INTRODUCTION

Purpose of the Return to Learn: School Reopening Plan for Student and Parents The emergence of COVID-19 and its spread across our world has caused us to reevaluate how we approach education. Throughout our school we have all remained calm, open-minded, patient, flexible, adaptive, and resilient, which are traits we will need to continue to demonstrate as we open School Year (SY) 2020-21 and navigate through unchartered territories. This document serves as our plan to reopen school and is guided by the following principles:

1. We will be student centered in all of our decisions. 2. We will provide all students with a high quality education that prepares them to be

successful within the global society. 3. We will follow all of the Hawai`i Department of Health and the Centers for Disease

Control and Prevention (CDC) guidelines. 4. We will be flexible, fluid, and transparent.

Using these principles help to provide clarity in planning and decision making to ensure Pearl Harbor Elementary School (PHES) can reopen the campus safely with the health and well being of our entire community in mind. As such, PHES priorities for reopening school will be centered around the following:

Please know that with evolving needs and changes in directives, as well as the impact level of the public health emergency identified for the community, modifications may be made to our handbook as necessary. Thank you very much for your flexibility, support, patience, and understanding as we forge ahead in optimizing learning for our students. School Communications We will continue to share updates about SY 2020-21 and the COVID-19 situation through our school website (pearlharborelementary.org), social media sites (e.g., Facebook, Instagram, and Twitter), school mass callout/text messaging system (School Messenger app), email, and, as needed, hard copy documents (e.g., letters, newsletters, memos, etc.).

SCHOOL DESIGN

School Models Overview In selecting our school model, we kept health and safety in mind and also considered the impact on school operations (such as bus transportation and delivery of meals to students), the impact on personnel, and the delivery of non-academic learning activities (such as social emotional learning). The year will begin with approximately half of our students on campus each day. Students have been divided into two groups by the last name of the oldest child in the family attending our K-12 Radford school complex. Group A will be A-K, and group B will be L-Z. Group A will be on campus on Monday and Wednesday, and group B will be on campus on Tuesday and Thursday. On Fridays, groups A and B will be on a rotating schedule. When students are not on campus, they will have distance learning. During weeks where there is a holiday, Friday will replace the day the holiday occurred. PHES Model Below is PHES’s model:

● Monday, Tuesday, Wednesday, and Thursday from 7:45 am to 2:00 pm ● Friday from 7:45 am to 12:20 pm

*Please note that Wednesday and Friday school hours have been switched so that the full day is on Wednesday. To assist with transitioning to new safety procedures and practices, the first nine (9) days of school will be half days for students. From August 4 through August 14, students will be dismissed at 12:20 pm. They will have a lunch period prior to being released from school.

Updated 07/18/2020 First Two Weeks of School August 4, 2020 is designated as the first day of school on the Board of Education (BOE) approved SY 2020-21 school calendar. The first two weeks of school will consist of:

● Half-days with students to assess learning needs and conduct reviews, introductions, and meal service; AND

Prior to the first day of school, August 4, PHES will host a virtual open house event where parents can learn about the school schedule, processes and procedures, and parent/student expectations for this reopening. Radford Complex will have informational resources on the following home guidelines, which will be posted on our school website:

● Do a wellness check on your child each morning at home to determine if your child should attend school.

● Keep your child home if you suspect your child is ill. ● Ensure your child arrives at school wearing a face covering and ideally has an extra

guardian access to the buildings will be strictly limited. ● Be sure the school has updated contact information and several points of contact in

the event that your child needs to be sent home. ● Parents and the DOE must ensure student’s underlying medical conditions are

managed. ● Parents will be informed of NEW school health room procedures and policy.

Social Emotional Safety and Support Social & Emotional Learning (SEL) is an important part of developing the whole child. SEL provides a foundation for safe and positive learning and enhances students' ability to succeed in school, careers, and life. If your student is struggling with any type of anxiety, depression, or you notice any mental health concerns, please contact our counselors.

PHES is committed to servicing all students while following health and safety recommendations provided by the Department of Health and Center for Disease Control. However, we recognize that some of our student populations may not be able to follow all recommended health and safety guidelines due to varying reasons, such as the ability to wear personal protective equipment (PPE) or maintain appropriate social distance from others.

Learning During the school year, learning may occur in the following ways:

● Face-to-Face Sessions ○ When students are scheduled to be on campus, instruction will be provided in

person. ● Synchronous (Occurring at the Same Time) Virtual Sessions

○ When students are not scheduled to be on campus, guided practice or direct instruction may be provided virtually with individual students and/or groups of students. Assessments may be administered by the instructor at this time.

● Asynchronous (Online Tasks Outside of Scheduled Class Times That May Be Completed at Different Times) Sessions

○ Independent student work may occur in the following forms when students are not scheduled to be on campus:

■ Recorded lessons/lectures (e.g., Screencastify, Loom, etc) ■ Links to online lessons (e.g.; NewsELA, Khan Academy, etc) ■ Uploaded print material (e.g., articles)

HEALTH AND SAFETY

Signage and Health Promotion Physical guides, such as markers on floors and signs on walls, will be posted in highly visible locations to promote everyday protective measures to prevent the spreading of germs and illnesses and to ensure expectations are clearly communicated and daily reminders are provided. Screening for Potential Illnesses To stop the spread of illness, students and staff must stay home if they are feeling sick. Schools are NOT expected to screen students or staff specifically for COVID-19. The purpose of screening would be for general symptoms of illness. Any designated adult can perform the screening. If your child displays or expresses at least two of the symptoms listed below, keep him or her at home.

● Feverish or unusually warm (has flushed cheeks) ● Coughing/sneezing ● Sore throat ● Shortness of breath/difficulty breathing ● Headache/stomach ache/nausea ● Muscle pain/unusual fatigue ● New loss of taste or smell

Frequent Hand Washing and/or Sanitizing Hand-washing or sanitizing stations will be available at the entrances of school, near or inside classrooms, and in all meeting areas (e.g. library, dining hall, offices).

● All students and employees should wash or sanitize their hands frequently, including upon arrival to school, before and after meals, after bathroom use, after coughing or sneezing, in between classes, and before dismissal.

● Hands should be washed with soap and water for at least 20 seconds. ● Restrooms, sinks, and sanitizing stations will be regularly maintained with adequate

supplies (i.e., soap, sanitizer, and paper towels). Social and Physical Distancing Proper social distancing will be practiced to maintain a six (6) foot distance to the extent possible. Keeping six (6) feet apart in the school setting is not always feasible.

● Drop-off and arrival times for students will be staggered so that large groups of people are not arriving and leaving at the same time to minimize overcrowding and

● A distance of at least six (6) feet between seats will be maintained. ● For younger children, times in the classroom when instruction or social skill

development activities make it difficult to maintain six (6) feet between students (especially when teaching or practicing necessary social skills of personal space, sharing space, and safety) will be minimized.

● Physical barriers (e.g., flexible partitions) in areas where it is difficult for individuals to remain at least six (6) feet apart may be used.

● Items that are difficult to clean or disinfect should not be shared. ● Each student’s belongings should be separated from others’; kept in

individually-labeled containers, cubbies, or areas; and taken home each day to be cleaned, if possible.

● Sharing of high-touch materials will be minimized to the extent possible or use of supplies and equipment will be limited to one group of children at a time. High-touch materials will be cleaned and disinfected between each use.

● Sharing electronic devices, toys, books, and other games or learning aids will be avoided.

● No sharing of foods and utensils. Each class is considered a cohort (family unit) and interaction with other class cohorts will be limited and controlled.

● During meal times, individually-plated meals are to be consumed in the cafeteria with distancing precautions.

● Walkways outside of classrooms will have 6 foot markings ● Campus will be generally “one way” direction to minimize frequent and unavoidable

interactions.

Wear a Face Covering or Mask Adults:

● All adults must cover their mouths and noses with a cloth face cover (mask), unless the adult has an underlying medical condition that prohibits the use of a mask.

Students: ● Wearing of face masks are required when possible and as much as possible. ● When students are outside the classroom and when physical distancing is not

feasible, they must wear face masks. ● Parents/legal guardians will be responsible for providing students with face

coverings or masks. School Health Aide:

● Wearing a mask with either goggles or a face shield is required for the school health aide in the health room, when in close contact with students who are ill, as they protect the eyes.

Updated 07/18/2020 Visitors on Campus PHES is a closed campus. With exception to the front office, parents, guardians, and visitors will not be allowed to enter our school grounds (e.g. cafeteria, classroom buildings, courtyard, field areas, etc.) before, during, and after school, unless an appointment is made. However, parents, guardians, and visitors will be allowed to pick up and drop off students in front of our cafeteria during students’ designated pick up and drop off times. Precautions will be taken to maintain and enforce social distancing and mask requirements when meeting with parents and the public at school.

● Appointments will be required to properly schedule and maintain health and safety measures.

● All visitors will be required to wear masks while on campus. ● Access to the campus for those individuals exhibiting any symptoms of illness will be

restricted. ● Persons who are restricted from physical presence at the school or office shall be

allowed to conduct business by telephone or other appropriate audio-visual technology.

Ventilation Windows and doors will be opened when possible and as much as possible. Windows and doors will not be opened if doing so poses a safety or health risk (e.g., triggering asthma symptoms) to children. COVID-19 Points of Contacts Our schools COVID-19 points of contacts are the principal, vice principal, and school health aide. Please contact any one of these individuals should COVID-19 concerns arise at (808) 305-6000. Health Room and Services Students exhibiting symptoms of COVID-19 will be separated from other health room visitors in a separate designated room. The school health aide will play an important role in assessing and intervening in suspected cases of COVID-19.

● When a student becomes ill, the student will be sent to the Health Room. If there is no school health aide on campus, the student will be sent to administration.

● Students will be checked at the Health Room door outside. ● Temperatures will be taken using a thermal scanner prior to entering the Health

Room. ● Students with symptoms of COVID-19 will be isolated in a designated room, and

arrangements will be made for medical evaluation. ● The student’s parent or guardian will be called to pick up the student.

Updated 07/18/2020 ● The Health Room will be disinfected by school health aide following every student

visit and custodial staff daily. ● Any student sent home due to illness should be excluded from school until

symptom-free for at least 24 hours without the use of medication. School Illnesses PHES is well aware that we must be prepared for outbreaks that may occur. The primary goals in planning for any potential confirmed cases are to: 1) keep the entire school community safe and 2) prevent stigmatizing children and adults who are infected and/or exposed to COVID-19. If a student or employee has either tested positive for COVID-19 or has been identified as a close contact or household member to someone who has tested positive, administration will work with the Hawaii State Department of Health (DOH). Daily Cleaning of Facilities High touch surfaces such as light switches, door handles, desks and chairs will be wiped down regularly. Classrooms and restrooms will be disinfected daily. Cleaning of Technology Devices Devices that are loaned to students for distance learning will be cleaned upon return. Each student will be assigned their own technology device. There will be no sharing of devices. Medical/Information Changes Change in Family Information Parents are responsible for notifying the school of changes in name, address, telephone, size of family, custodial and emergency care of the student. Please report changes as soon as possible. Health and Emergency Information Please inform the office of any changes to your address, telephone number, and individuals to be contacted in case of emergencies. In addition, any medical needs or allergies should be communicated to the school. Administration of Medications Medications taken regularly may be administered in school only after proper forms have been completed by the parent, physician, school nurse, and Department of Health (Form SHS 36). Short term medications (cough syrup, antibiotics, etc.) will not be administered. Illness

● FEVER - Students should be fever free 24 hours, without the use of medication, before returning to school. DOE policy requires an ambulance be called in the event a child has a temperature of 104 degrees.

● PEDICULOSIS - A student diagnosed with head lice (ukus) is asked to stay away from school until he/she is treated and nits are no longer present. Treatment is quick and easy and should begin as soon as lice have been detected.

Updated 07/18/2020 Health Prerequisites Before Starting School Tuberculosis (TB) Clearance A tuberculin (Mantoux) test is required to enter school. It must have been completed within one year BEFORE school entry. ALL new students must show proof that they tested negative on either a TB test or a chest X-ray before they can be admitted to school. Physical Examination Exam must be completed within one year BEFORE school entry date. Immunizations Immunizations required for school attendance include:

● DTP/TD Diphtheria Tetanus Pertussis ● POLIO ● MMR Measles Mumps Rubella ● HEP B Hepatitis B ● HIB Haemophilus B for preschool aged children

SCHOOL OPERATIONS Attendance Policies and Procedures To satisfy the requirements of HRS §302A-1132, PHES shall take daily student attendance using Infinite Campus (IC). Students engaged in distance learning being delivered by school personnel shall be considered in attendance.

All students between the ages of 5 to 18 are required to attend school (H.R.S. 302A - 1132). Public school students are required to attend the school in their home district unless the student obtains a geographic exception. Consistent and on-time school attendance plays an important role in a child’s school success. It is critical in promoting a positive attitude towards school and develops good work habits that allow a student to keep up with class work. According to DOE policy, the school is required to notify parents when a child has accumulated 5 absences and/or 3 tardies, excused and/or unexcused in a quarter. We will monitor the tardies and absences of all students each quarter and send home a Parent Notification of Attendance form mid-quarter if necessary that will need to be signed and returned to your child’s teacher. When calling our office during non-office hours to report that your child will be absent, please follow the prompts on our automated answering service. Press 1 to reach the attendance line and leave the following important information: State clearly your child’s name, room number and the reason why your child will be absent. To ensure the safety of your child, an automated telephone system will be calling all parents or guardians after 9:30 am if your child is absent or tardy. During school hours feel free to call our main line at (808) 305-6000 and we will be happy to record your child’s absence. A student who is absent more than three consecutive days should return to school with a note from the treating physician stating the reason for the absence, otherwise it will be marked as an unexcused absence. Students who leave school before 11:00 am will be marked absent for the day. Students who arrive at school after 11:00 am will be marked absent for the day. If there are any concerns which are causing attendance problems, we would like to be of assistance. Please let the teacher or counselor know so we can work together to improve the situation.

Updated 07/18/2020 Any student out of school for 10 or more consecutive days must do one of the following: a. Medical Concern Inform the school principal in the case of a medical concern. Home Hospital tutoring services may be offered during the absence. Hours and course content will be determined by the grade level. b. Extended Vacations or Emergencies Inform the school principal if leaving the State of Hawaii for personal reasons or emergencies. Parent should withdraw the student from the home school and upon return to the State of Hawaii, re-enroll the student at the home school. c. Home Schooling Complete Form 4140 Exception to Compulsory Education (Home Schooling). Homeschooling is a viable educational option where a parent will be responsible for the education of that child and provide their own instruction. Tardiness The tardy bell rings at 7:45 am. After that time, a student is late and must report to the office for a “Tardy Slip” before going to his/her class. However, students will have a designated drop off time, and they will not be marked tardy if their drop off time occurs after the school day begins at 7:45 am. Off Campus Passes Students are not permitted to leave the school grounds without permission once they have arrived on campus. During the school day, parent/guardian may obtain an off campus pass. A note to the office explaining the purpose of the request is required in the morning. Parents are asked to remove students from school only for urgent business. Upon showing an ID, student(s) will be released and issued a pass only to parents or adults listed on the student emergency card. Transfer Procedure Parents must notify the office one week before transferring. All student obligations must be cleared before the release packet is given to parent/guardian. This includes the following:

● return of library books, textbooks and other educational materials ● payment for lost or damaged materials ● clearance of lunch account balance

Parents must sign for the release packet at the office at the end of the day on the student’s last day.

Updated 07/18/2020 Dress Code Policy All PHES students are required to wear school uniforms Monday through Thursday. This policy was approved by the School Community Council to foster a positive learning environment as well as increase the safety for all students on campus. School Uniform The PHES uniform consists of the following:

● Uniform Shirts: ○ Polo-style shirt or t-shirt with school logo/ approved School Events & Student

Organization shirts ● Uniform Bottoms:

○ Appropriate length/style that does not interfere with learning ● Shoes:

○ Closed toe footwear ● Prohibited Attire:

○ Headgear (hats, hoods, sunglasses, head/ear phones) ○ Wheeled shoes ○ Clothing with suggestive material (gangs, alcohol, etc.) or excessively

tight/loose, or low hanging clothing

★ Students who do not have a uniform top will substitute their top for a school loaner. We ask that the school loaner be washed before returning it.

 Student IDs ID cards must be worn at all times in a visible location above a student’s armpits. Cards are not needed for breakfast, however, must be worn for lunch. Students must be sent to the office when their IDs are lost, damaged or missing. College Shirt Thursday Each Thursday students are able to wear a shirt that represents a college of their choice. Students who choose not to participate must wear their school uniform.

Updated 07/18/2020 Food Policies Pearl Harbor Elementary School’s Food Policy was formulated by the Wellness Committee in Aug. 2010. ● Candies and soda are not allowed on campus. (Parents, please remove candies from

Lunchables and other pre-packaged lunches.) ● Students should bring healthful snacks to school. ● The PTSO and A+ will follow the school’s food policy for all events. ● We have students with food allergies. Please be mindful of this when sending food with

your child.

Birthdays/Celebrations On behalf of PHES, the birthday child will be presented with a lei on his/her birthday. If a birthday falls on the weekend or holiday, the birthday will be celebrated before the actual birthday. Do not bring food or non-food items to be shared (ie balloons, goodie bags, etc.)

Breakfast and Lunch Nutritious, well-balanced breakfasts and lunches are served daily in the cafeteria. Each child is expected to eat either a school lunch or a lunch from home. The monthly breakfast and lunch menus will be posted on our school website and sent home with students each month. Students are asked not to share food in the cafeteria. Carbonated beverages are not allowed in the cafeteria and will be confiscated. Purchasing Meals Pearl Harbor Elementary School uses the eTrition computerized system for our meal programs. Each student will be assigned a Personal Identification number (PIN). Meal accounts will be opened under the PIN number. Parents or students are able to deposit money in the account of individual students for meal payments (breakfast and lunch). The system will subtract the appropriate charge from the account when students eat school meals. Sharing of money between siblings will not be allowed. Notices will be sent home when the account balance is below $10.00. Payments can be made in the office from 7:30 am until 3:30 pm. Please place envelopes in the designated drop box and allow 24 hours for your deposit to be credited to your student’s account. You may also make online payments at ezschoolpay.com Note: Only cash or cashier’s checks will be accepted)

Parents may apply for free or reduced lunch rates under the Federal Lunch System. You may apply online at https://secure.ezmealapp.com. After selecting state (Hawaii) the website will ask for the District (type Hawaii) Applications are also available in the school office and should be returned as soon as possible. New applications must be filled out each year. If a household member (including non-relatives) receives SNAP or TANF benefits, all children in that household will be eligible for free lunches. School Food Services Breakfast and lunches will be served and eaten in the cafeteria. Students will have assigned seating and will be distanced six (6) feet apart from each other. Students may remove masks when consuming their meals but must put their masks back on once they are done. School Bus Information Student transportation will be coordinated with the Student Transportation Branch to effectively deliver bus service that will protect student health and safety. Students who ride the bus may be dropped off and picked up on a staggered schedule and shall not be marked tardy. Students will be allowed to sit no more than two persons per bench seat from home to school and back home again provided that they agree to wear a face mask on the bus. Students who refuse to remain seated in their assigned seat and students who refuse to wear a face mask on the bus will be referred to school administration. Bus Pass Procedures A school bus pass is required of all students riding state-contracted school buses. Students residing less than a mile from school or those on geographic exception are not eligible to ride the bus except on a space available basis. Check at the office to obtain the Student Transportation Services bus pass pamphlet that contains instructions and mandatory forms. Cash or Cashier’s Check are the only forms of acceptable payment at school. Recently launched is the online payment option through EZSchoolPay. There may be a nominal fee for this service. Updated 07/18/2020 Bus Rules All students who ride the school bus will be provided a pamphlet detailing all bus riders’ expectations. Deliveries to Students Should any student belongings (articles of clothing, lunches, etc) be brought during the school day, drop them off in the office. They will be delivered to your child. Phone Policy School phones are for emergencies only. Cell phones are contraband. All cell phones must be turned off and stored in a student's bag during school hours. Students in violation of this policy will have their phones confiscated and parents will be called to claim confiscated phones. The school is not responsible for any damage to personal items which are lost, broken, stolen, or damaged. Lost and Found Students may claim lost items in the office during non-instructional time. It is recommended that all articles be labeled with your child’s name. After a period of time, unclaimed articles will be donated to a local charity. Learning Assessments During the first two weeks of SY 2020-21, assessments will be conducted to determine the students' readiness to meet the curricular standards of their current grade level. Our universal screener, iReady, will be administered in the Fall, Winter, and Spring. Student progress will be monitored to inform instruction, interventions, and differentiated practices. Technology Devices for Students PHES will assign one device per student to use for the school year while in school. Technology devices may be loaned to students who need them to access learning materials at home. If this is needed, please contact our front office at (808) 305-6000. After-School Program Kama’aiana Kids will have an after school program available. They will adhere to COVID-19 PHES procedures. Travel School sponsored student travel off-site (e.g., field trips) during the school day and to off-island destinations will not be allowed until further notice. All mainland and international travelers entering Hawaii are subject to a mandatory 14-day quarantine upon arrival, per the Governor’s directive. Inter-island travelers are no longer

If the traveler develops symptoms of illness while in quarantine, he/she should see a health care provider. At that point, the health care provider will give council to the patient, as well as household members/close associates, as to next steps. Please note that this is subject to change with evolving needs and changes in directives. General Discipline Guidelines School discipline is provided in accordance with Chapter 19, the Department of Education document which deals with student misconduct, discipline, and behavioral expectations of the school. Students are expected to abide by State and Federal laws and Department of Education regulations at all time/department events. Standards of Behavior PHES strives to follow the 3 B’s: Be Respectful, Be Responsible and Be Safe. Students should be courteous and respectful to all students, faculty, staff, or guests on campus. Each student shares in the responsibility of maintaining a school environment that is conducive to the physical, emotional, and mental well-being of all students. All stakeholders (staff, student, family members) play an essential role in a positive school environment that fosters learning and growth. General School Rules

1. Students are assigned designated drop off times and are not allowed on campus prior to their drop off time. (See Morning Routines section for more information.)

2. Students and adults will use the crosswalks when crossing the driveway and streets. 3. Students leaving campus for any reason shall be considered TRUANT unless:

a. Student is on a school-sponsored excursion (field trip). b. Student is signed out by a parent/legal guardian. c. Student is directed to do so by the Principal or designee.

4. Riding of wheeled equipment of any type including, but not limited to, skateboards, heely-shoes, scooters, bicycles, etc. are prohibited on campus. Bicycles and skateboards must be walked onto campus, parked and locked in the assigned bike-rack.

5. It shall be the duty of all students to keep the school grounds clean by placing all litter in designated trash bins.

6. When moving from one location to another, all students shall walk quietly in an orderly manner on the blue lines and continue to maintain social distancing.

7. Personal property brought to school should be necessary for the school's educational program. Contraband items including, but not limited to, mobile communication devices (cellular phones and smart watches), handheld game systems, Pokeman cards, toys, athletic balls, etc. are prohibited during the school day.

Restrooms

● Students will be required to maintain six feet physical distance and wear a mask at all times.

● Classrooms will follow a set schedule for each class to use assigned restrooms. However, students will be allowed to use the restroom outside of assigned times as needed.

Recess ● Grade levels are assigned designated areas for recess. ● Students will practice proper social distancing by maintaining a six (6) foot distance

to the extent possible. Markers will be visible on the ground to help remind students about following proper social distancing guidelines.

● No playground equipment usage. ● No ball playing with others. ● When outside the classroom, everyone should wear masks.

Library

● A hand sanitation station will be located near the entrance of the library. ● All students will sanitize hands upon entering the library and maintain social distance

during class visits. Traffic Patterns/Parking Point of entry to our school is our front driveway ONLY. The side gate fronting Warden is locked for safety reasons and the back gate is for staff only. The only available visitor parking is off-campus. Prohibited Parking Zones For the safety of all who pass through our campus please avoid parking along any red curb or any zone marked off in red. The service area behind the Cafeteria is prohibited to visitors as delivery times vary throughout the day. This area is reserved for special education buses and delivery trucks. It is off limits to ALL pedestrians. Parking preference in front of Building A will be given to parents with students who are “non-ambulatory” and need assistance to and from their transportation vehicle. Please see

Cars using the school roadway should come to a stop when the flag is being raised in the morning and lowered in the afternoon. ● Temperature Checking: All students and faculty and staff members will have their temperatures taken upon entering school. If a student’s temperature is 100 degrees or above, that student’s parent or guardian will be notified and that student will be sent home. Faculty and staff members will be sent home if their temperatures are 100 degrees or above.

Updated 07/18/2020 Radford Complex Parent Community Protocol for Addressing Concerns The Radford Complex suggests the following protocol to improve communication, attend to concerns, and resolve issues. This protocol is not intended to infringe on individual rights, and is rooted in the belief the best solutions to parent/student concerns are ones that are agreed upon at school level. Step 1: Conference with the teacher Any concern about a child should start by contacting the student’s teacher. Your child’s teacher is the best (and most immediate) person to clarify classroom procedures and policies and make adjustments. Step 2: Conference with school counselor The school counselor is another student support who a parent can approach. Often, especially if the concerns are of a behavioral or social nature, a counselor can be counted on for assistance and to work with the student. Step 3: Conference with an administrator In the event the concern continues, the parent or teacher can contact an administrator. Please be patient and allow prudent time for the administrator to address your concern. Step 4: Contact the Complex Area Superintendent In the event the current concern is not addressed by the school’s principal, the next point of contact is the Complex Area Superintendent (CAS). The CAS will consult with the principal in the resolution process and either the CAS or the school principal will contact the parent. Step 5: Contact the Deputy Superintendent In the event the current concern is not addressed by the CAS’ action, the next level is the Deputy Superintendent’s Office or State Superintendent’s Office. The above steps are to be followed in the order written. More often than not, all concerns will be taken back to the school level for resolution.
