2——Public Opinion on Carbon Tax

From the editor:From the editor:From the editor:From the editor:From the editor:

Two years ago, following the defeat of comprehensive legislation to addressclimate change, talk of a carbon tax ceased in Washington. The volunteers ofCitizens Climate Lobby never stopped talking and writing about it, however, andtheir message has now been published more than1,000 times in newspapers andother media throughout the United States and Canada. Today, talk of a “revenue-neutral carbon tax” is popping up in many places, thanks in no small part to CCLvolunteers who have kept the public conversation going. Presented here is asampling of excerpts from the media, most of them published since the beginningof 2013, written by CCL volunteers, members of the media, and members of thegeneral public.

there are complaints (especially early on in the process)

the general reception has not been overly negative.”16

Carbon taxes make Ireland even greener. Over the last

three years, with its economy in tatters, Ireland’s . . .

government imposed taxes on most of the fossil fuels used

by homes, offices, vehicles and farms, based on each fuel’s

carbon dioxide emissions, a move that immediately drove

up prices for oil, natural gas and kerosene. The Irish now

pay purchase taxes on new cars and yearly registration

fees that rise steeply in proportion to the vehicle’s

“A lot of people think the revenue-neutral carbon tax

would be a tax on citizens; of course, we don’t want more

subjected to a fee as they enter our economy based on

carbon content. This fee is returned to taxpayers as a

dividend, encouraging fossil-fuel users to seek less

polluting energy sources and making clean renewable fuels

more competitive. The dividend offsets elevated prices as

the carbon fee is passed on to consumers, and encourages

us to buy products made with less fossil fuel. With a low-

carbon lifestyle, we gain further by avoiding the carbon

fee while still receiving the dividend.”311

MAY 25, 2013 LETTER

TRAVERSE CITY RECORD EAGLE (MICHIGAN)

“Since the 1990s, the Ninglick River has been eroding

their village as the river rises due to melting sea ice and

permafrost. Their village will likely be underwater by

2017. . . . The most effective way to put the brakes on this

crisis is a revenue-neutral carbon tax on fossil fuel. . . .

Returning the revenue to households protects us from

rising energy costs while incentivizing us to reduce energy

consumption.”312

94——Public Opinion on Carbon Tax

GAINESVILLE SUN (FLORIDA)

“In order to reduce U.S. emissions and encourage other

nations to do the same, Citizens Climate Lobby is

recommending that Congress pass a steadily-increasing,

revenue-neutral carbon tax that returns all the proceeds to

the American people. . . . This proposal has bipartisan

support, and most recently was endorsed by former

Secretary of State George Schultz as a way of using the

power of the free market to shift us away from our

reliance on fossil fuels.

“Citizens Climate Lobby is also recommending that the

legislation put tariffs on imports from nations that lack

equivalent carbon pricing. This would provide an

incentive for other nations to adopt their own carbon

taxation.

“The reality is that we have a solution that both

Republicans and Democrats can agree on. Now is the time

for Congress to act.”313

NWA ONLINE (FAYETTEVILLE, ARK.)

“Even the strongest efforts to limit emissions cannot

prevent an increase to 450 ppm, implying another 1,000

years of high CO2 levels. The only solution is to soon stop

emissions, and that will not happen until we put a price on

carbon. . . . The fossil fuel industry is spending a fortune

on propaganda and politics to convince us they should be

allowed to ignore the enormous damage they cause.

Putting a price on carbon can be easy and nearly free.

Simply enact a revenue-neutral carbon tax that is

refunded to Americans as an income tax reduction.

Industry must begin to incorporate their environmental

and social overhead into their own cost of doing business,

or the environment, business, and society will

collapse.”314

“I assume neither Ed Markey nor Gabriel Gomez would

like to see Duxbury, Marshfield and Scituate under water

anytime soon. So shouldn’t both candidates come out in

favor of a revenue-neutral carbon tax that will shift

American energy away from carbon-based sources, and

keep the tides from rising too high?”315

TRENTON TIMES (NEW JERSEY)

“People now need to turn their attention to another epic-

scale disaster in the making: the potential for rapid

climate change resulting from over-reliance on fossil fuels.

. . . The solution is at hand: Our Congress must enact a

gradually-increasing fee on the carbon that is entering the

economy in fuels. . . . Within a decade we can be well on

our way to cleanly producing the energy we need — and

can begin to restore the health of natural ecosystems.”316

ASBURY PARK PRESS (NEW JERSEY)

What we need is not more toxic oil pipelines or fracking,

MAY 29, 2013 LETTER

INTERNAL CCL COMMUNICATION VIA EMAIL

“Resolution supporting a carbon tax passed unanimously by

Eureka Springs, Arkansas City Council. Provisions:

•  Goal: Reduce emissions to 80 % below 2005 levels by 2050.

•  Start small, increase predictably.  Increase tax slowly but steadily

until we hit emissions goal.

•  Businesses get predictable energy prices. The economy gets a smooth

transition.

•  Easy to administer at home and to emulate abroad.

•  The tax is collected only once — at the first point of sale — the mine,

wellhead or border crossing.

•  Revenue neutral.  All the revenue is returned to citizens . .

.  Government keeps none of the funds.

•  Protects the vulnerable.  For lower-income Americans, the refunds

match or exceed increased energy costs.

•  Protects business from unfair domestic and international competition

using border taxes and credits.

•  Does not play favorites.  Lets markets and localities pick the winning

technologies.”323

HUFFINGTON POST GREEN

“Let competition and the public decide what energy
