16.4 Salient Observations:
16.4.1 Laboratory tests:
16.4.1.1 PTO Performance Test: i) The maximum PTO power was recorded as 37.1 kW against the declaration of
38.5 kW, which meets the requirement of IS: 12207-2019 with regard to tolerance limit.
ii) The specific fuel consumption corresponding to maximum power was recorded
as 278 g/kWh against the declaration of 272 g/kWh, which meets the requirement of IS: 12207-2019 with regard to tolerance limit.
iii) The maximum equivalent crankshaft torque was recorded as 216.7 N-m against
the declaration of 243.0 N-m, which does not meet the requirement of IS: 12207-2019 with regard to tolerance limit. This should be looked into for necessary corrective action.
iv) The backup torque was 28.52 %.
v) The drop in maximum power under natural and high ambient condition was
recorded as 5.9 % which is considered on higher side. This should be looked into for necessary corrective action.
16.4.1.2 Hydraulic performance test:
i) The maximum lifting capacity throughout the range of lift at hitch points was observed as 18.60 kN against the declaration of 21.57 kN which does not meet the requirement of IS: 12207-2019 with regard to tolerance limit. Subsequently, the applicant has requested for replacing of relief valve to meets the requirements of IS: 12207-2019. Hence, the relief valve was replaced with new one of same specification and fitted on the tractor. There after hydraulic test was re-conducted and maximum lifting capacity throughout the range of lift at hitch points was observed as 23.68 kN against the declaration of 21.57 kN which meet the requirement of IS: 12207-2019 with regard to tolerance limit.
ii) The moment about rear axle at lower hitch and with standard frame was
calculated as 23.56 & 34.94 kN-m, respectively, whereas, the moment about
front axle was calculated as 20.53 kN-m under unballasted condition. The moment about rear axle is on higher side as compared to the moment about front axle under unballasted condition. It is, therefore, recommended that the lifting capacity of the hydraulic system may be reduced suitably or ballast recommendation may be reviewed to avoid the front lifting of the tractor.
iii) The maximum tilt angle of mast over the full range of lift was observed as 6.00
against the minimum requirement of 100 as per IS: 12224-1987. This should be
looked into for necessary corrective action.
16.4.1.3 Mechanical Vibration:
The amplitude of mechanical vibration on various assemblies marked as (*) in Chapter – 8 of this test report is on higher side. This calls for dampening down of vibrations especially on right hand side foot rest to improve the operational comfort and service life of components.
16.4.1.4 Haulage performance:
i) The fuel consumption (km/l) with two wheel and four wheel trailer was observed as 3.58 to 3.59 and 3.36 to 3.37 km/l, respectively against the declaration of 4 to 5 km/l, which does not meet the requirement of IS: 12207-2019. This should be looked into for necessary corrective action.
ii) The specific fuel consumption (cc/km/tonne) with two wheel and four wheel trailer was observed as 46.34 to 46.54 and 37.02 to 37.17 cc/km/tonne, respectively against the declaration of 25 to 30 cc/km/tonne for two wheel trailer and 45 to 50 cc/km/tonne for four wheel trailer, which do not meet the requirement of IS: 12207-2019. This should be looked into for necessary corrective action.

16.4.1.5 Three point linkage:
The dimension of lateral distance from lower hitch point to centre line of tractor does not meet the requirement of IS: 4468 -1997 (Reaffirmed in 2014). This should be looked into for necessary corrective action.
16.5 Maintenance / Service Problems:
No noticeable maintenance or service problem was observed during the test.
16.6 Recommendation with regard to safety on tractor:
The following requirements, inter alia, may be considered for incorporation on the
tractor:
i) There should be provision for spark arresting device in exhaust system.
ii) The fuel shut-off knob should remain in stop position.
iii) PTO shaft master shield should be provided to avoid the accident.
iv) The working clearance between the position control lever & draft control lever should be provided as per IS: 12239 (Part-2) – 1999.
16.7 Adequacy of Literature supplied with machine:
16.7.1 The following literatures were supplied with the test tractor for reference during the test.
a) Operator’s Manual (For SWARAJ 963 FE ST & SWARAJ 963 FE STr model tractors).
b) Service manual (For SWARAJ 963 FE ST & SWARAJ 963 FE STr model
tractors).
c) Parts Catalogue (For SWARAJ 963 FE ST & SWARAJ 963 FE STr model
