Our hope is that the December issue of SCMR can help readers prepare for the year ahead in several important ways.

What’s Ahead for 2013

The challenges of global sourcing and shipping, the rapid expansion of edu-cation opportunities, the promise of new technology…these are among the trends supply chain managers will

be following closely in 2013. That’s the consensus we’ve drawn from attending just about all of the major supply chain events this year—including the annual conferences of the Institute for Supply Management, the Council of Supply Chain Management Professionals, APICS, and the National Industrial Transportation League. Our editors also have spoken with experts at all of the top research and analyst firms in the supply chain space as well as a number of leading practitioners.

Let’s take a closer look at some of these key devel-opments we have identified from this range of sources.

Global Sourcing and Shipping According to IDC Manufacturing Insights, U.S. ship-pers will continue to increase the amount of low-cost country sourcing while at the same time looking into “near shoring”—i.e., sourcing closer to home. (See Exhibit 1 on page 4.) A surge in North American inter-modal volumes this past year suggests that the lat-ter is already underway. The Intermodal Association of North America believes that Mexico represents a bright spot for hemispheric trade, and that shippers can expect cross-border transport to only get stronger.

Statistics from the U.S. Department of Transportation support this. DOT reports surface transportation between the United States and its North American Free Trade Agreement (NAFTA) partners Canada and Mexico came in at $82.5 bil-lion in August of 2012. That’s a 2.6 increase over the same period in 2011.

Surface transportation, according to the govern-ment statistics, comprises freight movements by truck, rail, and pipeline, as well as mail and Foreign Trade Zones. And nearly 90 percent of U.S. trade by value with Canada (our second-leading trade partner) and Mexico moves by land. According to the DOT, 87.2 percent of U.S. trade by value with Canada and Mexico moved on land in April, with 8.9 percent mov-ing by vessel, and 3.9 percent by air. Notably, inter-modal captured 15 percent from trucking this year.

Even with the increase of the NAFTA intermo-dal traffic, China remains the dominant presence in global sourcing. This is still “China’s Century,” says Rosemary Coates, president of Blue Silk Consulting, and a SCMR blogger. Coates notes that as China goes through its industrial revolution, there is a startling expansion of the middle class, which is expected to grow from 350 million to 800 million within 10 years.

As supply chain managers continue to plan for the expanding trans-Pacific trade, they will work to leverage ocean cargo shipping in their supply chain strategy. Here, too, sustainability will be top of

mind. Container vessels—which already represent the “greenest” and most sustainable way of moving goods—will continue to reduce emissions and save on fuel. The practice of “slow steaming” will morph into “super slow steaming” as shippers shift JIT imperatives from air to sea. With this trend, shippers increasingly will be required to widen their delivery windows.

Air cargo providers—and their shipper customers—had been facing their own set of challenges. The troubled European Union (EU) was making life difficult for all airlines by imposing a unilateral carbon-trading scheme. Fortunately, that initiative was rejected by President Obama and other world leaders in late November. Still, air-craft manufacturers and shippers agree that biofuels must

be gradually introduced across the board. Security remains an ongo-ing concern, too. But with harmo-nized standards in place, global shippers may get a break on com-pliance expenses.

More than 80 percent of small- to mid-size shippers are concerned about customs delays affecting their ability to properly manage their business. Yet nearly a third say that they tend to ignore the often-changing government regula-tions and hope for the best when transporting their goods across international borders. This surpris-ing disconnect is one of the find-ings in a national poll conducted by North American customs broker, Livingston International. The survey was conducted this year among 500 professionals in the import-export sector in small-and medium-sized businesses in the United States. It found that despite optimism about their com-pany’s growth, many are concerned about their organization’s lack of knowledge with regard to clearing products for international trade.

Part of the solution, say ana-lysts, lies in new technologies and ongoing education.

In the CloudOne of those rapidly emerging technologies is cloud computing, also known as software as a ser-

vice (SaaS). More and more companies are embracing this alternative to the traditional approach of purchas-ing a software license. In the supply chain space, fur-ther evidence that the “cloud” has arrived came with the announcement in November of UPS Order Watch. This is a cloud-based enhancement to the company’s global ocean and airfreight forwarding product, UPS Supplier Management.

UPS Order Watch gives shippers greater visibility and control over international shipments. Specific capabilities enable greater accuracy and timeliness of overseas vendor bookings; improved processing and management of sup-pliers; automated exception management; near real-time shipment status and detailed line-level visibility of in-transit

inventory; improved internal operational processes; and facilitation of purchase order (PO) consolidation and opti-mized shipping plans. The enhancements are now available to current customers. The UPS Order Watch platform will be available to new customers starting in early 2013.

Brandon Fried, executive director of the Air Forwarders Association, observes that this product serves as a perfect example of the value of electronic data inter-change and a departure from a reliance on paper docu-ments in a supply chain activity where communication is as important as the shipment itself.

Analysts agree that shippers are beginning to look to the cloud for opportunities to improve supply chain col-laboration and improve operational efficiencies. Through scalable cloud-based supply chain management technolo-gies, companies are not only able to streamline manage-ment of vendors, but also manage all of their inbound shipments via a single platform. This can provide opportu-nities to consolidate ocean freight shipments and improve container usage to realize cost savings. This has become increasingly important to shippers as they look for ways to mitigate ocean transportation costs following the ocean carrier rate increases in 2012.

Enhanced vendor booking systems enabled by cloud technology is especially promising. System-generated exception alerts can be dispatched to help ensure vendor adherence to shipper requirements. The technology also will provide an online system for approvals, facilitating PO-specific communication between vendor and cus-tomer. This will serve to eliminate time-consuming email communication and reduce the need for additional record keeping by the shipper.

A supply chain manager’s ability to monitor vendor

bookings against purchase order details and ship win-dows can further enhance customer service, enabling intervention in early or late shipments or improper order quantities. Once an order is placed, PO-level shipment planning and execution capabilities enable visibility and control from order creation through ship-ment delivery, providing shippers with a virtual on-hand inventory view of incoming orders and merchandise.

Cloud computing also facilitates improvements to inbound supply chain visibility by enabling a “single version of the truth.” This is now possible because the entire value chain community, from ocean car-riers to trucking companies, are linked to the host network as opposed to the conventional method of electronic data interchange (EDI) file exchanges.

As cloud-based solutions gain traction, the larger question for supply chain managers is how to gain buy-in to this technology from the existing work force.

The Learning CurveEducation certainly will be part of the answer—not just for cloud computing but for all aspects of the sup-ply chain job. Educators, practitioners, and industry associations are certainly aware of the evolving educa-tional challenge and, in particular, are trying to figure out where the online factor fits in the equation.

Earlier this year, for example, CSCMP unveiled its new SCPro certification program. Beta tested by pallet and container pooling solutions provider CHEP, the three-level online certification offers global supply chain management professionals a way to demonstrate industry skills and mas-tery of end-to-end supply chain functions.

CSCMP’s new program is just one example of a grow-ing number of certification options that targets both cur-rent and aspiring supply chain managers. Another is the Supply Chain Council’s SCOR Professional (SCOR-P) certification program, which focuses on establishing in-depth knowledge of the SCOR model and methods.

Seen as a viable middle ground between a full-blown college degree and the more basic certificate programs, certifications fill a void for executives who need enrich-ment in specific areas. Kathleen Hedland, CSCMP’s director of education and research, says the SCPro came about after several years of research and discussion. Hedland sees the offering as a viable alternative for exec-utives who are looking to earn educational credit hours without having to sign up for a degree program. It’s par-ticularly useful for supply chain managers who are cur-rently employed, she says, and who would rather take a validated test than go through the time and expense of a regular classroom or virtual degree program.

orous process of validating all of the test questions for the SCPro, adding that the test is designed not to test function-al expertise (like so many certifications do), but rather the student’s knowledge of the true, end-to-end supply chain. The goal is to test and validate the executive’s understand-ing of the entire supply chain and how each function within the chain affects the other.

Going through the sup-ply chain certification process is about more than just putting a few letters after your name on your email signature line. Through the professional certifi-cation process, individuals gain knowledge, experience, and skills to perform a specific job. When the coursework is completed, the student must earn a passing grade on an exam that is accredited by an association or organization that oversees and upholds the stan-dards for that particular profes-sion or industry.

In many cases the certification process can lead to higher salaries and better positions in the supply chain space. According to Jean McHale, spokesperson for the Institute for Supply Management (ISM), many graduates are indeed leveraging their certifications into dividends in the workplace.

ISM, which offers the Certified Professional in Supply Management (CPSM), Certified in Supply Management (CSM), and Certified Professional in Supplier Diversity (CPSD), in its most recent salary survey found that the average salary for supply chain professionals armed with one or more such credentials was $102,498. This compares to $98,740 for those who had no such credentials.

In addition to those salary enhancements, certification pro-grams allow for a more flexible learning environment in large part because of the online component. Robert Novack, associate profes-sor of supply chain and informa-

tion systems at Penn State’s Smeal College of Business, says that the ability to work at your own pace over a series of modules and exams online is especially attractive for professionals who are working full time.

“Whereas a graduate supply chain program is lock-step, takes a bit longer to complete, and is more expen-sive,” says Novack, “a certification option provides more

flexibility and longer completion timelines.”A broader question is how well university

programs are meeting today’s supply chain needs. A study from Gartner Inc. shows that while the educational institutions are doing a good job overall, gaps exist between the capa-bilities graduating students should have and what they actually have. The two biggest gaps, according to the Gartner survey of major man-ufacturing companies, were in problem solving and real-world experience. (See Exhibit 2.)

Year of ReckoningOngoing education will likely be essential in the future painted by a new report from the McKinsey Global Institute, which found that the dynamics of the global labor market may create new challenges for supply chain man-agers. The McKinsey Global Institute (MGI) analysts note that over the past three decades a global labor market started taking shape as developing economies industrialized and began to compete in world markets.

“As more than one billion people entered the labor force, a massive movement from ‘farm to factory’ sharply accelerated growth of productivity and per capita GDP in China and other traditionally rural nations, helping to bring hundreds of millions of people out of poverty,” say the MGI analysts. “To raise productivity, developed econ-omies invested in labor-saving technologies and tapped global sources of low-cost labor.”

Today, the strains on this market are becoming increas-ingly apparent. In advanced economies, demand for high-skill labor is now growing faster than supply, while demand for low-skill labor remains weak. Labor’s overall share of income, or the share of national income that goes to worker compensation, has fallen. Moreover, income inequality is growing as lower-skill workers—including 75 million young people—experience unemployment, under-employment, and stagnating wages.

MGI finds these trends gathering force and spreading to China and other developing economies, as the global labor force approaches 3.5 billion by 2030. Based on cur-rent trends in population, education, and labor demand, the report projects that by 2020 the global economy could face the following hurdles:

• 38 million to 40 million fewer workers with tertiary education (college or postgraduate degrees) than employers will need, or 13 percent of the demand for such workers;

• 45 million too few workers with secondary education

in developing economies, or 15 percent of the demand for such workers; and

• 90 million to 95 million more low-skill workers (those without college training in advanced economies or without even secondary education in developing econo-mies) than employers will need, or 11 percent oversupply of such workers.

The dynamics of the global labor market will make these challenges even more difficult, says MGI. The population in China, as well as in many advanced econo-mies, is aging, reducing the growth rate of the global labor supply. Most of the additions to the global labor force will occur in India and the “young” developing economies of Africa and South Asia. Aging will likely add 360 million older people to the world’s pool of those not participating in the labor force, including 38 million college-educated workers, whose skills will already be in short supply.

In sum, an increase in private sector hiring in the United States will lower the chances of a “double-dip” recession, but that means U.S. companies will have to gen-erate 200,000 jobs per annum for the next 10 years. For supply chain managers, 2013 may be a year of reckoning. Will they seize the moment and invest in human resources, or continue to age their assets and look for quick-fixes?

exist in many industries. The British economist Alfred Marshall, for exam-ple, observed the phenomena of indus-trial clusters in 1920. More recently, in 1998, Michael Porter wrote about how clusters can increase productiv-ity and the pace of innovation. Right now, Shef� says that logistics clusters are located in Singapore, Holland, Spain, Panama (which, Shef� notes, is attempting to become the largest logis-tics center for Latin America), Mem-phis, Tenn., and Jolliet, Ill.

Within each of those geographic regions, Shef� says that main locations for clusters include ports, airports, consumer centers, and other “central locations.” He points out that govern-ments around the world are develop-ing their own logistics clusters because “the larger a logistic cluster is, the more attractive it is and the larger it grows. The result is a self-reinforcing positive feedback loop.”

As logistics clusters grow, trans-portation costs go down; transporta-tion service improves; prices become stable; the transportation environment becomes competitive; there are oppor-tunities to share labor, equipment, and space; and there is an ef� cient change of providers. “One of the most impor-tant elements of logistics clusters is that they are signi� cant job engines,” says Shef� , who points to the fact that one out of three jobs generated in the metro Memphis area is in the logistics � eld.

Looking to the future, Shef� says that logistics clusters are bene� cial because they create jobs that are not “offshoreable.” They also offer employ-ment opportunities to a full range of workers, including low-skilled workers. “And,” he says, “logistic services tend to promote from within and they feed multiple industries.”

Session 1: Technology’s role in global regulatory complianceComplying with the rules and regula-tions of global trade has never been easy, and as supply chains have become more complex and global, the task has become even more challenging. In our

� rst educational session, Beth Peter-son, president of BPE Global, presents a timely session explaining how tech-nology can make the job of compliance easier while at the same time enabling global shipments to � ow more visibly and smoothly.

In discussing the major trends and developments affecting trade compli-ance right now, Peterson points to a survey that was conducted in June of 2012 at an American Association of Exporters and Importers (AAEI) con-ference. The group asked attendees to name their top initiatives. The top responses include: the trade initiatives themselves; classi� cation and training; export controls; and free and/or prefer-ential trade agreements.

“A big initiative was missing: global trade compliance automation,” says Peterson. When assessing their cur-rent challenges, she says respondents singled out money; resources; time; lack of knowledge of global trade com-pliance and the global landscape; lack of understanding by executive manage-ment; and ever-changing regulations as their biggest obstacles.

As logistics clusters grow, transportation costs go down; service improves; prices become stable; the transportation environment becomes competitive; there are opportunities to share labor; and there’s an efficient change of providers.

Technology Vendor Assessment 101

In her session, Beth Peterson, president of BPE Global, advises shippers to use these seven questions as a guideline when assessing new supply chain tech-nology vendors:

1. What is the vendor’s planned ca-pability?

2. What has the vendor developed in the previous two years?

3. Was the vendor on track with what was planned on their roadmap?

4. Has the vendor switched strategies based on their biggest accounts/highest revenue opportunities?

5. Does the vendor have a user group and/or advisory board?

6. Is there an opportunity for you to benchmark with other companies who use the vendor’s solution?

7. How closely does the vendor track product releases against their roadmap?

Those companies that do make the connection between technology and global trade compliance don’t always make the best decisions around busi-ness case and vendor selection. For example, Peterson highlights some of the worst practices in global trade man-agement (GTM) as follows: Looking at automation as a “cure-all” for woes of non-existent or inef� cient processes; capturing hidden costs such as delays, handling and service charges, duty advancement fees, and bond charges; and allowing � nancial models to trump compliance requirements.

To avoid these challenges, Peterson says that a better approach includes measuring cost versus bene� t; bench-marking with other companies; cleans-ing and protecting your data; thinking beyond borders and companies; and assembling a cross-functional team to handle the software selection, imple-mentation, training, and other func-tions associated with the GTM.

Taking an initial, introspective look at the company’s current processes and resources before integrating technol-ogy into the global compliance mix is equally as important. “The biggest mis-take [companies] make is they imple-ment a solution without even beginning to measure what they were doing before they implemented it,” Peterson adds.

Session 2: How to cut global logistics and transportation costsAs the global economic recovery contin-ues to inch forward, shippers are start-ing to see shrinking capacity and higher rates across all transportation modes. In this session, Accenture’s Jeanne Dailey, senior principal, and Brooks Bentz, partner, discuss the trend and offer attendees practical steps for gain-ing more control of their transportation budgets and overall operations.

According to Dailey and Bentz, vari-ous forces are affecting supply chain behavior right now. Permanent volatility is becoming the “new normal,” they say, and what used to work well for compa-nies will not suf� ce in the future. Not only are supply chains more extended,

global, complex, and more demanding, but transportation costs now exceed 63 percent of total supply chain costs.

To deal with these current chal-lenges, and those that rear their heads in the future, Dailey and Bentz say companies will need to have dynamic operations and agility. “Nobody has yet taken out all of the excess costs in sup-ply chains,” says Dailey. “Opportunities for improvement continue to exist.”

A few of the common practices that companies are using today include conducting sourcing events for select carriers and modes; keeping a limited number of carrier contracts in place and performing limited auditing on those carriers; using decentralized and manual shipment planning and execu-tion; and relying on a limited number of transportation management systems (TMS) and other logistics tools.

“Just how shippers operationalize their supply chain functions depends on their capabilities and chosen oper-ating models, frequently varying by industry and geography, even within the same organization,” says Bentz. Both Bentz and Dailey point out that the roller coaster of events of the last few years left an “unprecedented change in how transportation is managed and brought havoc to logistics budgets and attention at the highest levels of orga-nizations.”

The good news is that the decline in rates has provided much needed relief to cost pressures. “With the recession fad-ing and volumes returning, the rate of change in transportation costs will likely revert to the increased upward pres-sure on rates,” says Bentz. “This rate of change and the complexity of transpor-tation make granularity and visibility of information and the tools which enable it paramount in controlling costs and maintaining service levels.”

ocean miles. Despite this ongoing chal-lenge, David Jacoby, president of Bos-ton Strategies International, says that the “collaborative approach” to ocean carriage is worth the trouble it takes to set up such arrangements.

Designed to facilitate better commu-nication and understanding on the high seas, collaborative ocean shipping ben-e� ts all parties and ensures a smoother, more streamlined global supply chain. And while repairing their bottom lines has become a top priority for the world’s ocean carriers, leading industry analysts contend that they’re also looking to restore customer relationships over the coming year.

To do this, carriers are now initiating their own analytics designed to mea-sure on-time reliability to create more transparency, accountability, and com-parability—and shippers are respond-ing favorably by working these metrics into their contracts.

To introduce his session, Jacoby points out that as traf� c volume con-tinues to slow, overall imports were up

7 percent to 10 percent over the previ-ous few months as a result of the peak. However, he adds, West Coast imports were up only 0.7 percent between January and August of 2012. The net trade balance will improve temporar-ily as imports fall, says Jacoby, and the growth of exports and imports “is very close to a wash, which means that the government policy was effective.”

However, spending patterns will resume a strong import trend by the third quarter of 2013, Jacoby predicts, thus keeping the trade balance struc-turally negative. As these and other global and domestic trends continue to affect shippers, ocean shipping movements, and rates, Jacoby says that working through the issues will require a more collaborative approach to the process.

“What’s happened is that we have kind of a collaborative mentality among the carriers,” says Jacoby. “They realize that if they compete for market share they will trigger a price war, so every-body has been trying to avoid that.” �

The most recent edition of the Global Port Tracker report from Hackett Asso-ciates and the Bremen Institute of Shipping Economics and Logistics sug-

gests that the logistics landscape in Europe will continue to be a puzzle.Stagnant and sluggish economic conditions, including declining consumer

con� dence, high unemployment, and tight � scal policy, among others, continue to paint a dark picture of the European economic outlook.

This continued weakness in the European economies con� rms that the recession is here and will continue to have an impact on trade � ows over the coming six months,” said Ben Hackett, president of Hackett Associates, in the report. “Looking forward into 2013 does not provide for much optimism. Our model suggests the recovery will not come before 2014.”

The report stated that total European volumes are projected to drop 9.3 percent over the next six months, compared to a 6.7 percent decline for the same period a year ago. And imports are projected to decline 11.9 percent and exports are projected to decline 4.7 percent for the same period. For all of 2012, Global Port Tracker expects to see a 3.9 percent in total imports.

And for the six European ports surveyed in the report, it’s projecting imports to decline by 2.8 percent in 2012, with exports projected to grow 3.6 percent. Total handled volumes for 2012—at 39.99 million TEU—would represent a modest 0.2 percent gain.
