Preface
The Asset Standards Authority (ASA) is an independent unit within Transport for NSW (TfNSW)
and is the network design and standards authority for defined NSW transport assets.
The ASA is responsible for developing engineering governance frameworks to support industry
delivery in the assurance of design, safety, integrity, construction, and commissioning of
transport assets for the whole asset life cycle. In order to achieve this, the ASA effectively
discharges obligations as the authority for various technical, process, and planning matters
across the asset life cycle.
The ASA collaborates with industry using stakeholder engagement activities to assist in
achieving its mission. These activities help align the ASA to broader government expectations of
making it clearer, simpler, and more attractive to do business within the NSW transport industry,
allowing the supply chain to deliver safe, efficient, and competent transport services.
The ASA develops, maintains, controls, and publishes a suite of standards and other
documentation for transport assets of TfNSW. Further, the ASA ensures that these standards
are performance based to create opportunities for innovation and improve access to a broader
competitive supply chain.
The ASA sets, maintains and administers the framework for the assessment, authorisation,
surveillance, review and audit of organisations which provide engineering services in relation to
the asset life cycle of TfNSW assets.
This document informs stakeholders involved in the development of reference codes, the high
level governance arrangements and principles to allow transparent and consistent application of
reference codes.
This standard has been approved by the ASA Configuration Control Board.

1. Introduction
The Assets Standard Authority (ASA) is committed to effective and efficient management of
Transport for NSW (TfNSW) assets. This standard defines the asset reference codes
requirements to provide stakeholders with the high level governance arrangements involved in
the development of the asset reference codes and the principles to allow transparent and
consistent application of the asset reference codes.
2. Purpose
The purpose of this document is to provide the requirements and application of asset reference
codes mandated to be used by organisations involved in the design, planning, delivery,
operation and maintenance of assets owned by TfNSW with respect to the asset information
system, asset register and associated asset information.
The application of standard codes will:
ensure consistency and quality in the data collected and managed
enable the ability for searching, analysis and reporting on the asset information (data and
documents) to be performed consistently across the modes and related information
systems that are used for the whole of life management of assets owned by TfNSW
facilitate the integration and transfer of data from various information system sources
The Asset Stewardship unit of the Network and Asset Strategy branch within ASA is responsible
for the data management and stewardship of these codes. The Asset Stewardship unit can be
contacted via email mailto:[email protected]. For the creation or
modification of codes please refer to T MU AM 01006 ST F1 Request to Create/Modify a Code
Form. For the existing register of codes please refer to T MU AM 01007 TI Asset Reference
Codes Register.
3. Scope
This standard establishes the requirements for the identification and application of asset
reference codes to be used within the asset information system including the asset register and
associated asset information. This standard defines the asset reference codes required to be
used in the whole of life management of assets contained within the asset register.
4. Application
This standard applies to TfNSW, Transport cluster agencies, AEOs and service providers
involved in the planning, acquisition, operation and maintenance and disposal of assets across
the transport portfolio. This standard shall be applied during all phases of the asset life cycle.

This standard is mandated to be used by organisations, service providers or project developers
that perform asset management related services to TfNSW, including AEOs, non-AEOs and
their suppliers involved in defining, designing, implementing, commissioning, integrating into the
operating network and maintaining any new or altered assets or systems.
The standard applies to the application of asset reference codes with respect to the asset
information system, asset register and associated asset information of assets owned by TfNSW
and operated and maintained by TfNSW agencies and service providers.

6. Terms and definitions
The following definitions apply in this document:
ASA Asset Standards Authority
asset information the combined set of data (graphical and non-graphical) and documents
(drawings, manuals, plans, certificates) required to support the management of assets over the
life cycle
asset information management the discipline of managing the asset related data and
documents to a sufficient quality to support organisational objectives and outcomes
asset information repository a recognised physical or electronic location for the storage and
management of asset information
asset information system a set of interrelated repositories of structured asset information and
related processes required to manage the asset portfolio over the life cycle
asset portfolio assets that are within the scope of the asset management system
asset register contains the definition and description of each asset in the asset portfolio. The
asset register includes all the data required to ensure unique identification of the asset
basecode uniquely represents the full length of one track contained within a rail corridor or
yard. All tracks including crossovers have been uniquely identified with a track base code

corridor is a zonal area (within a boundary and defined by a start and end node) that contains
Heavy Rail, Light Rail, Road or Ferry Infrastructure Assets to support the operation of transport

interchange a zonal area (within a precinct boundary) where customers join or transfer
between modes of the transport system, including combinations of rail, bus, car, taxi, ferry, light
rail, bicycle and walking

yard a linear zonal area (within a boundary and defined limits) that contains heavy rail, light rail,
road or maritime infrastructure assets and facilities to support the stabling, servicing &

or a ship yard identified for a business purpose
7. Location codes
Locations shall be used to define discrete areas where TfNSW owned assets are located either
on or off the corridor. Each location shall be defined by a three character location code. Any
asset information system / repository that has a requirement to identify and manage an asset by
location shall use the location codes defined in the Asset Reference Codes Register
T MU AM 01007 TI.
Location codes shall be defined to identify the geographic location of assets covering both:
fixed assets – for infrastructure assets and systems within a corridor / yard or facility
mobile assets – for fleet and plant assets (assigned as the home facility)
Corridors containing infrastructure assets and facilities include:
rail corridor (heavy rail and light rail)
road corridor (including T-Way)
yards (fleet stabling, servicing and presentation)
Facilities containing infrastructure assets and systems include:
interchanges

o stops (light rail and bus)

7.1. Criteria
The location code criteria are described below.
7.1.1. General
Location shall be the suburb locality that includes assets existing within a transport corridor or
facility/interchange. All assets within the facility/interchange shall inherit the same location code
as the facility/interchange. An asset shall only have one location code.
Location shall be the location name of the facility/interchange (if it does not exist as a suburb
locality) for example: Macdonaldtown station is the name of the station but not the suburb it is
within.
Location shall be the location name or suburb locality for only Model A, Model B and Model C
interchanges. Model D interchanges shall only use the suburb locality as its location (refer to
Section 7.1.2).
Locations shall be used to identify both operational and non-operational assets including
heritage and disused locations. Locations shall be used to provide a general geographic
reference for the physical location of every discrete fixed asset and as the home location of
every mobile asset owned by TfNSW.
A location servicing multiple transport modes with the same name shall have the same code, for
example: Dulwich Hill train station and Dulwich Hill light rail stop shall have the same location
code of Dulwich Hill that is DHL.
Locations shall exist for assets along a transport corridor/yard and off corridor, as well as assets
located at junctions or at network terminations / boundaries.
Specific track node locations on the rail network to support operational and timetable
requirements shall use the general three character location code as a prefix where possible.
Location codes shall be unique to a location within Australia. Locations shall not include a
capital city, for example: Sydney, but shall contain a state reference.
Continuous assets (that is: corridor, fencing, track, roads, overhead wiring, tunnels, combined
service routes, earthworks) spanning more than one location shall not have a location code
assigned but will be referenced by the corridor it services.

In addition, bulk supply feeders shall use the location of the substation it is supplying as its
location. Other electrical, signalling and communications cables and feeders shall use the
location of the primary source end or the lowest pole number end (for aerial feeders) to
determine the location.
7.1.2. Interchange locations
TfNSW recognises the important function of interchanges within NSW. The 583 major
interchanges are identified by preferred O&M Model (Model A to Model C) across NSW and
Sydney. Approximately 43,000 bus stops are classified as Model D.
The Interchange O&M Model has identified a proposed governance framework for
management, operation and maintenance of interchanges that can be applied across the
hierarchy of interchanges and that include all key stakeholders (for example: TfNSW, Local
Government, transport operators and private entities). Model A refers to the most complex
interchanges with high level of TfNSW involvement, robust governance and more labour
intensive, Model B and Model C are progressively less complex interchanges with reducing
levels of TfNSW involvement and governance and are less labour intensive. Model D are the
simplest interchanges and are to be managed by broader Policy and governance. The set
conditions that exist for interchanges are described below:
where an interchange (Model A, Mode B or Model C) is named by the suburb it is located
in then it shall be assigned the location code of the suburb. For example: Newtown station
is located in Newtown and shall be known by the location of Newtown with the location
code of NTN
where an interchange (Model A, Model B or Model C) is not named by the suburb it is
located in then it shall be assigned the location code that identifies it by its name. For
example: Macdonaldtown Station is located in Eveleigh but shall be known by the location
of Macdonaldtown with the location code of MCT (see Figure 1)

where multiple interchanges (Model A, Model B or Model C) have the same name but
service different modes then they shall be assigned the same location code, for example:
Dulwich Hill train station and Dulwich Hill light rail stop shall have the same location code of
Dulwich Hill that is DHL (see Figure 2)

Where an interchange (Model D bus interchange only) is named by a street address it shall be
assigned the location of the surrounding suburb. For example:
o bus stop TSN 2150300 at Park Parade shall be known by the location of Parramatta,
location code PTN (see Figure 3)
o bus stop TSN 2150107 at Parramatta Interchange – Stand B2 shall be known by the
location of Parramatta, location code PTN (see Figure 3)

where an interchange (Model A, Model B or Model C) is named by a major location feature
(University, Shopping Centre) it shall be assigned the location code that identifies it by its
name. For example:
o bus stop Pitt T-Way (see Figure 3) is located at Parramatta but shall be known by the
location of Pitt T-Way, location code PIH
o bus stop UNSW is located at Kingsford but shall be known as UNSW, location code
UNW (see Figure 4)

7.1.3. Facility locations
TfNSW owns multiple facilities (non Interchanges) that exist to support the operation and
maintenance of the transport network. These range from fleet maintenance facilities, electrical
substation facilities, signalling and traffic facilities, building service/control facilities, logistics
facilities, operations facilities and parking and taxi facilities. These may exist both on and off the
corridor. Infrastructure, plant and fleet assets are located within these facilities.
where a facility (on or off corridor) is named by the suburb it is located in then it shall be
assigned the location code of the suburb. For example: Strathfield Electrical Traction
Substation is located in Strathfield and shall assign the location of Strathfield. All assets
within this facility shall inherit the same location code that is STR.
where a facility (on or off corridor) is not named by the suburb it is located in then it shall be
assigned the location code that identifies it by its name. For example:
o Argyle Electrical Traction Substation is located in Millers Point but shall be assigned
the location of Argyle that is ARG. All assets within this facility shall inherit the same
location code
o Lady Game Drive Water Treatment Plant is located in Chatswood West but shall be
assigned the location of Lady Game Drive. All assets within this facility shall inherit the
same location code (see Figure 5)

7.1.4. Asset locations along the corridor or in a yard
TfNSW recognises multiple transport corridors and yards within NSW.
where assets exist along a transport corridor for a mode of transport (for example: heavy
rail or light rail) the asset location shall be assigned the nearest interchange location code
o assets on the heavy rail corridor (for example: between Summer Hill and Lewisham
stations) shall be assigned the nearest heavy rail interchange location (see Figure 6)
o assets on the light rail corridor (for example: between Taverners Hill and Lewisham
West stops) shall be assigned to the nearest light rail interchange location (see Figure
6)

where a yard is named by the suburb it is located in then it shall be assigned the location
code of the suburb. For example:
o Auburn Rail Yard is located in Auburn and shall be assigned the location of Auburn.
All assets within this yard including any facilities shall inherit the same location code
(see Figure 8)
o Balmain Ship Yard is located in Balmain and shall be assigned the location of
Balmain. All assets within this yard including any facilities shall inherit the same
location code
where a yard is not named by the suburb it is located in then it shall be assigned the
location code that identifies it by its name. For example: ACDEP Yard is located in
Eveleigh and shall be assigned the location of Eveleigh. All assets within this yard including
any facilities shall inherit the same location code (see Figure 9) (see Table 1)

7.1.5. Mobile asset locations
Where a mobile asset (fleet or plant) is managed and controlled by its home depot (facility)
it shall inherit the location code of the facility as its home location. For example:
o Train and mobile plant assets managed at the Hornsby Fleet Maintenance Depot shall
be assigned the location of Hornsby
7.1.6. Cable and aerial feeder asset locations
Where a bulk supply feeder (cable or aerial) is supplying an electric substation the feeder
shall inherit the location code of the substation it is supplying as its location. For example:
o Bulk supply 33 kV feeder 748 from Pyrmont to Prince Alfred Substation shall be
assigned the location of Prince Alfred
Other electrical, signalling and communications cables and aerial feeders shall use the
location of the source end facility (electrical, signalling and communications) or the lowest
pole number end (for aerial feeders) to determine the location of the cable or aerial. All
discrete assets associated with the cable or aerial shall use the nearest location where
possible
8. Corridor and yard codes
Corridors and yards are used to define continuous areas where TfNSW owned assets are
located. Each corridor and yard shall be defined by a three character code. Any asset
information system / repository that have a requirement to identify and manage an asset by
corridor or yard shall use the corridor and yard codes defined in the Asset Reference Codes
Register T MU AM 01007 TI.
Both corridors and yards contain Infrastructure assets and facilities:
rail corridor (heavy rail and light rail)
road corridor (including T-Way)
yards (fleet stabling, servicing and presentation)
8.1. Criteria
The corridor and yard code criteria are described below.
8.1.1. General
Corridor is an area that contains one or more mainline tracks or roads identified for a business
purpose (primarily for the operation of transport fleet services and support the movement of

passenger and freight vehicles). Corridor area consists of everything that lays between the
boundary lines/fences (over land or water).
Assets (including facilities) off corridor shall not be assigned a corridor code unless they are
directly servicing a corridor. Assets (including interchanges and facilities) located in a junction or
servicing multiple corridors shall be assigned the primary corridor.
Yard is an area that contains one or more rail sidings identified for a business purpose (primarily
for the stabling, servicing and presentation of the transport fleet and to support operations).
Yard is a type of corridor connected to a main corridor. All three characters shall be alphas. The
length of a rail corridor or yard shall be defined by the minimum start and maximum end
kilometres of all the track base codes contained within the rail corridor or yard. The length of a
road corridor shall be defined by the minimum start and maximum end kilometres of all the road
segments contained within the road corridor.
Every asset shall be associated with one corridor except for non corridor assets. Not every
asset location within the transport network shall belong to a corridor. Corridor shall begin at a
node location, usually a junction and shall end at another nodal location, usually a junction or
terminus. Every fork at a junction results in a new unique corridor.
For heavy rail the first character of the corridor code represents the primary geographic location
or direction. The remaining two characters shall be numeric.
I for Illawarra (from Central to Nowra)
M for Sydney metropolitan corridors
N for Main North (from Strathfield Junction to Wallangarra – Queensland state border)
S for Main South (from Lidcombe Junction to Albury – Victorian state border)
W for Main West (from Granville Junction to Bourke)
C for dedicated coal lines
All heavy rail corridors branching off the main corridors shall be prefixed with the same letter as
the main corridor except in the Sydney metropolitan rail network area where M shall be the
prefix and except for coal lines where C shall be the prefix.
For light rail the first character of the corridor code shall be L. The remaining two characters
shall be numeric.
8.1.2. Corridor
Multiple transport corridors recognised within NSW by TfNSW.

o assets on the heavy rail corridor (for example: between Central and Granville) shall be
assigned the main suburban corridor (see Figure 7)
o assets on the heavy rail corridor (for example: between Central and Bondi Junction)
shall be assigned the eastern suburbs corridor (see Figure 7)
o assets on the light rail corridor (for example: between Central and Dulwich Hill) shall
be assigned the inner west corridor (see Figure 7).

8.1.3. Yards

8.1.4. Mobile asset corridors
where a mobile asset (fleet or plant) is managed and controlled by its home depot (facility)
it shall inherit the corridor or yard code of the facility as the corridor. For example:
o train and mobile plant assets managed at the Hornsby Fleet Maintenance Depot

8.1.5. Cable and aerial feeder asset corridors

lowest pole number end (for aerial feeders) to determine the corridor of the cable or aerial.
All discrete assets associated with the cable or aerial shall inherit the same corridor as the
feeder.
9. Track base codes
A track base code uniquely represents one track within only one rail corridor or rail yard. All
tracks including crossovers have been uniquely identified with a track base code. Any asset
information system or repository that has a requirement to identify and manage an asset by

track base code shall use the base codes defined in the Asset Reference Codes Register
T MU AM 01007 TI.
9.1. Criteria
The track base code criteria are described below.
9.1.1. General
Track base codes shall only be created with start or end track nodes that are one of the
following physical track features:
turnout (points)
dead ends such as buffer stops or stop blocks
0 km at Central (for Sydney heavy rail)
0 km at Pitt St (for Sydney light rail)
major kilometre discontinuities as described in the point below
The kilometre on a track base code shall be continuous in one direction. A new code shall be
given at major discontinuities, for example; Cabramatta Junction, Meeks Road Junction.
The track node feature ‘turnout’ shall be defined as belonging to the through main corridor
A track base code shall start at the track node with the lowest km value
Track base codes names shall be derived from the common operational name on the corridor or
yard, for example: Illawarra - Down Main, Main Suburban – Up Local
A track base code shall be defined as one of the following types:
mainline (M) – includes; Mains, Suburbans, Locals, Reliefs
crossing Loop (C) – main crossing loops only
crossover (X) – two turnout tracks and adjoining track
siding (S) – all other tracks including balloon loops
A track base code represents the full length of one track contained within a rail corridor or yard
