These amendments were referred to in the recent September 1999 MOM quarterly sampling report. Several amendments to the SAP have been made over the last four years. As more information is obtained during the course of the MOM monitoring, it is necessary to update the SAP to keep it current with existing conditions at the site and with appropriate sampling methodologies. A review of the past SAP amendments is listed here for your information and review. Revision 3, June 1996 - The changes at this time included the use of peristaltic pumps rather than bailers and a limit to groundwater draw down during well purging to the top of the screen zone. Revision 4, December 1996 - The draw down limit was revised again to allow groundwater draw down to the middle of the screen zone in wells where the static groundwater level is less than three feet above the top of the screen zone and to allow draw down to six inches above the bottom of the well at wells (500 series) where static water level is in the screen zone. Additionally, in 1996 the Health and Safety Plan in the SAP was revised to include the operation of the VER system. August 1998 - The PCB analysis was changed from USEPA 8081 to USEPA 8082. At the request of Raytheon, the SAP was revised (Section 5.5.2) to clarify the wording of the groundwater stability criteria. March 1999 - The sample collection quantities for the PCB analysis were changed from one-liter extractions to two-liter extractions beginning with the March 1999 sample event. RE OConnor Company Superfund Site Amendments to the Management of Migration Sampling and Analysis Plan

Dear Erin

We are writing this letter to recommend several amendments to the Management of Migration (MOM) Sampling and Analysis Plan (SAP) for the OConnor Company Superfund Site These amendments were referred to in the recent September 1999 MOM quarterly sampling report Several amendments to the SAP have been made over the last four years As more information is obtained during the course of the MOM monitoring it is necessary to update the SAP to keep it current with existing conditions at the site and with appropriate sampling methodologies

A review of the past SAP amendments is listed here for your information and review

Revision 3 June 1996 - The changes at this time included the use of peristaltic pumps rather than bailers and a limit to groundwater draw down during well purging to the top of the screen zone

Revision 4 December 1996 - The draw down limit was revised again to allow groundwater draw down to the middle of the screen zone in wells where the static groundwater level is less than three feet above the top of the screen zone and to allow draw down to six inches above the bottom of the well at wells (500 series) where static water level is in the screen zone Additionally in 1996 the Health and Safety Plan in the SAP was revised to include the operation of the VER system

August 1998 - The PCB analysis was changed from USEPA 8081 to USEPA 8082 At the request of Raytheon the SAP was revised (Section 552) to clarify the wording of the groundwater stability criteria

The following SAP amendments are recommended

Amendment 1 - Change in sampling frequency

The frequency of sampling has been conducted on a four times per year basis since the initiation of the Management of Migration Plan in 1995 The proposed frequency is two times per year in March and September The proposed semi-annual sampling was discussed and agreed upon at a meeting on September 1 1999 A letter reflecting this change was sent to you by Roy Koster Project Coordinator on November 24 1999 Representatives from CMP MEDEP USEPA and WampC attended the meeting

The reason for the recommended reduction in sampling frequency is due to the limited changes in sample constituent concentrations observed from one sample event to the next An analysis of the long-term groundwater quality data indicates slowly improving groundwater quality in the area surrounding TWA II Groundwater monitoring twice a year will be sufficient to evaluate groundwater quality at the site

Amendment 2- Free product oil monitoringrecovery

For the past two years the free product oil thickness depth to groundwater and depth to free product oil have been measured on a weekly monthly or quarterly basis in the TWA II observation wells the VER recovery well (RW-101) and piezometer UM-1 When free product oil has been detected sorbant socks have been installed in the wells to remove the oil The free product oil monitoring is collecting valuable information pertaining to the remaining free product oil remaining in the TWA II area of the site WampC is recommending that monthly free product oil monitoring be continued as part of the SAP beginning with the March 2000 sample event

Amendment 3 - Revised survey elevations

A new well elevation survey was conducted on September 291999 The survey included all of the monitoring wells and observation wells in the TWA-II and upland marsh portion of the site as well as the geoprobe locations in the upland marsh area The previous well survey was conducted prior to the source control excavation and this survey was conducted to verify the old well locations as well as determine the locations of the newer wells at the site which were not previously surveyed The results of the survey show minor changes in reference point elevations from 00 to 025 feet and do not affect our understanding of site hydrogeology The results of the new survey have been tabulated as Table 1A This table will be added to the SAP as an amendment in order to have current elevations of the reference points that are used to calculate groundwater elevations The new survey information was used to calculate the groundwater elevations for the recent September 1999 monitoring event and will be used to calculate all future groundwater elevations Table 1A is attached for your review

Amendment 4 - Surface water sampling in March 2000

A sampling and analysis plan was written in June 1999 for soil and surface water sampling in the Upland Marsh area of the Site This SAP called for two sample events during summer and fall of 1999 Due to low surface water conditions during the summer and fall 1999 only three of the pre-identified six surface water sample locations were actually sampled in 1999

The surface water at the Site will be sampled in March 1999 as agreed upon by Central Maine Power and the regulating agencies The surface water sampling will follow the same sampling methods protocols and analytical requirements as described in the June 1999 SAP This is expected to be the last surface water sampling at the Site The surface water sampling is scheduled for Tuesday March 28 2000

CMP plans to monitor the groundwater in the TWA II wells during the March 2000 sample event The existing dedicated submersible pumps will be used where available as well as new dedicated polyethylene tubing in the wells without dedicated pumps The recent discussions with Roy Koster as to the frequency of sampling in the TWA II as well as the representativeness of the samples from these wells will be continued in the future

WampC and CMP would like to complete the SAP amendments prior to the March 2000 sample event which is scheduled for March 27 2000 If these amendments are acceptable to you please let us know In the past changing the appropriate sections of the SAP and inserting new pages to the existing copies of the SAP have instituted the amendments The recommended amendments can be dealt with in the same fashion At the completion of the TI process the entire revised SAP can be re-issued as a complete document

The reason for the recommended reduction in sampling frequency is due to the limited changes in sample constituent concentrations observed from one sample event to the next An analysis of the long-term groundwater quality data indicates slowly improving groundwater quality in the area surrounding TWA II Groundwater monitoring twice a year will be sufficient to evaluate groundwater quality at the site

Amendment 2- Free product oil monitoringrecovery

For the past two years the free product oil thickness depth to groundwater and depth to free product oil have been measured on a weekly monthly or quarterly basis in the TWA II observation wells the VER recovery well (RW-101) and piezometer UM-1 When free product oil has been detected sorbant socks have been installed in the wells to remove the oil The free product oil monitoring is collecting valuable information pertaining to the remaining free product oil remaining in the TWA II area of the site WampC is recommending that monthly free product oil monitoring be continued as part of the SAP beginning with the March 2000 sample event

Amendment 3 - Revised survey elevations

A new well elevation survey was conducted on September 291999 The survey included all of the monitoring wells and observation wells in the TWA-II and upland marsh portion of the site as well as the geoprobe locations in the upland marsh area The previous well survey was conducted prior to the source control excavation and this survey was conducted to verify the old well locations as well as determine the locations of the newer wells at the site which were not previously surveyed The results of the survey show minor changes in reference point elevations from 00 to 025 feet and do not affect our understanding of site hydrogeology The results of the new survey have been tabulated as Table 1A This table will be added to the SAP as an amendment in order to have current elevations of the reference points that are used to calculate groundwater elevations The new survey information was used to calculate the groundwater elevations for the recent September 1999 monitoring event and will be used to calculate all future groundwater elevations Table 1A is attached for your review

Amendment 4 - Surface water sampling in March 2000

A sampling and analysis plan was written in June 1999 for soil and surface water sampling in the Upland Marsh area of the Site This SAP called for two sample events during summer and fall of 1999 Due to low surface water conditions during the summer and fall 1999 only three of the pre-identified six surface water sample locations were actually sampled in 1999

The surface water at the Site will be sampled in March 1999 as agreed upon by Central Maine Power and the regulating agencies The surface water sampling will follow the same sampling methods protocols and analytical requirements as described in the June 1999 SAP This is expected to be the last surface water sampling at the Site The surface water sampling is scheduled for Tuesday March 28 2000

CMP plans to monitor the groundwater in the TWA II wells during the March 2000 sample event The existing dedicated submersible pumps will be used where available as well as new dedicated polyethylene tubing in the wells without dedicated pumps The recent discussions with Roy Koster as to the frequency of sampling in the TWA II as well as the representativeness of the samples from these wells will be continued in the future

WampC and CMP would like to complete the SAP amendments prior to the March 2000 sample event which is scheduled for March 27 2000 If these amendments are acceptable to you please let us know In the past changing the appropriate sections of the SAP and inserting new pages to the existing copies of the SAP have instituted the amendments The recommended amendments can be dealt with in the same fashion At the completion of the TI process the entire revised SAP can be re-issued as a complete document
