Establishment: May 2012 in Copenhagen, Denmark

Hosted: from January 2015, UNDP Istanbul Regional Hub, Turkey

Members: seven UN Agencies and three Multilateral Health Financing Institutions.

5. India: Baseline findings and reflections on REAP

• SHiPP (UNDP/SPHS/HCWH) and SIWI (UNDP/SPHS) project Country• India: overall second largest supplier to the UN System BUT is largest health

commodities supplier to the UN. 94% of the UN’s total health procurement: pharmaceuticals

• 2017 more that 5,000 institutions launched the First (HELP) Health and Environmental Leadership Platform (HCWH-led)

• India’s Made In India Policy, issued in June, 2017 can provide opportunities to promote ‘green’/Sustainable manufacturing of health commodities and supplies and was recommended be incorporated in the SHiPP strategy.

6. Entry points for Sustainability – Policy makers

• Develop Sustainable Public Procurement Policy + for the Health Sector; with UNEP’s the 10-Year Framework Programme on Sustainable Public Procurement (SPP)

• Healthcare Procurement and the Compliance with International Environmental Conventions on Chemicals: UNDP tool provides visual feedback and presents list of products and total volume of procurement that do not comply with the International Conventions. Provides compliance scan and dashboard which can be used as a baseline/benchmark against which suppliers and manufacturers can measure their sustainability progress or the lack of it.

7. Entry points for Sustainability –Procurers

• Improve knowledge on SPP; SPHS Capacity-development for low-carbon procurement/ sustainable health procurement for key stakeholders in the health sector

• Procurement analysis of top health commodities procured by the MoH; Identify toxic chemicals using the UNDP-HCWH List of Chemicals of Concern and propose safer alternatives.

• Additional opportunities: Carbon Foot-printing of Health Programmes, Environmental Safeguarding, waste water and Healthcare Waste Management

8. Entry points for Sustainability –Suppliers and manufacturers

• Environmental and social assessment of suppliers and manufacturers of health commodities: In tendering step: opportunity to introduce UNDP-HCWH Environmental Questionnaire for Suppliers and Manufacturers of HealthCommodities; Tool proposes gradual approach to implement sustainability technical specifications, in partnership with manufacturers, to transition from mere policy commitment to action.

• In the contract execution and delivery step: focus on engagement between suppliers/ manufacturers and procurers on sustainable production and procurement of health commodities; offer capacity development sessions and sharing good practice examples on sustainable production

The vision is that procurers and suppliers and manufacturers of health commodities, act as drivers of change, working towards sustainability, by embracing sustainable procurement/manufacturing practices and recognizing them as central to their future competitiveness.

9. Key takeaways

• Sustainability is our collective responsibility and present (no longer an anticipated future): SDG12:Sustainable consumption and production cannot be separated from each other and from other SDGs in the discussion of sustainable development

• Share and scale-up: Companies operating in the health sector, due to their scale and impact, need to increase engagement and demand for transparency, as this will be central to their future competitiveness.

• Join the global community and Save Lives Sustainably: This endeavor is multifaceted and broad such that it entails the cooperation of more than one industry or sector, and requires sectors to work jointly to meet desired goals and ensure success of initiatives to protect People, the Planet, ensure Prosperity, Peace and strong Partnerships.C
