Sussex Low Emission Strategy
The strategy is a combination of initiatives and policies to reduce
emissions, which include:
Linked Air Quality Action Plans
Linked car clubs, cycle initiatives
Closer working relationships with Counties on Public Health and Transport.
Joint bids for funding: Clean Bus Technology Fund, ecostars
Sussex emissions mitigation and air quality planning guidance (2013)
SE England electric vehicle rapid charger network project (2014-15)
Joined-up LEZ projects
Sussex Low Emissions Zones: Storrington LEZ trial
Storrington is used as an (unwelcome) alternative to A27:
• Village population of 4,600 people.
•Around 19,000 vehicles passing through Storrington
each day
• 51% of this traffic passes straight through Storrington
• 3% of vehicles are HGVs

Horsham District Council’s Air Quality Action Plan for Storrington:
•20mph speed limit (rejected)
• Traffic re-routing (rejected)
• Improved signage (approved, but will not have a large
impact)
• Gating (rejected)
• HGV physical restrictions (under consideration)
• Low Emission Zone (under consideration)

To help assess the most viable option of a Low Emission Zone
without having to invest in a full solution, Siemens has offered to
provide a pilot of its innovative new LEZ solution, GreenZone

The proposed pilot LEZ solution includes the following elements:
•Automatic Number Plate Recognition cameras covering 4 sites
•Transportable roadside cabinets
•Low Emission Zone Enforcement Instation software
•Customer User Interface for vehicle information
•Secure hosting of all necessary IT infrastructure
•Operations and maintenance
•Consultancy work to provide modelling / data analysis

Key driver to enable Low Emission Zone:
• £750,000 Clean Bus Technology Fund granted to BHCC and Brighton Buses has enabled an Bus LEZ to be established.
• Retro-fit and earlier phasing out of older stock.
In June 2013 a resolution was passed by BHCC Committee instructing officers to investigate the development of a Low Emission Zone in central Brighton.

Key elements of the Low Emission ZoneEuro 5 emission standard for buses entering the LEZ from 1 January 2015
• Area extends along main route of Brighton Buses in North St,
where 90% buses travel through.
• Results in improved emissions across wider area and outside
Brighton.
• By upgrading buses to Euro V or/and retrofitting pre-existing
CRT fitted buses with an SCR system designed to achieve the
equivalent of Euro V NOx emissions, the NO2 will be reduced by
circa 60%, reducing the NO2 emissions from 5g/km to 2g/km.
