Improving RMNCH+A interventions: Block Monitoring in High
Priority Districts of Chhattisgarh

Introduction:
The Government of India identifies the block as the primary unit for implementation and management of life-
saving RMNCH+A interventions. The “Guidance Note for Block Monitoring Visits” advises state and district
health officers and their development partners to systematically assess the health infrastructure, human
resources, and quality and coverage of RMNCH+A information and services, with the goal of identifying and
addressing bottlenecks in the local health system. Block monitoring is also promoted as an opportunity to
assess community outreach, home-based interventions and client satisfaction. This report describes the block
monitoring process of five high priority districts of the state. These HPDs are -
1. Bijapur
2. Bilaspur
3. Dantewada
4. Jashpur and
5. Surguja
During October 2016 visits were conducted at four (4) High Priority Districts viz. Bijapur, Dantewada, Jashpur
and Surguja District. During October 2016 there was no District visit conducted at Bilaspur Districts. The District
Level Monitor of Bilaspur district has joined during October 2016 and will carried out block monitoring visits
form November 2016 onwards..
Objectives of Block Monitoring Visits:
1) To assess the infrastructure, human resources, and provision of RMHCH+A services in facilities and
communities
2) To assess both the quality and coverage RMNCH+A service delivery in the block,
3) To review progress of community outreach and home-based interventions.

Tool:
Since April 2015 the MoHFW designed new checklist is being used by the district consultants for supportive
supervision visits to the different health institutions.
For data entry and data compilation EXCEL based new tool has been used which was shared by
National RMNCH+A Unit (NRU)
Report:
This report comprises of the District wise findings of the Health facility highlighting the recent visits status of
the different parameter under RMNCH+A strategy.
In this report the findings from recent visits of the health institutions has been captured.
The findings of the report has been categorized as per the RMNCH+A framework and percentage wise findings
has been detailed both as state aggregates and district wise findings of five (5) high priority districts.
This report captures the data from April 2016 to October 2016.
