During monitoring period, the LEQ (dB (A)) noise level varied between 53-72(dB (A)) during day time in the project.

5. GENERAL CONDITION: 5.1 Any change in personal equipment or working conditions as mentioned in

the consents from/order should immediately be intimated to this board. Noted by unit.

5.2 Applicant shall also comply with the general conditions given in annexure-I.

2. Ethyl Acetate 5 MT The project falls under Category B of project activity 5(f) as per the schedule of EIA Notification 2006.

Cost of the proposed project will be Rs. 2.5 Crores. Total area acquired for the proposed project is 786

sq. meter. Fresh Water Requirement for the proposed project will be 28 KL/day (Domestic: 1 KL/day,

Ind. –27 KL/day) which will be sourced from GIDC water supply system. Industrial waste water

generation will be 8.8 KL/day (Process- 6 KL, washings- 0.5 KL, Boiler- 0.3 KL & Cooling- 2 KL). After

oxidation and neutralization, Primary treated effluent will be sent to CETP Nandesari. Domestic waste

water (0.5 KL/day) will be disposed off into soak pit system. Unit has proposed to use Briquettes of Bio

fuel (1.8 MT/day) or wood (1.28 MT/day) as fuel for Boiler (1.2 TPH) and Diesel (40 ltrs/hr) for DG set

(200 KVA). No process gas emission is envisaged. Hazardous waste to be generated are ETP waste

(18 MT/year), Discarded Drums/Containers (1200 no.s/Year) & Bags with liners (12000 no.s/Year),

Used oil (0.05 MT/Year), Spent carbon (16.5 MT/Year), Distillation residue ( 0.5 MT/Year) & Spent

solvent (1686 MT/Year).

Observations/Discussions:

Technical presentation by the PP included general information, details of products and raw materials,

Waste generation, hazards & control, analysis of pollution parameters before and after treatment,

resource consumption and conservation, Risk estimation etc. Committee asked to submit all the details

about the by-products viz. Characteristics, actual end users, feasibility to reuse etc. While discussing

regarding the safety aspects of the project, the committee suggested that all the underground solvent

storage tanks should have RCC walls and RCC flooring at top & bottom. After detailed discussion, the

following additional Terms of Reference were prescribed for the EIA study to be done covering 5 Km

radial distance from the project boundary.

1. Copy of plot holding certificate obtained from GIDC Nandesari.

2. Present land use pattern of the study area shall be given based on satellite imagery.

3. Layout plan of the factory premises. Provision of separate entry & exit and adequate margin all round the periphery for unobstructed easy movement of the emergency vehicle / fire tenders without reversing back. Mark the same in the plant layout.

4. Details of manufacturing process / operations of each product along with chemical reactions, mass balance, consumption of raw materials etc. Details on strategy for the implementation of cleaner production activities. (Give specific details about source of effluent generation).

5. Chemical name of each proposed product to be manufactured. Details on end use of each product.

6. Detailed mass balance and water balance (including reuse-recycle, if any) along with qualitative and quantitative analysis of the each waste stream from the processes.

7. Assessment of source of the water supply with adequacy of the same to meet with the requirements for the project. Permission obtained from the GIDC for supply of raw water. Undertaking stating that no bore well shall be dug within the premises.

8. Explore the possibility of reuse / recycle and other cleaner production options for reduction of wastes. Details of methods to be adopted for the water conservation.

9. Quality and quantity of waste water to be generated from the manufacturing process of each product to be manufactured along with mass balance.

10. Stream wise qualitative & quantitative analysis of each waste stream (including process water, cooling tower blow down, boiler blow down, washing effluent etc.) to be generated. Characteristics of untreated and treated wastewater. A detailed effluent treat ability study vis-à-vis the adequacy and efficacy of the treatment facilities proposed for the wastewater to be generated. The characteristic on which treatability is based shall also be stated.

11. Details of the ETP units including its capacity, size of each unit, retention time and other technical parameters. Details regarding provision of online continuous pH meter, TOC analyser and flow meter at the final outlet of the ETP.

12. Details of CETP- Nandesari including (1) Total capacity of the CETP (2) Actual load at present (Qualitative and Quantitative - per day) (3) CETP Up gradation scheme, if any (4) Last 6 analysis Reports of GPCB for Inlet and outlet of CETP (5) Spare capacity of CETP with treatability and feasibility report.

13. Plans for management, collection and disposal of waste streams to be generated from spillage, leakages, vessel washing, used container washing etc. Measures proposed for preventing effluent discharge during unforeseen circumstances.

14. One season Site-specific micro-meteorological data using temperature, relative humidity, hourly wind speed and direction and rainfall should be incorporated.

15. Anticipated environmental impacts due to the proposed project/production may be evaluated for significance and based on corresponding likely impacts VECs (Valued Environmental Components) may be identified. Baseline studies may be conducted within the study area of 5 km for all the concerned/identified VECs and likely impacts will have to be assessed for their magnitude in order to identify mitigation measures.

16. One complete season base line ambient air quality data (except monsoon) to be given along with the dates of monitoring. The parameters to be covered shall be in accordance with the revised National Ambient Air Quality Standards as well as project specific parameters. Locations of the monitoring stations should be so decided so as to take into consideration the pre-dominant downwind direction, population zone and sensitive receptors. There should be at least one monitoring station in the upwind direction. There should be at least one monitoring station in the pre dominant downwind direction at a location where maximum ground level concentration is likely to occur.

17. Modelling indicating the likely impact on ambient air quality due to proposed activities. The details of model used and input parameters used for modelling should be provided. The air quality contours may be shown on location map clearly indicating the location of sensitive receptors, if any, and the habitation. The wind rose showing pre-dominant wind direction should also be indicated on the map. Impact due to vehicular movement shall also be included into the prediction using suitable model. Results of Air dispersion modelling should be superimposed on satellite image / geographical area map.

18. Base line status of the noise environment, impact of noise on present environment due to the project and proposed measures for noise reduction including engineering controls.

19. Specific details of (i) Process gas emission from each unit process with its quantification, (ii) Air pollution Control Measures proposed for process gas emission, (iii) Adequacy of the air pollution control measures for process gas emission, measures to achieve the GPCB norms (iv) Details of the utilities required (v) Type and quantity of fuel to be used for each utility (vi) Flue gas emission rate from each utility (vii) Air Pollution Control Measures proposed to each of the utility along with its adequacy (viii) List the sources of fugitive emission along with its quantification and proposed measures to control it.

20. Details on management of the hazardous wastes to be generated from the project stating detail of storage area for each type of waste, its handling, its utilization and disposal etc. How the manual handling of the hazardous wastes will be minimized. Methodology of de-contamination and disposal of discarded containers and its record keeping.

21. Membership of Common Environmental Infrastructure including CETP, TSDF, Common Hazardous Waste Incineration Facility (CHWIF). (Whichever is applicable)

22. Complete Management plan for By-products/Spent acids to be generated, (if any) from the project including their quantity, quality, characteristics, end use etc. along with the name and address of end consumers to whom the by-product will be sold. Copies of agreement / MoU / letter of intent from them, showing their willingness to purchase said by-product from the proposed project. Also give characteristics of the by products and feasibility of their actual use in respective products as a raw material.

23. Name and quantity of each type of solvents to be used for proposed production. Details of solvent recovery system including mass balance, solvent loss, recovery efficiency feasibility of reusing the recovered solvents etc. for each type of solvent.

24. A detailed EMP including the protection and mitigation measures for impact on human health and environment as well as detailed monitoring plan and environmental management cell proposed for implementation and monitoring of EMP. The EMP should also include the concept of waste-minimization, recycle/reuse/recover techniques, energy conservation, and natural resource conservation. Total capital cost and recurring cost/Year earmarked for environment pollution control measures.

25. Permission from PESO, Nagpur for storage of solvents, other toxic chemicals, if any.

26. Occupational health impacts on the workers and mitigation measures proposed to avoid the human health hazards along with the personal protective equipment to be provided. Provision of industrial hygienist and monitoring of the occupational injury to workers as well as impact on the workers. Plan for periodic medical checkup of the workers exposed. Details of work place ambient air quality monitoring plan as per Gujarat Factories Rules.

27. Risk assessment including prediction of the worst-case scenario and maximum credible accident scenarios should be carried out. The worst-case scenario should take into account the maximum inventory of storage at site at any point of time. The risk contours should be plotted on the plant layout map clearly showing which of the facilities would be affected in case of an accident taking place. Based on the same, proposed safeguard measures including On-Site / Off-Site Emergency Plan should be provided.

31. Details of the separate isolated storage area for flammable chemicals. Details of flame proof electrical fittings, DCP extinguishers and other safety measures proposed. Detailed fire control plan for flammable substances and processes showing hydrant pipeline network, provision of DG Sets, fire pumps, jockey pump, toxic gas detectors etc.

32. Submit checklist in the form of Do’s & Don’ts of preventive maintenance, strengthening of HSE, manufacturing utility staff for safety related measures.

33. Detailed five year greenbelt development program including annual budget, types & number of trees to be planted, area under green belt development [with map], budgetary outlay; along with commitment of the management to carry out the tree plantation activities outside the premises at appropriate places in the nearby areas and elsewhere.

34. Detailed socio-economic development measures including community welfare program most useful in the project area for the overall improvement of the environment. Submit a detailed plan for social corporate responsibilities, with appropriate budgetary provisions for the next five years and activities proposed to be carried out; specific to the current demographic status of the area.

SALIENT FEATURES OF BOILER

LARGE HEATING SURFACE AREA :

Extra large heating surface decreases thermal stresses on tubes resulting in long life of the boiler tubes. Large heating surface reduce friction of flue gases resulting in negligible erosion of smoke tubes.

Large heating surfaces reduce flue gas temperature to just above steam temperature. This low pinch point drastically improves boiler efficiency and reduces dry flue gas losses through Chimney.

REDUCED MAINTENANCE : Due to no moving parts in the boiler there is considerable less to maintain in the boiler.

LARGE WATER HOLDING CAPACITY : Large steam and water space results in excellent quality of steam. Typical dryness friction of steam is 0.98 which cannot be matched by any other boiler. Dry steam reduces the processing time, saves steam and improves quality of processed goods.

A collection zone given at the bottom of the boilers drum having no heating surface such as tubes in the zone allowing for collection of TDS in this zone hence enabling the boiler to operate at higher TDS levels in the boiler. Large heating surface enables the boiler to safely handle high TDS water quality resulting in fewer blow down and heat losses. Large water holding capacity within the Boiler shell results in stable boiler pressure in spite of fluctuating loads from the process. Steam is flashed within the boiler without addition of extra heat resulting in very negligible pressure drop within the boiler due to small peaking of demand. Firing is not required to adjust to frequent fluctuating loads as the thermal storage on account of water space eliminates spikes in the steam demand and successfully meets load fluctuation without additional fuel firing.

OPERATING SAFETY :

LOW WATER :

A Automatic water level controlling device is provided with each Boiler to start and stop the feed pump with respect to water level in the boiler. A High Flue gas temperature switch has also been provided so that in case of low water condition as the flue gas temperature increases the boiler will automatically give out a Audio Signal. In case of extreme low water the audio & visual alarm will also be trigged.

HIGH QUALITY : 100 % radiography examination for longitudinal and circumferential seams of shell is carried out. Dye penetration test is carried out for each and every bud joint to avoid all welding flaws. EPE’s compact design requires less space and is easy to install as no special foundation is required.

STEAM PRESSURE : In case of high steam pressure two safety valves are provided to relive the excess steam pressure. Two easing levers are also provided to vent of steam manually and check the working of the valves. An Audio & Visual system is also provided to indicate high Steam pressure.

EASY MAINTENANCE : Hinged doors are provided for the rear smoke box chambers which make easy access to heat transfer surfaces for cleaning and inspection. EPE offers a unique design of smoke tube construction boilers where internal inspection and cleaning of the water side can be easily done. Adequate Man hole at the top and Mud holes at the bottom are conventionally placed to have easy excess in the boiler for cleaning from water side.

ANNEXURE - XI TERMS AND CONDITIONS

01. PRICE

Prices quoted in our offer are ex. manufacturer's works & inclusive of packing and forwarding but exclusive of transportation, transit insurance, taxes and duties. On advice by the purchaser, manufacturer shall arrange transportation and transit insurance on behalf of the purchaser. Also note that, our price is subject to IEEMA price variation clause and accordingly the copper and aluminum related products such as cables, transformers, copper flats, PVC insulated copper tubes, LT motor, HT motor, alternator, TR set and Rapper for ESP etc. is considered under price variation clause.

02. TAXES AND DUTIES

Taxes, Duties, State levies and Central levies will be charged to the Purchaser at the rates applicable at the time of supply.

03. PACKING AND FORWARDING Included in basic boiler. 04. TRANSIT INSURANCE

The consignment will be dispatched at purchaser's risk and dispatch particulars will be intimated to the purchaser or his authorized agent to enable arrangement for transit insurance.

05. VALIDITY

This offer is valid for acceptance within 60 days from the date of offer and is subject to our confirmation for validity beyond this period.

06. DELIVERY

The items will be ready for commissioning within 6 to 7 Weeks from the date of receipt of technically and commercially clear purchase order with requisite advance and is subject to force majeure clause.

07. MODE OF DELIVERY

The boiler and components will be dispatched in one or more despatchable units as fixed by the purchaser. The mode of dispatch will be as per the guidelines given in writing by the purchaser and such dispatches will be on Freight to pay' basis.

08. PAYMENT TERMS FOR SUPPLY : - 40 % of the order value as an advance along with L.O.I./P.O.

- Balance with all applicable taxes and against Proforma Invoice prior to dispatch. PAYMENT TERMS FOR ERECTION & COMMISSIONING - 20 % of the order value as an advance along with LOI/P.O. - 10% of the order value against mobilization of site.

- Balance 70% with all applicable taxes and duties through divisible transferable confirmed irrevocable letter of credit to be established in any Commercial Bank at Baroda on agreed milestone activities. The L.C. shall be opened at the time of mobilization.

Note : The advance received by us shall be adjusted against supply of Bought out items.

09. INSPECTION

Where the purchaser desires an inspection at the manufacturer's works, such inspection can be only for final inspection just before packing. The date of inspection shall be intimated by the manufacturer about two weeks in advance. If the purchaser fails to undertake inspection on such date intimated, manufacturer shall proceed for dispatch under no obligation to the purchaser.

10. BOUGHTOUT ITEMS :

The purchaser shall indemnify the manufacturer for any delay arising from delay in the supply of specific make of sub-delivery insisted upon the purchaser where the manufacturer has no control over the delivery of that sub-delivery.

11. GENERAL LIEN

Manufacturer is entitled to general lien on goods in possession or dispatched for all money due from the purchaser. Both under this contract or any other account and the manufacturer shall also be entitled to apply any money in hand under any contract or contracts.

EPE 19 12. WARRANTY

The boiler is warranted against malfunction arising out of faulty design, material and / or workmanship for a period of 12 months from the date of commissioning or for a period of 15 months from the date of dispatch whichever is earlier. This clause will be applicable if and only if manufacturer's recommendations on feed water and fuel quality are strictly adhered-to by the purchaser.

The Warranty is NULL & VOID if repairs and/or replacements are carried out without our consent in writing. It also does not cover bought-out items/Electrical Items & Wear & tear parts. Safety Valve steam test validity /warranty valid up to 6 months. After that we are not responsible for steam test of SRV.

13. PERFORMANCE GUARANTEE: Refer Technical Data sheet. 14. HANDING OVER OF THE BOILER

The boiler shall be deemed to have been delivered, and commissioned as per manufacturer's scope and the purchaser shall issue a certificate to that effect. On achieving the rated steam parameters at the time of commissioning. It shall be deemed that the performance tests have been completed by the manufacturer. Manufacturer stands no guarantee if the boiler is put to commercial use without the authorization of the manufacturer.

15. BOILER REGISTRATION

The boiler is manufactured as per Indian Boiler Regulations with latest amendments. One set of relevant documents and certificates signed by the Chief Inspector of Boilers of Gujarat will be forwarded to the customer. Subsequent formalities for registering the boiler with boiler inspectorate of the state concerned shall be completed by the purchaser at his cost.

16. CANCELLATION

Orders received and acknowledged shall not be canceled without the written consent of the manufacturer. The advance paid along with the order shall be fully forfeited in the event of cancellation of order. If manufacturing activities has commenced, you shall compensate us for the work already carried out on your behalf, in addition to forfeiture of advance.

17. JURISDICTION

All contracts between purchaser and manufacturer are deemed to be entered into at Baroda (Vadodara) and are therefore subject to the jurisdiction of the courts of Baroda (Vadodara).

EPE 20 18. FORCE MAJEURE

This offer is subject to force majeure for causes beyond manufacturer's reasonable control such as riots, fire, earthquakes, flood, accidents, break-down of machinery war, government orders or restrictions, strikes, lock-outs, delay due to unavailability of labour, raw materials, wagons, shipping space etc.

19. The performance test will be conducted as per code BS-2885/ IS-8753/ASME PTC 4.1

'Indirect Method'. 20. EXCISE DUTY

Excise duty on all manufactured and finished bought out items will be extra to the purchaser's account at the rates applicable at the time of supply. The rates applicable will be as specified in the central Excise Tariff for the relevant items at the time of dispatch.

21. GENERAL

On receipt of the purchase order the terms and conditions specified in our offer shall be deemed to have been accepted by the purchaser except in cases when the purchase order specifies otherwise.

22. MODVAT

The excise duty relief available under MODVAT Scheme has already been considered in quoting our present prices. Please note that final excise duty on all our own manufacture items or finished bought out subcontracted items is excluded from our price. Such excise duty would be to purchaser's account extra to the quoted price at rates prevailing at the time of supply. We shall furnish our duplicate copy of the invoice/sub-vendors duplicate copy of he invoice/chartered accountant certificates as the case may be in support of our claim for the excise duty and for availing MODVAT credit.

23. CENTRAL/STATE SALES TAX

For the items dispatched from our shop/sub delivery stores sales tax shall be paid extra at actual. Structural’s, ducting’s, boiler mountings, fittings and boiler auxiliaries, sales tax paid by our vendors shall be reimbursed by the purchaser. These items are finished bought out items and shall be dispatched from sub-vendor's works directly to you on 'Sales in Transit' under 'E1' transaction. To avail this exemption from sales tax, you will supply necessary 'C' forms for the value of individual invoices and the sales tax paid on these items by us to our sub-vendors shall be reimbursed by you. Local taxes, octroi etc. If applicable shall be paid extra by the purchaser.

You shall furnish a Bank Guarantee for the differential value between Local VAT and concessional sales tax before commencement of dispatch, conforming that 'C' forms for supplies effected upto the close of the financial year (i.e. March 31) will be issued before 31st May and for balance items within 60 days of completion of supplies. Alternately you shall furnish 'C' form for every invoice as soon as the invoice is received by you. In the event you are not furnishing 'C' form immediately after receipt of invoice, further supplies will be made with VAT rate of sales tax.

24. SERVICE TAX

The applicable service tax for erection, commissioning, transportation, etc. shall be paid by the customer extra at actual.

25. CESS Education CESS as applicable shall be paid by the customer extra. 26. SPECIAL NOTE:

Please note that this offer is made strictly on the basis of divisible contract. The property in the goods shall pass to the buyer on the goods being handed over to the carrier for onward dispatch to site endorsement and way bills in your favor.

27. EXCESS MATERIALS

The excess materials send to site along with components for contingency and safe transportation purpose will be reused upto the maximum extent possible (or) taken back by EPE

(III) EFFLUENT TREATMENT DETAILS The raw effluent from all the sections will be collected in to the collection tank. The equalization tank with adequate residence time is to be provided for equalizing the organic as well as hydraulic load. There will be two compartments in the equalization tank so as to have the ease of operation and saving the chemical consumption. After that effluent will be sent to oxidation tank where pH of effluent will be kept alkaline and then chlorine gas or air will be passed in oxidation tank for reducing COD in activation tank. The effluent will be checked for the pH and COD. Effluent will be neutralized with the chemicals. Then neutralized effluent will be sent to CETP, Nandesari for further treatment. The characteristics of the effluent before and after treatment are given in below table no. 4.
