Submission of Issues & Concerns for the Regional CoordinationMeeting

1.0 May we respectfully submit the issues and concerns submitted by City of Kidapawanand DepEd.

2.0 LGU/OPCCB Concern:

2.1 The City of Kidapawan submitted a position paper, copy attached, pertaining to theprovision of Joint Resolution NO.4 covering the Salary Standardization Law particularlysection 7.a which reads:

The salary or wage adjustments, if warranted by the finances of the LGUs, shall bedetermined on the basis of the income class and financial capability of each LGU butshall not exceed the following percentages of the rates in the Salary Schedule underitem (4)(b) of this Joint Resolution ....

2.2 Similar provision is adopted under Executive Order 201 where LGUs can only adopta salary schedule based on their income class.

2.3 Per letter of City of Kidapawan, they are requesting to reconsider such provision byallowing the LGUs to adopt even a higher salary schedule if the LGU has the financialcapability subject to Personal Service limitation for the following reasons:

2.3.1 The salary increase is already limited with the PS cap; thus, LGUs can not inany way abuse the grant of new salary rates;2.3.2 The difference between the salaries of LGUs, and other LGUs and nationalgovernment affects the morale of LGU employees.

. ' ..2.4 Per consultation with budget officers in the region, they found the position ofKidapawa'n City justifiable. Accordingly, such provision is unfair and discriminatoryconsidering:

2.4.1 Officials and employees of LGUs under lower income classification have thesame work and accountability with those of LGUs belonging to higher level income;

2.4.2 If Public Health Workers (PHWs) are entitled to salary rates prescribed for firstclass cities and provinces, then, by allowing LGUs to adopt a higher salary scheduleprovides a good leverage for other employees to be at par with PHWs;

2.4.3 Income classification of LGUs has not been updated to date. Based on thecriteria, most of the LGUs have already reached a higher income classification;

2.5 The LGUs are praying that the DBM will consider to allow LGUs to adopt highersalary schedule notwithstanding their income classification.

3.0 BPE Concern3.1 FY 2017, regional lump-sum allocation for MT/ERF/ reclassification of positionfor DepEd XII amounting P12,201,000 is insufficient to cover total actualrequirements of all items processed! issued NOSCA in 2016 after the May 31, 2016-FY 2017 Budget Preparation cut-off. Details as follows:
