Within the SwitchMed Programme: UNIDO supports the development of green industry and sustainable production implementing the MED TEST II programme, helping service providers increase their capacity to deliver sustainable production services matching the industry needs.

UNEP/DTIE supports the development of SCP National Action Plans and follows-up closely the implementation of the demonstration pilot projects of four countries.

UNEP/MAP together with one of its centres, the SCP/RAC, implemented the regional policy-maker activities and implements pilot projects in four countries. In addition, SCP/RAC supports green entrepreneurs and change makers driving eco and social innovations in the region by providing training, technical and nancial advice. SCP/RAC also hosts the Networking Facility that contributes to the visibility, effectiveness and scaling up of the SwitchMed activities.

Dans le cadre du Programme SwitchMed : ONUDI soutient le développement de l’industrie verte et la production durable, en mettant en œuvre le programme MED TEST II, aidant les prestataires de services à accroître leur capacité à fournir des services de production durables correspondant aux besoins de l’industrie.

PNUE/DTIE soutient le développement de plans d’action nationaux pour une production et une consommation durables et assure de près le suivi de la mise en œuvre d’une série de projets pilotes dans quatre pays.

PNUE/PAM en collaboration avec l’un de ses centres, SCP/RAC, a mis en œuvre les activités régionales des décideurs politiques et réalisé des projets pilotes dans quatre pays. En outre, le SCP/RAC soutient les entrepreneurs verts et les acteurs du changement introduisant des innovations écologiques et sociales dans la région en offrant une formation, une assistance technique et des conseils financiers. Le SCP/RAC accueille également « The Networking Facility » qui contribue à la visibilité, l’e≈cacité et à la transposition des activités de SwitchMed à une plus grande échelle.

SwitchMed is an initiative that supports and connects stakeholders to scale-up Sustainable Consumption and Production (SCP) in the Southern Mediterranean Region through social and eco innovations. It aims at achieving productive, circular and sharing economies in the Mediterranean by changing the way goods and services are consumed and produced so that human development is decoupled from environmental degradation. It supports industry, emerging green entrepreneurs, civil society and policy makers through policy development, demonstration activities and networking.

SwitchMed est une initiative qui soutient et met en relation les parties prenantes pour renforcer une consommation et une production durables (CPD) dans la région sud de la Méditerranée à travers des innovations sociales et écologiques. Elle vise à établir des économies productives, circulaires et de partage en Méditerranée en changeant la façon dont les produits et les services sont consommés et produits de telle sorte que le développement humain soit découplé de la dégradation de l’environnement. Cette initiative soutient l’industrie, les nouveaux entrepreneurs verts, la société civile et les décideurs politiques à travers l’élaboration des politiques, des activités de démonstration et de réseautage.

The Barcelona Convention strongly encourages the Contracting Parties to mainstream SCP in national and local development policies, according to national laws in order to implement the Action Plan at the national and local levels, ensuring enabling conditions, policy coherence and promotion of synergies among national stakeholders and understanding the need to support member countries in the implementation through capacity building and technology transfer.

ENG In February 2016, the 22 Contracting Parties to the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean (known as Barcelona Convention) adopted a Regional Action Plan on Sustainable Consumption and Production in the Mediterranean, during their 19th Ordinary Meeting of the Contracting Parties.

The SCP Regional Action Plan is a substantive contribution to the implementation of the 2030 Agenda for Sustainable Development. It is a strategic document that gives clear guidelines on the actions that should be developed in the region to shift towards sustainable consumption and production patterns, long-term sustainability, circular economy and new paradigms in the use of resources. It is also responding constructively to the climate change challenges.

The document is structured around 4 key areas which are essential for the socio-economic development and for the job market in the region and are at the same time highly contributing to the pollution loads and to the environmental degradation of the Mediterranean. Those 4 areas are the food, fisheries and agriculture sector, the tourism sector, goods manufacturing and housing and construction.

FRA En février 2016, les 22 parties contractantes à la Convention sur la protection du milieu marin et du littoral de la Méditerranée (également connue sous le nom de Convention de Barcelone) ont adopté un plan d’action régional pour une consommation et une production durables en Méditerranée, à l’occasion de leur 19ème réunion ordinaire des parties contractantes.

Le plan d’action régional pour une CPD contribue largement à la mise en œuvre de lAgenda 2030 pour le développement durable. Il sagit dun document stratégique qui donne des orientations claires sur les actions à mener dans la région afin de pouvoir évoluer vers des modèles de production et de développement durables, une durabilité à long terme, une économie circulaire et de nouveaux paradigmes dans lutilisation des ressources. Il répond également de manière constructive aux défis liés au changement climatique.

Le document sarticule autour de 4 domaines clés essentiels au développement socio-économique et au marché du travail dans la région mais qui contribuent également largement aux charges polluantes et à la dégradation environnementale de la Méditerranée. Ces 4 domaines sont le secteur de lalimentation, de la pêche et de lagriculture, le secteur touristique, les biens manufacturés ainsi que le logement et la construction.

At SwitchMed we are developing demonstration activities to promote implementation of policies and actions on the ground, which effectively change patterns of consumption and production and implement circular economy measures in the priority sectors previously selected by the target countries.

Au SwitchMed, nous développons des activités de démonstration pour promouvoir la mise en œuvre de politiques et d’actions sur le terrain, qui auront pour eΩet de modier les rythmes de consommation et de production, et de mettre en application des mesures d’économie circulaire dans les secteurs prioritaires sélectionnés au préalable par les pays cibles.

ENG The demonstration projects of the first group of countries (Algeria, Morocco, Tunisia and Lebanon) were selected according to already existing SCP national priorities falling under the framework of the Barcelona Convention and its Protocols.

In Morocco, 62 stakeholders were contacted, 5 projects out of 9 were pre-selected and visited during a country mission in November, 1 project was finally selected in the agriculture sector.

In Tunisia, 90 stakeholders were contacted, 9 projects out of 19 were pre-selected and visited during a country mission in November, 3 projects were selected in the tourism and agro-food sectors.

In Algeria, 92 stakeholders were contacted, 9 projects out of 18 were pre-selected and visited during a country mission in March 2016, 2 projects were selected in the agro-food and textile sectors.

In Lebanon, the Ministry of Environment selected a pilot project out of a portfolio of 15 project proposals, elaborated by SCP/RAC, targeting the Mediterranean SCP Action Plan priority sectors.

In a second group of countries (Egypt, Israel, Jordan and Palestine) the demonstration projects were selected on basis of the SCP–NAPs that have been developed under SwitchMed. The selection and implementation of the demonstration project is in-line with the national priorities and it gives the countries

the opportunity to show to its partners and stakeholders that the main objective of the SCP–NAP process was not its developing but is its implementation.

The Regional Activity Centre for Sustainable Consumption and Production (SCP/RAC) is in charge of implementing the pilot projects in Algeria, Morocco, Tunisia and Lebanon. The UNEP’s Division of Technology, Industry and Economics (UNEP/DTIE) is working with Egypt, Israel, Jordan and Palestine.

La sélection et la mise en œuvre du projet de démonstration se font en cohérence avec les priorités nationales et donnent aux pays la possibilité de montrer à leurs partenaires et leurs parties prenantes que le processus de PAN pour la CPD a pour principal objectif de mettre en œuvre ce projet, et non de le développer.

Le Centre d’activités régionales pour la consommation et la production durables (SCP/RAC) est chargé de mettre en œuvre les projets pilotes en Algérie, au Maroc, en Tunisie et au Liban. La Division de la technologie, de l’industrie et de l’économie du PNUE (UNEP/DTIE) travaille en collaboration avec l’Égypte, Israël, la Jordanie et la Palestine.

ENG Completing the demonstration phase of MED TEST II, will give the participating companies the opportunity to realize the business case of a more resource efficient and cleaner production strategy in their own facilities. This will eventually engage policy makers, industrialists, additional service providers, and financial institutions, to promote partnerships, policy instruments and incentives offering support and stimulating additional demand for services connected to a more sustainable production in the 8 SwitchMed countries of the Southern Mediterranean.

Supporting the goal of a sustainable production and consumption MED TEST II will during 2016–2017 continue to: 1. Continue to deliver TEST trainings to companies for monitoring and sustaining resource efficient performance at their manufacturing sites. 2. Provide technical assistance to industries for validating an investment portfolio of identified solutions bringing economic and environmental benefits, including matchmaking with existing financing instruments. 3. Consolidate the TEST tool-kit based on the outputs of the industry demonstration activities for wider applications by service providers. 4. Disseminate the results of the industry demonstration activities to outreach private sector and key national stakeholders at broad. 5. Continue dialogue with key institutional stakeholders promoting adoption of policy instruments for resource efficiency in industrial sector.

FRA La phase de démonstration du MED TEST II offrira aux entreprises participantes la possibilité d’analyser la rentabilité d’une stratégie de production plus propre et plus économe en ressources au sein même de leurs installations. À terme, cela devrait encourager les décideurs politiques, les industriels, les prestataires de services additionnels et les institutions financières à promouvoir des partenariats, des instruments politiques et des mesures d’incitation apportant un soutien et stimulant la demande supplémentaire de services associés à une production plus durable dans les 8 pays SwitchMed du sud de la Méditerranée.

En poursuivant l’objectif d’une consommation et d’une production durables, en 2016–2017, le MED TEST II continuera à : 1. Dispenser des formations TEST aux entreprises pour contrôler et soutenir une performance économe en ressources sur leurs sites de production. 2. Fournir une assistance technique aux industries afin de valider un portefeuille de solutions identifiées apportant des avantages environnementaux et économiques, conjointement avec les instruments financiers existants. 3. Consolider le kit d’outils TEST sur la base des résultats des activités dE démonstration de l’industrie pour des applications plus larges par les prestataires de service. 4. Diffuser les résultats des activités de démonstration de l’industrie pour sensibiliser le secteur privé et les principales parties prenantes nationales plus largement. 5. Poursuivre le dialogue avec les principales parties prenantes institutionnelles en encourageant l’adoption d’instruments politiques pour l’éco-efficacité dans le secteur industriel.

ENG The International High Level Jury operates pro bono and includes a group of independent experts from business, technical, institutional and academia sectors carefully appointed, with extensive experience in the MENA countries. The best 45 business ideas will enter at the incubation phase, so the entrepreneurs will receive a 40 hours individual follow-up advisory service, a Tailor-made technical assistance, support to define a specific crowdfunding campaign along a period of 8 months. They will also have the opportunity to participate in a Regional Match-making event in 2018 and be awarded with financial support (seed funding).

We are organising national workshops for the promotion of the green entrepreneurship and social eco-innovation initiatives. Our main goal is to identify challenges and opportunities to promote these initiatives, to identify specific measures and tools to strengthen the regulatory framework and to stimulate the market for sustainable products and services. To date, we have organised the workshops in Lebanon, Morocco and Tunisia where we have gathered national and regional key stakeholders of the green entrepreneurship and social eco-innovation ecosystem.

We are also currently drafting National White Papers on Promotion of Green Entrepreneurship and Eco and Social Innovation. These reports are being prepared based on the results of the workshops and on interviews conducted with national stakeholders. The White Papers of Lebanon, Morocco and Tunisia will be published soon on the SwitchMed website.

FRA Le jury international de haut niveau intervient bénévolement et se compose dun groupe d'experts indépendants issus des secteurs commercial, technique, institutionnel et universitaire, sélectionnés avec le plus grand soin et forts dune longue expérience des pays de la région MENA. Les 45 meilleures idées d'entreprise amorceront ensuite une phase d'incubation de sorte que les entrepreneurs bénéficient de 40 heures de service de conseil et de suivi individuel, d'une assistance technique personnalisée et dune aide à la définition d'une campagne spécifique de financement participatif sur une période de 8 mois. Ils auront également la possibilité de participer à un événement régional de mise en relation courant 2018 et de se voir attribuer une aide financière (financement de démarrage).

Nous organisons actuellement des ateliers nationaux destinés à promouvoir les initiatives d'entrepreneuriat vert et d'eco-innovation sociale. Nous avons pour objectif principal d'identifier les difficultés et les opportunités de promotion de ces initiatives, d'identifier les mesures et outils spécifiques disponibles pour renforcer le cadre réglementaire et de stimuler le marché des produits et services durables. À ce jour, nous avons organisé des ateliers au Liban, au Maroc et en Tunisie, qui ont permis de réunir d'importantes parties prenantes nationales et régionales de l'écosystème d'entrepreneuriat vert et d'éco-innovation sociale.

Des Livres blancs nationaux sur la promotion de l'entrepreneuriat vert et de l'innovation économique et sociale sont également en cours de rédaction. Ces rapports reposent sur les résultats des ateliers et des entretiens menés auprès des parties prenantes nationales. ENG A regional Match-making event will be organized in 2018 to provide a space where the 45 green entrepreneurs from the eight target countries selected by the International Jury and incubated by the SwitchMed Programme, will present their initiatives to national and international financing organizations and potential investors (banks, business angels, private equity funds, etc).

Nine out of the 45 will be awarded as following: One financing line for the best green business granted by a private financing institution. One award of 5,000€ for the second best green business. One award of 3,000€ for the third best green business. Two awards of 1,500€ for the fourth and fifth best green business. Four awards of 1,000€ for the, sixth, seventh, eighth and ninth.

In addition, a national pitch event in each one of the 8 countries will also be organised. The regional elevator pitch seek to bring together 10 to 15 green startups and a minimum of 5 potential investors and 2 companies from the sector which might be interested in the startups green services/products (for a potential investment, customer, supplier, etc.). The event, which will last half a day, will be made up of an elevator pitch followed by one-to-one interviews, depending on the interest shown by the professionals (investors/companies) invited to take part.

FRA Un événement régional de mise en relation en 2018 sera organisé afin de permettre aux 45 entrepreneurs verts issus des huit pays cibles sélectionnés par le Jury international et préparés par le Programme SwitchMed, de présenter leurs initiatives aux organisations nationales et internationales de financement et aux investisseurs potentiels (banques, business angels, fonds privés, etc.). Neuf des 45 candidats se verront octroyer : une ligne de financement pour la meilleure entreprise verte par une institution de financement privé.Une récompense de 5,000 € pour la deuxième meilleure entreprise verte. Une récompense de 3,000 € pour la troisième meilleure entreprise verte. Deux récompenses de 1,500 € pour les quatrième et cinquième meilleures entreprises vertes. Quatre récompenses de 1,000 € pour les sixième, septième, huitième et neuvième entreprises vertes.

En outre, une rencontre entre éco-entrepreneurs et investisseurs au niveau national sera organisée dans chacun des 8 pays. Cetévènement national vise à réunir 10 à 15 nouvelles entreprises vertes ainsi qu'au moins 5 investisseurs potentiels et 2 entreprises du secteur susceptibles dêtre intéressées par les services/produits verts proposés par ces nouvelles entreprises (pour un investissement, un client, un fournisseur potentiel, etc.). Cet événement, qui se déroulera sur une demi-journée, comprendra une présentation éclair suivie d'une série d'entretiens en face à face, selon l'intérêt manifesté par les professionnels (investisseurs/entreprises) conviés à y prendre part.

ENG Access to finance is one of the top priority factors to be addressed in the ecosystem of green entrepreneurs. A significant number of entrepreneurs have limited insight into financing opportunities, lack skills and capacity to make sound applications for starting up or growing their businesses. On the other hand, investors’ understanding about sustainability priorities, resource efficiency opportunities and potentials for product and service innovations can be rather weak despite their growing interest on the topic.

Since January 2015, we have been working with two organisations the European Bank for Reconstruction and Development (EBRD) and the European Federation of Ethical and Alternative Banks (FEBEA) on the establishment of a Green Impact Investing Network, the so-called GIIN. Our aim is to network financing institutions that are eager to contribute to green and circular economy developments in the MENA region via impact investments.

FRA L’accès au financement constitue l’un des principaux facteurs prioritaires de l’écosystème des entrepreneurs verts. Bon nombre d’entrepreneurs connaissent mal les opportunités de financement. Ils manquent de compétences et de capacités leur permettant de mettre au point des applications solides de lancement ou de développement de leur entreprise. Par ailleurs, la compréhension par les investisseurs des priorités en matière de durabilité, d’efficience des ressources et de potentiel d’innovation des produits et services peut être assez limitée en dépit de leur intérêt grandissant pour ces sujets.

Dès janvier 2015, nous travaillons en collaboration étroite avec deux organisations : la Banque européenne pour la reconstruction et le développement (BERD) et la Fédération européenne de finances et de banques éthiques et alternatives (FEBEA) pour la création d’un Réseau d’investissement à impact vert, appelé GIIN. Notre objectif est de mettre en réseau les institutions financières désireuses de contribuer au développement de l’économie circulaire et verte en Afrique du Nord et au Moyen-Orient par le biais d’investissements à impact.

United Nations Industrial Development Organisation (UNIDO):Organisation des Nations unies pour le développement industriel (ONUDI)

ENG UNIDO supports the development of green industry and sustainable production in the southern Mediterranean. It does so through a comprehensive approach that both presents the business case of resource effciency to industries, and helps service providers increase their capacity to deliver sustainable produc-tion services matching the industry needs. In addition, UNIDO is cooperating with a number of national institutions addressing policies on sustainable production.

At the start of the project, the UNIDO designed TEST methodology is delivered to the service providers and local professionals. In collaboration with the UNIDO TEST expert team, the service providers identify and select companies to take part in the TEST project, based on the companies potential for improvements and top management commitment. Crucially, the company staff also receive the TEST training, enabling them to implement the technical measures and management solutions identified by the service provider. Their active participation in the training and in the implementation of the project ensures the sustainability of all identified actions at company level.

The TEST implementation approach has to date successfully demonstrated the profitability and effectiveness of introducing best practices and integrated management systems in terms of cost reduction, productivity increase and environmental performance, extending the experience gained to other industries in the region.

UNDIO, together with local partners, also promotes business partnerships between local businesses and EU Eco-Innovative companies, creating an area of shared prosperity on the principles of a sustainable and inclusive socio-economic development.

FRA LONUDI soutient le développement de lindustrie verte et de la production durable dans le sud de la Méditerranée. Pour ce faire, il se fonde sur une approche globale qui montre aux industries lintérêt de lefficacité des ressources et aide les prestataires de services à augmenter leurs capacités dans lapprovisionnement de services de production durables conformément aux besoins de lindustrie. De plus, lONUDI coopère avec un certain nombre dinstitutions nationales qui travaillent sur les politiques de production durable.

Afin de lier lefficacité des ressources aux valeurs clés économiques, lONUDI travaille en étroite collaboration avec des prestataires de services et professionnels locaux sélectionnés par appel doffres. Un vaste programme de formation sur la méthodologie TEST conçue par lONUDI leur est remis au début du projet. En collaboration avec léquipe dexperts TEST

de lONUDI, les prestataires de services identifient et choisissent ensuite des entreprises qui feront partie du projet TEST. Celles-ci seront sélectionnées en fonction de leur potentiel damélioration et de lengagement de la haute direction. Dans le cadre du projet, le personnel de lentreprise reçoit une formation TEST afin de pouvoir mettre en œuvre les mesures techniques et solutions de gestion identifiées par le prestataire de services. Cette approche de mise en œuvre du projet TEST a démontré jusquà ce jour que lintroduction de meilleures pratiques et de systèmes de gestion intégrée était rentable et efficace en termes de réduction des coûts, daugmentation de la productivité et de performance environnementale.

Ainsi, un réseau de ressources locales est maintenant engagé dans la promotion de lapproche TEST et pourra transmettre lexpérience acquise aux autres industries de la région. La participation active du personnel des entreprises de démonstration dans la formation et la mise en œuvre du projet assure la durabilité de toutes les actions identifiées au niveau des entreprises.

LONUDI, en collaboration avec des partenaires locaux, favorise également des partenariats daffaires entre les entreprises locales et les entreprises de lUE Eco-innovantes, tout en créant une zone de prospérité partagée basée sur les principes dun développement socio-économique durable et inclusif.

ENG The Mediterranean Action Plan (MAP) is a Regional Seas Programme under UNEPs umbrella that brings together the 21 Mediterranean neighbouring countries. MAP provides support to those countries in the implementation of the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean, the so-called Barcelona Convention.

The center provides technical assistance to the Contracting Parties to the Barcelona Convention to adopt SCP as integrated approach to decouple development from pollution and environmental. Likewise SCP/RAC supports green entrepreneurs and change makers driving eco and social innovations in the Mediterranean by providing training, technical and financial advice, jointly with a network of strategic local partners and local trainers. Moreover, SCP/RAC works closely with financial agents to establish mechanism that enable entrepreneurs and small companies that provide SCP solutions access to funding.

FRA Le SCP/RAC renforce la gouvernance environnementale et les cadres politiques en Méditerranée à travers la mise en place dun Plan daction régional en matière de CPD dans la région méditerranéenne et lintégration de la CPD dans la planification du développement national. Du point de vue de lentrepreneuriat vert et des organisations de la société civile, le SCP/RAC aide à mettre en place un écosystème entrepreneurial vert dans la région méditerranéenne et rassemble les acteurs du changement écologique et social en Méditerranée. En outre, le SCP/RAC promeut l’échange de connaissances et de meilleures pratiques tout en les développant grâce à la création de coalitions solides parmi les organisations clés.

Le SCP/RAC est responsable de l’engagement des institutions et organismes gouvernementaux régionaux, provenant du ministère de l’Environnement et du ministère de l’Industrie de tous les pays méditerranéens, afin de mettre en œuvre des économies collaboratives, vertes et circulaires dans la région.

Le SCP/RAC choisit les experts externes qui conçoivent le matériel nécessaire au programme des entrepreneurs verts et forment les formateurs locaux choisis dans les pays SwitchMed. Ensuite, les partenaires locaux – organisations ayant une forte expérience dans la coordination de formations auprès des entrepreneurs verts dans la région du MENA et dans lidentification de formateurs locaux et des entrepreneurs potentiels – sont choisis par le SCP/RAC afin de faciliter la coordination dans le pays. Les partenaires locaux travaillent en étroite collaboration avec nous afin dassurer la collaboration dans le travail et une bonne intégration. Linvestissement dans les compétences locales est la meilleure façon de créer un impact à long terme et de renforcer nos activités. Un appel est lancé auprès des entrepreneurs verts souhaitant démarrer une activité économique créant une valeur environnementale et sociale afin quils puissent recevoir une formation par les formateurs locaux. Avec le soutien technique des partenaires locaux choisis, expérimentés dans la négociation avec les organisations

de la société civile et les initiatives locales, le SCP/RAC dirige également un programme de formation visant à préparer et, à termes, à autonomiser les initiatives locales.

ENG UNEP/DTIE mainstreams SCP national development planning by providing advisory services to the Mediterranean governments while supporting a participatory approach. In order to do so, UNEP/DTIE works closely with the national SwitchMed focal points and supports the development of the SCP National Action Plans (SCP–NAP) that are being developed in a sustained programmatic approach tailored to national circumstances.

Each target country chooses a specific approach and UNEP/DTIE provides country-specific advisory services, while the overall coordination of the national processes remains with the Ministry of Environment. Given the challenge to implement the full range of SCP policies and instruments at once, project countries will select a limited number of priority areas to be addressed in their SCP National Action Plans. Demonstration pilot projects are currently starting to be implemented and linked to the SCP National policies.

FRA Le PNUE/DTIE intègre la CPD dans la planification du développement national en apportant des services de conseil aux gouvernements des pays méditerranéens tout en soutenant une approche participative. Pour ce faire, le PNUE/DTIE travaille en étroite collaboration avec les points focaux nationaux de SwitchMed, et soutient le développement de plans daction nationaux en matière de CPD (CPD–PNA) mis en place dans le cadre dune approche programmée soutenue, conçue en tenant compte des circonstances nationales.

Chaque pays cible choisit une approche spécifique et PNUE/DTIE apporte des services de conseil spécifiques au pays, tandis que la coordination globale des processus nationaux reste à la charge du ministère de l’Environnement. Compte tenu du défi que représente la mise en œuvre de tout l’éventail de politiques et d’instruments de CPD simultanément, les pays du projet choisiront un nombre réduit de domaines prioritaires qui seront abordés dans leurs plans d’action nationaux en matière de CPD. Des projets pilotes de démonstration sont mis en œuvre actuellement et sont entrain d’être liés aux politiques nationales en matière de CPD.
