    1 INTRODUCTION

    This Report for the year 1985 from the Council of Swinburne limited is the first to be provided under the conditions which apply to the declaration of Swinburne Institute of Technology.

  • 2 COURSE PROGRAMS

    2.1 I>ew Courses accredited

    Two new courses were accredited in the period 1 January - 31 December 1985. These were

    Science (En~ironmental Health)

    These passed through the approved evaluation processes, ie. following approval from VPSEC, Swinburne Council requested the appropriate advisory committees to commence the accreditation process. Advisory Committees receive full reports of course proposals from the appropriate faculty or department, through the Faculty Board. The advisory committees then form into accreditation committees, with only external members to act •

    As part of the evaluation process, committees consult with the Institute's Degree and Diploma Review Committee, and having considered the appropriate courses, make a recommendation to Swinburne Council on the suitability of courses for accreditation.

    Courses are considered by full Council at the first available meeting after receiving these recommendations. Chairmen of the appropriate advisory committees, or their nominees, attend these Council meetings. Council's deliberations result in recommendations which are passed to the Accreditation Board. Details of accreditation of the Bachelor of Applied Science (Environmental Health) and Graduate Diploma in Entr_epreneurial Studies are listed in Appendix 1.

    2.2 Courses re-accredited (1984 reviews)

    Three courses were reviewed for re-accreditation in 1984 prior to declaration and were subsequently referred to Swinburne Council by the Accreditation Committee for consideration and recommendation. These were dealt with at the meeting of Council held ·on 12 March 1985 and subsequently re-accredited.

    These courses were Bachelor of Arts Bachelor of Business (Accountin Bachelor of Business Quantitative Economics)

    Details of the review and processes involved in the re-accreditation of these courses are set out in Appendix 2.

  • 2.3 Courses re-accredited in 1985

    Seven courses were reviewed for re-accreditation in the period 1 January - 31 December 1985.

    These were

    Diploma of Applied Science (Environmental Health) Bachelor of Applied Science (Applied Chemistry) Bachelor of Applied Science (Biochemistry) Bachelor of Applied Science (fultidisciplinary) Graduate Diploma in Applied Colloid Science Graduate Diploma in Management Systems Graduate Diploma in Organisation Behaviour

    The course reviews followed a similar pattern to that set out in 2.1 (above).

    Details of the review processes involved in the re-accreditation of these courses are set out in Appendix 3.

    It was understood that, if the Bachelor of Applied Science (Environmental Health) would not run.

    2.4 Course reviewed in 1985, recommended for re-accreditation in 1986

    The review of the Graduate Diploma in Chemical Engineering was delayed until the viability of the course had been established, and as a result the re-accreditation took place early in 1986.

    Details of the review processes involved are set out in Appendix 4.

    2.5 Course discontinued

    It was agreed that the Graduate Diploma in Biochemical Engineering be discontinued.

    2.6 Extension of registration of courses

    Registrations of the Graduate Diplomas in Biomedical Instrumentation and Scientific Instrumentation were extended by one year, during which time the suggestion that these courses be combined was to be examined.

    Misters degree by publication

    No candidates were admitted in 1985.

    All matters connected with masters candidature are dealt with by the Institute's Higher Degrees Committee which comprises:

    Director, SIT One representative from each of the faculty boards Three members, external to Swinburne Institute of Technology

    and experienced in research: one of whom at least shall be drawn from another tertiary institution and one of whom shall be drawn from the external members of Swinburne Council.

    From its inception in 1981 the Committee has been chaired by the Director, SIT. In 1985 the Committee recommended and Council agreed that from 1986 the Chairman should be elected by the Committee from among its members for a two-year term. (The Chairman for 1986-87 is an external member of the Committee, Dr R.I. Mair, Executive Officer, Corporate Planning, BHP Ltd. Dr Mair is a Vice-President of the Institution of Engineers, Australia).

    All applications for masters candidature are vetted at departmental level and then considered by the appropriate faculty board. Unless applications have the approval of the faculty board they are not put before the Higher Degrees Committee • .

    Reports on the progress of masters candidates are normally obtained annually on the anniversary of the beginning of candidature. However, the Higher Degrees Committee can ask for further reports at any time.

    The supervisor must meet with the student prior to writing the report. A copy of the report as presented is given to the student to allow him or her the opportunity to comment on the supervisor's assessment of progress.

    In 1985 the Committee invited all masters candidates to a meeting at which a number of matters of mutual interest were discussed formally and, following the meeting, informally. The Committee thought that this meeting gave a good opportunity for an exchange of views and plans to hold further regular meetings.

    3 CHANGES IN PROCEDURES FOR ACCREDITATION OR RE-ACCREDITATION OF COURSES

    There have been no major changes to the procedures for accreditation or re-accreditation of courses.

    Since Declaration, Swinburne Council has resolved that reports and recommendations from Swinburne's Accreditation Committees would be presented by their chairmen in person, and would be examined by full Council. The Degree and Diploma Review Committee of Sw~nburne's Institute of Technology's Academic Board would provide Council with assurances that all proposals for new courses had been properly assessed and all course reviews had been properly conducted, in accordance with approved regulations. The Committee would add comments if necessary •

    All Council members received copies of the full course submissions and reports ten (10) days before the meeting at which they were to be des cussed •

    4 ADVISORY COMMITTEES

    The Council has laid down the following provisions for the composition of Advisory Committees:

    In all cases the number of external members shall be more than four and must constitute a majority of at least 60 per cent.

    The membership of the advisory committee should be drawn from persons in industry, commerce, other academic institutions, government departments, etc, who are well qualified by experience to advise on employment potential, course content, course structure, academic standards and other relevant matters; together with members of the academic staff of the Institute with the Director SIT and the appropriate Dean and Head of Department as ex officio members.

    In order to achieve a proper balance, not less that two members should be drawn from other tertiary institutions and not less than two from professional practitioners in the area.

    Members of advisory committees are appointed for a period of three years each, by Council on the advice of the Principal Director, Director SIT and the appropriate Dean and, where appropriate, Head of Department. Members are eligible for reappointment.

    When acting in the accreditation mode, only external members shall act as members of the Committee.

    The Chairman shall be elected annually from amongst external members.

    All meetings of the committee should be presided over by the Chairman if he is present. If the Chairman is not present,· the committee shall elect, from amongst the external members present, a chairman for that meeting.

    In all cases the quorum must be more than 50 per cent of the members and this quorum must contain a majority of external members.

    Each advisory committee shall meet at least twice in each calendar year to confer with academic staff concerning courses offered by the department or faculty.

    6

    During 1985 the Institute began work on a strategic planning exercise which could, in due course, affect the curriculum, staffing and resources.

    The final plan will not be available until 1986 at the earliest.

    EFFECTIVENESS OF PROCEDURES

    The Institute believes that the procedures it has now set in place for the accreditation and re-accreditation of courses are working satisfactorily .

    Advisory Committee met in the accreditation mode and recommended accreditation of the course.

    Swinburne Council recommended accreditation of the Bachelor of Applied Science (Environmental Health), noting that the diploma course in environmental health would be phased out when the degree course commenced.

    ·After consideration by Faculties and the Engineering Course Committee, and modification to the proposal, the Engineering Faculty Board recommended the proposal to Academic Board.

    Academic Board recommended the proposal to Council.

    Council recommended the proposal to VPSEC. Following VPSEC's approval of the introduction of the course, the Accreditation Board requested a recommendation on the accreditation of the course.

    Council requested the Advisory Committee to consider accreditation of the course.

    The Advisory Committee met in the advisory mode to consider the submission; minor suggestions were made.

    The Faculty Advisory Committee m~t in advisory mode to consider the submission drawn up with assistance of departmental advisory committees .

    Accreditation Committee met and unanimously recommened re-accreditation of the Bachelor of Arts (Multi-disciplinary) course.

    Consultation with Degree and Diploma Review Committee.

    Swinburne Council recommended re-accreditation of the Bachelor of Arts (Multidisciplinary).

    In recommending the re-accreditation of the Bachelor of Arts the Chairman of the Arts Faculty Advisory Committee acting in its accreditation mode drew attention to comments noted and resolutions recorded in minutes of the Committee's meel:ing in its accreditation mode. These were:

    Details of staff directly associated with course

    The Committee noted the details of staffing included in the re-accreditation document. In addition, the Committee passed the following motion:

    this Committee recommends that fixed term contract staff whose terms of appointment have expired should not be prevented from re-applying for any contract position including those at senior tutor level in this Institute, and their application should be considered on an equal basis with the other applicants.

    The Committee drew attention to the specific problem in the Language Department and wished it to be noted that the recommendation was made on educational grounds.

    The Committee also passed the following motion:

    of contract appointments is applied to the Faculty of Arts, it should be implemented as a target for the facutly as a whole, and not for each consituent department.

    The Committee also agreed that support should be provided to the Faculty - possibly a part-time staff member - to furnish course advice to students.

    Swinburne Library

    The Committee recommended that the existing Library holdings in support of the Bachelor of Arts course continue to be built up.

    Employment of graduates

    The Committee recommended that Swinburne Institute should systematically undertake surveys in regard to graduates' employment and also recommends that it is desirable that at an early stage a comprehensive investigation be undertaken of the employment destinations of the graduates of the Bachelor of Arts program as a means of obtaining data for future course planning .

    Members expressed_ the desire that in future enrolments be broken down by such factors as type of entry, sex, etc.

    At its meeting of 17 August 1984, the Committee reiterated its request to the Council 'for comprehensive information on the type of student undertaking the BA course and recommended that the annual report should draw attention to the request for reporting of profiles. Comment should also be made that this Committee would like to reinforce its request for the results of the Institute survey regarding graduate employment destinations.'

    Swinburne Council recommended re-accreditation of the Graduate Diploma in Applied Colloid Science, noting that the Applied Chemistry Advisory Committee had commented that laboratory space available for the course was limited but a significant improvement would result when the new Applied Science Building was operational. Council noted that the Committee had experienced difficulties in respect of its quorum.

    Manufacturing Engineering Committee met in advisory mode to consider proposal.

    Faculty Board considered revised proposal and supported comments of the advisory committee.

    Academic Board noted that the course proposal would be considered by the Degree and Diploma Review Committee.

    The Manufacturing Engineering Advisory Committee met in accreditation mode and recommended that the Graduate Diploma in Chemical Engineering be re-accredited for a period of four years. The Committee agreed that it was appropriate to re-accredit the course for a period of four years instead of five so that the Graduate Diploma and the Bachelor of Engineering courses (which have common subjects) could be reviewed at the same time.

    Consultation with Degree and Diploma Review Committee.

    Swinburne Council recommended re-accreditation of the Graduate Diploma in Chemical Engineering for a four year period.

    Council asked the Manufacturing Engineering Advisory Committee to reassess the viability of the course with respect to student numbers and to examine the feasibility of offering the course as a part-time evening program so that it might be more attractive to prospective students.

    1985 Report of the Applied Science Faculty Advisory Committee

    The Committee met on 11 April 1985 and 3 October 1985.

    RECEIVED

    18 FEB 1986 SWINBURNE REGISTRAR

    At the first meeting the committee approved a program for obtaining the

    advice of the departmental advisory committees regarding the

    reaccreditation of the degree courses. It also recommended that the

    proposal to introduce 4-year degree courses in Applied Science be

    introduced in 19~6.

    At the second meeting the external members in the accreditation mode

    received the accreditation proposal, incorporating the 4-year degree

    proposal, as recommended by the departmental advisory committees.

    Appreciation was expressed of the quality of the document and the staff of

    the Faculty were congratulated on their excellent work.

    The Committee unanimously recommended the re-accreditation of the three

    degree courses - applied chemistry, biochemistry and multi-disciplinary

    and the documentation was forwarded together with the Chairmen's reports

    to Swinburne Council on 11 November 1985.

    Science Faculty Board.

    At the second meeting, the external members in their accreditation mode

    confirmed that the amendments recommended at the previous meeting had been

    incorporated and resolved to recommend the re-accreditation of the

    computer science strand of the degree courses.

    After consideration of the degree course documentation by the Applied

    Science Faculty Advisory Committee, the final application for

    re-accreditation was forwarded together with the Committee Chairman's

    reports to Swinburne Council on 11 November 1985.

    The Committee met on 24 May 1985 and on 25 July 1985.

    At the first meeting the Committee considered the draft submission for th~

    approval of a 4-year degree course in Environmental Health. A number of

    amendments were suggested with the inclusion of which the documents were

    recommended to the Applied Science Faculty Board. (Subsequently the

    proposal was accepted by Academic Board, Swinburne Council and VPSEC.)

    At the second meeting, the Committee considered the draft application to

    re-accredit the diploma course in Environmental Health and resolved to

    recommend it to Faculty Board. After a short closure, the Canmittee

    adopted the accreditation mode and resolved to recommend the

    re-accreditation of the course provided the Faculty Board made no

    amendments, other than editorially, to the document and that members

    having been given the opportunity to inspect laboratory and resource

    facilities, examination papers and student scripts, raised no objections

    within two weeks. These provisos being subsquently met the applications

    for re-accreditation of the diploma and for accreditation of the degree

    course were forwarded to Swinburne Council on 11 November 1985.

    1985 Report of the Mathematics Advisory Committee

    The Committee met on 19 June 1985.

    At this meeting the Committee considered the draft application to

    re-accredit the degree courses. A number of amendments were suggested

    with the inclusion of which the documents were recommended to the Applied

    Science Faculty Board.

    A second meeting scheduled for 12 September 1985 could not be held because

    insufficient members were present to constitute a quorum~ The committee's

    agreement to recommend re-accreditation was therefore obtained by

    circulation.

    After consideration by the Applied Science Faculty Advisory Committee, the

    final application for re-accreditation was forwarded together with the

    Chairman's reports to Swinburne Council on 11 November 1985.

    1985 Report of the Physics Advisory Committee

    The Committee met on 6 June 1985 and on 7 August 1985.

    At the first meeting the Committee considered the draft applications to

    re-accredit the degree courses and the Graduate Diploma courses in

    Biomedical and Scientific Instrumentation. In each case a number of

    amendments were suggested with the inclusion of which the documents were

    recommended to the Applied Science Faculty Board.

    At the second meeting, at which was displayed a collection of course

    material, examination scripts and project reports for members' perusal,

    the external members in their accreditation mode confirmed that the

    amendments recommended at the previous meeting had been incorporated and

    resolved to recommend the re-accreditation of the biophysics and

    instrumental science strands of the degree courses and the graduate

    diploma courses in Biomedical and Scientific Instrumentation •

    After consideration of the degree course documentation by the Applied

    Science Faculty Advisory Committee, the final applications for

    re-accreditation were forwarded together with the Co
