SETTING IT STRAIGHTCLARIFICATION

Although Tampa advertising and marketing agency ChappellRoberts uses freelancers, none were included in the 28 full-time employees listed on the 2011 list of ad-vertising agencies. Comments about independent con-tractors in a Dec. 24 column about chal-lenges of ranking criteria for our Book of Lists inadvertently caused confusion.

DORAL — Boston Scientific Corp. has told Florida it will let go 76 employ-ees in a series of layoffs that will begin on March 7. The medical products company, which has a 14-acre plant in Doral, said in late 2009 that it was relocating its opera-tions to Costa Rica over three years. Boston Scientific operates out of a 350,606-square-foot facility at 8600 N.W. 41st St. in Miami.

Financial support of governor’s inauguration yields marketing opsBy LesLie Kraft BurKeSouth Florida BuSineSS Journal

If businesses providing cash for the in-augural events welcoming Gov. Rick Scott into office hope to buy anything more than marketing with their contributions, they could be disappointed, some lobbyists say.

The $3 million celebration, which took place Jan. 3-4, was funded mostly by the state’s business community. Taxpayers’ money was not used.

Florida’s 45th Governor’s 2011 Inaugural Committee and the Florida Chamber of Commerce have said the festivities will have an estimated $4.5 million impact on the state’s economy.

Inaugural cash contributions are differ-ent than campaign contributions in that they are more marketing-based and less agenda oriented, said lobbyist Ron Book, who was attending the events in Tallahas-see. He added that the cash likely does not mean as much to Scott as it might have to past governors.

“The idea that a governor who spent about $75 million of his own money to get elected is going to be influenced by contributions of this size is absurd,” Book said. “In the past, [a governor’s] staff might be inclined to look at such a list when there was a question of ‘whose phone call gets returned,’ but this would be less so now.”

While the dollar value of inaugural event contributions might not be that important to Scott, lobbyist Jorge Luis Lopez said the show of corporate support is meaningful.

“Knowing [Scott’s] personality, money may not be in the equation, but it will be important to him to know the businesses that support him,” said Lopez, who was attending Marco Rubio’s senatorial inau-guration this week in Washington.

However, by contributing and partici-pating in the gubernatorial inauguration, companies buy an exceptional marketing opportunity, both Book and Lopez said. Often, the money companies contribute to such an event comes from their marketing budgets, rather than their governmental affairs budgets, Lopez noted.

“To be part of the festivities of a gov-ernment changing is important from a marketing perspective,” Book said. “It shows you are part of history and that the company is a good corporate citizen.”

Companies see the inaugural in a broader context than just political, Lopez said, not-ing it is a showcasing of Florida – and promi-nent businesses here – due to the high level of media attention surrounding it.

“It is a relatively small investment for such a large impact,” he said. “Participat-

ing companies get marketing exposure on a pretty high platform, they are profiled in front of key decision-makers and they show that they support Florida in general.”

There are a number of reasons Office Depot chose to participate in the inaugural, company VP Brian Levine noted. Several of its executives were scheduled to attend the events.

“As one of the largest employers head-quartered in the state of Florida, we truly hope that other businesses choose to bring their headquarters and jobs to our state,

as well,” Levine said.For Blue Cross Blue Shield of Florida,

participation was in sync with its general corporate mission, according to John W. Herbkersman, senior director of external communication.

“Blue Cross Blue Shield of Florida be-lieves we have a unique role in advancing the health and well-being of the residents of Florida, and our corporate beliefs call for a much greater commitment to the public good,” he said. “We support Gov. Scott’s vision to jumpstart Florida’s economy

because we believe that growing Florida’s economic strength will lead to the delivery of better health services and outcomes for all Floridians.”

Participating companies are definitely raising their profile and investing in their reputation by being part of a gubernatorial inaugural, Lopez emphasized.

“There’s something else to consider, too,” he said. “Sometimes, what’s noted is who is not there.”

tant for companies going through bank-ruptcy restructuring, said Sam Duffey, president and general counsel for Accentia Biopharmaceuticals Inc. and its majority-owned subsidiary, Biovest International Inc., both headquartered in Tampa.

“We managed to have our employee morale and dedication grow during reor-ganization,” Duffey said.

Accentia (OTCQB: ABPI), which is devel-

oping a drug to treat autoimmune diseases, and Biovest (OTCQB: BVTI), developing a personalized vaccine for the treatment of non-Hodgkin’s lymphoma, emerged from bankruptcy in November, about two years after their initial filings. Both companies’ balance sheets were restructured to cut out-standing debt, debt payment obligations and operating expenses.

Unlike most public companies going through bankruptcy, all shareholders re-tained their common stock. Every creditor,

both secured and unsecured, was paid in full, either in cash or stock, as part of the reorganization plan.

The companies’ goals were to honor the rights and the value proposition for all creditors and stockholders, so that every-one benefited and no one was damaged. Karma is important, Duffey said.

“In doing right by all people, it ultimately comes back and supports you in the end,” he said.

Another lesson learned was to establish business goals and objectives, and to stick to them.

“We are about the fight against cancer,” Duffey said. “We never allowed those goals to take a backseat to the reorganization.”

Core values are key, agreed Lazydays’ Lay. “There’s not a lot of sense of going

through restructuring if you forget your core values, which in our case is customer-centric,” he said. “Throughout the process we kept as our No. 1 priority our customers and ensured none of the restructuring of our capital structure affected our custom-ers’ experience.”

an economic downturn and banks, under pressure from regulators, tightened their lending standards.

Now, bankers generally are seeing a slight uptick in demand from their business cus-tomers, especially those in the health care

and technology sectors, service providers and manufacturers.

Tapping federal incenTiveThe South Tampa businesses that make

up Palm Bank’s core clients were hit hard by the economic downturn, said Covington, a veteran of 33 years in the Tampa banking industry. The bank’s job, as he sees it, is to determine how to mitigate the risk to make a sound business loan.

“Clearly in 2011 we’re going to go out and put loans on the books,” Covington said. “We can’t make money if we don’t do that, and shareholders expect that.”

The bank lost $829,000 in the first nine

months of 2010, on top of a $1.8 million loss in 2009, although it eked out a $67,000 profit in the 2010 third quarter.

Palm Bank is applying for some of the $30 billion available from the small busi-ness lending fund, established in the Small Business Jobs Act of 2010 to fund working capital loans so small business can add employees.

“It’s helping small banks help small business,” said Shari Wagner, Palm Bank’s corporate marketing director and office manager.

USAmeriBank, Gulfshore Bank and Cor-nerstone Community Bank also are taking a look at the fund, which provides capital

to qualified community banks with as-sets of less than $10 billion. The price a bank pays for money from the program is reduced as the bank’s small business lending increases.

Leaders at American Momentum Bank, Pilot Bank and Community Bank of Mana-tee said they would step up participation in Small Business Administration programs, which have larger loan limits as a result of the 2010 legislation.

are poised for expansion, both through acquisitions and organic growth, said Ron Ciganek, senior vice president and com-mercial banking manager at USAmeriBank in Tampa. “Most importantly, their finan-cial statements support the ability to take on additional debt and credit.”

Having worked through foreclosures and bankruptcies, banks are back to traditional underwriting, looking for true cash flow and coverage ratios, said David Feaster, president and CEO of Cornerstone in St. Petersburg.

There’s a mixed view of commercial real estate lending, historically the backbone of Florida community banks’ loan portfolios. Developers are starting to look at expan-sion again, said Sam Davis II, president and chief operating officer at American Momentum.

Roy Hellwege, president and CEO at Pilot, sees more demand from potential buy-ers of distressed commercial properties, while Joe Caballero, president and CEO at Gulfshore, sees activity in the multi-family arena.

In one encouraging economic indicator, Katie Pemble, president of Community Bank of Manatee, began seeing competi-tion among banks for loan deals in the last quarter.

“I’ve won some and lost some deals,” Pemble said. “I don’t like losing, but for the overall economy it’s a great sign.”

PALM: Will apply for small business lending fund to make working capital loansfrom page 1

When Bob Covington became a consultant at The Palm Bank in Oc-tober, he didn’t envision stepping up to be its top executive within three months.

He had retired in August as senior vice president at Community Bank of Manatee and went to work at Covington Ligori Accounting Group Inc., owned by his wife, Virginia Cov-ington, when he and the firm were hired by Palm. He took the job in part because of his close friendship with the late Gene Langford, a bank founder and chairman of the board of directors.

Langford, an attorney at Langford Myers & Orcutt PA in Tampa, was Palm’s interim CEO, following the dismissal in July of Chris Anderson. Just days after Covington started working for Palm, Langford, who was battling cancer, called an emergency board meeting to elect Covington in-terim president. When Langford died on Oct. 24, the board added interim CEO to Covington’s duties. State and federal regulators approved the ap-pointments last month.
