‘Editorial (September 30th

Dear friends, This month I decided to write this editorial afte I have got all the material, so that you can read here, what we got for you in this SWN. First, I must tell you, that unfortunately three sections are missing in this issue,+those being the Letterbox (Tonny is on holidays), the Clande- stine News (Mathias could not find time , because of heavy work load) and the Utility Tips, (Canny has also been busy with his work). On the other hand, I could then find place for some articles, that I have had for a long time now. So by a heavy work effort from my side, I'm happy to give you an interesting article about RTVD, Dominican Republic, written by our member Wolfgang Schweikert, -this article can be found on page 15. And you will also find a small article about DXinq in the Dom. Rep. on page 10, also by Wolfgang. Thank you very much for these articles, we appreciate it very much. Another article about a radiostation can be found on page 24, this about Italian Radio Relay Servic and also this article has been waiting for a long time. So, in one issues you'll have 2 articles about radiostations, which we not get used to. Speaking about articles, I want to say thank you very much to our Swedish member, Claes W. Enqlund for sending us an article about DX-ing 30 years ago. We will of course publish it, when we got space for it. Hopefully in a not to long time.

Now to some editorial matters, which are of inte- rest for all of you. First please note, that Marc Decock has now got a new postal code, please look at page two. (Marc, I really did send you materia to you on September 18th). I also want to draw your attention on some changes of the membership fee, please look at page two for this. We had to do this, because of the declining value of the f and U.S. $. So be sure to send us the correct a- mount, when you're due to renew. We have also made a minor change regarding the Un official SW Tips. Before we used to include these into the SW Tips section, but we have now decided to have them under the Unofficial Radio section, just as we do with the Clandestine tips. So I ask you kindly to send those tips directly to our edi tor, Ken Baird, or to the hq before the first de- adline of the month. Ken's address can of course also be found on page two. We decided to do this because we think those tips really belongs to the Unofficial Section, and because we did the same with the Clandestine tips. The third reason for doing that, is that we still got many SW Tips - and thank you for that - and it can sometimes be difficult for Anker to find the time for typing all those tips. We do hope, for your cooperation. In the next weekend, the Nordic DX-Championship will be held, so some us do know what to do these three days. I must say, that there are some very interesting stations, that should be heard, now let's hope, that the conditions will be better than last year. If you are missing this contest, there will be two other contests this autumn, rea about one of them on this page, and the other one in SWN, August issue. Local Meetings The local meeting in the Copenhagen on September 6th was canceled. Now, we will have a new meeting

EAST AND WEST RADIO CLUB The 12th International Middle-East-DX-Contest of the EAWRC will start on November 9th, 1990, and will last until November 25th, 1990. Participation in this contest is possible for all radio enthusiasts, membership in the EAWRC cr any other DX-Club is not required. ~Ijxc 1991 Conjhvnce The first news about the 1991 Conference, which will be the 25th Anniversary, is that it will be held in Barcelona, Spain, between May 17-20, and hosted by the Asociacion DX Barcelona and Nuevo MAF International. The initial agenda sees four days before the 17th being devoted to Spanish DX- ers, with the weekend devoted to workshops, visit and lectures. More news about the event will ap- pear within SWN as it becomes available.

Vaticarr Radio The Scandinavian programme from 2000-2020 will from September 30th be broadcast on 6.185 and 7.365 kHz. The programmes will be repeated the followins morninq 0520-0640 on the same frq's.

In the 70's several short- rave stations were audible from this country, but

They were very pleased when they heard that I had picke up their programmes on Shortwave in 1978 and saw the photocopy of the QSL letter. At the office of the director, I was told that they verify all cor- rect reports they receive. They still receive re- ports from abroad on their transmissions on Medi- umwave. Due to financial problems, it is however very unlikely that they will sestart programmes on Shortwave in the near future. With a couple of transmitters on Mediumwave, RTVD is able to cover the country.

In October 1989 there was no regular shortwave tra nsmission from any station in the Dom. Rep. The on ly station I heard was Radio Amanecer on 6.025 kHz on Sunday, October 15th at around midnight UTC. Re ception of this station was only fair some 50 km's east of Santo Domingo. Radio Clarin wasn't any lon ger audible on 11.700 kHz, the only station heard in Spanish on this frequency was Radio Moscow with an excellent signal. Clarin as well.

there as their studios and offices are located on the Western outskirts of Santo Domingo. I called Radio Clarin, but due to a poor telephone line-in the Dom. Rep., the operator is is even nee ded for National calls from public phones - and a rather impatient receptionist at Radio Clarin I couldn't get any real information. My sincere thanks go to mr. Aponte and mr. Cmar, a well as all people at RTVD for their hospitality.

The Mormon Tabernacle Choir can now be heard every week on international shortwave radio. "Music and the Spoken Word", the choir's radio program, is being aired world-wide on international radio sta- tion KUSW in Salt Lake City. KUSW is one of only two commercial shortwave radio stations in the United States, and it broadcasts the choir program each Sunday morning beginning at 10 a.m. mountain time. (1700 UTC ? - ed.) "Music and the Spoken Word", produced for the Church of Jesus of Latter-day Saints in the histo- ric Mormon Tabernacle in Salt Lake City, Utah, is aired on a one-week delayed basis-on KUSW. KUSW is the only international shortwave radio station which broadcasts the program, which has been on network radio for more than 60 years. Many CBS ra- dio network affiliates broadcast the program live each Sunday. Some 400 other radio stations broad- cast the program on a delayed basis throughout the world including local affiliates of the Armed For- ces Radio Network. KUSW spokesman, Ralph Carlson says "Anyone with a shortwave radio can pick up the choir on 15.590 kHz each Sunday. The IRF (it's German name might best be translate into Association of Friends of Long-distance Radi Reception) is a non-profit organization for the benefit of blind friends of long-distance radio reception from all over the World. The members of the organization do their work voluntarily and do not receive any payment for the work done by them The service offered by the IRF are available sole ly to blind people or to people who are seriously visually handicapped. All the cassette services are free of charge provided that the future liste ner will forward a suitable cassette (TDK-D 90 only) to IRF. For scripts in braille only the pri me-cost by IRF is payable. It is not necessary fo blind people to be members of IRF in order to re- ceive it's services. At the present time, services,

Radio Listeners Guide From Salvatore Placanica, Italy, we have received the following review of this book, which we wrote about in SWN September issue.

"I may tell you, that I received my copy of th book and may confirm, how unique it is to keep in one's library for immediate and further referen- ces. To give you an example. I wrote DX Corner In formation which are published by the Adventist ma gazine Current. Usually I write Station Profiles. When writing about Radio New Zealand Internationa I could quote the objectives declared by Prime Mi nister Peter Fraser, thanks to the information I found in the first edition of the book.

However, conditions of payments have been than ged. IRC's are no more accepted for overseas or- ders and the BBC Book Shop is no more mentioned a it was in the first publicity paper I received.

It was a very big and pleasant surprise to me, to see my photo printed at page 09 in the book. I is the same which was published on the front page of SWN in September.

I made a survey of the Radio Listeners Guide, recorded it on casette and mailed it to the Itali an section of Radio Portugal. I have space there on the third Friday of the month in the DX rubri- we "I1 Microfone e vostro". The Italian programm is broadcast on 11.740 kHz at 2000-2030 UTC, but reception conditions in my area are so poor, that sometimes I feel discouraged to log the station. But the lady producing the programmes, Mariella e Donatella are so kind, that I am very pleased with the cooperation."

3ne of the most exciting events on the European shortwave scene in 1988 was the inauguration of IRRS. After a long period of planning, construct- ion of the antenna system began in late summer, and the installation of a West German-made Siemens transmitter was completed in autumn. There was a brief "hitch" In obtaining sufficient commercial power to operate the transmitter (it's total mains consumption is 21 kW). But at the end of November, everything was prepared, and the trapsmitter could be switched on for the first time. And with great success: Without prior publicity, our initial equ- ipment tests in the 75, 41 and 31 meter bands were heard spontaneously all over Europe, and indicated excellent signals. 3n December 3rd, 1988, IRRS began a series of week-end program tests, featuring material sent to us by participating program-making organizations. Reception reports from these transmissions have already numbered into the hundreds and include re- ports from as far away as Australia, New Zealand and the United States. IRRS is also proud to have been the first private shortwave station to use a new type of modulation called "A3A". This means signle side band, reduced carrier. The advantage is that we obtain all the efficiency benefits of SSB, but in form that is fully compatible with ordinary AM receivers. The SINPO reports bear out the advantages in overall performance. We also paid special attention to the question of audio and modulation processing which, no doubt, helps to distinguish IRRS from other signals on the dial. And finalle, a word on our legal status. IRRS is not a "pirate" station. The station is duly regis- tered with the Italian Authorities, and complete techinical data has been communicated to Italian PTT Ministry in Milan and Rome. In addition, we pledge to operate IRRS in keeping with the rules of good conduct on the shortwave bands.

Radio France Inr interference on 9815 klIz between 07:00-08.00 CET As you may already know, as announced during IRRS broadcasts, on September 2, 1990, Radio France 1nt. started a new service in Arabic on top of ou transmissions on 9.815 kIIz between 0700-0800 CET (2600-0~700 UTC'as of September 30, winter time). RFI's transmissions are beamed to the Persian Gul region through a high directional curtain antenna with an angle of radiation of 105 degrees. Trans- mitter power is estimated to be between 100 and 500 JEW AM. TDF (Telediffusion de France) official who are running RF1 transmitter and provide fre- quency selection to RF1 broadcasts have, so far, declined to move to another frequency, allegedly saying that "preliminary studies of the HF spec- trum occupancy showed no usage of the 9.815 kHz channel when the 31 meter band was analysed." IRRS registered 9.815 kHz at the Italian Post and Telecommunication Ministry in November 1989 and has been using the frequency on a regular basis since March 25th, 1990, with transmissions in English, French, Ukrainian, Russian and Italian beamed to East and Western Europe from Milano, Italy, with an omni-directional antenna of 10 kW transmitter power, A3A (-6 dB carrier USB) modu- lation. The type of modulation used by IRRS provi des the same communication power of a conventio- nal 30 kW AM transmission, and is completely com- patible to AM reception inside the European tar- get area. Therefore, IRRS management is greatly concerned about the start and continuation of RF1 transmis- &ns and the lack of serious frequencv vlanninq
