The German IAB-BAMF-SOEP-Refugee Survey Goals

• Filling knowledge gaps

• Obtaining reliable information for politics and administration (e.g. labour market, social und educational policies)

• Surveying the life situation of persons who came to Germany seeking asylum

• Analysis of the impact of legal and institutional frameworks

• Analysis of the effect of programs aiming at the target population

• Representative data for scientific community

• Cooperation between German Socio-Economic Panel Study (GSOEP) at the German Institute for Economic Research (DIW), the Institute for Employment Research (IAB) and the Research Centre for Migration, Integration and Asylum at the BAMF (BAMF-FZ)

The German IAB-BAMF-SOEP-Refugee Survey Population

• Persons who came to Germany between 1st of January 2013 and 31st of January 2016 and applied for asylum:

• Asylum seekers

• Individuals granted asylum, recognized refugees or with subsidiary protection

• Individuals whose asylum claims have been rejected but who are permitted to remain in the country temporarily with the status of “Duldung”

• Sampling via German Central Register of Foreigners (AZR), access limited to BAMF-Research Centre

The German IAB-BAMF-SOEP-Refugee Survey Design

• Household concept (typical as in GSOEP): interview with anchor person 18+ and all other household members (from wave 2 on: incl. children )

• Panel study with at least 3 waves 2016, 2017 and 2018

• First wave: 4.500 individuals in 3.200 households; response rate: 50,1%

• Additional refreshment sample: 1.500 additional interviews, first surveyed 2017

• Integration into GSOEP

• Linkage with Employment Data of the IAB

• Mode:

• CAPI, translated into 8 most common languages, audio-files available e.g. for illiterates

Challenges Measuring educational outcomes - CAMCES

• Solution 2 – Camces-Tool: Computer-Assisted Measurement and Coding of Educational Qualifications in Surveys (developed by GESIS)

• Elements:

• Country-specific database of educational qualifications

• Questionnaire module currently available in 5 languages

• Software interface to allow database searches and provide context-sensitive response categories

• Universal coding scheme for educational attainment

• Advantages:

• Efficiency through standardization and automation of data collection, coding and harmonization processes

• Better coverage of foreign, rare, and outdated educational qualifications

• More accurate information through detailed measurement

• Problem: “collapsed” educational systems educational level as proxy for “capacity” does not work anymore

• “Solution”: cognitive skills test (SOEP-numbers-symbols-test)

To Sum-Up

• IAB-BAMF-SOEP-Refugee Survey is the only representative survey of refugees in Germany benchmark data for other refugee surveys

• Very rich dataset

• Innovative approaches to deal with challenges to ensure high quality data

• 1st wave: available for researchers at data research centre of GSOEP
