    Supervisor David Chiu - March 2012 Newsletter

    Friend,

    The year is in full swing in District 3 and all of San Francisco. Last month brought significant news on the

    Americas Cup and rare good weather for the Chinese New Year Parade. This month were advancing legislation

    on everything from encouraging socially responsible companies to making parking lots safer. Were also working

    on how to build more affordable housing as we try to make sure that our rebounding economy benefits all San

    Franciscans. Read on for more details.

    As always, I look forward to seeing you at Sunday Streets on the Embarcadero, at my office hours, or around the

    District.

    David honored Kimberly Bryant at the Board on

    February 14, 2012

    I first met Kimberly as a neighbor and fellow District 3 advocate in the

    Middle Polk Neighborhood Association. Ive come to know her as an

    educator who is dedicated to inspiring and empowering young women

    of color. Having spent a decade leading biotechnology and engineering

    companies, Kimberly foundedBlack Girls Code a year ago to break

    down barriers of entry into the technology field for the next generation.

    Her organization trains girls ages of 7-14 in programming skills and

    exposes them to organizations at the forefront of the industry.

    Germaine has a long history of paving the way. As the head of Asian

    American Studies at UC Berkeley in the 1970s, she successfully

    advocated for the accreditation of Asian American Studies towards aBachelor's degree. Germaine then became the first person of color to

    serve as the Registrar of Voters in San Francisco, where she supported

    the continuance of language access requirements in the Voting Rights

    Bill. She co-founded Chinese for Affirmative Action (CAA), a leading

    civil rights organization. I have always recognized Germaine as a pillar

    in our community, and I have seen firsthand her commitment to empowering the Asian American community

    through our work together on the Board of CAA.

    I am proud to to honor Kimberly and Germaine, two women that I admire and respect for their service to their

    communities and the City of San Francisco.

    Sunday Streets Returns

    I am pleased to announce the return of the popular Sunday Streets program, which began in Distrct 3 and is now a

    San Francisco institution. Held once a month, Sunday Streets offers a full schedule of car-free events in which citystreets are opened to pedestrians, cyclists, and people-powered wheels of all kinds by removing vehicular traffic on

    select Sundays. This temporarily transforms street space typically reserved for automobiles into recreational space

    for everyone to enjoy safely. The 2012 debut will be held on Sunday, March 11 along the Embarcadero from 11:00

    a.m. to 4:00 p.m. Volunteers are still needed. Sunday Streets is sponsored by the San Francisco Municipal

    Transportation Agency in conjunction with Livable City.

    Ongoing Projects

    8 Washington Luxury High Rise Condo Project - We know that there are many opinions, questions and concerns

    about this project, so feel free to participate in the joint meeting of the Planning Commission and the Recreation

    and Park Department that is now taking place on Thursday, March 8 at 10am in the Board of Supervisors Chambers

    in City Hall. You can read about the item here three days before March 8.

    Jefferson Street Improvements - I continue to strongly support the effort to begin to implement the Fishermans

    Wharf Public Realm Plan by recreating two blocks of Jefferson Street between Hyde and Jones streets in time for

    the America's Cup in 2013. The Board of Supervisors is set to vote on design funding at its March 6 meeting, and I

    am working with the Mayors Office and the Department of Public Works to secure funding for the construction

    phase.

    Redistricting - The Redistricting Task Force continues its work ahead of the April 15 deadline to produce a new

    map of San Franciscos supervisorial districts. I encourage you to check out their website for information on public

    meetings and to take a shot at drawing your own district boundaries here.

    Legislation

    Privately Owned Public Open Spaces (POPOS)

    Like most San Franciscans, I love the urban bustle of our vibrant downtown. But we all need some quiet open

    spaces to eat lunch or meet up with friends. Thats where POPOS - Privately Owned Public Open Spaces - come in.

    Since 1985, big downtown developments have been required to create publicly-accessible open spaces such as

    rooftop gardens or ground level plazas to counterbalance the density they create. But POPOS are only successful if

    they are easily found and much used, and too often they are essentially unknown because the existing signage is too

    small or poorly place. Thats why Im drafting legislation in collaboration with the Planning Department to improve

    signage and maintenance requirements for POPOS. The Chronicles John King has done an excellent job

    highlighting this issue in recent weeks, and SPUR produced a great report - complete with a guide to San

    Franciscos POPOS - in 2009.

    Affordable Housing Trust Fund

    One of my major objectives this year is to advance an affordable housing trust fund for San Francisco. I am

    working with Mayor Lee and my colleagues on the Board to come up with a comprehensive plan on how the city

    can create a permanent source of funding strictly dedicated to the creation of affordable housing. The City faces an

    urgent need to fill a gap in funding that resulted from the elimination of the San Francisco Redevelopment Agency.

    In the coming months, I will be working with the affordable housing community and all other members of the

    Affordable Housing Trust Fund Working Group to identify funding opportunities and bring a comprehensive plan

    to the ballot in November. The Chronicle took a close look at one aspect of the housing challenge in San Francisco

    in this recent article.

    Ongoing Legislation

    Right to Civil Counsel - At the end of last year, I joined with leaders of the Bar Association of San Francisco and

    others in the legal community in calling for a local judicial system that provides representation to residents involvedin civil proceedings that could deny basic human needs such as child custody, shelter or health. The legislation I

    introduced declares San Francisco the first Right to Civil Counsel City and authorizes a one-year Right to

    Counsel Pilot Program that will be a partnership between the City, the Courts, and the private legal community.

    The cost of the pilot program would be almost entirely borne by the private legal community. I am proud that the

    Board of Supervisors voted last Tuesday to approve the legislation.

    Benefit Corporations - On March 14 the Budget and Finance Committee will consider an ordinance I am

    sponsoring that requires the City to provide contract bid preferences to Benefit Corporations. B Corps are a new

    class of corporations recently authorized by the state of California to create a general benefit for society as well as

    for shareholders. These are exactly the types of companies that we should welcome in San Francisco.

    Small Businesses and Disability Access - For many months, I have been working on legislation that would both

    help protect businesses and landlords from lawsuits, as well as increase compliance locally with the requirements of

    the Federal Americans with Disabilities Act. I have been listening to feedback from stakeholders across the City,

    and the legislation will be considered by the Board of Supervisors later this month.

    Parking Lot Security - On March 15, the Public Safety Committee will consider my ordinance that addresses public

    safety concerns in parking lots, most notably those problematic lots near entertainment venues.
