2——Public Opinion on Carbon Tax
From the editor:From the editor:From the editor:From the editor:From the editor:
Two years ago, following the defeat of comprehensive legislation to addressclimate change, talk of a carbon tax ceased in Washington. The volunteers ofCitizens Climate Lobby never stopped talking and writing about it, however, andtheir message has now been published more than1,000 times in newspapers andother media throughout the United States and Canada. Today, talk of a “revenue-neutral carbon tax” is popping up in many places, thanks in no small part to CCLvolunteers who have kept the public conversation going. Presented here is asampling of excerpts from the media, most of them published since the beginningof 2013, written by CCL volunteers, members of the media, and members of thegeneral public.

“Why a carbon tax makes sense to conservatives: A tax on
carbon will be central both to a stable economy and a
sustainable environment in the future. . . . It] would be
both economically efficient and environmentally friendly.
In economics jargon, a tax on carbon is a Pigovian tax, one
that adjusts for an activity which produces social costs in
excess of the cost paid by people participating in the
activity — in this case, everyone who burns fossil fuels.”12

10 reasons a carbon tax is trickier than you think: What’s
needed on climate change, ultimately, is a wholesale,

“There are certainly lots of reasons why a carbon tax as
part of a budget compromise makes sense: reduced
emissions, increased revenue without raising income rates,
and more accurate pricing of energy are all extremely
worthy outcomes. A carbon tax has a large-scale model to
use as a reference, as Australia recently levied a high-
profile carbon tax, which offsets income taxes; and while
there are complaints (especially early on in the process)
the general reception has not been overly negative.”16

Going beyond carbon dioxide: The carbon dioxide we
produce when we burn fossil fuels and cut down forests is
the planet’s single largest contributor to global warming.
It persists in the atmosphere for centuries. Reducing these
emissions by as much as half by 2050 is essential to avoid
disastrous consequences by the end of this century, and we
must begin immediately.19

Carbon taxes make Ireland even greener. Over the last
three years, with its economy in tatters, Ireland’s . . .
government imposed taxes on most of the fossil fuels used
by homes, offices, vehicles and farms, based on each fuel’s
carbon dioxide emissions, a move that immediately drove
up prices for oil, natural gas and kerosene. The Irish now
pay purchase taxes on new cars and yearly registration
fees that rise steeply in proportion to the vehicle’s
emissions.30

economy in fuels. . . . Within a decade we can be well on
our way to cleanly producing the energy we need — and
can begin to restore the health of natural ecosystems.”316

sense.”317

We need to convince politicians in Washington, D.C., that
they have an obligation to future generations.”318

Public Opinion on Carbon Tax——97
YORK DAILY RECORD
“What is needed is a price on carbon emissions that
reflects the damage being done to society from our
dependence on fossil fuels, damages such as respiratory
illness and deaths from air pollution and disaster relief
from the latest Sandy-style mega-disaster.”319
MAY 28, 2013 LETTER
HOUSTON CHRONICLE
“Sadly, climate change will affect all of our children (those
with asthma and those without) more than it will affect
any adult alive today. I urge readers to ask their senators
and representatives to pass carbon pollution legislation
that will protect all children.”320
MAY 28, 2013 LETTER
LINCOLN JOURNAL STAR
“A fee and dividend system of taxing carbon would be the
most just and equitable way of reducing CO2.”321

98——Public Opinion on Carbon Tax
ASBURY PARK PRESS (NEW JERSEY)
What we need is not more toxic oil pipelines or fracking,
which put more greenhouse gases into the atmosphere, but
a bold move to clean, alternative energy. . . . Those who
have studied this recommend a carbon fee.”322
MAY 29, 2013 LETTER
INTERNAL CCL COMMUNICATION VIA EMAIL
“Resolution supporting a carbon tax passed unanimously by
Eureka Springs, Arkansas City Council. Provisions:
• Goal: Reduce emissions to 80 % below 2005 levels by 2050.
• Start small, increase predictably. Increase tax slowly but steadily
until we hit emissions goal.
• Businesses get predictable energy prices. The economy gets a smooth
transition.
• Easy to administer at home and to emulate abroad.
• The tax is collected only once — at the first point of sale — the mine,
wellhead or border crossing.
• Revenue neutral. All the revenue is returned to citizens . .
. Government keeps none of the funds.
• Protects the vulnerable. For lower-income Americans, the refunds
match or exceed increased energy costs.
• Protects business from unfair domestic and international competition
using border taxes and credits.
• Does not play favorites. Lets markets and localities pick the winning
technologies.”323

Public Opinion on Carbon Tax——99
DODGEVILLE CHRONICLE (WISCONSIN)
“To head off certain disasters, we must transition off of
fossil fuels as quickly as possible. The best way to bring
down CO2 emissions is a steadily-rising tax on
carbon. . . .”324
MAY 30, 2013 LETTER
HUFFINGTON POST GREEN
“Let competition and the public decide what energy
sources they prefer on the long run. That decision can be
made best as experience allows the full potential of all
alternatives to tested. A rising fee on carbon can then be
successful, leading to phase-out of fossil fuel
emissions.”325

‘Clearly, a revenue-neutral carbon tax would benefit all
