  • 1 Sustainability Appraisal of the Deposit LDP - Addendum1.1 Introduction

    1.1.1 Neath Port Talbot County Borough Council as Local Planning Authority publishedits Deposit Local Development Plan (LDP)(1) for the purposes of consultation in August2013.

    1.1.2 In preparing LDPs Local Planning Authorities are required to undertake aSustainability Appraisal (SA) of the Plan to assess whether sustainability issues have beenadequately addressed. The SA incorporates a Strategic Environmental Assessment (SEA)and also considers impacts on health, equalities and the Welsh Language as part of thecoordinated appraisal.

    1.1.3 The SA Report(2), along with full details of the assessments undertaken, werepublished alongside the Deposit LDP in August 2013. Comments were invited on thecontents of the report and assessments as part of the wider public consultation exercise.

    1.1.4 Following consideration of the representations received and also new informationthat emerged following the Council's decision to place the LDP on 'deposit', the Councilconsiders it appropriate to recommend a number of 'focussed changes' to the advertisedDeposit Plan. These changes were also assessed through the SA process and thesefindings are set out in a separate document(3).

    1.1.5 This document is an addendum to the SA Report and should therefore be read inconjunction with the main report and also the SA of Proposed Focussed Changes. Thedocument sets out the comments received along with the Council's response to the pointsraised.

    1.1.6 It should be highlighted that this document only relates to the representationsreceived in regard to the SA Report. Responses to those comments received in regard tothe Deposit LDP and Register of Alternative Sites respectively are dealt with in the LDPConsultation Report(4).

    1.2 Overview of Representations

    1.2.1 Following consultation, the Council received a total of 34 representations, all ofwhich were submitted by Natural Resources Wales (NRW).

    1.2.2 Whilst a schedule of all representations received are set out in the next section,the main points raised can be summarised as follows:

  • The identified priority growth areas have constraints that will need to be overcome,including flood risk, air quality and land contamination in Port Talbot and flood risk inPontardawe;

    Flooding issues have not been resolved for some sites, in particular the HarboursideStrategic Regeneration Area and Rheola allocations;

    Information given about waste landfill capacity is out of date;

    Greater recognition should be given to the relevance of accessible natural greenspaceto health and wellbeing;

    It should be acknowledged that construction is also a contributing factor in decliningair quality;

    It would have been helpful to have had more specific information about the protectionandmitigation policies and a list of outstanding concerns not covered by these policies;and

    Monitoring Indicators: detailed comments / suggestions for additional indicators.

    1.2.3 Broadly in respect of these representations, the Council acknowledges that somechanges and additions would be appropriate to update, clarify and correct the SA Report.Such changes to the SA are not however considered to be fundamental in that they donot affect the underlying methodology or approach taken or the detailed assessmentsmade of the LDP proposals and policies. Consequently, the representations received arenot considered to warrant any reassessment of the LDP.
