Still great divide between cultural heritage policies and innovation policies

To many cities, S3 has little to do with them. A matter of the regions

S3 is about an innovation-oriented policy-mix on economic development

with a focus on a short range of priority areas, which is governed in a

collaborative (and entrepreneurial) way

Nevertheless, prioritisation is just a starting point, not an end itself. It

provides direction, working as a backbone in the perspective of a

“specialized diversification”, which is the real (and somewhat hidden)
