In May, the Tacoma Daily Index reported an initia- tive was under way at City Hall that aimed to bolster the City of Tacoma's enforcement codes in order to prevent instances of so-called "demolition by neglect," the process by which buildings endure crippling, long- term issues such as deferred maintenance, vandalism, or even foreclosure and eventually become too expen- sive to save in the eyes of building owners ("Tacoma considers plan to save neglected historic buildings from demolition," Tacoma Daily Index, May 31, 2013). In Tacoma, one doesn't need to look far to find in- stances of endangered historic properties. The 1890s- era Luzon Building (pictured) was demolished in 2009 after City inspectors deemed the historically signifi- cant building a safety hazard for fear it would collapse after decades of neglect. The 120-year-old Old City Hall has experienced threats of foreclosure, fire dam- age at the hands of a transient, a 'derelict' designa- tion by city inspectors, and an 'endangered' designa- tion by a local historic preservation group. Finally, the 88-year-old Winthrop Hotel is in need of nearly $16 million in deferred maintenance, according to a report prepared four years ago. buildings received a boost this year thanks to new leg-islation.

In May, the Tacoma Daily Index reported an initia-tive was under way at City Hall that aimed to bolster the City of Tacoma's enforcement codes in order to prevent instances of so-called "demolition by neglect," the process by which buildings endure crippling, long-term issues such as deferred maintenance, vandalism, or even foreclosure and eventually become too expen-sive to save in the eyes of building owners ("Tacoma considers plan to save neglected historic buildings from demolition," Tacoma Daily Index, May 31, 2013).

In Tacoma, one doesn't need to look far to � nd in-stances of endangered historic properties. Engineering ServicesNotice is hereby given that State-

ments of Qualifications (SOQ’s) will be accepted by the City of Ruston for On- Call Engineering Services.

Scope of Work:The person/firm must have experi-

ence/essential skills in the following services: surveying and mapping; civil engineering; geological/geotechnical; water/wastewater/stormwater/drain- age; street and roadway; traffic/trans- portation; site planning/permitting/de- velopment plan review; environmental documentation; CADD; utility services and rate analysis; preparation of con- struction plans and specifications (bid documents); estimating; construction support; engineering support to City’s Operations Department.

Instructions and Selection Crite- ria:

SOQ’S should be prepared simply and economically, providing a straight- forward, concise description of pro- vider capabilities to satisfy the re- quirements of the request and include evidence of insurance coverage as specified by the City Attorney.

The City will evaluate the proposals submitted and will select the most qualified person/firm on the basis of demonstrated competence and qual- ifications for the type of professional services required.

Selection Criteria includes: respon- siveness to the request as related to the scope of work described herein; the ability and history of successfully completing services of this type, per- formance data, references, and key personnel; experience with Ruston and/or similar sized cities.

The City reserves the right to; reject any and all responses, waive minor ir- regularities in any responses submit-

ted; request clarification of informa- tion submitted; and to request addi- tional information from any person/ firm that submits a response. The City reserves the right to award any con- tract to the next most qualified con- tractor if the successful contractor does not execute a contract within thirty (30) days after the selection of the most qualified contractor.

Any proposal may be withdrawn up to the date and time set below for the opening of the proposals. Upon selec- tion of the most qualified person/firm, the City will negotiate in good faith for a price for the contractor’s services which is fair and reasonable. If the City is unable to negotiate a satisfactory contract with the person/firm select- ed, negotiations with that person/firm will terminate and the City may select the next most qualified person/firm. The contract resulting from accep- tance by the City of a proposal shall be

in a form supplied or approved by the City, and shall reflect the specifica- tions in this SOQ. The City reserves the right to reject any proposed agree- ment or contract that does not con- form to the specifications contained in this SOQ, and which is not approved by the City Attorney.

The City shall not be responsible for any costs incurred by the person/firm in preparing, submitting or presenting its response to the SOQ.
