The QAF has been hugely influential in influencing the development of policy and best practice. Services previously either looked to inappropriate residential/home care standards or worked without any clear standards. Use of a single tool has helped providers to recognise common interests and objectives.

Ongoing challenges included:keeping needs data up to date and linking this in to the new Joint Strategic Needs Assessment arrangements; sustaining and improving partnerships and cross agency working, especially with health and children’s services, without the underpinning of grant required governance arrangements; andeffective procurement and commissioning in a market that is still not fully mature and which is dependent on public sector funding and policy.
