for achieving appropriate sustainable urban logistics plans in Norwegian cities and urban areas
§ Identify key needs of various parties in SULP planning
§Develop a harmonised approach for SULP development in Norwegian cities

Why is logistic plans missing in Norwegian cities?
More questions than answers:§How to plan for urban logistics?§What measures can be included
in an urban logistics plan?§How can the municipality involve
the parties (partnerships, forums, networks, advice, consultation)?
§The focus till now has been on individual measures, but how to choose measures that give more comprehensive solutions?
§ Interest and need are regardless of city size

§Dialogue with companies happens late in the process and is connected to specific matters, not the overall picture

Challenges
§Contact with individual industries can be perceived as distorting competition
§ It is difficult to recommend a overall template for how to best plan for good city logistics
§ The workshops indicate that it is difficult to pinpoint one measure that generally works well for the delivery of goods
§Every situation have their own measure and different cities need different measures

industry and others§ More parties are heading in the same direction

SULP guidelinesWhat?§ An urban logistics plan is a comprehensive
plan or strategy, where the aim is to ensure efficient and climate- and environmentally friendly handling of freight transport in an urban area Why?§ Preparation of a city logistics plan can be a
means of gaining knowledge and awareness of the topic. Show that the municipality is focusing on the theme
§ Lifting the theme. In parallel or in the long term, the topic of urban logistics can be integrated into other municipal plansHow?§ An urban logistics plan can be designed as an
independent plan or strategy (theme plan) or form part of another municipal plan, for example as a separate chapter in a mobility or transport plan

Final reflections
§Guidelines on urban logistics are demanded and demanding
§ In Norway it is a discussion on what kind of a plan it should be
§ It is important to involve politicians early in the planning process
§More parties are supporting a logistic plans
§Common actions for indicators and data collection is needed
