    4 Acton Storm Tanks

    4.1 Introduction

    4.1.1 This chapter covers the feedback comments received during the phase two consultation regarding our preferred site Acton Storm Tanks. This site would receive the main tunnel fromCarnwath Road Riverside and connect the existing local combined sewer overflow (CSO), known as the Acton Storm Relief CSO, to the main tunnel. Acton Storm Tanks was also ourpreferred site to intercept the Acton Storm Relief CSO at phase one consultation.

    4.1.2 At phase one consultation, Hammersmith Pumping Station was identified as our preferred site to receive the main tunnel from Barn Elms and drive the long connection tunnel to Acton

    Storm Tanks. However, following a review of the tunnelling strategy and the need to extend the main tunnel all the way to the Acton Storm Tanks area means we no longer considerHammersmith Pumping Station to be a suitable site to drive or receive the main tunnel. Instead, at phase two consultation we proposed to use Acton Storm Tanks to receive the maintunnel from Carnwath Road Riverside. For further information regarding the proposals for this site at phase two consultation, refer to the Acton Storm Tanks site information paper.

    4.1.3 As part of our phase two consultation we identified three shortlisted sites to receive the main tunnel from Carnwath Road Riverside. The shortlisted sites are:

    Commercial units, Stanley Gardens (site 1)

    Acton Park Industrial Estate (site 2)

    Industrial units, Allied Way (site 3).4.1.4 Where feedback comments were received on any of these shortlisted sites, they are presented in section 4.3 (site selection) and section 4.4 (alternative sites) of this chapter.

    4.2 Number of respondents

    4.2.1 Atotal of 37 respondents provided feedback on Acton Storm Tanks, of which eight were received after the close of phase two consultation. Table 4.2.1 sets out the different groups whoprovided feedback for this site.

    4.2.2 Feedback on this site was received in a number of forms, including feedback forms and correspondence (emails and letters).

    4.3 Site selection

    4.3.1 A series of sites is required in order to build and operate the Thames Tunnel project. To determine our preferred scheme, we are undertaking a site selection process using a methodologythat was adopted after consultation with the relevant local authorities and statutory consultees. For further information on our methodology and process, refer to:

    Site selection project information paper, which sets out the process we followed to find and select our preferred sites

    Site selection methodology paper, which details the methodology used to select construction sites along the route of the main tunnel Site selection background technical paper, which provides supporting technical information to the Site selection methodology papersuch as the engineering requirements for the size

    of construction sites.

    4.3.2 The results of the site selection process up to phase two consultation are set out in:

    Site information papers,which provide summary information on each of our preferred sites, including the reasons for selecting them

    Phase two scheme development reportwhich describes how our proposals for the Thames Tunnel project have evolved and provides a detailed account of the site selection processfor each of the preferred sites.

    4.3.3 In this section, we set out the feedback comments received in relation to the selection of Acton Storm Tanks as our preferred site, together with our responses. Our responses providerelevant details of the site selection process and its findings up to phase two consultation. Where appropriate we have also identified further work that we have undertaken in relation toour preferred site, such as the preparation of our Preliminary environmental information report(PEIR). As part of the project design development process, we continue to assess how theeffects arising from the proposed development can be addressed. The output of our assessment up to phase two consultation is contained in appendix A of the Design development reportand our PEIR(volume 7).

    4.3.4 Where respondents commented on matters relating to management of construction works, permanent design and appearance or the management of operational effects at Acton Storm

    Tanks, these are reported in sections 4.5 to 4.7.

    4.3.5 During the phase two consultation, respondents were asked to comment on the decision to select Acton Storm Tanks as our preferred site to receive the main tunnel from Carnwath RoadRiverside (see question 2 of the phase two consultation feedback form, provided in appendix M of the Main report on phase two consultation). Table 4.3.1 sets out details of the differentgroups who responded and were asked to select supportive, opposed/concerned or dont know/unsure. Tables 4.3.2 and 4.3.3 then detail the feedback comments received in relationto this site. It should be noted that not all respondents who provided feedback comments selected supportive, opposed/concerned ordont know/unsure.

This is because itis a brownfield site, it is in our ownership and the site is large enough to

    accommodate all the main works. Use of this site also allows us tocombine construction of the tunnel with interception of the CSO.

    4.3.16 Should use/consider an alternative site -specifically one that causes less nuisance toresidential properties.

    4.3.19 The scale of effects on the local area andcommunity resulting from the selection ofthis site is unacceptable/has not beenproperly considered.

    site selection considered the number and nature of sensitive receptors,as well as possible likely significant effects from traffic and constructionworks including noise, air quality and visual impact. We also consideredlikely significant effects on employment uses and possible conflict withplanning policy that seeks to protect local amenity. Accordingly, weconsider that the scale of possible likely significant effects on the localarea and community has been adequately considered.

    4.3.20 Site selection has been influenced bypolitical pressure.

    We have considered the effect on residential amenity arising from theuse of Acton Storm Tanks. The new location for our site at Acton StormTanks is considered to have less effect on residents overall. Wetherefore consider the changes to the extent of the site appropriate.

    Since selecting Acton Storm Tanks as our preferred site, we have begunassessing the likely significant effects arising from our proposals andhow these will be managed. Refer to our PEIR(volume 7) and draftCode of construction practice (CoCP) for further details.

    4.3.23 Need more information in order to commenton site selection.

    4.4 Alternative sites

    4.4.1 During the phase two consultation, respondents were invited to suggest alternative sites that they thought should be used to intercept the Acton Storm Relief CSO and receive the maintunnel from Carnwath Road Riverside instead of Acton Storm Tanks (see question 3 of the phase two consultation feedback form, provided in appendix M of the Main report on phase twoconsultation). The following sites were put forward as possible alternatives:

We do not own this site;therefore we would need to acquire the land. Further, we would stillneed a site at Acton Storm Tanks to intercept the CSO.

    In relation to Counters Creek flood alleviation works, this is a separateproject, which is still at the optioneering stage. A decision has nottherefore been made on what sites will be used to undertake thenecessary works.

    Other sites

    4.4.3 Barn Elms It is a better and larger site which hasbetter construction access and wouldhave less impact on housing.

    8235 1 We need to intercept the Acton Storm Relief CSO and West PutneyStorm Relief CSO; Acton Storm Tanks and Barn Elms are our preferredsites for undertaking these works. These sites have been identified onthe basis of needing to select sites that are in close proximity to theCSOs, which are in fixed locations. Therefore in terms of intercepting theCSOs, Barn Elms and Acton Storm Tanks are not alternative sites toeach other; the Barn Elms site is too far away from the Acton StormRelief CSO and vice versa.

    In terms of Barn Elms as an alternative main tunnel site, we need a siteat the start of the main tunnel. After phase one consultation, ourpreferred site to intercept the Acton Storm Relief CSO remained ActonStorm Tanks. In order to identify a potential main tunnel site at the startof the tunnel, we defined a 500m area around the Acton Storm Tankssite to ensure that any potential site would be close enough to ourpreferred CSO site. Barn Elms is not located within 500m of the ActonStorm Tanks site and would not therefore be a suitable alternative toActon Storm Tanks. Further details are contained in chapter 6 andappendix A of the Phase two scheme development report.

    It would be feasible to use Barn Elms as a main tunnel site to drive thetunnel to Acton Storm Tanks. The reasons why we consider Barn Elmsless suitable for this use are set out in appendix G of the Phase twoscheme development report.

    4.5 Management of construction works

    4.5.1 This section sets out feedback comments received during the phase two consultation in relation to the management of construction works at Acton Storm Tanks. This includes theidentification of site specific issues arising from construction activities and proposals to address the effects of these issues.

    4.5.2 During the phase two consultation, respondents were asked whether the site information paper had identified the right key issues associated with Acton Storm Tanks during constructionand the ways to address these issues (see questions 4a and 4b of the phase two consultation feedback form, provided in appendix M of the Main report on phase two consultation). Thefirst part of question 4a and 4b asked respondents to select agree, disagree or dont know/unsure. Where respondents completed this part of the question, the results are set out intables 4.5.1 and 4.5.2. Tables 4.5.3 to 4.5.33 detail the feedback comments received in relation to this site.     LBHF, LR9418 2 Access to this site is proposed via Canham Road, asillustrated in the site information paper. We are reviewing theproposed routes that construction traffic would use as part ofour transport assessment. If the transport assessmentidentifies any potential likely significant effects arising fromcongestion, we will develop mitigation measures to minimisethe likely significant effects of any disruption.

    We would minimise lorry movements at this site by usingmaterial excavated from the shaft to fill two existing stormtanks to ground level. This would enable us to transport lessmaterial off-site. It is expected that at the peak ofconstruction (year two), an average of 16 lorries would visit(travel to and from) the site each working day as indicated in

    the PEIR(volume 7, Section 12). In the context of existingtraffic in the local area, the expected construction traffic isnot considered to be significant andis not likely to result incongestion.

    We are also developing a CoCP, (a draft was provided aspart of our phase two consultation), which will includerequirements for a Traffic management planto ensure thatconstruction traffic is carefully controlled to minimise anypotential likely significant effects on the road networkincluding access to the local area, as well as setting out
