1. Greeting
This is our Weekly ISSS Newsletter that we send out every Friday morning. It includes very important
updates that you must be aware of, as well as information about events happening on campus and around
the city.

Executive Order Update: Preliminary Injunction Issued by U.S.
District Court of Hawaii
The District Court of Hawaii has converted its Temporary Restraining Order on the Executive
Ordered related to immigration to a Preliminary Injunction, as of March 29, 2017. The below is

Hawai'i Case
On March 29, 2017, the U.S. District Court in Hawai'i converted its March 15, 2017 temporary
restraining order (which was valid for a maximum of 14 days), into a preliminary injunction,
which will continue to block enforcement of all of Section 2, including the Section 2(c) 90-day
travel bar and the Section 2(e) prospective indefinite entry bar, as well as the Section 6 120-
day refugee admissions bar for the duration of the litigation in the Hawai'i District Court. The
Government appealed the decision to convert the TRO to a preliminary injunction the next day,
on March 30, 2017.
The difference between a TRO and a preliminary injunction is that the preliminary injunction
does not have a set expiration date and may remain in effect while the case is being considered
by the court. This means that the preliminary injunction will continue to block the enforcement
of the Executive Order on immigration unless a court rules otherwise at a later date.

Orientation Assistant Applications for Fall 2017 are now open!
Looking for a fun on-campus job this winter? ISSS is seeking Orientation Assistants
for New International Student Orientation, August 20th-25th, 2017.
The overall objective of an Orientation Assistant is to provide a genuine welcome for
new students and to assist them during the first days of their adjustment to the
University and the Capital District. We consider the Orientation Assistants to be
important members of the program and we expect the appropriate commitment of
time and energy from each assistant.

Change in Full-Time Requirements for Graduate Students,
Fall 2017
The University at Albany has a new policy regarding full-time enrollment for
graduate students. Starting Fall 2017 full time enrollment for graduate students will
be reduced to a 9 credit minimum each semester. This means that graduate students
must register for 9 credits minimum to be considered a full-time student in
accordance with regulations. However, it is important to note that some academic
departments may still request that students register for more than 9 credits in order
to complete the program in a timely manner. As always, you will need to meet with
your academic advisor prior to registration, and you should be sure to clarify how
this change in policy will affect your personal program of study.
Undergraduate students will continue to be required to register for 12 credits each
semester.
Save the Date: International Celebration
The Center of International Education and Global Strategy will host a ceremony for
international students and study abroad students who are graduating, as well as
exchange students and scholars who are returning to their home countries at the
end of the semester.

Taxes Due April 18th, 2017
The Office of International Student and Scholar Services (ISSS) has purchased Sprintax Non-
Resident Tax Preparation Software to assist international students and scholars with filing
their tax returns. Our office will provide you with a tax code to process your federal income
tax return. Sprintax will allow you to process your New York State tax return, at a nominal
cost to you. The Sprintax code will be available on Monday, February 6, 2017. To obtain a
code, please email us at [email protected]
Please include your ID# and employer in this email.
Tax returns are due to the IRS on Tuesday, April 18, 2017. If you didn’t have a job in
2016, you must complete Form 8843. The purpose of Form 8843 is to demonstrate to the
U.S. government that you are eligible for nonresident alien status for tax purposes and
therefore exempt from being taxed on income you may have from outside the U.S. If you
have dependent members in F-2 or J-2 status, a Form 8843 must be completed for each
person, even minor children. You can download the Form 8843 from the IRS at:
http://www.irs.gov/pub/irs-pdf/f8843.pdf . The form must be submitted to the IRS by June
15, 2017. Please contact ISSS if you have any questions.

OPT/CPT Workshop
Graduating in May? You should attend an OPT workshop. OPT takes on average 90 days to process, so apply early! No appointment or reservation is needed, all workshops are walk-in welcome!
Be an International Friendship Partner next semester! Do you want to be part of the UAlbany multicultural community? Do you want to earn credits while
having fun? The International Friendship Partners is a series of programs designed to help both American and
international students make friends with each other. Participants will also learn different cultures and
languages through cultural activities. You can choose to participate in one or more programs listed below:
Open Elections for Cultural Connections Eboard! Cultural Connections is a new and growing student group on campus—and you can be a part of developing it! Cultural Connections has three main goals:
1. To promote cultural cooperation between students on the UAlbany campus and surrounding communities through cultural programming, exchange, and trainings
2. To build a community which advocates for the importance of a global perspective and the needs of a diverse campus, including our population of over 1,900 international students
3. To help members develop leadership skills which will enable them to be better members of the campus and local communities, and also more marketable to future employers
Why should you join cultural connections?
1. A great way to make new friends on campus! 2. Boost your resume and develop your leadership skills to make you a better student, employee,
and global citizen 3. Learn from other students, such as new languages, cultures, and ideas

1) CAREER DROP-IN HOURS FOR INTERNATIONAL STUDENTS: The International Education Office will have a representative available from UAlbany’s career services office every Monday afternoon from 1:00 – 5:00 PM for career-related Drop-In hours. So, if you have questions about how to find a job or internship or if you just want someone to critique your resume stop by the International Education Office on Monday afternoons between 1:00 and 5:00 PM and ask if you can see Ryan for Career Drop-In Hours 2) MY WORLD ABROAD QUICK-GUIDES: International students looking for information on the American job-search process can find lots of information through the “My World Abroad” website here: http://myworldabroad.com/albany. Marking The Moment: The Art of Allen Blagden When: April 1 - 16, 2017

About: Allen Blagden, a distinguished American contemporary realist painter, is renowned for
his paintings of birds, animals, and people, as well as the landscapes of New England and the
Adirondacks. Blagden’s painting style has often been compared to that of Winslow Homer and
Andrew Wyeth. The exhibition includes approximately 50 works, mostly watercolors, which
survey his distinguished career. It coincides with the publication of a new book on the painter by
publisher David R. Godine with an essay by Princeton professor emeritus John Wilmerding.
