In the spring of 1792, Vancouver was aboard the H.M.S. Discovery in Puget Sound and sur- veying the natural environment when he noticed the geological feature. Vancouver, whose ship was anchored at Restoration Point on the south- ern end of Bainbridge Island, noted the feature in his journal—"The appearance of a very abrupt division in the snowy range of mountains imme- diately to the south of Mount Rainier, which was very conspicuous from the ship, and the main arm of the inlet appearing to stretch in that direction from the point we were then upon"—and boarded one of two smaller boats that headed south, past Vashon Island, and into Commencement Bay, only to find what he believed to be a dead end. Vancouver noted: "We were excessively anxious to ascertain the truth, of which we were not long held in suspense. We found the inlet to terminate here in an extensive circular compact bay, whose waters washed the base of mount Rainier." Vancouver would go on to name dozens of mountains, waterways, and islands in the Puget Sound area—but the v-shaped notch remained nameless and largely elusive. Many historians believe Vancouver wondered if the large, concave feature could have signaled an opening to The Northwest Passage. A proposal to formally name Vancouver Notch was submitted earlier this year by Puyallup resident, retired Army veteran, and maritime historian Barbara Reid. On maps, Reid was able to pinpoint the heart of the notch to land owned by Hancock Forest Management and located approximately 12 miles west of Mount Rainier, where the Puyallup River and Mowich River in- tersect. It is bounded on one side by an 1,800- foot ridge known as "The Divide." In August, the Tacoma Daily Index wrote to Hancock Forest Management requesting to visit the proposed Vancouver notch area. Maki also noted there is only one other of� -cially named notch in Washington State—Griz-zly Notch in King County.

Reid shared photographs of her trip to the The Divide, as well as the Mowich River and Puyal-lup River con� uence. "It was interesting to me how little the Puyallup River was that far up in the notch, and the Mowich [River] was actually greater," Reid told the committee. "The distance from The Divide to the con� uence of the Mowich and the Puyallup is about two miles. That gap, that notch area, is just enormous, which was surprising to me."

According to information posted on the Wash-ington State Department of Natural Resources Web site, the proposal is now scheduled to go before the Board of Natural Resources (acting as the Washington State Board on Geographic Names) for a � nal decision during a public meet-ing that begins at 9 a.m. on Tues., Dec. 1, at the Natural Resources Building (Room 172), located at 1111 Washington St. SE, in Olympia. A copy of the agenda is available online at dnr.wa.gov and tacomadailyindex.com.

Names approved by the Board are published in the Washington Administrative Code and forwarded to the United States Board on Geo-graphic Names for federal consideration along with the state's recommendations. In the end, the name Vancouver Notch will be entered into a database maintained by the U.S. Geological Sur-vey and used by most cartographers to create maps. "You really want to get in the database," Maki told the Tacoma Daily Index earlier this year. "Responsible cartographers pull the names from that database."

Tacoma LNG and Tote marine vessel fueling LNG system on property zoned “S-10” Shoreline District – Port Industrial and “S-13” Shoreline District – Marine Waters of the State, and is lo- cated on the Blair- Hylebos Peninsula in the Tacoma Tideflats. The City of Tacoma has fully complied with the SEPA rules regarding notification and

SEPA documentation for this proposal as required under WAC 197-11 and RCW 43.21C.080. Description of Proposal: Puget Sound Energy intends to develop a natural gas liquefaction and storage facility in the City of Tacoma on a 33-acre site on the Blair Hylebos Pe- ninsula in the Port of Tacoma in an area designated for redevelopment. The facility would chill approximately 250,000 gallons of natural gas into liq- uefied natural gas (“LNG”) daily for use as a reduced-emissions fuel for marine vessels and land-based vehicles, as well as for utility peak shaving during periods of high demand. A single 8-mil- lion gallon, non-pressurized full-contain- ment LNG storage tank consisting of an inner nickel-steel tank and an outer concrete tank with interstitial insula- tion, would be located on the site. The facility would include infrastructure for loading marine vessels and/or bunker barges with LNG. An existing pier on the Hylebos waterway will be replaced and a new fueling platform and moor- ing dolphins will be installed on the Blair waterway. The facility will be built to the nation’s most current safe- ty standards for this type of facility. The liquefaction facility would receive natural gas from PSE’s existing natural gas pipeline distribution system. Two

new segments would be added to the distribution system to serve the facility - an approximately 1-mile distribution pipeline in unincorporated Pierce County that will connect two existing distribution lines, and an approximate- ly 4-mile distribution pipeline that will extend from the City of Fife into Taco- ma to reach the liquefaction facility. The proposed distribution system im- provements would include one new limit station and modifications to one existing gate station, both of which would be located in unincorporated Pierce County. Location: 901 and 1001 Alexander Avenue East; 3533 E. 11th Street, Ta- coma WA 98421. Type of environmental review under SEPA: The City of Tacoma is- sued a draft Environemtnal Impact Statement on July 7, 2015, which was open for public comment through Au- gust 6, 2015 and for which the City accepted and incorporated into the FEIS late comments received through August 14, 2015. A Final Environemt- nal Impact Statement on October 26, 2015, which was reissued and pub- lished on November 9, 2015. The scope of the EIS included all elements of the built and natural environment designated under RCW 43.21C and WAC 197-11 and additional included

an area of emphasis to include Envi- ronmental Health and Safety (“EH&S”). The scope of the EIS additionally in- cluded assessment of Emergency Re- sponse/Intelligent Transportation Sys- tems (“ER/ITS”) resources and con- straints in the area of the facility within the Tacoma Tideflats.
