Preamble

The Vibration test system is required for Environmental Stress Screening & Dynamic

Testing of satellite components, electronic packages and subsystems. Adequate electrical

interfacing, static load capacity and moment capacity are to be built into the system for this

application. The quoted system should have proven heritage with installation base in space

industry for similar requirements and applications of vibration testing of spacecraft and

subsystems.

The Vibration test system used for testing of satellite subsystems has to meet stringent

aerospace test requirements. The system should be highly reliable and of high precision. The

system has to function uninterruptedly, with minimum time lost in maintenance.

The essential requirements for Vibration Test system for testing satellites subsystems are:

High acceleration

High shock

Low Distortion

Low Cross Axial Response

High over turning moment restraint

Large Dynamic Range.

Common base Shaker system with factory alignment and quick transition between

longitudinal axis to lateral axis connecting shaker to slip table.

Precision bearing guidance for shaker and slip-table.

Modular design of power amplifiers for ease and quick maintenance.

Safety interlocks considering machine and the specimen under test.

High Precision Vibration Control system

Offers are invited only from the reputed suppliers, having experience and heritage in supplying

electro-dynamic shaker of 25kN capacity or higher, to supply, install and commission a Vibration

Test system as per specifications detailed in the following sections.

III. Vendor Eligibility Criteria 1. Supplier’s experience

The supplier should have at least 5 years of experience in supplying electro-dynamic shakers of

25kN or higher force rating capacity and Digital Vibration Control System to aerospace

industries or institutions. Details like purchase order copy (masking the price), date of

installation etc. of such systems or any proof should be given along with the quote. The

offers/quote without this information will be rejected without any further reference.

2. Heritage of the offered systems

The supplier should have supplied a shaker system with similar configuration as detailed in the

specifications to the aerospace industries or institutions. Test results and performance plots of

such systems are to be provided. The supplied shaker systems should have completed at least

12 months of satisfactory performance.

The Vibration Control system shall function flawlessly for all modes of testing with a proven

design. The system should have been supplied to aerospace industries with a proven track

record.

The supplier should provide the details of the shaker system and Vibration control system

supplied with contract / purchase order copies (masking the price), model number, year of

supply and copy of installation /acceptance report along with the details of the such customers

including name of the organization, end user division/group and contact details of the end user.

It should be noted that this will be one of the criteria for evaluation of the quoted system for

technical suitability. The offers/quote without this information will be rejected without any

further reference.

3. Original manufacturer

Supplier should be original manufacturer of the system. Offers from original manufacturer or

their authorized representative only will be accepted. Representative should submit

authorization certificate along with the offer.

4. Local service support

Supplier should have service center or authorized service center with trained service engineers

in India. Service center address, contact person details, phone/fax numbers, email should be

provided along with the offer.

5. Certificate of origin

Certificate of origin should be provided along with supply. Such details should be provided along

with the offer.

Installation, Testing and Commissioning (SITC) of 25 kN Electro–dynamic Vibration Test System

and Digital Vibration Control System as per the detailed specifications follow.

IV. Detailed specifications of Electro-dynamic Vibration Test System

1. Introduction

1.1 Electro-dynamic vibration test system is required to be used for carrying out Vibration

testing of electro-optic sensors and subsystems of satellite. It should be possible to carry

out testing in both lateral and longitudinal directions independently. Adequate test article

Interfacing, static load capacity and dynamic force and moment capabilities shall be built

into the system for the purpose as detailed in the specification. The system will be housed

in a clean environment and hence sufficient care should be taken to ensure that the shaker

system does not produce contaminants.

1.2 Vendor shall be ready to give a techno-commercial presentation at LEOS, Bengaluru, if

required. The vendor shall be intimated within 15 working days in advance for this

presentation. The vendor can present the same through video conference mode also. The

intimation shall be sent to the vendor only after technical evaluation of the proposal.

1.3 Supplier should manufacture, supply, deliver to the site, install, commission the shaker

system and provide test results as per the acceptance test plan. The major subsystems of

the Shaker system shall comprise of

Duty Cycle

1 Duty cycle

The shaker/ amplifier/ field coil supply should be rated

for continuous 4 hours or more of operation in single

stretch for at least 80% of shaker limit values

(Displacement, Velocity and acceleration) for sine and

Random test with 30 minutes’ interval, the shaker/

amplifier/ field supply should have the capacity of

operation for another Continuous 4 hours or more of

operation.

2 System safety

The vibration test system quoted should comply with

Health and Safety requirements of the Machinery

Directive 89/392 EEC or equivalent and the Low

Voltage Directive 73/23/EEC or equivalent

11 Controller Calibration

11.1. It should be possible to carry out ‘on site’ Instrumentation front-end calibration

without the need of support/intervention from the vendor

11.2. Any Hardware, Software and accessories for the same shall be provided along with

11.3. Offset removal and gain linearity adjustment for all the input/output channels

should be provided.

11.4. In case if any channel fails in calibration, the calibration process should continue

7 Inspection, Factory acceptance test

& training

Shaker system along with the Control System, Data

Acquisition System and associated instrumentation

elements covered in this tender should be should be

fully integrated and tested prior to dispatch and these

test results shall be made available to LEOS for

perusal. The detailed test plan has been enclosed.

LEOS at its own discretion may inspect and witness the

pre-shipment factory tests. Minimum one month

advance intimation shall be given for the FAT tests.

8 Delivery and installation The supplier is responsible unpacking, unloading,

erection and installation of Vibration test system at

LEOS, ISRO.

9 Site Acceptance tests (SAT) after

installation

Shaker system along with the Control System, Data

Acquisition System and associated instrumentation

elements covered in this tender should be fully

integrated, commissioned and tested as per the Site

Acceptance test procedure at LEOS. Satisfactory

completion of the SAT will form the basis for

acceptance the system.

VIII. Installation and Training

1. Shipping and Installation 1.1. All the systems shall be installed at LEOS-ISRO,

Peenya, Bengaluru-58, INDIA. The supplier or their

representative should take full responsibility for

unloading, unpacking, installation, commissioning,

carrying out acceptance tests and handing over the

system at LEOS.

1.2. The Vendor shall install the Shaker system, Vibration

Control System, and all auxiliary units in the areas

already identified in the building. The supplier or

their representative should take full responsibility

for unloading, unpacking, installation,

commissioning, carrying out acceptance tests and

handing over the system at LEOS.

1.3. Electrical wiring from the Power distribution panel to

the Power Amplifier (20 meters approx.), cooling

unit, hydraulic units, other auxiliary systems and

hydraulic connections shall be the responsibility of

the vendor.

1.4. The vendor shall have responsibility of providing

required connecting power and control cables,

support, sleeves, terminal ends, hoses and

pneumatic lines routed through a Junction Box using

Quick Connect Connectors. Utility outlets for power

and air will be provided by LEOS, Bengaluru, at

locations identified by vendor. The distance from the

shaker to cooling unit is approximately 20 meters.

The necessary size and length of the hose shall be

supplied by the party.

2. Factory Acceptance Testing (FAT)

and Inspection

Shaker system along with the Control System, covered in

this tender should be fully integrated and tested prior to

dispatch and these test results shall be made available to

LEOS for perusal.

3. Site Acceptance tests (SAT) to be

carried out at LEOS will be the

basis for acceptance of the

system.

commissioned and tested as per the Site Acceptance test

procedure at LEOS. Satisfactory completion of the SAT

will form the basis for acceptance the system.

4. Training at LEOS-ISRO Supplier should provide mandatory training on operation

personnel as part of installation and commissioning.

IX. Terms and conditions

1. Vendor should quote for all the subsystems of section IV. Offers with partial quotes will not be

considered.

2. All quotes should be complete with following details. In absence of required details, the offer

shall be rejected totally.

2.1. Vendor eligibility criteria- proof documents

2.2. Detail system specification of the shaker with catalogs, technical literatures, data sheets

and performance curves/plots

2.3. Compliance statement should be provided along with offer. Any deviation from

specification should be clearly specified as a non-conformance.

3. The bid shall be in two parts.

3.1. Technical bid

3.1.1. The Technical bid that describes the systems specifications and capabilities in

detail.

3.1.2. The parties shall bring out full technical specifications in detail and how the

requirements/specification given in the specifications are met, so that the proposal

shall be self-explanatory.

3.1.3. While going through the proposal, it should be possible to assess the quality,

features of the system. The detailed specification of the required optional

accessories shall also be brought out. If there are any other additional features in

the system that can enhance the performance of the system, these are to be clearly

brought out in the technical bid.

3.1.4. In case any of the specification/requirements cannot be met then they are to be

specifically highlighted. A separate table (compliance statement) indicating the

compliance for all the specifications with supporting documents and or test plots

shall be provided along with the technical bid without which the offer will not be

considered.

3.1.5. Technical compliance statement should clearly provide the actual number against

each of the specifications given in the RFP. Offers stating mere compliance will not

be considered.

3.1.6. Along with the technical bid, the party shall also submit the details of same or

similar systems designed and supplied earlier and the list of organizations to which

similar items have been supplied in India as well as in other parts.

3.1.7. The technical Compliance statement shall be furnished by the Manufacturer or by

the Authorized representative with due concurrence by the Manufacturer.
