European Championships for veterans 2016 in Helsingborg, Sweden.

Since 2010 more and more swedes discovers Judo. Not because of great sucesses in

international championships, although Sweden won our first ever European

championship in 2010 by Marcus Nyman. Nor because of olympic medals, that is still to

come, but rather because the Swedish Judo Federation, SJF, have been more sucessful

than before to express to the swedish public the educational values of Judo.

In 2012 SJF made a spirited decision when we established a vision for the year 2020.

The vision includes reaching the number of 20.000 registered Judoka, increasing the

number of female Judoka with 2.000, having 200 judoclubs, offering 20 national

educational events nationwide and preparing for 2 olympic medals.

The daring goals of the 2020-vision and increasing numbers of swedish Judoka doesn’t

implicate that we don’t have Judo traditions in Sweden. On the contrary our veteran

Judoka shows over and over that swedish Judo have been and still are of good quality.

Among our veteran Judoka we have several world- and european champions and even a

bronze medal for the M4-national team at the 2012 world championships for veterans in

Miami. We realize that we can’t live on our past achievments or only on our ageing

veterans. But we certainly believe that progress and future success comes from honor

and appreciation of our senior members efforts.

One of our main reasons wanting to host the European Championships for veterans is to

give the swedish public the opportunity to see and experience the best Judoka sweden

have presented together with the best veteran Judoka of Europe. It is our conviction that

an international championship in Sweden further more would strengthen the positive

momentum in swedish Judo. It is true that the Swedish Judo Federation have not hosted a large international Judo

championship for more than 35 years. But swedes in general are well knowned as good

organizers and have a strong tradition of hosting big international sport events. Our

senior european cup, the Swedish Open Championships that is organized i the city of

Boras every year in october, are highly appreciated by visiting competitors and officials.

Altogether we can guarantee that the Swedish Judo Federation together with the city of

Helsingborg and Region Skåne will make the European championships for veterans

2016 an experience beyond the ordinary.

The region Skåne, which includes 33 municipalities, is a leading event region in Sweden. Skåne and it´s cities have a long and solid tradition of hosting events. The hosting of for example European Figure Skating Championship 2003, Solheim cup 2003, Louis Vuitton Acts 6 & 7 of the America’s Cup in 2005, Women’s European Handball 2006, European Master Games 2008, UEFA under-21 Championship 2009, World Scout Jamboree 2011and Men’s World Championship Handball 2011 clearly demonstrates our ambitions and capabilities.

Event in Skåne, the region’s official events agency, works to make Skåne a leading venue for top Swedish and international events and we fully support the Swedish Judo Federation´s bid for the European Championships Veterans 2016.

After having visited the event in Paris 2013 we are even more impressed and convinced that the event would suit perfectly in Helsingborg and Skåne.

Yours sincerely

Pehr Palm, CEO Event in Skåne

Experience of major events In the last 5 years, 247 big and small events have been held in Helsingborg. The Helsingborg Festival is an annual event that attracts 400 000 day visitors over 3 days. In connection with the UEFA European Under-21 Fotball Championship in 2009, Helsingborg received almost 30 000 visitors. In July 2014, Hel-singborg will be hosting a large gymnastic event, Eurogym, which is expected to attract approx 4500 gymnasts to Helsing-borg. In August 2015 we look forward to host Europeade. The largest folkdance and folkmusic festival in Europe. Normally this festival attracts about 5000 participants. The City of Helsingborg has an event unit with professional and dedicated staff. The unit has long experience of working with events and help organisers with, among other things:

• Advice and support to plan and hold events • A network of professional partners • Project management and marketing • Contact with authorities and administration • The city of Helsingborg together with Region Skåne will assist when it comes to tourist-packaging during the visit in Helsingborg

Helsingborgs JK – an important local partnerOrganizing an European championship for veterans is a big and demanding task. With more than 1000 competitors in a max-imum of 160 age- and weight categories, teams competition included, officials, media and spectators from more than 30 nations it will be a challenge for every organization. Therefore the EC veterans 2016 in Sweden will be a joint venture between The Swedish Judo federation, The city of Helsing-borg, the event company Event in Skåne, the regional Judo federation JudoSyd and the local judoclub Helsingborgs JK. Helsingborgs JK is one of the major judo competition organi-zers in Sweden hosting the swedish national championships 2012 for individuals and 2013 for teams they are up to date with the modern way of organizing a judo championship. And they are looking forward to meet the challenge as the impor-tant local partner who knows where to find what and who does what.

swedish Judo FederationJudo was introduced in Sweden in the middle of the 1950s. And the Swedish Judo Federation was founded in Gothenburg 1960 by nine clubs. Since then Swedish Judo has developed into a federation of 160 clubs with 16.000 Judoka. Despite the growth we waited long time for our first champion. In 2010 Marcus Nyman pioneered when he won the European championship title. In the veterans age categories we have been more successful with five individual world champions-hip titles and even more European titels. The Swedish Judo Federation are until now not known as an organizer of inter-national championships, with only the European womens championships 1985 on our order of merits. But the growth and development of the federation the recent years has made us ready to take the next step in many fields of Judo, not least the field as an event organizer.

MotivationIn tune with the EJU motto ”Judo – more than sport” we want to emphasize the human value of a veteran competition and recognize that Judo is a sport which is not only possible but also suitable for all ages, even in its competitive form. ”Judo for life” will be what we communicate to media and public. Our ambition is also to gain experience so that the Swedish Judo Federation can be more active than before in applying

for and organizing international championships. Last but not least we also want to display to the local public and to the community of Swedish Judo the best Judoka Sweden have presented together with the best veteran Judoka of Europe.

Choice of location The selection of Helsingborg as our hosting city depends on several reasons. Of course, the practical reasons, the closeness to the European continent, the simple logistics and the mo-dern Arena. But also the experience, flexibility and eagerness of the event staff in Helsingborg. Finally the opportunity for the Swedish Judo Federation to realize a creditable and well organized championship.

The region of Skåne is today, by numbers of Judoka, the strongest region of the Swedish Judo Federation. The Europe-an Veterans championships 2016 in Helsingborg would fur-ther more strengthen the region that is one of the main engi-nes of the development of Swedish Judo.It would also be a springboard to more international Judo events to Sweden and Helsingborg. As it is an excellent com-plement to the already existing variety of international sport events in the region. Of course the event also is a good oppor-tunity for the local tourist industry and for people from all over Europe to visit a beautiful part of our continent.

Helsingborg Arena– a home ground for sports

Helsingborg Arena is a modern new addition to Sweden´s are-nas. This is particularly evident in the exciting architecture, with its striking details. There has been a focus on flexibility and variety; the arena can be used to host big sporting- and congress events. Helsingborg Arena opened on the 30th of November 2012 and has already hosted several events. During a weekend in April 2013 the arena hosted a floorball tourna-ment for 900 young players during three days.

The arena is located in a beautiful part of Helsingborg with a number of exciting neighbors. Idrottens Hus has long been the town´s main arena. The current renovation linked Idrottens Hus to Helsingborg Arena. This provides fantastic opportuni-ties with space for five full size courts under one roof. The largest hall has a floor area of 1800 m2 and an audience capaci-ty of 4700 people. The arena is also equipped with 4 kiosks and 12 mobile serving stations. Helsingborg Arena provides our guests with excellent service when it comes to food. The restaurant Dahlbergs with 350

seats is run by top chef Per Dahlberg, who also runs one of Sweden’s top notch restaurants – Gastro in Helsingborg. There is also a possibility of having seated dinners in the arena for up to 1500 people for a gala dinner.

Public and political supportThere is no opposition at all from the citizens of Helsingborg or the region of Skåne towards international events in general or the EJU European veterans championships especially. On the contrary, the public opinion is to be open to and welcome international events and international guests.

There is also an undisputable support from all levels of go-vernment and authorities towards the event. The national government supports the bid for the event financially through the Swedish Sports Confederation. There is also financial support from the region of Skåne through the event coopera-tion partner Event In Skane. The support from the city of Helsingborg is multilateral, ranging from technical via finan-cial to personal support.

The security resources for the event will be both public and private. We will use both private professional security staff as well as volunteers for passage control and guidance. Local and national journalists and photographers will cover the event. At the time of the bidding process there is no confirmation of media coverage from broadcasting company.

legal AspectsThe Swedish laws that relate to sport are exclusively about authorization to use public areas or arrange combat sport competitions that include violent strikes towards the head. There are, of course, also laws of prevention of cruelty to animals that relate to equestrian sport. None of these laws have any significance to or can interfere with the sport of Judo or the organizing of the event of the European Champi-onship for veterans.

Sweden has a long tradition of anti-doping legislation. The first law prohibiting acquisition, possession, handover and use of doping substances was introduced in 1992, with a major reinforcement in 1999. The national anti-doping organisation (NADO) is the Swedish Sports Confederation (RF) through its ”Dopingkommissionen”. They have been carrying out unad-vertised doping tests since 1980. Sweden acceded the World Anti-Doping Code at the Copenhagen World Conference on Anti-Doping in Sports in 2003. Sweden was also the first na-tion to ratify the UNESCO convention on anti-doping in sports in 2005.
