Welcome to the Sutphin Blvd Business Improvement District (BID), established to strengthen & promote the 134 businesses currently in our district, between 94th St and Hillside Ave on Sutphin Blvd. One of the goals of the BID is to improve public safety and the overall image of our business district, so that more people can enjoy the goods & services available in the district. We have an opportunity to tap into one of our biggest resources which is the transportation hub located at 94th & Sutphin which provides transportation for over 500,000 people a day traveling on the Air Train, LIRR, and the Subway.

We have to create more events that are family friendly, invite people to stop and visit our locations. I think we can accomplish that by being more accessible via online tools and social media. My staff and I will be reaching out to support your needs as this is a vital area of our business growth. I am excited at the upcoming changes and with all change it will require that we assess, retool, and refocus in order to stay current and relevant. The BID is here for the entire community, residents, property owners, and business operators. If there are ideas that you have for the community at large please seek me out, my office is here to serve you.

The Sutphin Boulevard Business Improvement District (BID) is a 501(c)3 not-for-profit organization managed by the Sutphin Boulevard District Management Association to represent the interests of 134 businesses, 56 properties and 39 property owners t located on Sutphin Boulevard between Hillside and 94th Avenues. Financed by a special tax assessment paid by property owners in the district, the BID delivers supplemental marketing, public safety, holiday lighting, sanitation, retail attraction, business support and façade improvement services to its members on an annual basis.

TOn January 15, 2015, Small Business Services Commissioner, Maria Torres-Springer and New York City Economic Development Corporation’s President, Kyle Kimball announced the Sutphin Boulevard BID as one of the seven winners of its Neighborhood Challenged initiative during a press conference held at the Old Bronx Borough Courthouse. Neighborhood Challenge is a competitive grant initiative designed to encourage innovation and service delivery improvements from Business Improvement Districts. Community-Based Organizations, and Community-Based Development Organizations that aim to support small businesses, generate economic activity, and attract more jobs and investments to local commercial corridors. The Sutphin Boulevard BID received $95,000 and was the only organization awarded in Queens.

The BID’s winning project altered the appearance of seven contiguous commercial retail properties on Sutphin Boulevard with the framework of our recently developed storefront guidelines. These improvements aim to increase patronage and provide a more attractive, consistent, and welcoming environment for consumers.

Many of the retail establishments on Sutphin Boulevard are unappealing, have cluttered window displays and lack of consistency in character and quality of signage, awnings and window displays. Our Façade Improvement Program will create retail establishments that are well lit and visually appealing.

Moreover, this pilot program will demonstrate the significance of financial investments in downtown Jamaica as it relates to positive experiences when visiting the area and keeping money in the community.

80% of construction costs were funded through the City and 20% of the construction was paid for by program recipients. Zain Munasser was our 2015 awardee. Zain owns 87-60 Sutphin Boulevard through 87-72 Sutphin Boulevard. Improvements through this project may include one or more of the following elements to his commercial retail properties: Awnings; Security Gates; Signage; Lighting; and/or Storefront windows. While the project was originally scheduled to be completed by January 30, 2016 it continues to be a work in progress and is now slated for completion this spring.

The BID also plans to expand on the goals and objectives of the aforementioned neighborhood challenge project by applying for the New York Main Street Grant this summer. This state-funded program exists to provide “downtowns” with money to increase business through restoring and improving commercial properties. The BID and its selection committee will be dispersing the grant money to the approved properties chosen from a pool of applicants. Property and business owners located between Hillside Ave and 88th Ave are invited to apply. Application materials and directions will be made available soon on our website (www.sutphinblvdbid.org).

TION Sutphin Boulevard BID commenced its retail attraction efforts in January

2013 with a consumer survey designed to gauge downtown Jamaica’s demographic, current economic climate, leakage, retail needs and untapped income and growth potential. Through this survey the BID was able to create a retail brochure, information sheet and district profile for existing retail operators, consumers and prospective retailers. In 2014, the BID hired Larisa Ortiz Associates to expand on retail attraction areas that weren’t studied in great depth during our initial analysis and explore other areas of interests - the recent population in particular.

2015-2016 RETAIL ATTRACTION DELIVERABLES- Used existing survey results and research to further analyze findings in relation to residential retail demand. - Narrowed down our prospect list to a set of prospects that reflect both market demand and direct requests from residents.- Conducted general prospect research to determine which prospects are: a. Expanding in the Downtown Jamaica Market. b. Have businesses in communities with similar demographics. c. Have site requirements that could likely be accommodated along Sutphin Boulevard. - Created a detailed work plan and conducted a training session for our retail attraction employee. a. Highlights from existing survey data. b. Leasing comp information using Loopnet/CoStar based on current available space. c. Updated retail leakage data for target retail categories.

JAMAICA REVEALED

Jamaica Revealed aims to diversify and improve the retail mix in downtown Jamaica through addressing the unmet retail and dining demands of the approximately 260,000 consumers who use downtown Jamaica on a daily basis. This program will bring property owners, business operators and brokers with an interest in the downtown Jamaica market together to receive exclusive information about investment opportunities and market potential.

Attendees will be able to view approximately 40 available on-and-off-market commercial spaces in downtown Jamaica during and following the programed event. The program will include networking and breakfast, an update on development sites in downtown Jamaica, an overview of area demographics, leakage, retail opportunities and consumer retail preferences. More information on this event is soon coming.

LThe Sutphin Boulevard BID, A Better Jamaica, and the Jamaica, and the Jamaica Arts Council hosted an AirTrain Jazz Festival for eight consecutive Thursday evenings from 6:00 pm to 8:00 pm October 2015 through May 2016. The festival featured jazz artists from the Jamaica area and throughout the city. The series was a cultural greeting from AirTrain travelers in the form of live jazz on the concourse level of Jamaica’s AirTrain station. The AirTrain Jazz Festival brought to life the rich history of jazz and gave us an opportunity to provide a cultural greeting to travelers.

Jerome Roberson has modeled himself around providing customer services in the Aviation Industry. He has worked tirelessly in all phases of airport operations, airport facility management and airport construction management. His contribution has helped to maintain the smooth operations and quality customer support services within the Port Authority at both La Guardia, Newark, and J. F. Kennedy Airports.

Jerome has taken his military background as a Marine and has been able to harness that energy into customer service and support. In 2009 - Jerome started working with the Big Brother Big Sisters of NYC in the workplace. He has mentored countless high school students that are preparing for college life or entering the workforce. He also encourages at risk students to believe in themselves and to always dress and conduct themselves as young professionals. “Be the employee you would want working at your place of business.” Jerome also works as a “Talent Ambassador” for the Port Authority of NY&NJ. In this role, he represents the Port Authority’s Human Resources Dept at local colleges, career days and job fairs to introduce and recruit the most talented candidates for employment opportunities with the PA.

As a member of the Executive Board of the Guy R. Brewer United Democratic Club of Southeast Queens, he supports the club’s mission to keep Southeast Queens aware of the current issues affecting their community by working to increase voter registration, community empowerment and provide information about goods & services available to and in the community.

Jerome’s background in Urban Affairs has made him a strong advocate, supporting the growth and development of the Sutphin Blvd BID. Jerome has served as an officer on the Board of Directors of Sutphin Blvd BID for the last 3 years, most recent as the Interim Board Chair for the last nine months. Jerome’s can do attitude has supported the transition of the new Executive Director Glenn Greenidge.

SSCOURT DECISION CLEARS THE WAY FOR LUXURY HOTEL IN DOWNTOWN JAMAICA

Plans to build the Hilton Garden Inn in downtown Jamaica were blocked by a legal battle between the Greater Jamaica Development Corp. and Robin Eshaghpour, who owned a portion of the property.

Even though Eshaghpour had sold the property, he tried to hold onto a 99-year lease he had for the site. Supreme Court Judge Duane Hart ruled Eshaghpour had to accept the $444,000 payment for his remaining interest in the property, paving the way for Greater Jamaica to sell the land to developer Able Management Group.

SUTPHIN BID WINS $95,000 GRANT FOR RENEWAL PROJECTS

“The Sutphin Boulevard BID is excited to be selected to participate in the city’s Neighborhood Challenge initiative,” Price said. “These improvements will increase patronage and provide a more attractive, consistent, and welcoming environment for consumers.”

Currently, the BID is accepting applications from businesses wanting to participate in the facade improvement project. The grant will cover as much as 70% of any single project’s costs, with business owners responsible for the difference.

FIVE JAMAICA SMALL BUSINESSES TO RECEIVE$95 K CITY GRANT TO UPGRADE FACADES

It’s well noted that there are many major projects that indicate Jamaica will be one of the next thriving Queens areas for development and business, but local advocacy groups don’t want to look past small merchants already doing business downtown.

For that reason, the Sutphin Boulevard Business Improvement District (BID) announced it will divide a $95,000 grant from the city’s Small Business Services department (SBS) among five businesses on the boulevard for projects that revitalize storefronts.

So far, residents are welcoming chain stores into the area. Those who want to participate in the workshop are asked to answer questions about their shopping and dining, needs during an online registration. Nearly 50

people were registered as of Monday morning, Price said.

In their responses, they indicated wanting to see Chipotle, Starbucks, Bed, Bath and Beyond and Macy’s opening in downtown Jamaica.

Currently, many of the businesses in the area cater to people working in the courts and government offices in downtown Jamaica, but the goal is to identify and attract companies that would serve local residents, said

I’ve participated in the opening of many stores for Starbucks in recent years, but few have captured my heart as much as 8900 Sutphin, Jamaica, Queens. This store is the first of at least 15 we’ll be opening as part of the company’s effort to support economic development and social change in diverse, low-to-medium income communities. To select the sites for these stores we use a proprietary tool which looks at data on the socio-economic health of America’s cities to understand which communities have the biggest opportunity gaps, which have the biggest need for business investment and leadership and where there is local movement underway to build a better future for its residents.

Sutphin Boulevard between Archer Avenue and 94th Avenue in Jamaica, Queens, used to be a “dark and foreboding” area, because it’s situated right under the elevated tracks for the LIRR and the AirTrain, according to Simone Price — executive director of theSutphin Boulevard Business Improvement District (BID).

However, the city’s Economic Development Corporation and other groups saw potential in the space and developed a plan to spruce up the 5,500 square feet. In 2012, the city opened a new and improved underpass, sporting new lights, cleaner streets and better potential.

“The area looks a lot better than it did. I think the space provides a more attractive area for LIRR riders, and Air Train riders,” Price said.

Although it has been more than two years, the underpass only has one tenant for its commercial space: Resorts World Casino, which houses a shuttle bus to the gambling hub. Price said she expects shops and other businesses to move to the area soon, once they discover the advantages it has to attracting customers.

The event, organized by the Jamaica Business Improvement District, the Sutphin Business Improvement District and the 165th Street Mall Improvement Association, began with an address from Queens Borough President Melinda Katz and keynote speaker Drew Greenwald, a leader in urban renewal projects who is known for redeveloping 125th Street in Harlem.

“The numbers look great, the income density in the area looks good - numerically Jamaica looks great. The challenge becomes how to get from what everyone knows here, that this is an exciting market with exciting opportunities, to the next level,” said Greenwald, who men-tioned that Jamaica reminds him of what Harlem looked like 10 years ago. “Your strongest market is the people living in the community and those that are working in the community.”

Greenwald emphasized that downtown Jamaica, surrounded by a major transit hub, had real potential for business and mixed-use buildings. Frank and ready with numbers for future investors, Greenwald mentioned that retail and restaurant businesses could be successful but office space might not show the same investment return.

“Consider rebuilding once your leases are up,” he said. “Consider working with a neighboring building owner. Consider buying out a neighboring building owner.”

Another issue he said Jamaica must face is parking, which suburban malls in Nassau County can throw at potential customers with abandon.

“I pulled in to the central garage this morning and drove up to the fop floor to get the second-to-last spot available,” he said.

Early in the program, Rhonda Bind of the Jamaica Center BID, Simone Price of Sutphin Boulevard and Derek Irby of the 165th Street Mall BID paid tribute to the late Jack Friedman.
