SAMPLING PROCEDORS
1 On the bssis of the rules shown below please record on the ❑onthly questionnairethe details of the selected ❑ortgages completed. It is imvortant that the cases arerecorded according to these rules. 2 This procedure should be followed whether there is one series of account numbersor several series snd whether additional 10SIISto existing accounts bear freshnumbers or the existing account numbers. If the account number is given when amortgage is approved, rather than when it is completed, the method of selection willstill be the same.
3 Every mortgage selected should be recorded.
4 If a lender numbers its ❑ortgages in such a way that this procedure would beinapplicable please advise Department of the Environment, Statistics Directorate,2 Marshsm Street, London SWIP 3SS (Telephone 071-276 4773) so that an alternativesystem can be drawn up. Please do not attempt to devise your own ssmplingprocedure.
5 Please send off each month’s completed questionnaires in one batch to,Department of the Environment, Central Data Unit (SML), Room 1615, Tollgate House,Houlton Street, Bristol BS2 9DJ by the 5th day of the following month. If it ismore convenient for you to send the questionnaires in the form of a disk please sendthem in that form. However, if you intend to do this please contact !.lrWood inBristol first (telephone 0272 218074).
EXPLANATORY NOTES TO THE MONTHLY QUESTIONNAIRE
6 It is not necessary to provide full details of mortgages in the following cases:
a. when the dwelling is not to be wholly or partly occupied by the borrower;
b. when the borrower, is a co-ownership group or another type of housingassociation;

c. shared ownership schemes end Rent to Mortgage schemes ~here the ~urcha~er
acquires only a part-equity stake in the property.
In these cases answers are nOt required beyond question 4. Otherwise answers shouldbe given to all questions if possible. When the answer to a question is not known,please write ‘NK’ beside the question.

If the advance is being made in installments,the full mount of thecompleted mortgage should be shown.
A “top-up” loan is a loan granted at the same time .ssa firstmortgage, representing e second charge on the property.
If the mortgage advance is beaed partly on a partner’s income, andthe part based on their income is to be repaid over a shorter periodthen the main part of the 1,0~, the period for which the main partof the mortgage is granted should be recorded.
‘TIErate of interest shown shO”ld be the initial gross nominalcharging rate (not the rate which is net of basic rate t=) chargedon the loan concerned. Please disregard any addition to theinterest charge in respect Of sn inde~ity premium or otherinsurance premium, The rate required is net of any discount which—may apply.
Amual Review schemes, whereby a variable interest rate is chargedon the mortgage, but a fixed rate is payable for 12 month periods,should be counted as variable rate products .
When the mortgage smount is based partly on the partner’s income,md the part based on their income is to be repaid over a shorterperiod then the main part of the loan tick box 6. Where a hybridrepayment method is in place, the predomin.mt repayment methodshould be recorded. “Interest only” schemes are those where thereis no requirement for an investment vehicle (eg endowment, pensionplan etc) to repay the principal sum.
A borrower can be introduced to a lender in a number of ways . Ifthat introduction is through a broker, solicitor, insurance,company, Estate Agent etc with more than 50.%of its assets owned bythe lender, then the introduction is from within the “group”Similarly, if the borrower is an existing customer of the lender,this will be “group”, or if the borrower is a new customer, butcomes without an introduction from a third party, this will also be“group”.
“Non group” introductions will be from a broker, solicitor,insurance company, Estate Agent etc with 50;! or less of its assetsowned by the lender.
The amounts entered should be the annual gross figures before incometax or other deductions have been made, lump sums received fromhouse sales or other sources should NOT be included. If the answerto any part of the question is nil please put O. If the questioncsnnot be answered co~pletely please give whatever details areknown.

Please provide the full post code if known, otherwise enter thelocal authority nsme, In the case of London, this should be theborough; a list of London districts with their London boroughl’ocationis given in Appendix A to help with London locations. For
Metropolitan districts, the district name is required (see AppendixA), end for Non Metropolitan counties in England and Wales, the nameof the county (see Appendix A). In Scotland; Regions, Island Areasor Cities should be given (see Appendix A). Appendix B gives a listof Scottish counties and districts with their Scottish regionallocation to help with Scottish locations. In the case of NorthernIreland, simply write in “Northern Ireland.“
“New” or “not new” refer to the period in which the main structureof the dwelling was completed. “New” mesns a dwelling which is tobe occupied for the first time, but will not include a conversion ofen older property.
The category “bungalow” includes all single-storey houses, detachedtsemi-detached and terraced. Chalet bungalows should be classifiedas houses. If the dwelling csnnot be included in the namedcategories, please tick box 7.
Please exclude sculleries, lsnding, lobbies, closets and bathrooms.
