Dear Sir or Madam,
most of us regard it as a matter of course, that we live in peace with each other in Europe today. In this respect the European process of integration is a tremendous and admirable story of success. At the same time bad and very worrying developments dominate the news on Europe: debt crisis, high unemployment rate in some countries, rising numbers of refugees, increasing extreme right-wing tendencies, widening gap between poor and rich people. Solidarity between the European countries, but also between people in the European countries and across national borders is the glue that keeps Europe together.
Being the social pillar of the Catholic Church Caritas is active on behalf of the social cohesion, the promotion of solidarity and the communication of Christian values in Europe. Caritas is also an important and strong stakeholder in the provision of social services. Simultaneously coordinating activities on the European level in the policy fields of social, family and educational affairs increase; the scope of the law of the single European market increasingly effect social services; and the clients and workers become more international in the EU member states. In order to be able to contribute actively to the European process and to react constructively to the challenges of the social systems in Europe, staff and organizations of Caritas need to develop and strengthen their European competencies.
The project „CAPSO: Caritas in Europe – Promoting together Solidarity“ helped that participants learned how the social systems work in other countries, what role Caritas takes in the different systems and on the basis of which tradition, history and structures Caritas works. In the study visits the participants learnt to transfer the European perspective and European knowledge into their daily working life. They now can give impulses to their employed and voluntary colleagues how to think and act in a European dimension.
The sending and hosting project partners have become part of a European network of Caritas organizations that have proven interest in European exchange. All partners got access to the contact list of the participating organizations and can use this for their future European cooperation. The transfer of knowledge took place in both directions between hosting partners and participants. On the basis of the study visits intensive contacts have been developed in many cases that last to this day.
We are happy about the success of the project and want to thank all participants, hosting organizations and sending organizations including the employing organizations of the participants without who the project would have not been possible.

Project Description
Project name: CAPSO: Caritas in Europe – Promoting together Solidarity
Project duration: 01.06.2013 – 31.05.2015
EU-Program: Program for lifelong Learning - Leonardo da Vinci – Mobility
In cooperation with Caritas Berlin and Caritas in North Rhine-Westphalia the Association of Caritas in Bavaria sent 30 Caritas workers from Germany to Caritas organizations in 20 different countries of the EU program for lifelong learning between June 2013 and May 2015. Each participant spent two weeks in the hosting organization for learning purposes. A list of study questions helped the participants to explore Caritas and the social system in the hosting country.
The participants learned how the social systems work in other countries, what role Caritas takes in the different systems and on the basis of which tradition, history and structures Caritas works. Due to the study visit the participants integrated the European perspective and European knowledge into their daily working life. The project offered opportunities to the participants for intercultural learning and learning in a foreign language. They now can give impulses to their employed and voluntary colleagues how to think and act in a European dimension.
This publication describes the study visits of the participants and their learning experiences as
well as the project network. It is meant to give insight in the diversity, the common ground and
the differences of Caritas in Europe. This publication shall also contribute to an increase of
knowledge of Caritas in Europe and to a greater interest in exchange and cooperation.
The order of the presented study visits follows how the hosting countries appear in the alphabet in German language. In some cases two or three participants stayed in a team or one after another in a sending organization. Sometimes two hosting organizations provided the program of a study visit in cooperation.
The information on the hosting organizations and the hosting countries in this publication is based on the feedback of the participants. The publication does not claim completeness.

Short description of the sending organizations
Landes-Caritasverband Bayern
The Landes-Caritasverband Bayern (LCV) is the association and representation of the Catholic Caritas in Bavaria. It is recognized by the Bavarian bishops. The LCV exists since 1917 and is located in Munich, Germany. About 30 employees provide coordinating, lobbying, supporting and training services to all Caritas organisations in Bavaria for the diverse fields of social services: services for seniors, migration/integration services, services for people with disabilities, services for unemployed people, children and youth services, early childhood education, European issues, etc. As umbrella organisation the LCV is responsible for the coordination of Caritas activities, for information and counseling of its member organisations with regard to professional, organisational and economical questions, for quality assurance and quality development issues, for the representation towards churches, economy, politics and society, and for political lobbying. The LCV represents more than 6.000 services and about 90.000 professional staff members in Bavaria.
Caritas in North Rhine-Westphalia
Five Diocesan Caritas organizations (Aachen, Essen, Köln, Münster, Paderborn) are located in the most populated Bundesland North-Rhine Westphalia. Together they form Caritas in NRW. As umbrella organization Caritas in NRW represents 8.000 services and institutions. About 200.000 employed staff members and 150 000 volunteers do the work in Caritas. They care, educate and counsel more than a million persons per day.
Caritasverband for the archbishoperic Berlin e. V.
According to its statutes the Caritas organization for the archbishopric Berlin is an advocate and a partner for disadvantaged people. It promotes participation, provides social services and fosters civil engagement. The guideline for the organization`s action is to protect the dignity of human beings and to support living together in solidarity. Caritas Berlin helps persons in need on their way to equal opportunities and to an independent and responsible life. As advocate and partner for disadvantages people it gains attention for their issues and worries, supports them to exercise their rights and fights against societal and political developments that lead to discrimination and exclusion. Caritas Berlin functions as umbrella organization in the group of non-statutory welfare organizations in the Bundesländer Berlin, Brandenburg and Vorpommern. About 650 employed staff members and numerous volunteers offer professional services to all persons regardless of nationality, religion or philosophy of life.

Characteristics in the social context of the hosting country
In Bruxelles a lot of people live illegally as well as a large number of people who have applied for asylum. The number of people who slip into poverty or who have not got a minimum standard of subsistence or health insurance increases. Due to the small size of the country and the lacking possibility to hide in the surrounding area, a lot of undocumented migrants live in Bruxelles. In a very confined space the discrepancy between rich and poor is extremely visible. Also, tensions between cultural groups can be seen in the multicultural diverse city.

Bruxelles in three words: politics, poverty, migration.
The poverty of a lot of people and the large number of (illegally) immigrated persons are a strong contrast to the people working for the EU institutions and the glass palaces of the EU.
Caritas Belgium is socially committed and tries to fight against poverty with practical and concrete help. 80 % of the Belgian citizens are Catholic. But only a few take notice of Caritas.

CAPSO Learning Experience
Because of the different places and conversations with people from different social milieus and classes I gained a comprehensive picture of the country, especially of the social and political situation. I got an intensive impression of social work in Bulgaria and experienced the problems that NGOs and especially Caritas have to fight against. During my stay I witnessed interreligious dialogues between orthodox Catholics and Catholics of the Eastern Church. That impressed me deeply and sustainably on a religious level.

Characteristics in the social context
of the hosting country
Caritas tries to get project funding for specific social problems that are not covered by the public system. Mostly the financial aid comes from abroad or from the EU. The Christian values and the needs of the people are the baseline for the work of Caritas in Bulgaria. The religious bond is shown differently in different institutions.

With regard to political and social influence Caritas in Sofia/Bulgaria is a lot less powerful than Caritas in Germany. The work of Caritas is set up in similar ways, but on a totally different level, because the difficulties and the impoverishment are a lot larger in Bulgaria. The commitment of the colleagues is based on the commandment to love one`s neighbor and great enthusiasm.

Bulgaria is a country in that the socialism has destroyed many structures of the Church and in consequence also helping structures. Possibilities for Caritas and the churches to take influence on politics and the social systems are still very limited.

Central social problems are youth unemployment, long-term unemployment (50+) and the consumption/abuse of alcohol. There is also an acute refugee situation. The economic crisis changes the society. Quote of the partner: “The people are tired of the welfare state. They do not want to be equal any longer. As a consequence of this a battle for wealth increases. A lot of people do not want to renounce their privileges and organize private services.”

CAPSO Learning Experience
In Jyväskylä I got the chance to join as foreign participant an art project in a multicultural center. People from Africa, China, Japan, Russia and Afghanistan joined the group. It was a special learning experience for me to be part of a group that is not unified by one common language and that represents different cultural backgrounds. Together we tracked our traces and spoke about memories of our childhood. Then each person created a symbol for his or her own memories. From that a common piece of art work developed. Although we did not share a common language, we could communicate with each other. This was possible because of attention, respect, time for translation and the use of symbols, hands and feet.

Due to the previous French colonies and today`s Departments overseas a lot of people with migration background live in France, especially in the Southern regions.
The Church and the State work totally separately from each other. In the region Gard no project was financed by public funds.

The low-barrier activities, e.g. the creative group work, were inspiring to me. You could join the activities without focusing immediately on the solution of a problem. From my perception the person was in the foreground and not the solution of a potential problem. The involvement of volunteer workers with increased responsibility was not simple, but very interesting. It rewarded the individual volunteer with greater esteem, but it also requested a lot of the volunteer.

28 % of the Italian families are heavily indepted (Bank of Italy, 2012). A state system for the protection against poverty and hardship barely exists. If necessary the family system needs to help. Possibly the church helps out via Caritas. Services and subsidies of the state are: support and relief for the elderly (Contributi e agevolazioni per gli anziani), support in case of poverty (Povertà), financial aid for families (Assegno familiare) and maternity grant (Assegno di maternità).
The situation on the housing market: "There is a right of housing“, but there are not enough council houses ("Casa popolare"). Many Italians still live as married couples with their parents because of the shortage of affordable housing.
In consequence of the global economic crises since 2008 a high unemployment rate across the entire society developed (new poverty). The high number of unemployed young people with good qualification and academics is especially dramatic.
The number of people who leave Italy to seek employment increases constantly.

The project „Il Trapezio“ strengthens unemployed people or people in mental and financial hardship to (re)gain competences. They get help to help himself/herself, so they can later act as mentors for people in need and support them on their way to a self-determined life. A participant said: „Before I needed to rely on help and support for myself and now I can help others.“
Professional and volunteer staff members get the motivation for their services from the Christian mission to love one`s neighbor. The membership to the Catholic community and the relation to and the solidarity with people in need are carrying forces. The Christian value to love one`s neighbor, the respect of human beings and the solidarity with people in need stand in the foreground. The work in the parishes and the work of Caritas are strongly linked.

The social security system in Croatia is provided by public institutions. Caritas offers, like other providers (e.g. Red Cross), additional services.
The Caritas organisation for the diocese Zagreb is set up as a service provider in many fields. This is very visible in the in the service of conveying donations in kind. In other fields the charitable work follows the principle of help for self-help.
Caritas reacts to social problems in Croatia by expanding relevant services and by implementing diverse projects. At the moment impending homelessness is an urgent issue in Croatia. Caritas Zagreb is trying to set up a network for homeless people together with other providers.

Luxembourg is changing. After 18 years the government changed and as a result of that a paradigm shift occurred. Only in 2015 did the church and state officially separate. Social problems are increasing in this rather affluent country. Currently the focal points are the increase of homelessness, especially of people with mental disorders, the refugee situation and the increase of poverty and inequality in general.
Life risks are well covered by legal insurances (and their high public subvention) and state benefits. Exception: social welfare is only paid from age 25 onwards.

Due to its history, life and work is multicultural in Luxembourg. The Caritas Foundation quickly picks up new social flashpoints and creates a discussion forum that politicians like to fall back on. From that the Caritas Foundation develops new ideas and projects.
In the Foundation Caritas staff members with different nationalities and diverse professional backgrounds work together. Unorthodox and intransigent thinking is welcome.

Due to the long suppression of religious groups during the Soviet regime, churches’ popularity is increasing among believers and are seen as anchor for society. Pluralistic society is not affecting the work of Caritas – for this Caritas is too small.

At Caritas Latvia only three paid staff members work very effectively, especially in the field of counselling and the training of volunteers. Caritas Latvia follows the model of how the non-statutory welfare system was built in Germany.
The interconnectedness between the different providers (church-based or not church-based) is good even without official structures.
A personal highlight was the participation in the Caritas pilgrimage from Riga to Aglona (cross country through Latvia) for the big festivities in honour of the Assumption of Mary.

Caritas and the Catholic Church are still supporting pillars in the Maltese society. Caritas tries to retain political influence by maintaining close contact with politicians.
My experiences were rich and manifold. The workers at Caritas Malta are very committed and competent. Beside our well-developed professionalism and structures we could benefit from a good dose of the Maltese Caritas attitude.

More people work for Caritas in Germany than people live in Malta.
Due to insufficient public refinancing in many cases, fundraising, EU funds and the money of the church are very important.
Overall Malta seems to be more catholic than Germany.
Traditionally, the position of the Catholic Church is very strong, but this is changing along with societal changes.
Since the 1990s an enormous drive of modernization in the Maltese society with economic and social consequences (changes and problems) has occurred.
Malta faces enormous and continuously increasing numbers of refugees in the Mediterranean Sea.

- provision of services to homeless people in specific quarters of Vienna in the „Canisibus“: Although I have got some experience in this working field, it was very impressive how empathic and person-centered colleagues got in contact with the clients. The bus is a real place for genuine encounter between people.
- visit of the „FrauenWohnZimmer“, the first day center for women in Vienna: women can come and go according to their individual rhythm of life. The house is protected and free of men. The women receive respect for their life history and their experiences.
- visit of the „Zweite Gruft“: This is a day center for homeless national and foreign residents. There is an emergency shelter and professional counseling. The accommodation is exclusively financed by donations.
- Altogether it was very inspiring to see that there are high quality services and projects that are not always financed through public funds. Each of the examples above has increased my horizon of experiences.

Caritas Vienna does not use the cross of flames but the words „Caritas & You“ as its logo. Caritas deliberately goes without the cross of flames, because it wants to encourage the Austrian citizens with the text logo to get actively involved in different ways instead of remaining in a passive role. That is the reason for the subtitle of the program: „Everybody can work wonders. Everybody who believes in wonders“. The decision to concentrate on a text logo is the result of a long process of discussion and profiling.
Strategic unit for innovation: Caritas Vienna has got a strategic unit for innovation. Social innovation is not an end in itself for raising funds, but it is clearly implemented as strategic goal. The social business project of the refugee hotel „Magdas” is a product of this unit.
youngCaritas: youngCaritas in Vienna looks back on ten years of development. The projects, activities and the work with children and young people show how you can foster social awareness and involvement especially in the field of information and education.
Fundraising and sponsoring: In many cases the social projects of Caritas Wien are financed by fundraising and sponsoring activities. Even if no public funds are allocated to a social issue, it does not mean that a social project can be financed by donations or private funds.

Social and charitable services are not subject to the social market and therefore do not face pressures of competition and the need for absolute cost coverage. Monetarisation is not predominant in the services. The highly professional department for communication with its diverse materials and ideas was very impressive. Caritas goes completely without the cross of flames logo. It tries to win support with its name and the word „DU“ (you). The Caritas logo with its colour system has a modern effect, expresses its spirit and creates a high recognition factor at the same time.

Caritas presents itself as modern, youthful and appealing. The images and the striking sentences stay in your mind, have a lively effect and shine brightly.
Caritas in Oberösterreich runs several SPAR supermarkets as integration companies in a franchise model. This way two birds are killed with one stone: Caritas is a competent provider of supplies in the close environment and at the same time Caritas can offer attractive job training places to young people with impairments according to the right to equality of opportunity.
Regionalcaritas, a strategic unit, functions as a seismograph that perceives issues and needs in the regions and communicates these back to the organization. In addition to that Caritas is an important link to the parishes and is responsible for the creation of and the qualifications pertaining to voluntary work.

Characteristics in the social context of the hosting country
A lot of people have family members and friends who live in Germany. Some are sceptical about the length of time young, qualified people remain in Germany.
The work of many women in the field of elderly care in foreign countries is seen critically. However, at the same time it is accepted as necessary income for many families. People report on the burden for families, especially the affected children.
The main problem in Poland is the high unemployment rate, the low salaries and the increasing prices. The gap between poor and rich people is very large. The so-called middle class is very small and it is very hard to get out of social hardship without external help.

People perceive the support of Germany and the EU as positive and accept it. The reconciliation with the West is wanted.
As Caritas has only been active in Poland since 1988, Germany to a certain extent ahead in terms of professionalism, standards and quality development. Current issues in Germany like inclusion, „Sozialraumorientierung“ and dezentralization are not present in Poland.
The stay was a very positive experience. The insight into an EU member state whose social welfare system is still under construction, and the insight into the structures and daily work of a growing Caritas were very interesting and stimulated reflection. Occupying myself with the host country and the stay in Poland motivated me to read about the common history and to reflect on it.

I clearly noticed that the Caritas workers in Katowice had to do a lot less paperwork and less work on the computer than we do. The work with the people on site was much more important. Caritas in Poland is very close to their clients and works in majority for the people and the social result.
My personal highlight was the use of different foreign languages. Due to the stay I could improve my foreign language skills. Almost every day I used two to five different languages what was a great pleasure to me. Nowhere else have I spoken so many foreign languages at the same time.

700,000 people are unemployed but only 300,000 receive subsidies. Many people are supported their family networks, which still exist in Portugal. A lot of people have too much debt. Between 36 und 39 per cent of young people leave the country (huge „Brain-Drain“). During the last years 250,000 to 300,000 often highly qualified and academic trained people left the country and emigrated. Salaries dropped significantly during the crisis and companies increasingly offer temporary contracts instead of solid working contracts. People of 45 years and older have also been hit by the crisis. Their jobs do not exist anymore. Suddenly different qualifications and competences are needed. Simultaneously, retirement age was raised. The taxes increased significantly. This situation is dramatic for those who earned only the minimum necessary for survival. Now people save money, e.g. with regard to electricity, food, or they incur new debts. Caritas observes the increase of psychic disorders caused by increased pressure in the workplace, and hence also bigger problems in families. People have lost trust in politics and economy.

Caritas Eparhial Oradea is a fairly new Caritas organization that has only been in existence for 10 years. In this short time Caritas has developed clear goals and solid structures. My accommodation during the stay was in a social center that incorporates a canteen for about 40 homeless people including counselling and a care service in the afternoon for children of Roma families. Thanks to the numerous volunteers who contribute according to their capabilities, Caritas benefits from access to parishes and society in general.

I returned to my work full of impressions and experiences of the work of Caritas Eparhial in Oradea and of the life in Romania. It is like a huge bunch of flowers of kindness and warm hospitality that has grown inside me. I have also been enriched by the information and the insight into the practical work which impressed me over and over again.
It is remarkable how the 12 staff members of Caritas Eparhial manage to target gaps in the state system of supplies together with responsible persons of the municipality and the region Bihor, and how they find complementary services in the sense of the new Caritas. Caritas has a direct impact on the people, but also socially and politically.

In this small country there are 6 dioceses and 6 Caritas directors. The Caritas directors are priests or theologians. The majority of the directors are still quite young. Caritas has only existed in Slovenia since 1990. Services of Caritas as a non-statutory welfare organization are admitted reluctantly. Sometimes the admission is even denied. Youth unemployment, a lack of financial security for seniors, small public subsidies for those in need and a lack of housing security are the big challenges for the social security system.

Although I did not speak the language, it often felt very familiar. In the social service that exists in every diocese in Slovenia, it was like in my agency at home: long queues in front of the door and things in the room that get handed over to clients. I did not expect it to be so similar to Germany or that the financing too would be comparable to Germany: 80% publicly funded and 20% self-funded. The close contact to the Church and the direct work with the Church was something new to me. In many units people prayed before work.

CAPSO Learning Experience
I could sense an increasing attitude of rejecting German policy and antipathy towards Germany. I also encountered the idea that everything is better in Germany. I was surprised how strongly Spain suffers in fact from the crisis and how much impact restrictive policy has on human rights.
Caritas Menorca brings the mission and the vision of Caritas to life. In Germany the aspect of service provision and of efficiency are often the focus. Also, Caritas Menorca is very active in the field of ecology and sustainability.

Caritas Spain observes the economic and social development very carefully. Its institute „Fundación Foessa“ analyses the consequences of the crisis and produces an annual report on it. This report is well read and respected by the Church, but also by political parties, NGOs and embassies of foreign countries.
The consequences of the crisis have changed the work of Caritas in the diocese of Leon. Everybody realised that the challenges could not be overcome by professional workers alone, but that the commitment and the contribution of volunteers and civil society were needed. Cooperation between volunteers and paid staff happens on eye-level and with great mutual respect, and not on the basis that the two groups need each other.

Caritas wants the staff of the counseling services for foreigners and migrants to be under police protection, because the working assignments can become dangerous.
There are very few services for homeless people.
The work with people with mental disabilities faces big challenges. During communism there were large public institutions for up to 300 persons that were often located in old palaces far from cities and villages. Currently smaller institutions for 15-70 persons are emerging.
The different access to funds for social services is a problem. Social services that are run by the state, the district or the city are financed differently than the social services of non-governmental organizations like ecclesiastical legal entities, civil associations or natural persons that receive voluntary grants.

Material aid like furniture, household contents and clothing belong naturally to the help system. Coupons from public authorities are the basis for the cashless distribution system. Goods are also handed out for a small payment. In the centre for social rehabilitation women who were unemployed for a long time work at the issuing counter for clothing. I was impressed how lovingly they present and sort the clothes – exactly like in a good department store.
Caritas speaks out for a farewell with dignity and by organizing funeral and memorial services. Caritas works against the tendency to simply pick up the urns and bring it to the graveyard without any ceremony.
With 836 of 1238 registered social services Caritas is the biggest NGO in the social sector in the Czech Republic. The second biggest NGO is Diakonie with 130 services.

Hungary exercises a very restrictive approach to disadvantaged people and minorities. Officially Hungary has 200,000 strong Roma population. Vadasz Balint from Caritas in Hungary says: “We need to face the fact that approximately 10% of the population is less qualified and lives in poverty. For these people we need to develop long-term solutions keeping the balance between positive and negative discrimination.“ The preferential treatment of this ethnic minority provokes the resistance of the Hungarian population. The discrimination of this ethnic minority provokes the criticism of Brussels. Besides, there is a lack of positive role models in many Roma families, e.g. adults who have a steady job. Small projects could break through this vicious cycle. An educational offensive would be very important that qualifies elementary teachers and educators and prepares them for the work with Roma people.

Caritas in Hungary focuses its services on immediate help, help for over-indebted families and help for persons with addiction problems, which is still under development. For the training of the volunteers Caritas in Hungary has developed specific training modules.
On the diocesan level and the level of the parishes Caritas provides immediate help by distributing clothing, furniture and other supplies, and also school equipment. Caritas organises encounter and visiting programmes for elderly people and singles and recreational programs for children and youth during the 10 weeks of summer holidays. In addition Caritas contributes to the relief system for the victims of flood catastrophes which occur in the Danube region approximately every 4 years.

Characteristics in the social context of the hosting country
Among a variety of social problems two problems are especially urgent. Precarious employment conditions are an important issue. Many people work for a salary that does not provide for a sufficient standard of living. Although there is a minimum wage, this minimum wage is £6.50 and below the living wage which is £7.85 and £9.15 in London. Some employers like CSAN pay the living wage on a voluntary basis and can be certified as „Living Wage Employer“. The second urgent problem can be called “housing and homelessness”. Studies show that in the U.K. many people save food and other essential supplies in order to be able to pay their rent. Many even have no stable housing situation at all. Extremely alarming is the situation in London where experts speak of an acute housing crisis.

Noticing many differences in structures and size of our organizations it is very enriching to experience that we do our Caritas work based on the same Christian worldview. We should profit from this common ground by European exchange and cooperation.
