La Conférence internationale de la Traite des femmes et des enfants, convoquée
conformément à la résolution du Conseil de la Société des Nations du 22 février 1921,
s’est réunie le 30 juin 1921 au siège de la Société à Genève.
La Conférence a été chargée, par une résolution de l’Assemblée du 15 décembre 1920,
de s’efforcer de réaliser une unité entre les vues des différents Gouvernements permet
tant une action commune.
Le Conseil de la Société a désigné, comme Président de la Conférence, Monsieur
Michel L e v i e , Ministre d’Etat.
La Conférence a choisi, comme Vice-Présidente, Mademoiselle Henni F o r c h h a m m e r .
Le Secrétaire Général de la Société des Nations a nom m é Dame Rachel C r o w d y ,
comme Secrétaire Générale de la Conférence, et Monsieur Georges K a e c k k n b e e c k ,
comme Conseiller juridique.
La Secrétaire Générale et le Conseiller juridique ont été adjoints par la Conférence
au Président et au Vice-Président pour constituer le Bureau.

The International Conference on Traffic in W om en and Children convoked
in accordance with the Resolution of the Council of the League of Nations of
February 22nd, 1921, met on June 30th, 1921, at the seat ot the League at Geneva.
T he Conference was charged by a Resolution of the Assembly of December 15th,
1920, with the task of endeavouring to harmonise the opinions of the different
Governments in order that com m on action may be taken.
T he Council of the League nominated as the President of the Conference
Monsieur Michel L e v i e , Minister of State.
The Conference chose as Vice-President Miss Henni F o r c h h a m m e r .
The Secretary-General o f the League of Nations appointed Dame Rachel C r o w d y
as Secretary-General of the Conference, and M. Georges K a e c k e n b k e c k as Legal
Adviser.
The President and Vice-President, together with the Secretary-General and the
Legal Adviser, have been designated by the Conference to constitute its Bureau.

Après avoir coordonné, dans un rapport annexe au présent Acte, les réponses
reçues par le Secrétariat au questionnaire adressé le 16 février 1921 aux divers Etats, et
à la suite des délibérations consignées dans les procès-verbaux de ses séances, la Confé
rence a adopté les résolutions et vœux suivants :
I
La Conférence :Considérant qu’une répression efficace de la Traite des femmes et des enfants serait
facilitée par l’adoption, dans le plus grand nombre possible d’Etats, de principes communs
et de mesures semblables ;
Considérant qu’il serait, en particulier, nécessaire, à cet effet, que ces infractions
fussent punissables par toutes les législations ;
Considérant que l’Arrangement du 18 mai 1904 et la Convention du 4 mai 1910
contiennent les principes et les mesures essentiels en cette matière et q u ’une application
aussi complète et aussi généralisée que possible de ces Actes serait de nature à apporter
un remède sérieux à la situation présente ;
Recommande au Conseil de la Société des Nations :
D ’inviter de la façon la plus pressante tous les Membres de la Société et les
autres Etats qui n ’ont pas encore ratifié l’Arrangement du 18 mai 1904 et la
Convention du 4 mai 1910, ou qui n ’y ont pas adhéré, à donner leur ratification
ou leur adhésion à ces Actes.

After the replies received b y the Secretary-General to the Questionnaire, which
was sent out on February 16th, 1921, to the different States, had been collated (see
annexed report), and the matter had been discussed at the debates which are recorded in
the minutes of the meetings, the Conference adopted the following Resolutions and
Recommendations :—
I
Whereas the effective suppression of the Traffic in W om en and Children would be
promoted by the adoption, in as m any States as possible, of common principles and
similar measures ;
And whereas it appears essential, for this purpose, that these offences should be
punishable by the laws of every State ;And whereas the Agreement of May 18th, 1904, and the Convention o f May 4th,
1910, contain principles and measures which are essential in this respect ;
And whereas the application, in as complete and general a manner as possible, of
these Agreements w ould have the effect of securing a substantial improvement in the
existing conditions.
The Conference recommends the Council of the League of Nations :—
T o urge upon all Members of the League and the other States which have not
yet ratified the Agreement of May 18th, 1904, and the Convention of May
4th, 1910, or which have not yet adhered to them, the immediate importance of
their ratifying or adhering to these instruments.

II
La Conférence, soucieuse d ’assurer la protection des femmes et des entants, quelles
que soient leur race et leur couleur, émet le vœ u que le Conseil de la Société des Nations
veuille bien inviter les Etats parties contractantes aux Actes des 18 mai 1904 et 4 mai 1910,
relatifs à la Traite des femmes et des enfants, ainsi que les autres Etats encore non adhé
rents à ces Actes, de donner également leur adhésion pour leurs colonies et dépendances.
III
La Conférence émet le vœu que le Conseil de la Société des Nations invite les
Gouvernements à adopter des prescriptions permettant de punir les tentatives et, dans
les limites légales, les actes préparatoires des délits prévus aux articles 1 et 2 de la Con
vention du 4 mai 1910.
IV
La Conférence émet le vœu que le Conseil de la Société des Nations demande aux
Etats parties aux Actes de 1904 et de i<>io, ou prêts a v adhérer, de porter à 21 ans
révolus 1 âge indiqué a la lettre fi du Protocole de clôture de 1910, et de prévoii que cet
âge sera considéré comme un m in im um que l’on lecomniainie aux Eiats d’élever encore.

La Conférence, se référant à l’article 5 de la Convention du 4 mai 1910 et désireuse
de voir assurer de la manière la plus complète la répression des infractions prévues aux
articles 1 et 2 de cette Convention, émet le vœu que, s’il n ’existe pas de conventions
d ’extradition entre les Parties contractantes, celles-ci prennent toutes les mesures qui
sont en leur pouvoir pour l’extradition des personnes poursuivies ou condamnées pour
les infractions susdites.
VI
La Conférence émet le vœu que tous les Etats adoptent, dans les questions d’émi
gration et d ’immigration, des mesures administratives et législatives destinées à combattre
la Traite des femmes et des entants. Elle signale notamment aux Gouvernements la
nécessité d’assurer la protection des femmes et des enfants voyageant seuls, tant au départ et à l’arrivée que pendant la durée du voyage.
VI bis
La Conférence attire l’attention de la Commission internationale d ’émigration sur
la question de la Traite et sur l’intérêt d’adopter des dispositions précises qui pourraient,
é v e n t u e l l e m e n t , être insérées dans un arrangement international.

II.
T he Conference, anxious to provide for the protection of women and children,
whatever their race or colour, recommends that the Council of the League of Nations
should invite the States which are parties to the Agreement of May 18th, 1904, and to
the Convention of May 4th, 1910, on the subject of the Traffic in W om en and
Children, as well as the States which have not yet adhered to these instruments, to
notify their adherence also on behalf of their colonies and dependencies.
III.
The Conference recommends that the Council of the League of Nations should
request Governments to provide in their legislation for the punishment not only of the
offences specified in Articles 1 and 2 of the Convention of May 4th, 1910, but also of
any attempt to commit such offences, and within legal limits of “ actes préparatoires

the closing Protocol of 1910 and to provide that this age shall be considered as a m i
nimum which States are recommended further to increase.
V.
W ith reference to Article 5 of the Convention of May 4th, 1910, the Conference,
anxious that the most effective measures should be taken for the punishment of the
offences specified in Articles 1 and 2 ot the said Convention, recommends that : States
should take all measures within their powrer so extradite or provide for the extradition
ot persons accused of or sentenced tor the above-mentioned offences whenever extra
dition is not provided for by existing treaties.
VI.
The Conference recommends, in connection with the question of emigration and
immigration, that all States should adopt such administrative and legislative measures as
are required to check the Traffic in W o m en and Children. It particularly draws the
attention of Governments to the necessity of providing for the protection ot women and
children travelling alone, not only at the points of departure and arrival, but also during the journey.
VI bis.
The Conference draws the attention of the International Commission on Emigration
10 the question of the Traffic in W om en and Children, and to the desirability of framing
Jehnite provisions which could eventually be inserted in an international agreement,

La Conférence émet le vœ u que les associations internationales compétentes soient
invitées à s’entendre sur les mesures à prendre par elles pour assurer le voyage, jusqu'à
leur pays de destination, des femmes ou jeunes filles expulsées par les autorités d ’un
autre pays ou qui n ’auraient pas été autorisées à y séjourner.
VIII
Se référant à l’article 2 de l’Arrangement de 1904, la Conférence émet le vœ u que
les Gouvernements interviennent auprès des administrations et des compagnies de
transport pour assurer l’affichage gratuit, dans les stations de chemins de fer et dans les
ports, d’annonces signalant aux femmes et aux jeunes filles les dangers de la traite et
indiquant à quel endroit refuge et assistance leur sont réservés.
IX
La Conférence émet le vœ u que les Etats qui n ’ont pas encore pris des mesures
législatives ou administratives concernant l’autorisation et la surveillance des agents et
bureau de placement, s’engagent à édicter des règlements dans ce sens, en vue d’assurer
la protection des femmes et des enfants cherchant du travail dans un autre pays.
X
La Conférence émet le vœ u que le Conseil de la Société des Nations charge, en
application de l’article 23 (cj du Pacte, le Secrétariat général de la Société de demander à
tous les Membres de la Société et aux Etats qui sont parties contractantes de l’Arrange
ment de 1904 et de la Convention de 1910, de lui fournir annuellement un rapport sur
les mesures prises ou projetées par eux en vue de réprimer la Traite des femmes et des
enfants. Ces rapports seront communiqués in extenso ou en résumé à tous les Membres
de la Société et aux Parties contractantes des actes susdits, afin que chaque pays puisse
bénéficier de l’expérience des autres. Le Secrétariat général pourra, à ces fins, préparer un
projet de questionnaire à adresser aux Gouvernements.
La Conférence émet également le vœ u que les associations internationales pour la
répression de la Traite soient invitées à adresser au Secrétariat général un rapport annuel
sur leur activité. Ces rapports seront communiqués dans les mêmes conditions que ceux
des Gouvernements.
XI
La Conférence émet le vœ u qu’une Commission, composée de cinq à six représen
tants des Etats et de trois à cinq assesseurs, soit instituée comme organe consultatif
auprès de la Société des Nations, pour fournir des avis au Conseil « au sujet du contrôle
général des accords relatifs à la Traite des femmes et des enfants », ainsi que sur toutes
les questions internationales concernant cette matière, qui pourraient lui être soumises
pour examen. Cette Commission n’aurait aucune autorité ni pouvoirs directs.

VII.
T he Conference recommends that the International Associations concerned with
the Traffic in W om en and Children be invited to take concerted measures so as to provide
-for the return to their own country of women or girls who may have been expelled by
the authorities of another country or may have been refused permission to stay there.
VIII.
With reference to Article 2 of the Agreement of 1904, the Conference recommends
that Governments should approach Railway and Shipping Companies in order to secure
the exhibition, in railway stations and in ports, of notices warning women and girls of
the dangers of the traffic, and indicating the places where they can obtain accommodation
and assistance.
IX.
The Conference recommends that States, which have not already taken legislative
or administrative measures regarding the licensing and supervision of employment
agencies and offices, should undertake to prescribe such regulations as are required to
ensure the protection of w om en and children seeking employment in another country.
X.
The Conference recommends that the Council o f the League of Nations should, in
pursuance of Article 23 (c) o f the Covenant, direct the Secretariat to request all Members
of the League and all States which are parties to the Agreement of 1904 and to the Con
vention of 1910, to supply it with an annual report on the measures taken or contem
plated by them in order to check the Traffic in W o m en and Children. These reports
shall be communicated either in full or in the form o f a summary to all Members of the
League and to all States which are parties to the above-mentioned instruments, so that
every country may benefit by the experience gained by the others. T h e Secretariat
may, for this purpose, draft a questionnaire to be sent to the Governments.
The Conference also recommends that the International Associations for the sup
pression of the Traffic should be requested to furnish the Secretariat with an annual
report on their work. These reports should be circulated in the same way as those of
the Governments.
XI.
The Conference recommends that a Committee consisting of five or six representa
tives of States and of three to five assessors should be constituted as an advisory body to
the League of Nations, in order to advise the Council as to “ che general supervision
over the execution of agreements with regard to the Traffic in W om en and Children ” ,
and also as to all in ternational questions relative to this matter, which may be submitted to
the C o m m it tee for its consideration, It would have no authority or direct power.

Toutefois, la Conférence estime devoir émettre les recommandations suivantes:
Que le Conseil tienne, autant que possible, compte des intérêts généraux et de la
représentation géographique dans la désignation des Etats représentés et que l’un des
membres soit un représentant de la France, pays qui a assumé certaines fonctions spécia
les en vertu des Actes de 1904 et de 1910, et qui, de plus, fournira au Secrétariat général
toute la documentation qu’il s’est chargé de réunir en vertu de ces actes;
Que les assesseurs représentent :
1. Le Bureau International pour la répression de la Traite ;
2. Une Organisation internationale féminine ;
3. Les sociétés suivantes, individuellement ou collectivement ;
al Association juive pour la protection des jeunes filles;
b) Association catholique internationale des œuvres de protection de la
jeune fille ;
c) Fédération des Unions nationales des Amies de la jeune fille.
Que la Commission consultative se réunisse selon les besoins sur l’invitation du
Conseil de la Société des Nations ;
Que les dépenses de chaque représentant soient à la charge de 1 Etat ou. de i A...vi
ciation qu'il représente ;
Q ue la Commission se tienne en contact étroit, par l 'Intermédiaire des assesseurs,
avec les organisations nationales et internationales, aim d'assurer la liaison et la coopéra
tion entre les efforts officiels et non officiels faits pour réprimer la Traite.
XII
La Conférence émet le vœu que les Gouvernements examinent la question de la
Traite des enfants et provoquent les recherches nécessaires pour découvrir les traitants et
les déférer aux tribunaux répressifs.Elle émet également le vœu que les Gouvernements modifient les dispositions de
leurs lois civiles sur l’adoption, si ces dispositions sont de nature à donner naissance à
des abus.
XIII
La Conférence émet le vœ u que les mots « Traite des blanches » soient remplacés
dans les textes des accords internationaux par les mots « traite des femmes et des enfants. »
XIV
L’attention de la Conférence ayant été attirée sur les conséquences qui résultent, au
point de vue de la Traite , des déportations individuelles ou collectives de f e m m e s et
d’enfants, ayant un caractère politique ou militaire, la Conférence a le devoir de deman
der à la Société des Nations d ’accorder son intervention dans le but de supprimer de
telles pratiques contraires aux lois de l’humanité.

The appointment of the members of this Committee would rest with the Council
0f the League of Nations.The Conference, however, thinks it desirable to make the following recommenda
tions : —That the Council should, so far as possible, when selecting the States to be repre
se n ted , take into account general interest as well as geographical representation, and that
one of the members should be a representative of the French Government, which has
a s s u m e d certain obligations in virtue of the instruments of 1904 and 1910, and will
furnish the Secretariat with all the information which it has undertaken to collect in
pursuance of these instruments;
That the assessors should represent :
(1) T he International Office for the Suppression of the Traffic;
(2) A W o m e n ’s International Organisation ;
(3) T h e following international societies, either individually or collectively;
(a) T h e Jewish Association tor the Protection ot Girls;
(b) T h e International Catholic Association for the Protection of Girls;
(c) T h e Federation ot National Unions tor the Protection of Girls ;
That the Advisorv Committee should meet, when required, at the request ot the
Council ot the League of Nations ;
1 hat the expenses of each representative should he borne bv the State or Association which he represents ;
1 hat the Committee should keep in close touch, through the agencv ot the assessors,
with the national and internation.il organisations, in ordei to ensure the co-ordination
and co-operation ot the official and unofficial efforts made for the suppression of the Traffic.
XII.
The Conference recommends that the Governments should consider the question
of the Traffic in Children and should cause the necessary enquiries to be undertaken tor
the discovery of persons engaged in this Traffic and for their prosecution.
It also recommends that the Governments should amend the provisions of their
civil laws regarding adoption of children if these provisions do not afford sufficient protection.
XIII.
I he Conference recommends that the words “ W hite Slave Traffic” should be
replaced in the texts of international instruments by the words “ Traffic in W om en andChildren” .
XIV.
ihe attention ot the Conference having been drawn to the consequences which,
tom the point ot view of the Traffic in W om en and Children, follow the deportations,
meli\ idual or collective, of w om en and children tor political or military purposes, the
Conference teels it incumbent upon it to request the League ot Nations to intervene in
or^er to prevent such practices, which are contrary to the laws of humanity.

XV
La Conférence prie le Secrétariat général de la Société des Nations de remercier,
en son nom, les diverses associations dont les vœux lui ont été transmis et de les
informer que ces vœux ont été soumis à l’examen d’une Commission spéciale et que
les questions auxquelles ils se rapportent ont lait l’objet soit de délibérations, soit de
décisions de la Conférence.

La Conférence décide que deux exemplaires originaux de l’Acte final, signés par
les délégués, seront établis. L’un de ces exemplaires sera déposé aux archives du
Secrétariat de la Société des Nations et l’autre mis à la disposition du Conseil.
La Conférence exprime le vœu que le Conseil de la Société des Nations transmette
le second exemplaire original au Gouvernement français, qui conserve dans ses archives

XV.
The Conference requests the Secretariat oi the League to convey its thanks to the
various Associations whose recommendations have been transmitted to it, and to inform
them that these recommendations have been submitted tor consideration to a special
Committee, and that the questions with which they deal have been discussed or decided
by the Conference.

The Conference decided that two original copies of the Final Act signed by the
delegates should be prepared, one copy to be deposited in the archives of the Secretariat
of the League of Nations and the other copy to be placed at the disposal of the Council
of the League.The Conference expresses the wish that the Council should send the second original
copy to the French Government, which keeps in its archives the Agreement of 1904
and the Convention of 1910.
Certified copies shall be send to the Members of the League and to the other States
represented at the Conference.
In faith whereof the delegates have signed the present Act.
Done at Geneva, the fifth July in the year one thousand
nine hundred and twenty-one, in two original copies.
