Export progress Textile & Garments July– February F.Y. 2008

During the month of February, important decline in exports of fabrics and yarns was registered, while exports of knitwear and bedwear declined slightly as well, as compared to the same month in 2007. By contrast, woven garments export increased by 33% and Towels by 16%.

July to February exports of the current fiscal year have seen exports of fabrics, yarn, knitwear, Towelsand Bedwear slowed from the same period during 2007. The only categories that have witnessed growth in the Textiles sector have been Woven Garments and other textile made-ups other than bedwear.

The Australian Market

Facts & Figures

Australia was the world’s 16th largest importer of clothing in 2007, with imports worth US$3.3 billion.

The GDP per capita (PPP) in 2007 was US$34,359 ranking 14th worldwide, according to IMF.

Australia is the 22nd fastest growing market for imports of clothing with an annual growth rate over 6%.

Australia’s Economy

The Economy of Australia is a prosperous, western-style market dominated by its services sector (68% of GDP), though the agricultural and mining sectors account for 65% of its exports (4.7% of GDP). Rich in natural resources, Australia is a major exporter of agricultural products, particularly grains and wool, and minerals, including various metals, coal, and natural gas.

In recent years, the Australian economy has outpaced larger developed economies and has proved resilient amidst global and regional economic downturns, while in 2007 it registered economic growth for 16 consecutive years. However, in 2008 the UN’s Commission ESCAP expects economic growth to fall to 3.2% from 4.3% last year. It is predicted that in 2008 private consumption would remain the key driver for economic growth despite tight monetary conditions.

In the second half of the twentieth century, Australian trade shifted decisively away from Europe and North America to Japan and other East Asian markets. Today, the performance of the Australian economy is heavily dependent on the Asian economy, particularly, on the Chinese and Indian economic growth.

Current areas of concern to some economists include Australia's large current account deficit, as despite high global demand for Australian mineral commodities, export growth has remained flat in comparison to strong import growth, the absence of a successful export-oriented manufacturing industry, a real estate bubble, and high levels of net foreign debt owed by the private sector.

Demographics

Australia has a relatively small population presently estimated around 21.2 million (2008), with a yearly growth rate of 1.4%.

Largely urban, around 90% of the population isof European descent, and people of Anglo-Celtic ethnic origin mostly predominate. While the country is as large as mainland USA, itspopulation is only around half that of the State of California.

Most Australians live in cities or towns on the coastal fringe of the country. The two major cities are Sydney and Melbourne and most imports enter through these ports. Other major general cargo ports are Brisbane, Fremantle (Perth) and Adelaide

Climate and clothing buying periods

The Australian climate is relatively mild, while the seasons are the reverse of the Northern Hemisphere:

Summer is from December to February. Winter is from June to August.

Therefore, the buying periods for seasonal merchandise are different from EU and USA. In fact, the climate pattern is one of the reasons why the Australian market is so competitive: many overseas suppliers are prepared to offer cheaper prices for Australia during their slow periods in the Northern Hemisphere. Also, Importers and retailers generally think of only summer and winter as distinct buying seasons and usually do not buy especially for spring and autumn.

For seasonal merchandise such as clothing, the usual buying periods are as follows:

Summer: orders placed October to January for delivery to the Australian port in May/June; Winter: orders placed April to July for delivery to the Australian port in December/January.

In other words, summer clothing orders are usually placed during the previous Australian summer season for delivery to the Australian port in winter. Summer merchandise is generally displayed in the retail stores as early as late July or early August when the weather is often at its coldest. In the same way, winter orders are placed during the Australian winter with delivery in summer.

The other important buying periods in the Australian market are the same as those in other Western markets, viz:

Christmas (December): Mother’s Day (May) and Father’s Day (September): retailers often run special promotions

for these events and expect deliveries to their stores up to two months in advance; Easter (March/April): key selling period for confectionery and stuffed toys but not a

significant clothing sales period as it coincides with the Australian autumn and not spring as it does in the Northern Hemisphere.

It is worth noting that the December/January period is the summer holiday season in Australia and a large number of companies close down for at least half of January.

Also the Australian financial year ends on 30 June and the period from mid June to mid July are usually not a good time to visit Australia for business.

Market structure

The Australian market depends on a wide range of imported and consumer products, while the export-oriented manufacturing industry is absent. The market is therefore open to overseas suppliers. But at the same time, it is a challenging market: importers generally require small volumes while expect to be offered lower prices than buyers in USA and EU. Additionally, the Australian importer has very high standards and is strict about delivery times. The reasons for such requirements are:

Strong competition in the import and retail sectors, with quite low "net" profits; Open nature of the Australian import regime and large number of neighboring suppliers The Australian buying seasons are the reverse of the northern hemisphere and many overseas

suppliers are prepared to offer "off season" discounts for seasonal merchandise sales to Australia.

Overall, the main concerns of Australian importers are price, quality, reliability, on time delivery and minimums. However, some experienced overseas suppliers have claimed that there are three golden rules about selling to Australia, and these are "price, price and price". Also, Australian importers are slow to change from established suppliers. When approaching the Australian importer it will therefore be most important to offer good quality and attractive retail packaging in addition to competitive prices.

A large number of importers are located in Sydney and Pakistani suppliers must include this city in any visit to Australia. A large number of importers are also located in Melbourne with many supplying national distribution networks. The port of Melbourne is Australia’s major general cargo port and the largest container port in the Southern Hemisphere.

Consumer trends

The average Australian consumer is conservative and very particular about quality. There has been a noticeable trend over recent years to consider consumer products more on a "value for money" basis rather than simply on price. In several market segments, the cheap end of the market has declined as the consumer is prepared to pay more money for a product that will last.

On the other hand, there is a preference for certain imported products in the more expensive and fashionable segments of the market. Women’s fashion-wear and shoes from Italy and France, for example, retail at relatively high prices.

Global trade

Despite its relatively small population, Australia is a substantial importer of a wide range of products.Basicaly, Australia’s trade is weighted towards exports of minerals and imports of manufactured goods.

In terms of trade partners, Asia is Australia’s most important region. Over the 10 years half of Australia’s trade has taken place with Asian nations where Japan has been Australia’s single largest trading partner. However, as the rest of Asia has become more economically developed, Japan has lost some of its share of Australian trade to other Asian economies, China in particular. In 2007 China unseated Japan as Australia’s biggest trading partner. The Association of South East Asian Nations (ASEAN) have also become more important trading partners for Australia, and doubled trade in 10 years. The emergence of China and India is having significant effect on Australia’s direction of trade, which has given a significant boost to aggregate incomes and spending.

Australia Clothing imports

During 2007, Australia imported clothing worth US$ 3.3 billion. The share of knits was 48% vs. 52% share of woven (readymade) garments.

Among Asian countries, top suppliers of garments to the Australia are China, India, and Indonesia. China offers the strongest competition having 80% share of the garment market in Australia.

As illustrated below, the top item of import into the Australia market is the Cotton T-shirt, although it witnessed a slight decline in 2007. The rest of the top 20 items mostly show increasing demand over recent years. These include cotton trousers and pullovers/cardigans of man-made fibers and cotton, and men’s cotton shirts.

Asian suppliers of Clothing to Australia.

The dominant overseas supplier is China, which supplies three quarters of the value of Australia’simports of clothing. In fact, in recent years, China more than doubled its exports of clothing to this market. This growth was achieved mainly at the expense of Taiwan and the ASEAN group of countries.

China holds 80% of the market share. The second supplier is India (1.4%), followed by Indonesia (1.3%). Bangladesh has made substantial progress over 5 years and in 2007 it surpassed Pakistan’s exports to Australia.

In 2007, total exports from Pakistan (all merchandise including non-textile) stood at US$ 126.2 million.

The bulk of exports consisted of category 63, i.e. Textile made-ups including bedwear. The second category of exports from Pakistan was Cereals followed by Cotton. Readymade garments and knitwearaccounted for 10%, i.e US$ 13 million, thus the share of Pakistan in the Australian clothing market was 0.4%. (WTO Trademap)

Clothing Exports from Pakistan

Australia imported woven garments worth US$ 9.9 million and knitwear worth US$ 2.9 million in 2007. The top items exported from Pakistan in apparel are illustrated below.

Pakistan’s exports of Men cotton trousers and Cotton pullovers /cardigans were encouraging as they register a sharp increase from 2004-07. Additionally, both items have increasing demand in the Australian market, as seen in page6.

But the Australian market also offers large scope for the women’s category of cotton trousers. However, exports of womens trousers (cott) from Pakistan declined substantially during the same period (below).

Also, Pakistan is substantially neglecting the large market for cotton T-shirts in Australia, i.e. US$ 0.27 billion global imports in 2007. Pakistan’s supply of cotton T-shirts to Australia in 2007 was only of US$79,000, i.e. a share of 0.03% in Australia’s cotton T-shirts market.

Cotton T-Shirts comprise the biggest chunk of clothing imports to Australia, although registering a slight decline in 2007.

Cotton trousers and pullovers/cardigans of cotton and man-mad fibers are successful items as well. Exports of men cotton shirts are also increasing, while cotton shirts for women witnessed a declining trend in 2007.

In Bangladesh, the Cotton T-Shirt makes the bulk of the clothing exported, almost 40% of the total export (clothing). This is followed by men’s cotton shirts and trousers. We see an overall increase in most items after 2005 and a pick up in mens cotton trousers in 2007, following a declining period till 2006.

In the case of India, again we see T-Shirts as the Top item. However, supply of this item has declined significantly since 2004.

Large quantity of women cotton dresses is also supplied with increasing trend. In India, we see a shift over the past 3-5 years from traditional basic items (T-shirt, cotton shirts & blouses, skirts etc) to new emerging items such as Baby cotton garments, women synthetic dresses and other non cotton dresses for women.

Other facts about the Australian Market

Price is a key factor

The main concerns of the Australian importer when looking at new suppliers are:

Price: the landed, duty paid cost of the product should be considered cheaper than the locally made equivalent or from other sources;

Reliability: the supplier must be able to produce products of consistently good quality, arrange delivery on time and communicate regularly;

Flexibility: the supplier must be prepared to accept reasonable volume orders.

When quoting for Australia it is important to offer the "best price" first as most Australian importers do not like to bargain. This price would normally have to be lower than those offered to US or European buyers with no more than a 3% to 5% negotiating level in the price.

The large Australian retail chains source a significant proportion of their requirements from Australian manufacturers or suppliers. However, an increasing percentage of their stock is sourced directly from overseas. Smaller retailers on the other hand rarely import on their own account.

As a general rule the retailers will buy from local manufacturers unless a very similar product can be imported directly at an into-store cost at least 15% cheaper than the locally made product.

Also, most importers will also insist on having exclusive Australian rights to either the full range of products from an overseas supplier or at least to particular models.

Entry Channels

The Australian import channels are very similar to those applying in other developed markets and for most products from Developing Countries, the customers will be the specialist importers or the major retail chains that purchase through their overseas buying agents.

In general terms Australian importers can be divided into the following categories:

Importers/wholesalers: who import either a specialised range of products or operate as general importers and wholesale their merchandise to retailers or endusers;

Commission agents: who source products for other importers or end-users, but do not import directly themselves (these agents normally receive their commission from the overseas supplier and their activities are mainly limited to commodities and textiles);

Manufacturers/End-Users: a number of manufacturers or end-users will import their raw material or input requirements directly from overseas suppliers, but it is more common for these companies to source through specialist importers;

Retailers: the large retailers import up to 20% of their merchandise requirements through their buying agents overseas. The balance of their stock is sourced from either local manufacturers or through specialist importers. Few of the smallerretailers do any direct importing.

Approaching retailers’ buying agents from Pakistan is the most successful way to contact major Australian retailers. An increasing number of Australian importers of consumer products use the services of an overseas buying agent to source the right suppliers. The major retailers have a long established policy that they will not import unless all the arrangements are handled through their appointed overseas agent. The large Australian retailers have buying agents in all the significant

supplying countries and in some countries they may have more than one agent. Particularly large chains will only import through their overseas buying agents and new Pakistani suppliers should make contact with these agents rather than writing directly to the retailers.

Because of the small size and competitive nature of the Australian market, commission agents, general trading houses and bulk "cash and carry" importer/wholesaler operations have not established a strong presence in the market. Unlike many other markets there are relatively few general importers or commission agents operating in Australia. The most notable exception is in the yarn and textiles area where a number of commission agents operate.

Pakistani suppliers of consumer products attempting to sell to Australia will therefore normally have only two options for sales - the importer/wholesaler or the large retailers.

Mark-ups in the Distribution Channel

The costs of operating a business in Australia, particularly labour costs, are relatively high and the mark-ups in the import distribution chain reflect this fact. Like most other markets, the mark-ups applied by Australian importers/wholesalers and retailers reflect not only the level of competition, but also the volumes sold by the particular company. Wholesalers and retailers of exclusive imported giftware lines, for example, will have very high margins, while retailers of basic clothing lines are forced by the competition to apply the minimum possible mark-ups.

In general terms, however, the mark-ups in the various sectors of the market are as follows:

Overseas buying agents/Australian commission agents: between 3-6% on FOB; Importers/wholesalers of volume selling consumer products: 40-80% on

landed/duty paid price depending on product; Discount department stores: 35-40% on the sell price; Department stores: 40-75% on the sell price Small retail outlets: 50-100% on the sell price Supermarkets chains: 15-35% on the sell price.

What this means in practice is the retail price of basic imported clothing, for example, is usually around four times the FOB cost of the garment, while more exclusive imported clothing selling in a department store or boutique can be up to six or eight times the FOB price.

Pakistani suppliers should therefore not consider the high retail prices in Australia as a guide to the lack of competition in the market. The Australian retail industry is actually one of the most competitive in the world and buyers will try to obtain the best possible price from Pakistani suppliers.

In simple terms, the final retail prices in Australia are generally higher than in the USA but the price the buyer will accept from the supplier is usually lower than US buyers would accept.

A guide to the volumes usually required by Australian importers:

Clothing: up to 300 dozen per style over 3 colour ways but can be as low as 50 dozen per style; (The large importers and retailers may place orders up to 12,000 pieces over two orthree styles for the bigger selling lines at the lower end of the market, but the usual order volumes are in the range of 2,400-3,600 pieces per style over three to four colourways. Smaller importers may only require 500 pieces per style over two to three colourways. )

Shirting Fabrics: up to 1,000 metres per colour way or 3,000-4,000 per design over 3-4 colour ways;

Regulations for Garments trade

Imported garments are subject to additional labeling regulations under the Fair Trading Act, administered by the Australian Competition & Consumer Commission.

Garments are required to be labeled with fiber content e.g. wool, cotton

Garments must be permanently labeled with care instructions appropriate to the article. These must be in English and the exclusive use of symbols is not permitted. In most cases care instructions from each of the five care categories are required:

Prohibited treatments, Drying instructionsDry cleaning instructionsWashing instructions, Ironing instructions

Children's night garments are required to carry warning labels concerning their flammability rating.

Also, there are three categories of labeling depending upon the degree of fire protection the garment provides.

Local manufacturing of Clothing

There are around 5000 textile, clothing and footwear manufacturers in Australia, employing over 87,000 people. Most of these operations employ fewer than 50 people. Annual turnover is about A$9.5 billion, including over A$3.3 billion in value-added activity. Australian clothing manufacturers supply a diminishing share of the market’s requirements and are increasingly concentrating on the high fashion end of the market where they have a competitive edge over the cheaper imported lines (small productionruns and quick response).

Australia’s largest clothing and footwear manufacturer, with an annual turnover of about A$1.5 billion, is Pacific Brands Limited (www.pacificbrands.com.au) with brands such as Bonds, Berlei, King Gee, Slazenger, Dunlop, Everlast, Clarks, Grosby, Hush Puppies, Julius Marlowe, Hestia and Holeproof. Most Australian clothing manufacturers, including Pacific Brands, have moved some or all of theirmanufacturing capacity offshore with the result that imports account for an increasing share of the Australian clothing market.

Australian market for clothing is very competitive and new overseas suppliers may find it difficult to secure interest from the Australian importers. The removal of the import quotas and the reduction in the import duties means the main competition will come from low cost overseas suppliers, especially China.Because of the relatively small size of the market, Australian clothing importers usually require lower minimums than US or European importers.

The Australian market for clothing should not be considered as an extension of the US market. It is a smaller, more competitive market and the styles and colours required are not generally as bright or complex as the US market. The winters in Australia are also relatively mild and of a short duration and there is not the demand for heavy clothing in dark colours that exists in Europe.

Despite the reduction in import protection, the market will remain very competitive and new Pakistani suppliers will still have to satisfy the Australian importers demands for low FOB prices, delivery on time, low minimum orders and consistent quality if they are to achieve some success.
