Reduction Strategy as stipulated in the National Strategy for Growth and Reduction of Poverty. The objective of TASAF is to empower communities to access opportunities so that they can request, implement and monitor subprojects that contribute to their livelihood linked to MDGs indicator targets in the Poverty Reduction Strategy.

TASAF is organized in a decentralized manner to facilitate greater autonomy and empowerment to local government structures and the community in conformity with the provisions for the Local Government Act No. 7 and 8 of 1982 for Mainland. TASAF II is set to operate within the three spheres of government i.e. national, LGA and village levels in mainland Tanzania.  Similarly, in Zanzibar the operational set up will be at national, island (Unguja and Pemba) and Shehia. Roles at the national, LGA/island and village/Shehia/Mtaa levels are defined in line with the main operational framework of community sub projects realization and management of created assets.

3.3 The Objectives of Consultancy

The envisaged overall objective of the assignment is to: To acquire an efficient mobile phone application which is reliable in cash transfer

and can provide real-time data capturing from beneficiaries

3.4 Comments on the Terms of Reference

Generally the Terms of Reference as stipulated in the Request for Expression of Interest (EoI) are clear for the intended purpose. However more details will be required to define actual out puts envisaged during the Request for Proposal (RFP) stage.

3.5 Approach on Methodology Proposed for Performing the Assignment

3.5.1 Introduction

The whole exercise will be coordinated and steered by the team from BRS with at least one representatives from TASAF. It is proposed that the team be composed of members from BRS and TASAF. As TASAF members will later be involved in following up implementation and reporting as well as the monitoring and evaluation, it is proposed that at least two members from TASAF be involved from the beginning. These later two members should preferably come from the sections dealing with finance and monitoring and evaluation sections.
