This handbook is published for the exclusive use of Minnetonka Power Squadron members in the conduct of squadron business. Any other use is not permitted.

Commander’s Welcome

Welcome Aboard! On behalf of your Executive Committee, and all of the Officers of your Squadron, I would like to welcome you aboard the Minnetonka Power Squadron 2009-2010 watch year.

The Executive Committee has a tremendous year charted for our Squadron: social events, classes, and civic activities. Please take advantage of these opportunities. We need your participation and your help.

The United States Power Squadron is dedicated to safe boating through education. As we move through the year, I am asking all of our members to promote this philosophy and encourage fellow boaters to take a boating course and practice safe boating techniques. As a current member, I also ask you to enroll in one of the many courses that are offered exclusively to Squadron members, starting off with Seamanship.

The Minnetonka Power Squadron has a long history and has played a significant role in promoting safe boating in the area. I am proud to be the 48th Commander of this Squadron, and I look forward to a productive watch year with you.

Minnetonka Power Squadron2009-2010 GoalsEducation:

1. Increase the number of graduates of our public boating classes.2. Increase the percent of members taking advanced grades and

elective courses.3. Increase the percent of members who have taken Seamanship. To accomplish this we will advertise and use ideas from the PR department team, the executive committee, and members.

Civic: 1. 100% increase in participation in community parades.2. Increase the percentage of Vessel Safety checks to members.3. Increase the percentage of Vessel Examiners.4. Increase Vessel Safety checks 10%.

Fraternal: 1. Increase the camaraderie and participation among members.2. Increase squadron communication among members – getting

USPS Goals for Squadrons

Objectives for United States Power Squadrons

To selectively associate congenial persons of good character having a common love of yachting as a nationwide fraternity of boaters.

To encourage and promote yachting, power and sail, and to provide through local Squadrons and otherwise a practical means to foster fraternal and social relationships among persons interested in yachting.

To encourage and promote a high amateur standard of skill in the handling and navigation of yachts, power and sail.

To encourage and promote the study of the science and art of navigation, seamanship and small boat handling.

To develop and promote instructional programs for the benefit of members.

To stimulate members to increase their knowledge of and skill in yachting, through instruction, self-education and participation in marine sports activities and competition.

To encourage its members to abide by recognized yachting traditions, customs and etiquette.

To render and encourage its members to render such altruistic, patriotic or other civil service as it may from time to time determine or elect.

Membership Requirements & Types

RequirementsTo qualify for membership in United States Power Squadrons, you must meet the following requirements:

1. Pass an exam approved by the Operating Committee of USPS.2. Be at least 18 years of age.3. Be able and willing to contribute time, energy and skills to the

objectives of USPS and the Minnetonka Power Squadron.4. Be accepted by the Squadron Executive Committee.5. Have paid all applicable entry fees and dues

USPS, its districts, squadrons and members shall at all times observe all federal, state and local Human Rights Laws, regulations and ordinances applicable to any USPS activity, procedure or practice. At no level, National, District or Squadron, may any person be refused membership, denied office or be prevented from participating in any activity because of any fact or circumstance which would identify that person as one of a protected class of individuals under the Human Rights Laws, regulation or ordinances of any governmental jurisdiction where the person resides or where USPS conducts business.

Educational OpportunitiesAdvanced Grade Courses

Advanced grade courses may be taken in any order, but it is strongly recommended that S-P-AP-JN-N sequence be followed. A grade of S or P will be awarded on completion of either of that course. However, the grade of AP or above will not be awarded until the completion of all previous courses.

Courses are usually held weekly. However, schedules may be modified as agreed between the instructor and students. A number of the courses are modular, and it is not necessary to complete the entire course at one time, though it is highly recommended. The grade for that course will only be awarded upon completion of all modules.

Seamanship (S) 101 & 102 (6-7 Sessions)Building on the basics taught in the various boating courses, Seamanship is the recommended first course for new members, both power boaters and sailors. Students learn practical marlinespike, navigation rules, hull design and performance, responsibilities of the skipper, boat care, operating a boat under normal and abnormal conditions, what to do in various emergencies and weather conditions, nautical customs and common courtesy on the water. This course provides a needed introduction to the USPS Educational Program and a strong foundation for members going on to other Advanced Grades courses and/or Cruise Planning or Sail.

S101 and S102 are required to achieve the grade of SEAMAN. This is the only Advanced Grade course that discusses the operation of small boats and provides the foundation for a rewarding educational experience for new and current members. Either module can be taken first, but S101 SEAMANSHIP is recommended.

Piloting (P) (10 weeks)The Piloting course is an exercise oriented, hands-on experience in the classroom that will prepare the student for a single comprehensive open-book exam at the end of the course. Emphasis will be on the use of Global Positioning System (GPS) for determining position. There will also be emphasis on the use of paper charts for planning, integration with the GPS system, how to navigate using GPS and how to navigate in the event of an electronic failure. The student will also be introduced to digital charting. While the traditional paper chart will be used for plotting a course as part of the final exam, the chart itself will not be graded.

Advanced Piloting (AP) (10 weeks)The Advanced Piloting course is an extension of the piloting techniques learned in Piloting as might be used in extended coastal cruising. Advanced Piloting will build upon the skills learned in Piloting, but the material presented will not be redundant. There will be continual emphasis on the use of electronic navigation tools including GPS, chart plotters and personal computers. The first module will explore piloting under challenging conditions. The second module will present piloting with tides and currents. Electronic tide charts will be referenced, and the rule of twelfths taught. The old tide tables will not be used. A single comprehensive open-book exam will be given at the end of the course.

Junior Navigation (JN) (4-6 months)Junior Navigation is the first of a two-part program of study in offshore (open coast) navigation. It is designed as a practical, how-to-course, leaving the theoretical and more advanced techniques for the Navigation Course. Subject matter includes: basic concepts of celestial navigation; how to use the mariner’s sextant to take sights of the sun, moon, planets and stars; the importance and techniques of accurate time determination; use of the Nautical Almanac; how to reduce sights to establish lines of position (LOPs); and the use of special charts, plotting sheets and other navigational data for offshore positioning and passage planning.

Navigation (N) (6-8 months)This is the second part of the study of offshore navigation. It further develops the student’s understanding of celestial theory. The student is introduced to additional sight reduction techniques and develops greater skill and precision in sight taking, positioning and the orderly methods of carrying on the day’s work of a navigator at sea. Of particular interest and importance is the study of offshore navigation using minimal data and/or equipment, such as when on a disabled vessel or lifeboat.

Elective Courses

There are no prerequisites for any of the squadron’s elective courses, and they may be taken in any order. Indicated course lengths are estimates and are subject to modification by instructor.

Cruise Planning (CP) (4-5 weeks)Designed for members who plan to cruise for just a day or for a year--in either a sail or powerboat--this course covers the following topics: Cruise Preparation and Planning, Boat and Equipment, Anchors and Anchoring, Security, Chartering, Cruising Outside the United States,

Crew and Provisioning, Voyage Management, Communications, Navigation, Weather, and Emergencies. The manual includes a twelve-month cruise planning timeline. The course is non-modular with one final exam.

Engine Maintenance (EM) 101 & 102 (8 weeks)EM 101, Basic Engine Maintenance, provides information about marine propulsion systems, basic engine principles, engine components; controls, instruments and alarms; marine engine maintenance, and steering systems. There is chapter on winter storage and spring servicing that includes a 25-step winterizing checklist. An 11-page glossary concludes the student manual.

EM 102, Advanced Engine Maintenance, delves into cooling and exhaust systems, lubrication, fuel and air induction systems, ignition systems, electrical and starting systems, power trains, and troubleshooting. The last chapter is on emergency repairs afloat. An 11-page glossary concludes the student manual.

Instructor Development (ID) (3-4 weeks)This course deals with effective communication for speakers and teachers--a quality those benefits the individual in all walks of life. It offers practical instruction in: preparing for teaching assignments; preparing for meeting presentations; effective teaching techniques; conducting efficient meetings; and selecting and using audiovisual aids.

Marine Electronics (ME) 101, 102, &103 (8 weeks)The Marine Electronics course consists of three modules:ME 101, Boat Electrical Systems;ME 102, Marine Radio Communications, andME 103, Marine Electronics for Navigation.There are no prerequisites for any of these modules: however, it is suggested that a member take ME 101 before taking ME 102. All three modules must be successfully completed to receive credit for Marine Electronics.

Sail (SA) 101 & 102 (6-8 weeks)SA101 - Introduction to Sail - This course teaches basic elements of sailing, including terminology; sailboat rigs & sail plans; boat design & hull types; sails, standing & running rigging; boat, true, & apparent wind; leaving & returning to dock; sailing upwind & downwind; marlinespike for sailors; basic sailing rules.

SA102 - Advanced Sail - This course teaches forces, stability and balance; sail trim; tuning a rig; steering & helmsmanship; spinnaker handling; heavy weather sailing; survival in storm conditions; safety

procedures; racing & race management; complete navigation rules for sailing vessels.

Weather (WX) 101 & 102 (14 weeks)This weather course will furnish basic weather knowledge for safer and more enjoyable boating. The student will learn to make weather predictions based upon observations of the sky, upon barometer and wind information, as well as weather data provided by maps, satellite images, and radio and TV broadcasts. WX 101 and WX 102 use a USPS supplement manual together with The Weather Book from USA Today (second edition, 1997) as the textbook. WX 101- Basic Weather topics include: Effects of Heat and Cold; Wind and Pressure; Storms and Fronts; Rain, Humidity, and Fog; and Floods, Droughts, and Winter Precipitation. WX 102-Advanced Weather- topics include: Thunderstorms and Tornadoes; Tropical Weather; Atmosphere and Clouds; Forecasting; and Climate. A PowerPoint or jpeg slide set of cloud formations is available for downloading from the Weather website

Additional Educational Opportunities

Global Positioning Systems SeminarThis seminar is designed for the beginning GPS user who wants to become thoroughly familiar with how GPS works and develop the skills and knowledge to use GPS confidently on the water. No formal navigation training or chart experience is required. This is a hands-on seminar, and it is suggested that the student bring a hand-held GPS unit to class if they have one. The seminar includes the USPS GPS Learning Guide.

CPR/AED Training CertificationDepending upon interest and instructor availability, the squadron will offer training in cardio-pulmonary resuscitation (CPR) and the use of the automated external defibrillator (AED). Upon successful completion of the one-day training seminar, the student will be Red Cross certified.

Leadership Development Program (Operations Training-- OT)This 3 hour program covers leadership, communications and motivation and is meant to present workable tools for a practical approach to squadron leadership. It provides a means of identifying and choosing the proper course of action in using situational leadership and various leadership styles.

These Learning Guides are available to both members and non-members and are designed to extend knowledge in boating-related fields. They may be ordered through the squadron, or directly from USPS Headquarters. There are no prerequisites and no fixed order of study. How to Fly FlagsThis guide provides descriptions and graphics of how to properly display and fly flags.

Introduction to SailingA basic introduction to sailing techniques, sailing terms and sail handling.

Introduction to Navigational AstronomyA non-technical step-by-step introduction to the wonders of the night sky as it relates to navigation.

Knots, Bends, and Hitches (Marlinspike)Excellent step-by-step instructions and diagrams on knots, ties, hitches and bends.

OceanographyThis is a great introduction to the ocean environment through a discussion of tides and waves, the chemistry of sea water and topography of the ocean floor.

Plotting & Labeling StandardsDescribes nautical plotting and labeling techniques and provides recommended standards for navigational use.

Predicted Log ContestsTechniques and advanced procedures for winning a predicted log contest.

RADARThis course includes the principles of radar, selecting the right one for your boat, navigational system integration and where radar is going in the future.

Sight Reduction MethodsSelf-study the reduction of sights to lines of position through: Law of Cosines using a scientific calculator, Nautical Almanac Tabular method, Modified Ageton, HO-229 and HO-249.

Skipper-SaverThis guide teaches basic boat handling to enable the first-mate to handle an emergency when the skipper is disabled.

Water SportsThis is a how-to guide for water-skiing, board sailing, and personal watercraft.

Basic Knots CDIn cooperation with Beutner Multimedia, USPS now has three CDs available that effectively demonstrate marlinspike techniques. The Basic Knot CD is packaged with two different colored pieces of light nylon line that help show when a knot (like the square knot) is correctly tied. The demonstrations are well done and will be a terrific addition to the marlinspike reference library.

Onboard Etiquette

When visiting another’s boat it is an inviolable custom to ask permission to board. One should not enter a boat unannounced any more than he would enter another’s home without knocking. “Permission to come aboard?” is routinely heard throughout yachting circles among even the closest of friends and implies no specter of stuffiness whatsoever.

Only soft-soled, non-scuff, non-skid shoes should be worn on board, both for safety and for protection of the decks. Guests who present themselves in hard-soled shoes or high heels may be courteously asked to remove them; but be mindful that stocking feet, while harmless to the deck, may not afford any surer footing than the shoes that were removed.

It goes without saying, “the captain’s word is law” – figuratively if not always literally. When in command of his vessel, the skipper is legally responsible for the safety of all on board; thus his directions must be assiduously followed. It is well to mentally anticipate his needs, but guests and crew must never act without specific instructions. For instance, never cast off a line until told to do so; don’t even swab the deck unless that’s your job or you’ve asked first!

A member’s boat, whatever the size, should be kept ship-shape. Space is at a premium on board and there is seldom room for clutter. When lines are taken in, they should be stowed in their proper place or laid out temporarily to dry. Fenders should be removed and stowed immediately after their usefulness ends. All items of gear, whether for navigation or convenience, should be returned to their proper location after use so they not only will be out of the way but will also be where the next person expects to find them in a hurry.

Skipper’s Responsibilities

While the guests and crew have a responsibility to follow directions of the skipper, he or she, in turn, has an obligation to manage his vessel wisely. He must be alert to all that is happening both on board and around him and he must anticipate the results of his and everyone else’s actions. The skipper cannot abrogate his responsibilities; thus he should be temperate in his drinking habits – even after the boat is moored. A member who overindulges any pleasure does not reflect creditably on USPS.

Further, it is the skipper’s duty to assure decorum of his guests and crew. No one flying a USPS ensign should permit his group to be objectionable to others around them. One thinks first of boisterous behavior in this regard; however, there are other, more subtle ways to alienate oneself: monopolizing dockside water, continually blowing electrical breakers, mooring in more wharf space than is needed, running insufficiently muffled generators at night and throwing excessive wash are but a few of the actions that reflect unfavorably on the organization.

By statute it is the responsibility of every skipper to “render assistance whenever possible” unless it imperils his own vessel or crew. The annals of history are replete with accounts of seamen aiding seamen at not inconsiderable risk to themselves. No USPS member will shrink from this responsibility.

Radio Rules

The DOs: Whenever the radio is on, monitor Channel 16, unless you are

communicating on another channel. Before transmitting, listen for 30 seconds to hear if the channel

is in use. At the beginning and end of your transmission, identify your

vessel by its name or your radio call sign. Use Channel 16 or 19 for hailing. When contact is made,

switch immediately to an unused working channel. Set the radio to the low power setting whenever possible; you

don’t need the high power setting to talk to someone across your creek and it will free up the frequency for others.

Speak slowly and clearly with the microphone about an inch from your mouth; there’s no need to shout as it only distorts your transmission.

Keep all communications as brief as possible.

The DON’Ts: Don’t use profanity or use the radio for insults. It is a criminal

offense to transmit obscene, profane or indecent words, language or meanings.

Don’t monopolize any channel with long conversations or idle chatter. Don’t chat on Channel 16.

Don’t call the Coast Guard requesting a radio check. Don’t let children use the radio or think it’s a toy. Don’t allow

children to play on the boat with no adults present, even in the driveway.

Don’t broadcast a “mayday” unless there is immediate danger to life or property.

Don’t use the VHF radio for transmitting on land.

Streater Cove Policies & Procedures

Streater Cove is a private facility owned by the Minnetonka Power Squadron (MPS) through the generosity of Ed Streater and other early members of the Squadron. Its use is a privilege available only to “active adult members” (active members of majority age – 18 years or older) in good standing that may use it as a rendezvous point for social events, education, meetings and “overnighting.” Family members are not permitted to use the island without the active adult member being present. While present on or around Streater Cove, members have a right to expect proper conduct from other members, their families and guests. Members who conduct themselves in an unbecoming manner or knowingly break national or local USPS by-laws or policy may be restricted from access to Streater Cove.

To be fair to all parties concerned, all complaints must be submitted to the Commander in writing. Include a description of the infraction that took place with supporting information and/or witnesses. All matters will be handled confidentially and the Executive Committee will make all rulings. Please remember that Streater Cove is a commons area for all members to enjoy.

Annual User Fee

All members are required to display the current year sticker and pay the annual user fee of $ 75.00 to dock boats at Streater Cove. Island user fee is due no later than June 1 or there is a $25 late fee.

In order to receive your island sticker you have to further your education and take the Seamanship course within your first 2 years and receive a Merit Mark at least every 2 years.

Docking Procedures1. To help recognize our members, Minnetonka Power Squadron

burgee decals are required on member boats. Members should also fly the USPS Ensign during daylight hours and the Minnetonka Burgee 24x7

2. Docking is on a first-come basis; spaces cannot be reserved.3. Help others dock in fair or foul weather .4. Dock in an orderly manner to maximize the available space.

Explain to non-members who boat up to Streater Cove docks that this is a private facility and “public” beaches and rest rooms are located at Excelsior Beach commons. At times it may be appropriate for the Membership Chair, members of the Membership or Member Involvement Committees or other officers to offer membership information, or perhaps give a brief tour of the island to those who boat up. USPS membership brochures should be kept in the telephone box.

Island Safety

Safety Policies1. Swimming is at your own risk and permitted only in the “beach”

area and not in the dock areas. No diving is permitted. While it is the parents’ responsibility to tend children on the swings, the beach and in the swim area, everyone should keep a watchful eye on all swimmers.

2. Open-flame grills are not permitted on piers or on docked boats.

3. Tents may be pitched 50 feet or more from grills and open fires.

4. Fireworks and firearms are not permitted at Streater Cove.5. A minimum wake must be observed within 400 feet of our

docks.6. When an emergency arises, contact 911 or the Water Patrol at

471-1300 or VHF Channel 16.

Power EquipmentThe use of any power equipment requires the user to be at least 18 years of age and a current member of the MPS. In addition, the use of any motorized vehicles (tractors, boat, etc.) requires the user to be at least 18 years of age, a current member of the MPS, and have a valid driver’s license.

Electrical1. Electrical service is available to members for an annual fee.

The fee is for one power cord; additional cords require additional fees. Make electrical service fee payments to the Treasurer who then will provide you the combination to the electrical boxes.

2. Power cords must be marine approved and in good working condition.

3. The procedure for connecting cord sets is:a) Connect first to the boatb) Then to the power box andc) Finally, turn on the power.

To disconnect, first turn off the power at the box!4. Piggybacking power cords from boat-to-boat is not allowed.5. Cord sets may not be left unattended on the docks.

Defibrillator & EpiPen

DefibrillatorOur squadron keeps an automated external defibrillator (AED) in the large shed at our Streater Cove facility. The defibrillator is in a locked cabinet attached to the wall on the left side as you enter the shed. The Epi Pen and Epi Pen, Jr. are also kept in the defibrillator cabinet. To access the defibrillator, pull hard on the cabinet door handle and the latch will break away. An alarm will sound.

Only people who are currently certified in the operation of a defibrillator are permitted to use it. We will offer certification classes for our members each year.

While it is our goal to have the defibrillator, Epi Pen and Epi Pen Jr., products available during the boating season, the Minnetonka Power Squadron does not guarantee their availability or performance.

EpiPenEpinephrine in the form of EpiPen (for adults) and EpiPen Jr (for children) is kept at Streater Cove on Big Island for the treatment of severe allergic reactions known as anaphylaxis. It is stored next to the Automated External Defibrillator (AED) in the main shed. It should not be exposed to sunlight until it is to be used.

Allergic emergencies have many causes. The primary concern at Streater Cove is bee stings. The usual culprit is the yellow jacket. This bee (Vespid) becomes aggressive in late summer and early fall. Then it may sting with little or no provocation. Some people are highly allergic to its venom.

The EpiPen Auto-Injector (syringe with needle attached) is designed to be used by non-medical individuals. Simple instructions are kept with the device. Be sure to read them first! The single dose of epinephrine in the syringe is to be injected into the outer thigh. Symptoms of anaphylaxis include palpitations, sweating, nausea, shortness of breath, weakness, anxiety and then shock. Hopefully the epinephrine will never have to be used.

Courtesy Guidelines

Quiet time is to be observed between 2300 and 0900. During sanctioned squadron events, a different quiet time may be established and will be published by the Executive Committee prior to the functions. Voices and music must be kept at a reasonable level during your stay.

Pets are welcome on the island. As a matter of safety, when a pet is not on its owner’s boat, it must be on a leash and under control. To maintain a sanitary environment, pets must be kept well away from the pavilion and other eating areas as well as the swim area. The animal relief area is to the north of the swim beach. Pet owners must pick up and properly dispose of any accidents outside of the relief area.

Because the island has no trash facilities, what you bring to the island you must take with you. Items left behind burden other members.

Picnic tables under the pavilion should remain there and not be removed.

Telephone calls via the Streater Cove phone should be limited to 3 minutes.

Cold ashes from grills should be placed in the fire pit. Cigarette butts should be placed in the butt cans provided and

not tossed to litter our grounds. Please instruct all children not to remove or throw the rocks.

The placement of the riprap was a $10,000 investment by the squadron to control erosion.

All tools, equipment and sports items should be returned to their proper places in the storage areas when you are finished.

The last person to leave the island should stow the flags, lock the telephone box, lock shore power boxes, secure the sheds, turn off electrical switches in the head and extinguish any fires.

Alcoholic beverage containers should be kept out of sight when you are on the island.

Guest Procedures

1. Inviting a “guest boat” to visit Streater Cove is always encouraged. However, the inviting member must be present at Streater Cove and is limited to one (1) “guest boat” only. When entertaining, an active adult member may bring up to 11 guests to Streater Cove, except as noted below in #3 for the 4th of July holiday.  To bring a group of more than 11, the active member must have written permission from the Streater Cove Island Manager.  

No guest boats are allowed over the 4th of July holiday, July 3, 4, and 5.  This is Streater Cove’s busiest time of use and, therefore, the facility is reserved for member boats only. Additionally, active members are further limited on July 3, 4 and 5 to the maximum number of guests that they may bring, not to exceed the capacity of their boat, including their own family members.  As an example, if the boat’s capacity is 8, and the member has 3 family members, they may bring 4 guests.  If the boat’s capacity is “captain’s safe operation,” the maximum allowed is as identified below under the standard policy, 11.  Under no circumstances will shuttling of guests be allowed in order to increase the number brought to the island (e.g. 2 trips to bring more guests).

2. When entertaining, an active adult member may bring up to 11 guests to Streater Cove. To bring a group of more than 11, the active member must have written permission from the Streater Cove Island Manager.

3. Combining groups is prohibited (2 or more active members joining together to create a large group by claiming each has invited 11 guests).

4. For groups of 25 or more, the Executive Committee must approve the request using the following procedures:

a. No groups over 24 will be allowed on weekends or holidays without the approval of the executive committee. Further, such groups can only be held on weekends and/or holidays when done so as a part of a larger, planned Squadron social event held at the island.

b. The weekend begins at 1900 Friday and ends 1700 Sunday.

c. Groups of 25 or more are allowed only on weekdays (1700 Sunday to 1900 Friday) with prior Executive Committee approval, except as noted in 4a, above.

d. The guests must abide by all Streater Cove Policies & Procedures. You may only use 50% of the Pavilion. There is a $50 refundable deposit with application. Your guests should have Streater Cove Policies & Procedures mailed to them. Guests will wear Guest ID badges.

e. Application for group of 25 or more must be submitted to the Executive Committee 60 days prior to the event.

f. The host must return a post event report within 10 days of the event.

g. If the host doesn’t follow event requirements, a letter will be sent notifying the member of their disregard of Streater Cove Policies & Procedures. A suspension of your privilege to use Streater Cove may occur if deemed appropriate by the Executive Committee.

h. The Executive Committee will grant only one (1) group of 25 or more per month from Docks In to Docks Out for a total of five (5) large groups per season.

5. “Overnight Guests” aboard your boat are always welcome.

6. Inviting an “overnight guest boat” to Streater Cove is permitted, but the active member must have permission from the Streater Cove Island Manager. The “overnight guest boat” may be invited only twice during the summer. Members should be prepared to raft the invited guest boat along side their vessel if dock space is needed for fellow active members.

7. Guests are required to follow Streater Cove Policies & Procedures (please advise your guests).

Active members have priority over guestswith regard to Streater Cove usage!

Island Wi-Fi

We now offer broadband Internet access from Streater Cove. The system in place allows for a wireless broadband connection to the Internet within an approximate radius of 250 feet of the pavilion. With this optional service, you can access the Internet and check and send email from your boat. Please be considerate of the other members at the island trying to get away from work!

USPS Educational Awards

Educational Proficiency AwardThe Educational Proficiency Award recognizes members holding the grade of AP with the additional successful completion of any three elective courses. A special insignia is provided but there is no provision for holders of the award to underscore their grade in printed references.

Educational Achievement AwardThe Educational Achievement Award recognizes those who have passed all USPS courses currently offered. As of 1 January 1993 courses required for the award are S, P, AP, JN, N, CP, EM, IQ, ME, Sa and W. A special uniform insignia is provided for this award and holders of the award may distinguish themselves in print by the grade designation of SN. The Educational Achievement Award is universally referred to as “full certificate” or Senior Navigator and that is how “SN” is articulated.

Merit MarksMerit MarksThe chief commander awards a “merit mark” to a member for substantial effort in personally furthering the interests, programs and objectives of USPS, its districts and squadrons. It is a coveted award, for it is by and large the only official recognition a member receives for his efforts. Only one merit mark may be awarded in a year, no matter how extensive the contribution. A certificate is issued and a special insignia may be worn on the USPS uniform.

One’s superiors, based on actual personal service performed, may make recommendation for a merit mark. Active, additional active and family members are eligible.

Merit Marks – How do I get one?

Merit Marks are an important distinction provided to our Squadron members that demonstrate their dedication to and support for USPS’ attainment of its boating safety objectives. Each year, our members contribute their time and effort to the Squadron by helping to deliver fraternal, civic, and educational activities and programs. Only through our members can these activities and programs be delivered. Only through our members can the USPS’ objectives be achieved.

There isn’t any hard and fast rule as to how merit marks are awarded. Rather, there are a series of guidelines that are used:

4-6 hours of volunteer activity on behalf of the Squadron Activities must be for the betterment of the Squadron Island Maintenance (e.g. work parties, docks-in/out) does not

count* Attending the General Membership Meetings DOES COUNT!

At the end of each year, we ask each member to submit their merit mark form to the Commander for review. The forms are then forwarded to District for approval.

Boating season is nearly here and now is the perfect time to start working towards your merit mark achievement. A number of activities are planned where we need your help: Invasive Species training/inspections/program management, Boat Safety Week helpers, parade helpers, Clean Up the Lake Captains/volunteers, Vessel Safety Check Officers, May General Membership meeting attendance (2 hours), help to deliver education classes and seminars, help the entertainment chair with our many social activities. With all these activities – it’s really easy to get a merit mark, so let’s get Started!
