Sydney Gateway Community consultation summary report Preliminary design
Spring 2018
What is Sydney Gateway?Sydney Gateway is a NSW Government initiative to expand and improve the existing road and freight rail networks to keep Sydney moving and growing.
Sydney Gateway involves two separate projects:
Road
A new alternative route to the domestic and international airport terminals from the Sydney motorway network at St Peters Interchange. The road will be above ground and delivered by Roads and Maritime Services.
Rail
Duplicate a three-kilometre section of the Port Botany freight rail line to increase capacity and improve service reliability. This project will be delivered by Australian Rail Track Corporation (ARTC).
This consultation summary report deals with the feedback received on the Sydney Gateway road project.
Engagement approachCommunity and stakeholder engagement is a critical part of the development of Sydney Gateway. Our engagement process will help ensure relevant stakeholders and the wider community are proactively engaged and informed about Sydney Gateway and given opportunities to provide feedback.
Roads and Maritime encourages community feedback throughout the design and development process and there will be dedicated engagement forums during 2019 as we move through each stage of planning.

Community engagement - activity to dateOn 12 September 2018, the NSW Government announced an agreement with Sydney Airport for land required for the delivery of the Sydney Gateway road project.
Following this announcement, a program of stakeholder and community engagement has been carried out by Roads and Maritime. The initial phase of consultation lasted four weeks. A summary of the activities is below:
• Sydney Gateway website went live with almost 4,000 visits over the four weeks
• Online community engagement map, with 130 comments posted
• Community update distributed to 27,000 properties
• Community doorknocking to over 135 premises and pop-up information sessions in four locations
• Sydney Gateway dedicated 1800 number and email to enable community members to contact the team at any time
• Stakeholder briefings and meetings.
While consultation for the preliminary design has closed, feedback is still being received and responded to by the Sydney Gateway team.
The table summarises the comments received during this consultation period.

Pedestrians and cyclists (active transport)
• The impact of Sydney Gateway on the existing cycle ways on Airport Drive to Coward Street. Included suggestions to extend the cycle route into Mascot and beyond
• Lack of footpaths in East Tempe and the need for better active transport access.
Environment
• Concerns of any impact to:
o Tempe Reserve and Tempe Wetlands
o Tempe off-leash dog park
o local flora and fauna, especially in green spaces in Tempe.
• Proximity of the road to green space and potential impacts once in operation
• Building the road over the former Tempe tip.
Freight
• Suggestion for on-off ramps to Sydney Gateway at Canal Road
• Requested access from Sydney Gateway into the Cooks River Intermodal Terminal
• Suggested road link between St Peters Interchange and Port Botany.
Parking
• Encourage more people to park at the airport rather than local residential streets in Tempe by reducing airport parking fees.
Property and Access
• Impact to Tempe residents about increases in noise and air pollution from being close to a new major road
• Changes to traffic conditions on Qantas and Airport Drive
• Vehicle access into the International Terminal from Sydney Gateway.
Public Transport
• Request to increase bus services to the airport
• Remove the station access fee on journeys to the Domestic and International Terminal train stations
• Insufficient public transport routes to the airport.
Traffic and Road Safety
• Increasing numbers of cars using Canal Road from potential on-off ramps from the project
• Additional traffic onto Campbell Street
• Consideration of additional flyovers from Joyce Drive to Wentworth Avenue
• Proposal for a dedicated truck road to Port Botany
• Suggestions for:
o A direct tunnel to Foreshore Road
o To reconfigure the M1 interchange into Botany Road
o To connect Sydney Gateway to local roads to reduce congestion
o To extend the flyover to General Holmes Drive.

Planning process and future engagementThe Sydney Gateway road project is subject to two planning processes under NSW and Australian Government legislations. This requires the development of an Environmental Impact Statement (EIS) to meet NSW planning requirements and the completion of a Major Development Plan (MDP) in accordance with Australian planning processes.
The diagram shows the planning process and further details are provided on the Sydney Gateway planning approval fact sheet, found on our webpage.
Roads and Maritime will be engaging further with the community during 2019 to help inform the design of Sydney Gateway. All feedback will be exhibited in a joint EIS and draft MDP, currently planned for the end of 2019. This will be evaluated by the NSW and Australian governments before a planning determination is made.
