INTRODUCTION
A. A Brief History of Plast
The name "Plast" is a derivative of the Ukrainian word "plastun" which is synonymous with theEnglish term "scout". While Lord Baden-Powell successfully built the natural interests and abilities of youthinto an organized world-wide youth movement, it was Dr. O. Tysovskyj, the founder of the Ukrainianscouting movement who adapted the universal scouting principles to the needs and interests of Ukrainianyouth.
Founded in l9ll, during a period of great social and political upheavals in Eastern Europe, theUkrainian scouting movement underwent great adversity during its early history thus developing uniquenational features.
The first scout troops were formed in l9ll in Lviv, the largest city in Western Ukraine, then part ofthe Austro-Hungarian Empire. The movement spread rapidly to the other Ukrainian centers and by l9l3the first Supreme Scout Council "Oseredna Plastova Uprava" had been formed and the first scoutingmanual published.
Shortly after its establishment, the evolution of the Ukrainian scouting movement was disrupted byWorld War I, which brought about the collapse of the Austro-Hungarian and Tsarist Russian Empires.Many Ukrainian youths after participating in scout camps in the summer of l9l4, joined the "UkrainskiSichovi Striltsi" (Ukrainian Sich Riflemen), a volunteer unit in the Austro-Hungarian Army. After l9l8 thismilitary unit fought during the Ukrainian War of National Liberation until l920 when Ukraine was occupiedby her neighbors.
Under Soviet and Romanian occupation all scouting activities were abolished, although under Polishadministration Plast continued to develop rapidly in Western Ukraine despite numerous obstacles. Thereactivated Supreme Council convened the first conference of Plast leaders, conducted training camps,organized the first National Jamboree, started four fully functioning branches within Plast: cubs, scouts,rovers and senior scouts. A fundamental guidebook for scout activities "Zhyttia v Plasti" written by Dr. O.Tysovskyj was published in l92l.
It was at this time that Plast first requested international recognition but this was denied on politicalgrounds. In the late l920's opposition by the Polish authorities seriously impaired further growth of Plastand eventually in l930 the Plast movement was dissolved. Plast continued to flourish in that part of Ukraineunder Czechoslovak administration, maintaining close liaison with the underground scout units in other partsof Western Ukraine.

Small delegations of Ukrainian scouts unofficially participated in the 3rd and 4th World Jamboreesin l929 and l933, attempting to make the world scouting movement aware of the suppression of Plastactivities in Ukraine.
Plast survived the Second World War and began to flourish again in the refugee camps in WesternEurope. By l946 its membership exceeded l0,000 members who participated in regular camps, trainingcourses, jamborees, publishing various publications, including a Ukrainian translation of Baden-Powell's"Scouting for Boys."
Plast became a member of the D.P. (displaced persons) Division of the Boy Scouts InternationalBureau. Delegations participated in the 6th and 7th World Jamborees in l947 and l95l. In l947, SeverynLevytsky (Lewyckyj) (Siryi Lev) was elected the first "Nachalnyi Plastun" in Germany.
After the mass resettlement of Ukrainians in l948-l952, Plast has been reorganized and its branchespermanently established in the United States, Canada, Australia, Great Britain, Germany and Argentina.
The first National Plast Conference was held on 3-5 September l949 in Toronto. The movementdeveloped with the support of the Ukrainian community and Plast acquired permanent training and campingcenters, local and district headquarters buildings. The organization annually conducted numerous campsfor cubs and scouts and published several journals and leaders' manuals.
In l954 Plast organized the Conference of Ukrainian Plast Organizations (Konferentsia UkrainskikhPlastovikh Orhanizatsii [KUPO]) to elect members in the International Bureau (Holovna Plastova Bulava[HPB]) and the International Council (Holovna Plastova Rada [HPR]) whose duties include coordinatingthe programme, giving directives for internal and external administration to all National Executives indifferent countries, commemorating anniversaries, publishing press and manuals as well as maintaininginformal ties with the International Scouting Movement.
In l968, the founder of Plast, Dr. O. Tysovskyj passed away. In l972, KUPO elected a second"Nachalnyi Plastun" (Head Scout), Dr. J. Starosolskyj.
Many Plast alumni are actively involved in Ukrainian and Canadian community activities. Plast hasstrongly supported the Canadian multiculturalism policy, submitting briefs to the Royal Commission onBilingualism and Biculturalism, the Joint Parliamentary Committee of Senate and House of Commons onthe Constitution of Canada and the CRTC hearings on its multicultural broadcasting policy.

Plast continues to exist in Canada and other countries as a Ukrainian scouting movement, requiringthat its participants speak Ukrainian and pursue some Ukrainian studies. Plast has no official organizationalties with the International Scouting Organization and national scouting movements.
B. Present Organizational Structure
The members of Plast consist of boys and girls from seven to twenty-five years of age, who areorganized and conduct their activities in small groups of six to twelve persons. Depending on their age, theyform groups of Novaky-Novachky (UPN), the equivalent of "cubs and brownies" (seven to twelve yearolds); Iunaky-Iunachky (UPIU) "scouts and guides" (thirteen to eighteen) and Starshi Plastuny (USP)"rovers" (nineteen to twenty-five year olds). There are also senior scouts over twenty-five years of age(Seniory - UPS) as well as parents of Plast members (Plast Pryiat) who participate in the educational aswell as administrative operations of Plast.
Plast activities include the conducting of regular weekly meetings of boys' and girls' groups, givingvarious lectures, staging sports events and competitions, organizing hikes and tours, and conducting winterand summer camps.
The Iunaky (age group twelve to eighteen) are responsible for planning and carrying out their ownprogramme with limited assistance from volunteer leaders. The programme for the age group seven toeleven, however, is entirely planned and carried out by youth and adult volunteers, that is Starshi Plastunyand Seniory.
Groups of Novaky form larger units Hnizda (troops) and groups of Iunaky form Kureni (scouttroops) and each is led by a Hnizdovyi or Zviaskovyi (troop master).
These units are administered by city branch offices (Stanytsi). Cities having a larger number ofPlast members form branches, whereas the ones with a small number form Plast groups (Plastova Hrupa).Both branches and groups are administered by Starshy Plastuny, Seniory and Plast Pryiat members, whoare elected for a one year term. Plast operates in the majority of larger Canadian cities. The branches andgroups, directed by their respective local executives, report to and receive directions from the KraiovaPlastova Starshyna (KPS) or National Executive, a policy forming body for all branches in Canada, locatedin Toronto. The National Executive is elected every two years by accredited representatives of all localbranches at National Assemblies. It includes the President, the immediate Past President, twoVice-Presidents, the Secretary, the Treasurer, not less than five or more than fifteen additional members.
The National Executive follows the guidelines of the Holovna Plastova Bulava (HPB), theInternational Bureau, which now is located in Toronto. The HPB is a five-member body elected everythree years at the Conference of Ukrainian Plast Organizations (Konferentsiia Ukrainskykh Plastovykh

Orhanizatsii -KUPO). This conference is held every three years, with delegates from the NationalExecutives of Canada, U.S.A., Argentina, Australia, Germany and Great Britain. At this conference,directives are issued to maintain idealogical and educational unity among the National Executives. Also,the delegates elect the members of the Holovna Plastova Rada (HPR) or International Council, whoseresponsibilities include the monitoring of the work of the HPB.
The titular head of the whole Plast movement is the Nachalnyi Plastun (or Head Scout). This is anhonorary post to which an individual is elected for seven years.
C. The Plast-Ukrainian Youth Association Collection at the National Archives of Canada
The collection was donated in l978-l979 and l983-l984 by the Plast National Executive in Toronto,Ontario. Each volume is a box containing 20 cm of files. A modified Library of Congress system ofUkrainian transliteration is used in this finding aid, however, some personal names, titles and wordspreviously transliterated according to other systems were left in their original form.
This archival collection is a primary source of information for researchers interested in theorganizational history of a major Ukrainian community organization in Canada. The collection containsinformation on the founding and evolution of one of the more active Ukrainian youth organizations,established by immigrants who came to Canada after the Second World War. This youth organization asmost ethnocultural associations in Canada has been confronted with the problems of assimilation, culturaland language retention and this archival collection provides information on the responses to these and otherchallenges to its continuing existence.
The archival collection also contains information that may interest researchers and historians in thearea of local Ukrainian community history in Canada.
The organization of this collection was made possible through the financial assistance of theCanadian Institute of Ukrainian Studies, University of Alberta, which co-sponsored the Ukrainian ArchivesInternship Program at the National Archives of Canada in l984 and l985.
