The Sussex Village Board heard from residents Jan.20 who both supported and opposed a proposed newcivic center facility to replace the existing Village Hall.
At the start of a meeting that at the Youth Hall thatlasted just under two hours, Adam Bastjan of theKahler Slater architectural firm explained the new pro-
posed facility is three stories tall and includes space forvillage administration, parks and recreation, additionalspace for the library and three nonprofit groups. Aspart of the design, the new facility will be moved backfrom Main Street to allow for more park space in front,with parking in the back.
According to information from VillageAdministrator Jeremy Smith, village administration willcomprise 35 percent of the space in the building, parksand recreation 27 percent, the library 13 space, withadditional space for the Horne Mudlitz Veterans ofForeign Wars Post (4 percent), Sussex Area OutreachServices 12 percent), the Sussex-Lisbon Area HistoricalSociety (9 percent) and the Chamber of Commerce.The facility would also serve as the location for the sen-ior meal program.
Its not just a Village Hall, it is the SOS (SussexArea Outreach Services) and it is some library func-tions and parks and recreation and the senior center. It

said discussion for future facilities beganin 2002. While the village created newfacilities for wastewater treatment, lawenforcement and public safety, facilityissues for the Village Hall, senior centerand the library have not yet beenaddressed.
In 2010, the Village Board formed acitizens committee to examine variousoptions for the Village Hall. That commit-tee recommended staying on the site butcreating a new facility that would includeother partners. The report recommendedthat the project be coordinated with thereconstruction of Main Street. Smith saidthe committee recommended the currentproposal earlier this month.
Smith said the library has some chal-lenges because the current structure isnot easily able to expand. The new planscall for moving library offices into the newcivic center area while other spaces insidethe current library would be reconfiguredfor other programming.
Smith said that nonprofits comprise 25percent of the civic center space, andwould allow their existing facilities to goback on the tax rolls while sharing facili-ties such as bathrooms and hallways withthe village and park and recreation
department.Pat Tetzlaff, a member of the citizens
committee, cited problems with the currentVillage Hall, which originally was a
school building. She explained the currentbuilding is not insulated and has aginginfrastructure.
We live in an era where almost every-thing can be fixed and fixed for a price.But sometimes that price to fix somethingso old is fiscally irresponsible and a badchoice, Tetzlaff said.
She also recalled the village pur-chased 74 acres of land 57 years ago forVillage Park.

At the start of citizen input, residentSussex Fire Chief Colin Curtis asked resi-dents to take a look at the big picture.

In response, Village President GregGoetz the village is reviewing a direct leg-islation request that has been submitted bya group of residents.

Another resident expressed concernthat youre going to change the face ofMain Street. He agreed that a newVillage Hall was needed and asked if asmall facility could be built to addresssome of the needs and repurpose the exist-ing building.
Mike Reilly of the Sussex-LisbonHistorical Society said four members ofthe society met last month to review the vil-lage proposal. He said that in return forthe lease of space in the new building, thesociety would turn over its property andhave the village take the society railroaddepot building and move it to MadelinePark for use as a recreation trail head.Reilly said the historical society membersinsisted the depot building be preserved,while the sale of the historical societyproperty would be the societys buy-in for
